Smart Office Implementation for Korea m-Government (한국전자정부의 Smart Office 구현)

  • Korean e-goverment has shown its development phase upgrade following the world' e-government evolution. By United Nations, Korea was ranked number one in e-government yet it was not even in top ten for past years. Even now, a number of Korean government organizations such as Ministry of Security and Public Administration and Ministry of Science, ICT and Future Planning have presented and executed various directions and strategies (for example, e-gov 3.0). On the other hand, World Economic Forum put Korea out of top 10 in Networked Readiness Index and hence wireless mobile communication of Korea is a weak point making difficulties for smart office and Bring Your Own Device (BYOD) implementation. This paper details the analysis of leading countries' strategies and policies on m-Government and provides some suggestions for Korean m-government.

Changes in North Korea's Financial System During the Kim Jong-un Era - Based on North Korean Literature (김정은 시대 북한의 금융제도 변화 - 북한 문헌 분석을 중심으로 -)

  • This paper analyzes the changes in financial reform during the Kim Jong-un era based on North Korean literature. We find that North Korea has systematically and functionally separated the central bank from commercial banks since the Kim Jong-un era began. In addition, enterprises have been allowed to withdraw cash from bank accounts and make inter-enterprise cash payments. In other words, nowadays non-cash currencies with passive money can partially serve as active money with purchasing power. With the systematic and functional separation of the central bank and the commercial bank, the issuance of the central bank changed to a money supply method through the commercial bank, and changes in the currency distribution structure have allowed commercial bank's credit creation function to be implemented. This means that the banking system and the monetary·payment system of the socialist planned economy are changing in the way of the market economy. Reforms in the financial sector are believed to have been necessary to support changes in the economic system and to restore the function of the public financial sector. These changes have progressed in terms of the level of reform, but they are still considered similar to the period of the former Soviet Union's Perestroika or to the early period of China's reform and opening. Although North Korea's financial reform is superior in terms of enacting the banking law, it is insufficient in terms of realizing the functions of commercial banks. In addition, it is assessed that institutional constraints such as maintaining a planned economy, and the lack of confidence in public finances limit the effectiveness and development of the financial system. It should be noted that these results are based on literature published in North Korea. In other words, there is a limit in the fact that such recent changes have been carried out on a trial basis in some areas, or have been carried out in a full-scale manner with a blueprint, since Kim Jong-un's inauguration.

  • Nowadays, novel and innovative technology including 3D printers, internet of things (IoT), and wearable devices are rapidly emerging. As we must constantly keep up with the most recent trends, words like convergence, multidisciplinarity, and design revolution indeed define society today. Due to the expansion of such diverse technological, industrial, and academic convergence trends, the role of design is becoming evermore essential in development of products as well as creative services. Even the government is pushing towards a 'creative economy' by encouraging ICT convergence to create novel industries as well as advanced jobs. In order to adapt flexibly to such changes in global trends, a solid academic curriculum centered around 'ICT+Design' must be developed. In the current research, we analyzed various literature and benchmarked the major universities both domestic and foreign. Also we utilized a survey-based approach against subjects who are experts or design specialists working in environments related to industry and research. In our proposed integrated ICT+Design educational curriculum, students familiarize themselves with design perspectives and methodology to creatively carry out the course. Moreover, experts from design and ICT came together in an act of 'Radical Collaboration' in which they shared their unique 'Design Thinking' in order to promote understanding and cooperation. Furthermore, industry experts have also taken part as mentors in order to create a workplace-oriented course with various integrated projects. Most importantly, the course was designed so that in addition to research, students can really get hands-on with their ideas in the creativity-integrated workplace.

  • The appreciation of cultural properties related with what the aspects of society was is mandatory to understand our culture correctly. To make over all cultural properties to our descendants without breakage or damage is our natural duty and national obligation. On the contrary, inhabitants in the preserved area should be restricted and controlled by the cultural property law. The conflict between the inhabitants in the preserved area and the government raises economical problems and damages all the time. Especially it is time to discuss to mediate between them and solve the problems. This feasible study is a proposal to settle them up through renovating abolished school in the preserve area to the museum and a case to preserve the cultual properties as well as habitant's assets in that area.

