Analysis of Industry-University Cooperation Performance of Universities Participating in LINC+ Program (사회맞춤형 산학협력 선도대학(LINC+) 육성사업 참여대학의 산학협력 성과 분석)

  • As the importance of industry-university cooperation continues to increase in a knowledge-based society, the government is implementing various projects related to industry-university cooperation. However, despite the government's support, it has not achieved satisfactory results, and the need for empirical performance analysis to diffuse the results of industry-university cooperation is increasing. In this study, DEA was used to analyze the Industry-University cooperation performance of universities participating in LINC+ program. Efficiency analysis was performed using the CCR model and the BCC model, and the return to scale and causes of inefficiency were analyzed through the scale efficiency analysis. As a result of the analysis, it was found that there were differences in LINC+ performance depending on the region where the university is located and that each university had different goals for inefficiency improvement. The results of this study will contribute to improving the university's operational efficiency and strengthening competitiveness, and are expected to be utilized in the establishment of follow-up program plans for LINC+.

  • 최근 인터넷과 비몰입형 가상현실 기술을 기반으로 하는 3D 사이버스페이스 분야에 대한 관심이 고조되고 있다. 그 동안 3D 그래픽의 처리나 네트워크 상의 데이터 전송기술과 같은 하드웨어 분야에서는 많은 개선이 있었으나 가상환경 내부의 다양한 상호작용을 처리하는 부분에 있어서는 연구가 미진한 실정이다. 특히 3D 사이버스페이스 상에서 참여자의 의사결정 및 상호작용의 수단이 되는 3D 사용자 인터페이스에 대한 연구는 성공적인 연구사례가 보고되지 않았다. 현재 실험적인 수준의 3D 사이버스페이스가 앞으로 좀더 활성화되고 일반화되기 위해서는 사용자 관점을 지원하는 친숙하고 자연스러운 3D 사용자 인터페이스에 대한 연구가 필요하다. 본 논문에서는 현재 가장 일반적인 입력 장치로서 사용되는 2D 마우스를 이용하여 3D 사이버스페이스 상의 다양한 객체들을 자연스럽게 조작할 수 있게 하는 3D 조작 인터페이스를 제안한다. 제안된 3D 조작 인터페이스를 실시간 환경에 적용하여 검증한 결과 3D 사이버스페이스 상에서의 상호작용을 매우 효과적으로 지원할 수 있음을 확인하였다.

Efficient Hop-based Access Control for Private Social Networks (소셜 네트워크에서 프라이버시를 보호하는 효율적인 거리기반 접근제어)

  • Because people usually establish their online social network based on their offline relationship, the social networks (i.e., the graph of friendship relationships) are often used to share contents. Mobile devices let it easier in these days, but it also increases the privacy risk such as access control of shared data and relationship exposure to untrusted server. To control the access on encrypted data and protect relationship from the server, M. Atallah et al. proposed a hop-based scheme in 2009. Their scheme assumed a distributed environment such as p2p, and each user in it shares encrypted data on their social network. On the other hand, it is very inefficient to keep their relationship private, so we propose an improved scheme. In this paper, among encrypted contents and relationships, some authenticated users can only access the data in distributed way. For this, we adopt 'circular-secure symmetric encryption' first. Proposed scheme guarantees the improved security and efficiency compared to the previous work.

  • Blockchain technology is a system in which data from users participating in blockchain networks is distributed and stored. Bitcoin and Ethereum are attracting global attention, and the utilization of blockchain is expected to be endless. However, the need for blockchain data privacy protection is emerging in various financial, medical, and real estate sectors that process personal information due to the transparency of disclosing all data in the blockchain to network participants. Although studies using smart contracts, homomorphic encryption, and cryptographic key methods have been mainly conducted to protect existing blockchain data privacy, this paper proposes data privacy using matrix character relocation techniques differentiated from existing papers. The approach proposed in this paper consists largely of two methods: how to relocate the original data to matrix characters, how to return the deployed data to the original. Through qualitative experiments, we evaluate the safety of the approach proposed in this paper, and demonstrate that matrix character relocation will be sufficiently applicable in private blockchain environments by measuring the time it takes to revert applied data to original data.

