NCS based Leveled Micro-Degree Certification Model for Training Practical Cyber Security Experts

  • In this paper, we propose a Leveled Micro-Degree Job Competency Certification Model that considers the level of the job based on the job defined in the NCS. There is a mismatch of manpower due to the problem of university education that cannot keep up with the rapidly changing technological environment caused by the 4th Industrial Revolution. The Nano-Degree and Micro-Degree systems designed to solve this problem are used for job competency certification of cyber security personnel. NCS sub-categorized job field is defined as Micro-Degree and detailed job by ability unit is defined as Nano-Degree, the level of the ability unit defined by level is equally applied to the Micro-Degree. And it is a system that certifies the job competency corresponding to the degree-based university academic background. By applying this system to the curriculum of Cyber Security School, Yeungnam University College, we proposed a method to configure the Nano-Degree course based on NCS duties. The method proposed in this paper can be used as a method for verifying job competency of Nano-Degree and Micro-Degree, which are recently introduced by many universities.

Study of Development for Competency Standards in the Field of Records Management (기록관리분야 직무능력표준 개발 방안 연구)

  • The quality of human resources is critical element which promote efficiency in the community management. Each country all of the world is developing national competency standards to exploit them on human resources management. In response to this trend, the field of records management need to develop competency standards and to build human resources. Although each agency is placing qualified record manager and operating archives organization. growth and development is needed on this field. Under these circumstances, examining requirement for records management competency and using them is a task of great significance on the side of strengthening specialist and normalizing archives operation. This study suggests procedures and methodology competency standards enable to be exploited in entire fields of records management including private sectors as well as public sectors. Furthermore, as for procedures of suggesting measures for developments, cases of procedures of stand designs are shown, effectively verifying for feasibility, validity, and usability of development of competency standards in the field of records management. In this process, models for competency standard and elements based on competency units in the field of records management are suggested. This study will be ultimately expected to contribute to an adoption of manpower development system and a systematic method via procedures of approving expertise of records management being recently highlighted as an issue from revision process of records management act.

Educational Needs Analysis on NCS Based In the Field of Social Welfare (사회복지 분야 NCS기반의 교육요구 분석)

  • This study conducts an analysis on the relative significance and urgency of competence factors for jobs in the field of Social Welfare through a demand analysis on the vocational training of the K Human Resource Development Institute regarding the National Competency Standards (NCS) in the field of Social Welfare, which was developed in the year 2014. The aim is to derive competence factors with high demands in education and high necessity of curriculum development based on the analysis. The data of 1,227 persons: 583 public officials and 644 private employees, was analyzed by using SPSS 18.0 and Microsoft Excel 2013. Results of the demand assessment on vocational training are as follows: for public officials, 4 competences in social development jobs (social area analysis, needs assessment, community resource building, community network, social assessment, community organizing, and welfare planning), 2 competences in public welfare jobs (management of unusual complaints in welfare and civil cooperation in resource development), and 2 competences in social welfare administration jobs (financial management in social welfare organizations and welfare planning) had high urgency in competence development. Implications were suggested based on the results.

A Convergence Study on the Relationship between Empathy Abilities and Job Satisfaction of Speech and Language Rehabilitation in Daegu and Gyeongbuk (대구·경북지역 언어재활사의 공감능력과 직무만족도 간의 관련성에 대한 융합 연구)

  • The purpose of the convergence study is to provide basic data for improving job satisfaction of speech and language therapists by identifying the relationship between personal characteristics, empathy ability, and job satisfaction of speech and language therapists, especially between cognitive and emotional empathy ability and job satisfaction. The subjects of the study were 111 people of speech and language therapists working in Daegu and Gyeongbuk. For data analysis, t-test, ANOVA, and correlation analysis were performed using the SPSS/PC 21.0 statistical program according to the purpose of the study. As a result of the study, the relationship between empathy ability and job satisfaction was found to be high, and there was a high correlation between cognitive and emotional empathy ability, which is a sub-factor of empathy ability, and job satisfaction. Therefore, follow-up research is needed to identify the empathy and job satisfaction about nationwide speech and language therapists for implementing various education programs and improving empathy skills in the future.

직무성과에 대한 인지적 및 비인지적 능력의 영향: 대학생의 학업성과를 중심으로

  • 조직이나 기업에서 높은 수준의 직무 성과는 뛰어난 지적 능력과 더불어 다른 요소들의 영향에 의해 결정된다고 광범위하게 인식되고 있다. 따라서 인사선발시 인지적인 능력뿐만이 아니라 성격과 같은 비인지적 능력을 평가하는 시도가 활발히 이루어지고 있다. 본 연구는 이를 실증적으로 검증하고자 수행되었다. 즉, 본 연구에서는 서울지역에서 재학 중인 대학생 (n=260) 을 대상으로 하여 인지적 능력은 입학성적으로, 비인적 능력은 Big Five 성격 특성으로, 직무성과는 학업성과(예, 학업평점, 대학 및 학과에 대한 만족도, 동아리 활동, 등) 로 각각 측정하여 이들의 관계성을 살펴보았다. 연구 결과, 인지적 능력과 더불어 Big Five 성격 특성 중 성실성과 개방성이 다양한 학업성과와 상관관계를 보여주었다. 본 연구는 추가적으로, 학업성과 중 동아리 활동이 대학생활의 만족도와 상관관계가 있음을 보여주고 있다. 이러한 결과는 인사선발 과정에서 지원자의 잠재적 직무성과를 예측할 때 지적 능력 같은 인지적 측면뿐만이 아니라 성격과 같은 비인지적 측면을 동시에 고려해야 한다는 실무적 시사점을 제시하고 있다.

