Operating Strategies for Education and Training Programs for Nurturing North Korean Construction Workers (북한 건설기능인력 양성을 위한 교육·훈련 프로그램 운영 전략)

  • This study was conducted to pave the way for the development and operation of education and training programs to nurture skilled North Korean construction workers. Such programs would help to meet the expanded demand for setting up infrastructure, which is the backbone of the two Koreas' economic cooperation and mutual development. To achieve this initiative, the targets and scopes of education and training were determined by classifying business types for education and training purposes by construction sector. Furthermore, each education and training course and their allocated time frames were analyzed. Issues related to inter-Korean economic cooperation in the border area were also analyzed to determine regional characteristics. Education and training programs were thus classified into three types of infrastructure units: society, industry, and life infrastructure units. Social infrastructure units are the common demand of the whole border area, including construction of roads, railways, and harbors, as well as inspection and maintenance. Industrial infrastructure units are programs for industrial facilities centering on the designated special economic zone in the western part of the border area. Life infrastructure units are programs for infrastructure facilities such as large, complex facilities and residential facilities for the eastern tourist belt side.

  • With the advancement of mobile information technology, the era of smart work emerges as a means for enabling us to overcome temporal and spatial constraints. Thanks to smart mobile devices with seamless access, organizations can assign tasks to employees and provide services to the appropriate customers in mobile environments. In addition, smart work facilitates the improvement of coordination and collaboration among individuals and groups performing organizational tasks. The dramatic performance improvement is manifest by utilization of smart work in organizations. Therefore, the interest in the introduction of smart work is growing. With the lens of time-geography, this study investigates what makes smart work successful. This research, especially, concentrates on the processes for overcoming the temporal and spatial constraints in the field. A case study of the Seoul Metropolitan Rapid Transit Talk and Flash (SMRT T&F) is developed and analyzed through the framework of time-geography and the implementation processes and success factors of SMRT T&F are investigated.

  • Access to public facilities such as substations, dams and railway facilities is strictly controlled, and unmanned surveillance equipment has been introduced and operated recently due to the development of IT technology and the government's cost reduction policy. However, if an unmanned surveillance system is broken, surveillance space, information leakage caused by intruders, and damage to facilities may occur. Also, it is necessary to check periodical visit by the manager in order to check the surveillance facilities, which causes additional management costs. In order to solve this problem, we designed a system to check the operation status of the unmanned monitoring facility in real time, attempt to recover automatically when a problem occurs, and notify the administrator of the problem. The designed system consists of an NVR that receives and judges information such as image, sound, and lighting condition, and a control device that detects and restores the state of the unmanned monitoring facility. The system proposed in this paper is expected to contribute to the improvement of the economic efficiency due to the minimization of surveillance space due to the failure of the unmanned monitoring facility and the reduction of the inspection cost.

  • The construction of shield tunnels is being expanded from the small-bore tunnels such as power, telecommunications, water supply, and sewerage pipes to the large bore tunnels such as road and railway tunnels with the advancement of the shield TBM (Tunnel Boring Machine) manufacturing technology. Accordingly, the construction of twin shield tunnels is increasing. Peck (1969) reported that the surface settlement trough is well described by a Gaussian distribution on a single shield tunnel. Hereafter, many studies about the surface settlement trough were performed by the field measurement, laboratory model test, and numerical analysis. This study confirmed that the additional surface settlement trough induced by the 2nd tunneling were well described by using each Gaussian curve for the right and left sides of the settlement trough.

  • Nowadays, Light railway system is attracted public attention as solution for metropolitan traffic congestion. But it is difficult to decide an appropriate light railway system. It is especially hard in the Seoul metropolitan to decide an appropriate system, because there are many factors that must considered. So we research application status of light railway system that is scheduled or promoted in the Korea and the foreign nations. And we selected systems by types of city. In this paper, we divided into 6 types of city through factor analysis and cluster. And we considered various factor such as technology, transportation, environment etc that used previous research and feasibility study. To determine the priority among the factors, AHP(Analytic Hierarchy Process) was applied as a method for multi-standard decision method.