  • The purpose of this study is to analyze the opinions of students by using the text mining to the good points and improvements among the descriptive course evaluation written by the students who participated in the university chemistry laboratory class, and to derive the improvement for the class. We analyzed the frequency of occurrence, co-occurrence and network of key words. As a result of the study, in the network of good points in the class, the most frequent mentions were made between class and professor, along with explanation, understanding, student, passion, fun, TA, experiment, help, etc. In the network of improvements in the class, the most frequent mentions were made between class and student, along with professor, content, explanation, exam, wish, experiment, understanding, difficult, thought, problem, etc. In other words, the students suggested the opinion that the contents of the class were well understood and that they felt fun and satisfied with the experimental process due to 'easy and detailed explanation' and 'TA's assistance' as good points of the class. On the other hand, the students suggested the negative opinions that the understanding and concentration in the class was decreased due to 'difficulty of content and exam', 'excessive assignments', and 'class environment' as improvements of the class.

  • A number of non-structured data associated with lectures in the field of university education have been generated and it is an important consideration of the students's written comments lecture evaluation. The purpose of this study is to find student interaction factors associated with the student evaluation of teaching at universities, and to provide some insights into improving the student evaluation program based on the results. So, this study consists of three steps that create interaction score, collect student's written comments satisfaction, and analyze an individual professor score. There are a number of limitations to this study. The limitation is that the study was conducted on a narrow sample of the overall student population.

  • Service design refers to an activity to design a user's service experience and a design area for professionally executing it. In order to design services from the people's point of view away from the supplier-oriented policy decisions in the past, the recent public participation business model using the service design methodology is increasing. In particular, the Ministry of Public Administration and Security formed the 'National Design Team' in 2014 to design services from the perspective of the public throughout the policy process. The public participatory policy model is being operated in which the public as policy consumers, service designers and public officials as suppliers participate in the overall policy process to develop and develop public services through service design techniques. This study is meaningful in that it presented the developmental direction of the actual project site through the case of the National Design Team sign improvement project with the goal of establishing a regional revitalization strategy using the service design methodology. However, as this study is about the current project, verification of the application of future project sites and user satisfaction evaluation have not been conducted. When the project is completed in the future, it is necessary to conduct a project satisfaction survey targeting consumers.

Building up User-Oriented Road Planning and Design Schemes (국민참여형 도로계획의 수립방향)

  • Roads deeply affect the life of people and keep doing an important role to support economic growth of a country. According to the budget plan of the ministry of construction and transportation of Korea, 8.1 trillion won have been allotted for road investment in the year of 2002 which occupy 61% of the transportation infrastructure special account (13.3 trillion won) and 4.7% of the total national budget (1,740 trillion won). It is true that services generated from road investment such as mobility enhancement and increased accessibility have shown positive effects through shortened travel time and decreased vehicle operating cost. However, it is also notable that many negative effects are gradually being discussed and those are nowadays getting severer due to enhanced people interests about road construction, increased concerns on environment and active public involvement that were evoked by traffic accidents, air pollution & noise and destruction of environment. Road construction processes in Korea are normally governed by administrative sectors (suppliers) not by users. These processes ate very weak to accomodate user s needs and community concerns thus easy to fail finalizing a road project without hassles. A public hearing process is supposed to be held in the processes of detailed design step and the environmental impact analysis. However, it is not enough to grab user's needs and community concerns. Increased public involvement frequencies, optimized public involvement timing and enhanced depth of public involvement magnitude are suggested to improve the current poor public involvement schemes in road planning and design processes. The application of these recommended methods to the road planning and design processes may guarantee the change from the current supplier-oriented schemes to the new user-oriented one. Also, this study suggests to reset objectivity and clarity of road construction process, to make conciliation guidelines based on many practical cases that produced good results, to introduce public involvement techniques in a stepwise basis, and to foster the professionals via education and training programs.

Deep Learning Based Group Synchronization for Networked Immersive Interactions (네트워크 환경에서의 몰입형 상호작용을 위한 딥러닝 기반 그룹 동기화 기법)

  • This paper presents a deep learning based group synchronization that supports networked immersive interactions between remote users. The goal of group synchronization is to enable all participants to synchronously interact with others for increasing user presence Most previous methods focus on NTP-based clock synchronization to enhance time accuracy. Moving average filters are used to control media playout time on the synchronization server. As an example, the exponentially weighted moving average(EWMA) would be able to track and estimate accurate playout time if the changes in input data are not significant. However it needs more time to be stable for any given change over time due to codec and system loads or fluctuations in network status. To tackle this problem, this work proposes the Deep Group Synchronization(DeepGroupSync), a group synchronization based on deep learning that models important features from the data. This model consists of two Gated Recurrent Unit(GRU) layers and one fully-connected layer, which predicts an optimal playout time by utilizing the sequential playout delays. The experiments are conducted with an existing method that uses the EWMA and the proposed method that uses the DeepGroupSync. The results show that the proposed method are more robust against unpredictable or rapid network condition changes than the existing method.