Specially, bone fracture treatment can achieve very important role in research of bone, physiology and dynamics of bone is very useful patient's diagnostic and treatment in presence at a sickbed. <중략>Furthermore embedded base of in administration aspect as well as if supersonic waves curer is treatment innocuously and without invasion very efficient tell. If apply supersonic waves in bone fracture treatment, can reduce curer about 40%. Operation frequency through bone fracture treatment supersonic waves curer of embedded base designs and manufactured 1m Hz, 1.2mHz, 1.3mHz, 1.4mHz, supersonic waves origination that have 1.5mHz's tranducer, and embodied protocol in PDA base in this research, and did so that is interfaced to general PC. If is using but supplement research water that see clinically by diagnosis in city, is seen to become convenient medical treatment assistance mounting to bone fracture patient's treatment and courtesy call. Specially, tried to approach basic form after modeling processing if may be applied variously to physiotherapy, orthopaedics patient who gouge late, and study standardization special quality little more.

Mock up test and Field Application of Black Concrete Applying Superplasticizer containing Carbon Amino Silica Black (카본아미노실리카 블랙 고성능감수제(CASB-SP)를 사용한 블랙콘크리트의 Mock-up Test 및 현장적용)

  • This paper presents the result of a mock-up test and field application of concrete that is black in color thanks to the application of superplasticizer containing carbon amino silica black (CASB-SP). Mock-up specimen with a size of $3000{\times}1500{\times}40$ mm was fabricated with black concrete applying 0.5% of CSAB-SP with 27 MPa. After dividing the zone in wall mock-up specimen, three different water repelling agents were applied to verify its effect of efflorescence prevention. It was found that the use of CASB-SP with 0.5% made the black concrete develop a highly clear black color, and the epoxy type water repelling agent had better performance in efflorescence prevention. Based on mock-up test, field application was conducted with bridge member. It was also found that the application of CASB-SP showed favorable results in black color development.

  • In the period of great change in human society, a change in educational services is also necessary. Thus, the current research investigates a new model of educational services to prepare people to be successful in an era of service and the fourth industrial revolution. We analyzed all the educational service models from the first educational institution, The Academy, founded by Plato to one of the most innovative institutions, Minerva schools. Then, we designed both an educational institution model and an educational service model that will cultivate and educate prospective students to be multidimensional to fit to the new upcoming eras. Since the era of service in the 21st century is also the era of job creation, we designed models focused on developing the broad knowledge and practical skills need to solve the most complex issues of our time. A new model was designed based on the results of the survey of existing major programs, analysis of the demands of the new generation, competency requirements, and etc. The newly designed conceptual model was improved from study focusing on tools to study that focuses on intrinsic discipline and competence, nurturing dream and imagination. In order to realize the new educational service, we developed technical conditions and a methodology for improving educational service performance. In the future, it is necessary to deepen the study and carry out research on implementing new educational service. In addition, an empirical study of the performance of the new model will also be needed.

A Study on Repetition and Multiplicite of Superhero Comics (슈퍼히어로 코믹의 반복과 다양체적 형식에 관한 연구)

