High-speed railway raises global interests with the growing concerns on the green development and the green energy. However, since most of the infrastructure investment of Korea was focused on the highway projects for last forty years, the investment on the railway has been limited around 40~50% of that of the highway projects. In addition, due to the world economy crisis and unsatisfactory support of existing policy for the private investment project, the private investment is given a small deal of weight on the social overhead capital investment. Meanwhile, despite the world high-speed railway market is growing rapidly and the Korean contractors have won the international construction contracts over 70 billion USD, past records of railway projects are very rare. Therefore, it is required to develop strategies for encouraging private investment in the domestic market to achieve efficient high-speed railway development and for advancing into foreign high-speed railway market. This study carried out data collection and market analysis for both domestic and foreign market respectively. Through a structured questionnaire survey and expert interviews, contractors' perceptions on the high-speed railway market and needs for the government support are collected. Summary of strategies drawn from this study are as follows: 1) carrying out BTL high-speed railway projects and revising related policies; 2) upwarding incentive level for the private pre-investment projects considering the contractors' credit rating; 3) carrying out Honam-Jeju submarine railway project; 4) establishing a efficient consortium model for foreign market; 5) improving the capacity of the Korea Railway Association that support Korean contractors' foreign advancement; and 6) expand the budget for Global Infra-fund.

세계적인 에너지 수요의 증가에 따라 해양플랜트산업에 대한 관심이 날로 증대되고 있다. 우리나라에서도 정부차원에서 해양플랜트산업의 육성 계획을 수립하고 드릴쉽, FPSO, FLNG 등의 초대형 해양플랜트형 선박건조 및 기반기술 확보에 많은 노력을 기울이고 있다. 한편 OSV와 같은 중소형 특수선의 경우 선박 수주 및 운용 실적은 현재 거의 없는 상태이며 해양플랜트와 연계된 서비스 분야에 대한 관심도 상대적으로 저조한 현실이다. 본 연구에서는 해양플랜트산업과 OSV선박의 관련산업 및 시장 진출화 방안등을 정리하고, 우리나라 및 서남해안권역의 특화 산업으로 OSV산업의 활성화 가능성을 알아 보고자 한다.

앞으로 상수도, 하 · 폐수 처리, 해수담수화 등 물 관련 산업이 범정부적 지원을 통해 미래 전략산업으로 집중 육성된다. 물산업은 세계적으로 830조원 규모('03년 기준)의 시장을 형성하고 있고, 특히 중국 등 개도국 시장이 빠르게 성장하고 있는 것으로 알려져 있다. 정부가 지난 달 확정한 「물산업 육성방안」에 따르면 2015년까지 국내 물산업 규모를 20조원 이상으로 확대시키고, "상하수도 서비스업 구조개편 추진", "상하수도 인프라 투자 확대", "먹는샘물을 세계적 브랜드육성" 등 5개 과제를 추진하게 된다. 환경부는 국내 상하수도 인프라 투자가 어느 정도 완비되어 감에 따라 조만간 국내 시장이 포화 · 감소단계에 접어들 것이라고 예상하면서, 지속적인 성장기반을 구축하기 위해서는 주변 개도국을 기점으로 세계 물시장에 적극 진출하는 것만이 필수적인 만큼 이번 육성방안이 국내 물산업을 수출전략 산업화하는 계기가 될 것이라고 전망하고 있다. 이에 본지에서는 그 내용을 간략히 살펴보고자 한다.

지난 9월10일 국회 의원회관 대회의실에서 한국건설정책연구원(원장 김호일민자당 의원)은 형행 건설면허제도 전반에 대한 검증을 통해 $\ulcorner$시장개방에 대응한 건설면허체계 개편방안$\lrcorner$에 관한 정책 토론회를 개최했다. 이날 김호일원장은 $\ulcorner$현재의 건설면허 체계의 점검을 통해 건설시장 개방시 우리 건설업체가 외국 유수 건설업체와의 경쟁에서 살아 남고, 나아가 세계 건설시장에 진출하여 명실상부한 건설 선진국으로 발돋움할 수 있는 토대를 구축하기 위한 계기를 마련한 데 그 목적을 두고 정책토론회를 개최했다$\lrcorner$고 밝혔다. 현재 건설업 면허체계는 (1)국내 건설시장 개방시 국내업체는 외국건설업체의 하청업체로의 전락가능성이 크다는 점 (2)설계분야와 시공분야가 분리되어 Engineering Construction 기능이 제약되고 있는 점 (3)고부가가치화되고 있는 건설환경의 변화에 제도적 측면에서 효과적으로 적응하지 못하고 있는 점 등 여러 문제점들을 안고 있는 실정이다. 이와관련 본지에서는 이날 발표된 대우경제연구소 선임연구원 김일중 경제학박사의 내용을 전면 발췌,게재하기로 한다.