최근 우리나라 조선산업의 모습과 장래 전망

  • 우리나라 조선산업이 21세기에 명실상부한 선진 조선국으로 발돋움하기 위해서는 단기적으로는 가격경쟁력의 강화가 요구되나 장기적으로는 기술자립화를 통해 과거 가격위주의 경쟁체제에서 기술위주의 경쟁체제로 전환함으로써 질적인 성장을 추구해야 할 것이다. 또한 우리나라의 조 선산업은 세계조선시장을 리드하는 선도국으로서 세계선박수급구조의 안정화에 노력하고 지구 해양환경보호를 위한 국제적인 프로그램에 적극 참여하는 한편, 후발조선국에 대한 기술협력, 기술지도 등 국제협력도 강화하여 명실상부한 선진조선국의 면모를 갖추어야 할 것이다. 이를 효과적으로 추진하기 위해서는 다음과 같은 과제를 해결해야 할 것이다. 첫째, 효율적 기술개발을 통한 건조기술의 재고가 그 무엇보다도 중요하다. 즉 단기적으로는 주요 대체수요 선박이면서 국내 주력건조선박인 탱커, 벌크케리어 등 재래단순형 선박에 대해 성에 너지화, 성인력화 및 표준선형화하고, 선박 생산공정의 개선, 생산성 향상을 통해 가격경쟁력을 지속적으로 확보해야할 것이다. 그러나 중장기적으로는 가스운반선,카페리선, 초고속선 등의 부가가치선박에 대한 건 조기술의 자립화로 이들 선종을 주력선종화하여 해외 수주 경쟁력을 재고시켜야 한다. 이와함께 심해탐사장비, 해양구조부유물 등의 해양개발장비의 개발로 사업영역을 확대해야할 것이다. 상 기의 각종 기술재발을 효율적으로 추진하기 위해서는 범국가적인 연구체제의 구성을 통한 산학연 공동연구형태로 추진하는 것이 바람직하다. 둘째, 핵심 조선기자재의 국산화와 품질 향상이 필 요하다. 향후 조선기자재의 국산화추진은 과거 개발 품목의 확대에서 벗어나 핵심적이고 부가 가치가 높은 품목 위주의 질적 국산화로 전환되어야 할 것이며, 이때 국산화이후 조선소의 적 극적인 구매가 전제되어야 할 것이다. 또한 기자재의 품질, 성능검사기능의 강화와 다수요 품목을 중심으로한 표준화, 규격화의 확대 추진으로 지속적인 품질향상과 원가절감을 도모해야한다. 특히 조선기자재업체의 영세상을 감안하여 조선소 인근지역에 단지화함으로써 생산설비의 현 대화, 자재의 공동구매, 물류비용의 절감 등을 기해 가격경쟁력을 강화해야 할 것이다. 또한 업계 공동의 해외판매망, A/S망의 직수출을 늘려야 할 것이다. 셋째, 국제협력 강화로 통상환경에 적극 대응해야 한다. 다자간조선협정 발효에 따른 제소 가능성에 대비하여 관민차원의 국제협 력을 강화하는 한편, 회계 기준의 통일, 제소사례의 연구 등을 업계 공동으로 추진하는 것이 바 람직하다. 또한 향후 2010년이후에 중국을 비롯한 후발조선국에 대해 조선협정에의 참여를 유도, 세계조선시장의 수급안정화에 노력해야할 것이다. 그외에 국제적으로 추진되는 지구그린화에 주도적 역할을 수행해야 할 것이다. 넷째, 선박금융제도의 개선과 신금융상품의 개발이 요구된다. 내수 수요인 계획조선의 지원조건을 개선하고 연불수출자금을 BBC자금으로 활용토록하여 국내 선주들의 신조를 유도해야 할 것이다. 그 외에 향후 금융개방화에 맞추어 해외자금을 활용한 리스금융, 상사금융 등의 민간신용제도를 더욱 활성화하고 선진국의 선박금융기법에 대한 연구 및 도입 등 선주들에게 다양한 선박건조자금을 제공하여 내수기반 확충에도 노력해야 할 것 이다.