  • American superhero comics are being produced in numerous different forms for multiple, and cross-platform media. In cinema, films based on superhero comics top the list of all time box office records. The same phenomenon of the 'Invasion of Superhero' is duplicated in Korean box office 2012, however, the korean fans are not familiar with the superheroes from the publication which provides the original source of characters and stories for other superhero related media products. Based on observing the multiple and vastness of world building characteristics of superhero comic, this paper attempts to associate the continuous creative nature and the infinite repetition of superheroes and comic texts with the identity of superhero on ontological level. First, chapter 2 examines how one superhero exists in multiple and different worlds individually by utilizing the concept of 'multi-universe' or 'multiverse' in comic texts. Initially, duplicating a superhero on multiple settings and series destroyed continuity and allowed contradiction and paradox confused narrative as a whole, but it also gave chances for comics to be more vibrant and experimental with their stories and characters. Chapter 3 analyzes the superhero comic texts in the light of repetition, concept developed by french philosopher Gilles Deleuze, and make the argument that the superheroes and texts are not repeated to generate surplus of source for economic utilitarian purposes, but it is, first and foremost, a repetition of creativeness and capability. Many concepts introduced by Deleuze in his early masterpiece, $\acute{e}$rence et R$\acute{e}$p$\acute{e}$tition> are taken to support this argument. Mainly, his critical views on generality of the identity and his effort to replace the Plato's system of representation with vibrant creative, and renewal energy of r$\acute{e}$p$\acute{e}$tition. According to Deleuze, repetition is similar concept, if not identical, to what Nietzsche called the 'eternal return' which allows the return of the Overhuman or the Superhuman, and he extends his idea that the returning Overhuman is the singular simulacre which opposes the generalization of identity, in the likes of Plato's Idea. Thus, the superhero's identity is ever changing, ever returning, and ever renewing Overhuman. The superhero must be repeated to fully actualize his/her existence. Also, based on Deleuze's reading of Bergson's texts on the Virtual, the superhero, for example Superman, is actualization of his/her multiplisit$\acute{e}$, the internally multiple, and differentiated variations from itself. These every Supermans' multiplisit$\acute{e}$ shares common memory, past, and duration, thus the Virtual of Superman. Superman becomes himself only by actualizing the movement and differentiation from these multiplisit$\acute{e}$ in his virtual on the surface of reality. On chapter 4, a popular Korean comic book character Oh, Hae-Sung's r$\acute{e}$p$\acute{e}$tition and multiplist$\acute{e}$ are analyzed, and makes comparison to that of Superman to distinguish the repetition from r$\acute{e}$p$\acute{e}$tition, and multiplicit$\acute{e}$ from diversity.

  • The world is preparing another unseen war, that is, the cultural war of digital economy which will dominate the new millenium. As the “contents”, which are composed of various ingredients of media, gain vitality, the developed nations are in preparation of the war with the “cultural industry” weapons. The digital economic experts say that the left out nations will become economic colony in the new millenium age. The most important characteristics of cultural industry is the unity of creativity and culture which is all the more improved on the basis of the culture created upon knowledge. This leads to competition between nations or regions, and to survive one has to develop the industrial structure through cognition of its own cultural value. Furthermore, it is not a short-term development and investment of cultural products but a study on the method to graft the cultural value to the industry itself. The multi-media period does not accept an independent medium, and the contents products are becoming the leading industry since il is proved that they last semi-permanently in the digital world. The victory lies in the quality and quantity of the contents as the high ability and variety of the technology of media advance in accordance to the market principles. Since the culture, science and economy are becoming one complex structure, all nations of the world are trying the evolve a unique design of their on culture on the basis of the global universality. In consequence, we should excavate a uniqueness from our cultural heritage and develop into a korean design which will be recognized in the world market. The value of our cultural property should not only be used as academic and research purposes but should be re-evaluated with modem view, recognized as the core element that decides the quality of life and developed into exclusive designs. The korean designs represent the mould concept of our people which evolves from the mould or shape alphabet of Korea To meet the requirements of the changing world and in preparation of the cultural competitive age, it is never too early to make a data on the korean designs through their analysis and evaluation.

Sentiment Analysis Engine for Cambodian Music Industry Re-building (캄보디아 음악 산업 재건을 위한 감정 분석 엔진 연구)

  • During Khmer Rouge Regime, Cambodian pop music was completely forgotten since 90% of artists were killed. After recovering from war since 1979, the music started to grow again in 1990. However, Cambodian popular music dynamic and flows are observably directed by the multifaceted socioeconomic, political and creative forces. The major problems are the plagiarism and piracy which have been prevailing for years in the industry. Recently, the consciousness of the need to preserve Khmer original songs from both fans and artist have been increased and become a new trend for Cambodia young population. Still, the music quality is in the limit state. To increase the mind-set, the feedbacks and inspiration are needed. The study suggested a music ranking website using sentiment analysis which data were collected from Production Companies Facebook Pages' posts and comments. The study proposed an algorithm which translates from Khmer to English, doing sentiment analysis and generate the ranking. The result showed 80% accuracy of translation and sentiment analysis on the proposed system. The songs that rank high in the system are the songs which are original and fit the occasion in Cambodia. With the proposed ranking algorithm, it would help to increase the competitive advantage of the musical productions as well as to encourage the producers to compose the new songs which fit the particular activities and event.