최근, 막걸리 소비가 증가하고 있으며, 환경변화에 부응하는 소비자 중심의 고품질 쌀 막걸리 개발을 통한 국 내외 시장진출이 가능한 상품화가 기대된다. 막걸리의 다양한 유형별 담금공정 확립과 주질 개선을 위해, 원료 쌀의 원산지 표시, 함량 표시, 효소제 사용의 다양화, 부원료 사용 방법 개발 및 향기성분 개선 등의 과학적 연구 개발이 요구된다. 또한 쌀 소비 촉진을 위한 100% 국내산 쌀을 이용에 지원 방안을 강구하고 밀가루에 익숙한 소비자의 기호도 개선, 다양한 첨가물의 사용 등 현실성 있는 유통 구조의 제도적 개선이 막걸리의 산업화에 크게 기여 할 수 있다. 막걸리는 제조공정이 까다롭고 다양한 미생물이 관여함으로 단순 기술관리에 어려움이 있는 실정으로 전통 문화의 계승발전 측면에서 장기적인 전문 인력양성이 막걸리 산업 활성화에 가장 필요한 요인으로 생각된다.

본 논문에서는 주파수자원의 부족이 심화됨에 따라 최근 연구가 활발해지고 있는 가시광통신의 국제표준화 방안을 제시하고자 한다. 가시광통신의 국제표준화는 IEEE 와 ITU 에서 이루어지고 있으며, 본 연구에서는 공적표준화 기구인 ITU 를 대상으로 표준화 현황을 살펴보고 향후 추진 방안을 제시한다. 가시광통신은 부족한 전파자원의 한계를 극복하고, 광대역 고속통신이 가능하며, 병원과 같이 전자파에 민감한 장비들을 사용하는 환경에서의 사용이 유리하기도 하여 미래의 통신수단으로 부상될 것으로 전망되고 있다. 가시광 분야의 국내 개발 기술들을 ITU 국제표준에 반영함으로써 향후 국내기업들의 이 분야의 국제시장 진출 교두보 선점 등에 유리하게 작용할 수 있을 것으로 예상된다.

It aims to examine the utilization of marine information technology to be pursued in the mid- to long-term based on the current status of Masan port and the ICT being applied.

항로표지법은 항로표지를 설치하고 합리적이고 효율적으로 관리하여 해상교통의 안전을 도모하고, 선박 운항의 능률을 향상시키는데 이바지하는 것을 목적하며, 항로표지의 정의와 설치·관리 및 보호, 장비·용품 등의 연구·개발 및 검사 등을 법으로 규정하고 있다. 항로표지는 해상교통의 중요한 인프라로 미래 해상환경 패러다임(MASS, AI Port, Digiral twin 등)에 대응이 가능한 스마트 항로표지로 전향하는 길목에 있다. 스마트 항로표지는 자가 고장진단 및 전원유지, 다중통신 기술 인터페이스를 제공하는 등 다목적 해양플랫폼, 전원관리시스템, 해양용다중통신 플랫폼 등을 국가 R&D를 통해 개발하고 있으며, 국내 해상 실증을 통한 글로벌 표준 제정 등의 과정을 거쳐 최종적으로는 기술이전을 통한 국내 관련 업체들의 해외진출까지를 목표로 하고 있어 기존 항로표지법을 개발될 스마트 항로표지 적용 및 활용·확산을 위한 개선 방안 마련이 필요하다.

Korea's overseas construction awards reached US $750 bn for more than 50 years since it first entered the market in 1966. In particular, the company won US $540 bn over 10 years from 2007, achieving 72% of the total contracts. However, in recent two years, awarded amounts have decreased by 40% each year. The most significant decline is due to the impact of international oil prices, which have plummeted since end of 2014, as oil-producing nations, which are Korea's major target countries, are struggling to cancel or postpone infrastructure orders. In order to lessen the impact of raw material price fluctuations, the recent trend is that even countries with relatively loose government financing conditions are rapidly changing their ordering methods to investment development forms such as PPP. The Korean government and companies have been already preparing for this for several years, but they are still not doing so well. The main reason is the lack of understanding about the investment development type project, especially financing methods and the aggravated fear of exposing it to various risks due to the characteristics of the development project, which takes a long time to collect the investment. In this paper, I propose a more systematic solution to financial process and risk management, which is recognized as a obstructive factor for Korean companies, in line with the recent government-led establishment of overseas infrastructure development support organizations. I would like to serve as a investment guide.

As a result of this study only a few Korean firms have a certain management methods designed to predict the possibility of risk occurrence and establishment of systematic countermeasure. Besides, the Korean firms do not have enough data on the risk of Chinese Market. The risk management department inside the firm does not function efficiently, and when it comes to investigation of risk, it heavily depends on that of local branches. Accordingly, in order to accurately recognize and manage, the firms need to not only specialize risk management department but also outsource by using a consulting firm.
