Improvement Directions of Regional Science and Technology Policies in the Context of Creative Economy Paradigm: the case of Daegu and Gyungbuk regions (창조경제 패러다임에서의 지방과학기술정책의 개선방향: 대구.경북의 사례를 중심으로)

  • This research addressed improvement directions and problems of regional science and technology(S&T) policies in Daegu and Gyungbuk regions in terms of 'Creative Economy' which was a new paradigm of Park Gunhye Government. Creative Economy stressed the construction of an ecosystem in regional research and development activities, and thus it was deeply associated with building a regional innovation system(RIS). There were several problems to strengthen RIS with regional S&T policies of the regions as follows: limits in meeting regional needs due to excessive attraction of central government's projects into regions; the high ratio of programs for future basic research potentials; the lack of programs assessing and coordinating the policies; and the lack of experiences and expenditure of research institutes and firm supporting organizations. Due to these problems, the role of the policies in building RIS did not seem to be effective. Therefore, the policies need to be improved through the following measures: the expansion of regional own policies focusing regional needs; the enhancement of policy coordination by shifting to systematic approach; the expansion of soft supporting programs for constructing innovation systems; and the enhancement of stability and ability of research institutes and firm supporting organizations.

A Study on the Impact of the Organization Traits and New product Creativity on Development Performance (신제품개발 조직특성이 신제품 창조성과 개발성과에 미치는 영향에 관한 연구)

  • A Major aim of this study is to test the hypothesis that there is an association between empowerment, organizational memory, and new product creativity. In addition to exploring these relationships, this study examines the effect of new product creativity on new product performance, and identify the moderating effects of market uncertainty in the relationships between new product creativity and performance. For this purposes, we developed a research model based on the literature reviews of empowerment, organizational memory, market uncertainty, and new product creativity. A total of 121 usable survey responses has been used in the empirical research for foods manufacturing industry. The findings indicate that (1) Empowerment has a positive effect on new product creativity, (2) Organizational memory has a positive effect on new product creativity, (3) New product novelty has a positive effect on new product performance, and (4) Only competition uncertainty has a moderating effects between the new product meaningfulness and performance. The findings have implications for managers wishing to acquire the new product creativity and to better the new product development performance.

  • The Ministry of Science, ICT and Future Planning (MSIP) introduced its new Mission Oriented Evaluation System (MOES) for government affiliated research institutes and Government Supported Research Institutes (GSRI) on science and technology in 2013. The Korea Institute of Geoscience and Mineral Resources (KIGAM) is the first MOES applied Science and Technology (S&T) GSRI, that has research divisions focusing on geoscience and geological surveys, mineral resources extraction and utilization, petroleum extraction and marine mineral research, and geological applied and environment research. In appling the final evaluation of MOES on KIGAM, we found difficulty classifing the concepts of research excellence and risk (innovativeness) in guidelines of Research Evaluation Indicators (REIs) of MSIP. We have developed quantitative and qualitative indicators that can present research excellence and risk (innovativeness) through the KIGAM World Class Laboratory (WCL) strategy and related studies, innovative research and development guidelines of MSIP (2013a) and honorable R&D failure guidelines of MSIP (2013b). We have applied our developed REIs in KIGAM which handles basic research, applied and development research and public services. Therefore, our developed REIs can be effectively applied in every S&T GSRI.

  • The world-view of a period or a society refers to the way it conceives of the order and governing principles of the universe. The ad and outcome of the crealive process of a designer reflect his or her world-view or value system. Contemporary students of design seem to find the traditional approach to art based upon the Euclidean logic rather redudive and confining and are trying to develop a new way of thinking and methodology, a new frame of reference. In this study, I am offering the chaos- and fractal theory, concepts drawn from science, as a new anchoring point for design. This approach makes use of the concept of chaos as the basis of a new, open system that enables a designer to find and generate numerous visual possibilities immanent in chaos. Likewise. fractal geometry is offering new concepts and vocabularies for the study of physical universe and design thinking, as well as bridging the gap between science and art. The number of structural possibilities fractal theory generates for environmental design seems to be virtually unlimiLl'd. In fine. this study places a great emphasis on the new approaches t() the environment we inhabit. which I hope will contribute to generating a greater number of creative possibililil:s for environmental design.