  • 암거는 일반적으로 용수나 배수용의 수로가 도로, 철도, 제방 등의 아래에 매설 된 수로를 지칭한다. 이러한 암거는 산업발전으로 사회기반시설의 신설 및 확충, 재정비 등으로 많이 활용되고 있다. 최근 들어 기후로 인한 재해가 급증하면서 이러한 시설물에 대한 안정성 및 관리에 대한 관심이 높아지고 있는 것이 현실이다. 특히 소하천은 집수면적 및 유로연장이 짧고 하상경사가 급하기 때문에 홍수에 취약하다. 즉, 빨라진 유속으로 인해 구조물 주변의 세굴에 의한 유실, 토사유출로 인한 하상퇴적, 부유물로 인한 차단으로 인해 통수에 지장을 받아 피해가 발생하게 된다. 이러한 암거시설물 피해는 2차 피해로 이어질 수 있으며 사회기반시설 파괴로 도시기능이 마비되고 인근 주변지역에 침수로 인한 재산 및 인명피해까지 발생시킬 수 있는 피해 잠재능력을 보유하고 있다. 그러나 피해에 대한 예방대책은 유지관리를 통해 지속적으로 관리하는 것이 대부분의 지침 등에 소개된 내용들이다. 본 연구에서는 암거를 대상으로 암거의 폐색으로 인해 암거주변에서 변화되는 흐름특성을 축소모형을 통해 검토하고자 하였다. 암거 축소모형실험은 1.5m 폭을 갖는 직선수로에서 수행하였으며, 암거모형은 도로암거표준도(2008)를 참조하여 $3m{\times}3m$ 수로암거를 대상으로 1/10 축소모형을 제작하였다. 암거유입부 퇴적으로 인한 암거의 차단률(차단면적/암거단면적)은 차단이 발생하지 않는 0% 조건에서부터 10%, 20%, 30%, 40%, 50% 조건에 대해 실험을 수행하였다. 실험결과 차단에 따른 암거 상류단의 수위는 차단이 없는 암거의 경우에 비해 차단율이 높아질수록 암거유입부 수위는 20.4% ~ 82.7% 상승하는 것으로 나타났다. 암거의 차단률이 40% 이상일 경우 높아진 수위로 인해 암거통로의 윗상면부까지 다다르고 있으며 50%일 경우 암거를 통과하는 흐름이 자유수면흐름이 아닌 오리피스 흐름이 발생하는 것으로 나타났다. 암거유입부 차단으로 인한 암거주변의 최대유속은 암거 직하류부에서 주로 발생하여 암거 유출부에서의 최대유속은 차단율이 증가할수록 선형적으로 증가하는 것으로 나타났으며 암거 유출부에서의 유속은 차단전의 조건(0%) 대비 4.2% ~ 35.5% 까지 상승하는 것으로 나타났다. 이와 같은 결과를 토대로 고려하였을 때 대부분 산지부에서 설치되는 암거의 경우 유속이 불가피하게 증가하게 됨으로 유속에 따른 유속조절방안(차단 및 우회시설) 및 세굴대책을 세워야 할 것으로 판단된다.

  • The train control system used in Gyeongbu-line is classified in ATC, IXL and CTC. Domestic railway signaling systems are being developed by electrification. In these systems the electrification of interlocking reaches 57% and the safety equipments of railway crossings in trackside devices have completed their development into an integrated system. Block systems of all the existing sections have not yet electrified and integrated so that they need a number of complement in terms of construction and maintenance. For ABS currently used in existing domestic lines, and LEU being installed in Gyeongbu and Honam lines, although a train is controlled by the signaling information of the same train in the same location, the system is separately installed so that the same information is separately divided and transmitted at the each distinct system. Therefore, in the conventional ABS and LEU, there are a lot of duplicate installed compartments such as lamp detection and a power supply unit. Hence, we have a lot of problems: for maintenance, a lot of manpower and costs need to be invested and the overall manufacturing costs get higher, as well as the construction costs by duplicate. Therefore, this paper suggest design to develop an integrated electronic Block Control Unit by the integration of the currently used ABS, and communication and electronic technology. We are to monitor and manage the block systems in the corresponding station by integrating. And we are to transmit information together with LEU, which is an ATS wayside transmitter.

Economic Cooperation between Russia and Republic of Korea;Problems and Prospects (러-한 경제협력;과제와 전망)