Comparative Study on Qualification System of Competency Assessor in Australia and Scotland (스코틀랜드와 호주의 NCS기반 직무능력평가자(Competency Assessor) 자격제도에 관한 비교 연구)

  • The purpose of this study is to examine the qualification system of competency assessor based NCS(National Skill Standards) in Australia and Scotland. To meet the purpose of the study, the characteristics of competency based assessment and the role of assessor was reviewed, and competency assessor qualification system of both countries were analysed. Australia and Scotland have developed the certification system of competency assessor based on national qualification framework. Education and Training Institutes in both countries should meet the requirement of RTOs(Registered Training Organizations) and CRBs(Credit Rating Body), which can develop and operate assessor qualification course based NQF. Also they must ensure all assessors are qualified with competency, currency and professional development and show how they have maintained, upgraded or developed new skills relevant to the current industry needs. In recent years, Korea has been introduced competency based curriculum linked with NCS in education and training sector. Also the introduction of competency assessor qualification system are currently under consideration by government. In this circumstances, the results of comparative analysis about Australia and Scotland can help the Korean government review the policies and strategies qualifying competency assessor. They also provide some implications for exploring and examining assessor qualification system based NCS and KQF(Korean Qualification Framework) in Korea.

A Study on the Effects of Vocational Competencies Related to Coffee-Related Private Certificates on Job Satisfaction and Utilization Intention - Survey For Coffee-Related Industry Workers- (커피관련 민간자격증에 관련된 직업기초능력이 직무수행 만족도와 활용 의도에 미치는 영향에 관한 연구 -커피관련 산업체 종사자 대상-)

  • This study is aimed to evaluate the satisfaction level and effective value in acquiring the coffee-related private certificates for purpose of development and growth of the coffee industry in Korea. Analysis had being made to investigate on which parts of the vocational competencies designated by National Competency Standard are developed by the coffee-related private certificates implemented in Korea and the effect of such certificates on the job satisfaction and intent to utilize are further elaborated. While technical ability, self-development ability, problem-solving ability had a positive (+) effect on overall job satisfaction. Further, job satisfaction of vocational competencies had a positive (+) effect on the utilization intention. Through this study, it is found that the coffee barista private certificates have a considerable effect on the development of vocational competencies, improve the job satisfaction and are utilized as a material evaluating ability scales for recruitment and employment.

An Analysis on the Satisfaction of Students before and after Application of NCS (NCS 적용 전후의 학생 만족도에 대한 분석)

  • Along with developments in technology, National Competency Standards(NCS) education is rising as the new paradigm of change in university education. This study has the purpose of empirically investigating the factors on satisfaction of students before and after application of NCS. The SPSS 22.0 statistics program was applied for the frequency analysis, reliability analysis and t-test. The results and implications by analysis are as follows. First, academic environment and after application of NCS have statistically significant positive influence. Second, From general situation attribute, before application of NCS positively(+) influences regret to university life. It allowed for the developed application of NCS. Third, social satisfaction and after application of NCS were shown to the major variable except long for home characteristics. Through these, this paper suggest to reinforce NCS application. So I recommend that future researches should expand variable samples.

The Study on Effect of Communication Ability of Dental Hygienist on Job Satisfaction and Turnover Intention (치과위생사의 의사소통능력이 직무만족과 이직의도에 미치는 영향에 관한 연구)

  • The purpose of this study is to investigate the effect of job satisfaction and turnover on communication ability of dental hygienists. According to a survey of 248 people in Daegu Metropolitan City and Gyeongsangbuk-do, communication ability was 2.19, job satisfaction 3.09 and turnover also 2.14 on a five-point scale. According to the correlation analysis, communication ability and job satisfaction were positive correlations(p<.05) and job satisfaction and turnover were negative correlations.(p<.05). According to the multiple return analysis, drinking groups, higher income groups, higher hospital-level groups, higher job satisfaction groups, and lower turnover groups have higher communication skills. Therefore, in order to reduce the turnover and increase job satisfaction of dental hygienists, systematic measures to improve communication skills should be devised.

A Study on the Job Analysis of Job Competency Assessor (직무능력평가사의 직무분석에 관한 연구)

  • The purpose of this study is to analyze the role of the job competency assessor who assess achievement of job performance ability based on NCS (educational training, qualifications, field experience, etc.) through competency assessment. For this purpose, job analysis including development and verification of the job model and selection of core task are conducted. As a result, main duties of the job competency assessor are to understand the NCS based assessment principle, establish an assessment plan, design and develop assessment tools, assess competence, provide feedback and re-assessment, record and manage assessment result, verify the internal assessment result, establish the RPL (recognition of prior learning) plan, implement the RPL and verify the RPL assessment result, and 48 task are derived. In addition, a total of 21 core tasks are derived based on the threshold value multiplied by the importance and difficulty of the task for each duty. Based on this, implications for job analysis of the job competency assessor are presented.
