The Outcomes and Tasks of UK Rail Privatization in case of Safety (영국 철도 민영화에 있어 철도안전의 성과와 과제)

  • This paper examines the outcomes and tasks of U rail privatization especially focusing on the rail safety. Earlier research which focused on the rail safety had little knowledge of the explanations for recent changes of safety scheme. Moreover, they had difficulty making a direct comparison of safety between national rail and the privatized rail. Therefore we are left without a good explanation which has a comprehensive perspective. I attempt to show the outcomes of safety in the rail privatization process and its tasks focusing on the recent fatal accident. This paper argues that the UK's rail safety has a framework which is too complicated with overlapping responsibilities that brought about inefficiency, increasing costs. Especially infrastructure enterprise did not come to play an appropriate role. However, after 2000, the government took charge of setting the strategy for railway safety, and the Office of Rail Regulation covered safety, performance and cost. I explain that these changes present a good opportunity to solve the problem of passing the buck for rail accident. Through the analysis, I find that outcomes of rail privatization in safety are improved comparing the national rail. However, safety performance, for example the collision of structures of cars and looseness of rail should be improved. In future, the problems of fatal accident and a bit of duplicate safe system should be addressed.

  • In this paper, we have designed and implemented an obstacle detecting device based laser radar. It is an alternative to solve through problem analysis of that are currently operated safety equipment and status research of domestic railway crossing. It is target to improve the safety and reliability of the rail traffic through effective obstacle detection at crossing account for a large proportion of train accidents. suggest a system to overcome the problems caused by aging and limitation of existing safety equipment. Design a crossing obstacle detection device that utilizes laser radar scanner, proved this through performance evaluation and testing of the prototype.

  • Personnel maintaining or repairing the railway tracks or signaling device around tracks may experience the sensory disorder when they do routine works for many hours and they may not recognize the leading to train accidents. In order to prevent such train accidents that may occur because railway track workers are unable to recognize the approaching train, a safety-equipment is developed to make the approaching train send signals. We developed the new alarm equipment for protection of trackside maintenance workers using radio signals.

  • 21세기 고속철도시대에 진입하면서 차량고속화에 수반하여 주행안전성 면에서 빼놓을 수 없는 문제로 가장 중요한 탈선의 현상이 있다. 철도에 있어서 탈선은 대형사고로 직결되기 때문에 결코 쉽게 간과할 수 없는 부분이며, 철도가 다른 교통수단에 비해 상대적인 장점으로 내세울 수 있는 안전성을 확보하기 위하여 반드시 차륜과 레일 사이에서 발생하는 상호 작용력을 측정하여 탈선가능성을 평가하여야만 한다.(중략)

  • As the patronage of railroad increased, the government tried to introduce several the railroad safety program. The introduction of security inspection system in railroad is also considered with this background. In this paper, we examined the foreign cases in U.S., Spain, and China. Also, we surveyed the railroad users' opinion with the security inspection system and analyzed the results of survey for the sufficient preparation for it. Consequently, we suggested the introduction of high-speed rail station by way of showing an example.

  • Human factors still play a significant part in many railway accidents. It is well blown that SPAD (Signal Passed at Danger) remains as the single most cause of railway accidents. In this study a stochastic model is developed to quantify SPAD human reliability. This model provides closed-form mathematical expressions into which multiple factors affecting the reliability of man-machine systems can be incorporated. Two basic elements are combined to form the framework for modeling: random signal occurrence and transient human performance characteristics.

  • 도시철도시스템은 차량, 전력, 신호, 선로구축물 등이 유기적으로 결합된 복합시스템으로 고장 또는 사고가 발생하면 원인규명이 어렵고 사고에 따른 영향이 매우 크기 때문에 시스템의 신뢰성과 안전성은 매우 중요하다. 본 논문에서는 철도에서 적용되고 있는 신뢰성관련 국제 규격을 분석하여 국내에서 개발하고 있는 무인운전 도시철도시스템에 이러한 규격들의 내용들을 충족하는 관리체계를 제시하고자 한다. 즉 기존에 적용하고 있는 신뢰성 관리체계인 IEC 60300, IEC 62278, MIL-STD-785B 등의 특성과 장점을 비교분석하여 도시철도시스템에 구체적으로 적용할 수 있는 신뢰성관리체계를 제시하고자 한다.

  • Around two years have passed since the beginning of aptitude test required by 2006 Rail Safety Act. At this point, it is necessary to evaluate the validity of the aptitude test. Through this study, the structural system for all the tests would be overviewed, which will show the correlation among each tests or its importance. Also, although it is rough, reliability and validity of the tests would be overviewed by their retest and education materials. This would contribute, in the future, to setting up for the standard of upgrading or integrating the tests.

  • In this paper, we suggest the criticality of Hidden Failure with regard to the design of watch dog timer, used to detect HALT on railway signaling embedded controller, via FMEA and FTA. Hidden Failure means reliability and safety degradation of the system due to any failure occurred on elements added for fault tolerance. In this paper, therefore, we design vital watch dog timer to prevent the system from operating in low SIL conditions and assess the safety of circuit on failure occurrence to demonstrate that safety degradation problems owing to existing design are supplemented.