  • 러시아와 한국간의 공식적인 접촉은 1990년 6월 샌프란시스코에서 개최된 정상회담이다. 동년 9월 뉴욕에서 개최된 양국의 외무장관 회담에서 러시아와 한국의 외교관계가 수립되었다. 그간 양국간에는 협정을 통한 협력의 법적기반이 조성되었는데 주요 분야를 보면 무역, 투자보장, 어업, 이중과세방지, 군사기술분야, 원자력의 평화적 이용, 문화교류에 관한 협정들이 있다. 역시 양국간의 주요 관심사항은 무역과 경제협력 분야이다. 2007년도 러시아와 한국의 무역액은 150억 달러를 초과함으로써 전년도에 비해 55.5% 증가하였다. 러시아의 한국으로의 수출은 약 70억 달러로서 전년도에 비해 52.6% 증가했고 한국으로부터의 수입은 80억 달러를 초과함으로써 전년도에 비해 56.1% 증가하였다. 그리하여 러시아는 한국의 10대 교역국으로 성장하였다. 가스와 오일 프로젝트 추진과 관련하여 사할린지역에서 사용하기 위해 한국으로부터 수입하는 드릴기계장비, 탱커, 자동차, 휴대전화는 한국과 러시아 양국간 경제성장의 주요요인이 되고 있다. 2008년 1/4 분기 양국간 무역액은 42억 달러를 초과했는데 이는 전년도 동기와 비교해서 72.1% 증가한 것이다. 이 중 한국에의 수출은 17억 달러를 초과했는데 이는 전년도 1/4분기에 비해 91.7% 성장한 것이다. 한국으로부터의 수입은 약 25억 달러로서 전년도 1/4 분기와 대비해서 60.6% 성장했다. 러시아와 한국간의 경제교류가 크게 증대하게 된 배경에는 러-한경제과학기술협력공동위원회가 큰 역할을 담당했다. 이 논문에서 필자는 무역과 투자측면에서 본 양국간 경제협력의 특징을 고찰하는 한편 러시아의 동부지역(러시아 극동 및 바이칼횡단지역)과 한국과의 협력과 관련된 역동성과 과제를 제시하는데 연구의 목적을 두었다. 한국은 외국기업과 함께 러시아 극동지역의 무역과 경제협력 증진에 상당한 공헌을 함으로써 러시아 극동경제권에서 주요 무역파트너가 되고 있다. 또한 본 연구에서는 한국과 러시아간의 주요 협력프로젝트에 관하여 고찰하는 한편 앞으로의 전망을 제시하였다. 이 문제는 무엇보다도 한-러간의 공동 에너지프로젝트 및 에너지자원의 무역과 관련되어 있다. 한국과 러시아는 이미 많은 분야에서 상당한 정도로 상호 협력관계를 발전시켜왔다. 여기에는 정책, 에너지, 경제, 문화, 과학기술 분야가 포함되어 있다. 현재 러시아와 한국간에는 에너지 분야에서의 전략적 대화채널 구축에 관한 문제와 함께 연료 및 에너지공단 건설과 관련하여 협력문제가 논의되고 있다. 에너지 분야에서의 전략적 대화개념 구축을 위해서는 전략, 예측 및 투자환경의 문제가 양국간에 집중논의 되어야 하고 법제상의 조화문제도 논의되어야 한다.

A study on the wire reduction design and effect analysis for the train vehicle line (화물열차 분산제어시스템 개발에 관한 연구)

  • In this paper, we propose wired and wireless distributed control systems designed to improve the freight logistics efficiency and verify wired distributed control systems. The verification condition required that 50 cargo vehicles be connected and operated to travel 21 km from Busan Sinhang station to Jinlye Station at an average speed of about 100km/h. The verification results show that the traction output and braking output of the control and controlled cars are dispersed by the wired distributed control system. The application is expected to more than double the efficiency of the logistics compared to the existing freight transportation system. However, in the case of the wired distributed control system, cable installation and maintenance are difficult, and it is impossible to change the combination of freight vehicles. Through the verification of the wired distributed control system, the applicability of distributed control systems to freight vehicles in Korea was confirmed and the system was further developed to produce a wireless distributed control system. In order to apply the wireless distributed control system, a propagation environment analysis for the ISM band was performed in the testbed and, as a result, it was confirmed that Wifi technology using the ISM band could be utilized. In order to use the WDP (Wireless Distributed Power) devices newly installed in the target vehicles, the transmission / reception control signals associated with the propulsion / braking / total control devices are defined. In the case of wireless distributed control systems, the convenience of their application and operation is guaranteed, but reliability and emergency safety measures should because of the dependence of the control of the vehicle on radio signals.

A Study on the Characteristics of Architectural Assets in Daejeon Metropolitan City (대전광역시 건축자산 특성 분석 연구)

  • This study aimed to verify the relationship of a city's history and identity through an architectural assets survey of Daejeon Metropolitan City. To achieve these purposes, the architectural assets survey was carried out, and the characteristics were reviewed. The results of this study are as follows. (1) The architectural assets are composed of 86.5% buildings, 7.4% space environments, and 6.1% infrastructure. (2) Of the architectural assets, 52.7% were constructed in the 1960s~1980s, and 25.0% were built before the Korean War. (3) The physical characteristics of the architectural assets are represented by the single floor, housing and religious facilities, traditional Korean roof tiles, and cement mortar and wood finishing. The characteristics of the architectural assets of Daejeon Metropolitan City are related to the allocation of public offices, banks, and government buildings after the relocation of Chungnam-Do Province Office in the 1930s, and reconstruction and revival around Daejeon station after the Korean War. In particular, the accumulation of Hanok for the shrine in Isa-dong and the townhouse for railroad officers in Soje-dong represent the regional and modern history of Daejeon Metropolitan City.