A Qualitative Evaluation Research on the Relationship Between Creative Thinking and an Infinite Creative Space Program (공공도서관 무한창조공간 프로그램과 창의성간의 관계에 대한 평가 연구)

  • This study developed a program suitable for operating an infinite creative space within the public library, and analyzed the effect of promoting participants' creativity through a trial run of the program. To do this, we operated a "picture book making activities" program in the infinite creative space of J library located in Chungbuk. This program was performed for 18 elementary students in grades 3-6. Torrance TTCT (The Torrance Tests of Creative Thinking) tools were used in this study to measure the overall creativity. As a result, first, awareness of the importance and interest in environmental science was improved through the whole program process. Second, participants' problem-solving abilities improved during the program by having to derive a solution for a given problem through brainstorming. Third, storytelling ability improved after the story-creating elements of the program. Fourth, each participants' creativity was improved through creative activities. Fifth, by publishing the results of creative activities of participants as books, the self-esteem of participating children improved as well.

Analysis of the Refinement of Shared Mental Model in Science-Gifted Students' Collaborative Problem Solving Process (과학영재의 협업적 문제해결과정에서 나타난 공유된 정신모형의 정교화 양상 분석)

  • To understand the synergy of collaboration and to apply this understanding to education, an analysis of how a team solves a problem and the sharing of their mental models is needed. This paper analyzed two things qualitatively to find out the source of synergy in a collaborative problem-solving process. First, the sharing contents in team mental model and second, the process of sharing the team mental model. Ten gifted middle school students collaborated to solve an ill-defined problem called sunshine through foliage problem. The gifted students shared the following results after the collaboration: First, scientific concept prior to common idea or the idea that all group members have before the discussions; second, unique individual ideas of group members; and third, created ideas that were not originally in the personal mental model. With created ideas, the team model becomes more than the sum of individuals. According to the results of process analysis, in the process of sharing mental model, the students proposed and shared the most important variable first. This result implied that the analysis of the order of sharing ideas is important as much as finding shared ideas. Also, the result shows that through their collaboration, the gifted students' shared mental model became more refined and expanded as compared to their individual prior mental models. It is recommended that these results can be used to measure shared mental model and develop collaborative learning models for students.

  • 미래창조과학부의 방송 기술 연구개발은 크게 방송 주파수 자원의 발굴 및 전송 효율화 등 인프라 고도화, ICT 방송 산업 경쟁력 강화를 위한 방송 장비 고도화와 즐겁고 안전한 방송서비스를 제공하기 위한 방송 환경 기준연구의 세 분야로 과제 기획위원회 활동을 통해 과제의 선택과 집중을 추진하고 있다. 본고에서는 방송 기술의 최신 이슈와 정부 정책방향을 고려한 2014년도 연구개발 방향을 제시한다.

  • 자본주의 사회에서 기업은 이윤의 극대화라는 목표를 이루기 위해, 인간을 하나의 자원으로 간주하여 도구화 하는 경향이 있다. 그 결과 인간소외(alienation) 및 부의 양극화 현상이 심각한 사회적 문제로 거론되고 있다. 오늘날 경제성장에 따른 물질적 풍요와 번영이 인류사회에 행복을 가져다 줄 것이라는 통념은 '물질적 풍요 속의 정신적 빈곤'이라는 문제제기에 의해 그 위상이 흔들리고 있다. 자본주의가 인류사회의 행복과 공동번영에 기여하는 경제체제로서 역할을 다하려면, 자본주의 역시 시대의 변화에 맞추어 진화해야 한다. 본 논문에서는 새 시대에 걸 맞는 자본주의의 대안을 논의하고자, 저자 이재윤이 창시한 깨달음경영학(MOSEE;Management Of allSelves' Enlightenment and Empowerment)의 새로운 과학적 학문연구를 통해 새로운 실현성 영역을 추구하는 동시에, 깨달음경영의 새로운 5차원 요소인 영적 자원 및 자산(SRA:Spirit Resource and Asset)과 본질적으로 무(無)에서 유(有)를 창조하는 창조경영(MOC:Management Of Creation)에 대한 연구 및 인간의식 성장 방법론에 대하여 발표 하고자 한다. 이로써 4차 산업을 넘어서 21세기 신 문명 5차 산업 경영혁명을 성취 한다. 따라서 깨달음경영학(MOSEE)에 관한 고유한 철학, 고유한 탐구 영역, 이론, 방법, 기법, 도구, 운영 원리 및 활용 분야 등을 체계적으로 설명하는 것이 목적이다.
