A Study on the Development of National Competency Steandards(NCS) in the Guard (경호분야 국가직무능력표준(NCS) 개발에 관한 연구)

  • For the development of national competency standards to successfully perform the duties by systemizing the contents of education and training such as knowledge technology grounding required to perform the duties in the industrial field, the necessity has been raised in that it can solve the time and cost of re-investment through retraining and train high-quality human resources required in the industrial field. For the development of the education and training process with a focus on duty performers for the security sector classifying work and duties into 1:1 among sub-categories based on the NCS classification system, this study enhances the site suitability of security sector education and proposes the development of the practical education and training process required by the industry by using NCS development manual and DACUM technique, the worker-centered job analysis considering 'correlation' with the actual work, 'applicability' of progress and 'efficiency' for costs and time.

  • 21세기에 기업의 운명을 결정짓는 것은 기업문화이다. 바람직한 기업문화는 훌륭한 일터를 만들기 위한 전제조건이다. 그런 까닭에 오늘날 대부분의 기업들이 각사 특성에 적합한 바람직한 기업문화 정착에 많은 관심을 기울이고 있다. 성마기업(주)이 그렇다. 성마기업은 투명경영을 통해 임직원 모두 주인의식으로 무장하고 있으며 소통하는 기업문화를 갖고 있다. 또 매년 전직원이 모여서 교육을 실시한다. 성마기업은 지난 1월 13일 오후 1시부터 15일 오후 6시까지 인천광역시 소재 건설기술교육원에서 60여명의 전 직원이 참석한 가운데 2박 3일간 직무능력 향상 교육을 실시했다. 이 교육에 예외란 없다. 본사를 비롯, 전국에 있는 현장의 모든 직원들이 참석하여 교육을 받는다. 2박 3일간 일정 중 교육시간은 약 20~24시간이며 1인당 30만원 정도(강사교, 교재, 숙식비 포함) 비용이 든다. 이 중 1인당 10만원 정도는 고용보험료로 환급받을 수 있다. 단, 교육 내용이 업무와 연관없는 과목은 환급에서 제외된다. 본지는 지난 2월호에 게재된 '2016년 성마기업 직무능력 향상 교육'에 이어 이번호에는 성마기업이 지난해 실시한 경영컨설팅의 주요 결과에 대해 게재한다.

Building of Group Program for Female Saeteomin's Early Settlement (새터민 여성의 조기 정착을 위한 집단프로그램 구축)

  • Many saeteomins to settle in South Korea, are materially affluent capitalist countries entered South Korea, but they have not been able to adapt so easily the consumer market and economic activity. In particular, development and support training programs for female saeteomins, 69% of total saeteomins are needed. Therefore, we need to support job programs that they settle in Korea normally and can be a reasonable economic activity. But, we need to operate be the group program because only proceed to the general education program is not enough to settle into a stable. In this paper, we would like to propose a group program for job training and a budget for operating the program to easily settle female saeteomins in South Korea.

  • Current oversupply of college graduates is the need in the industry, but the absolute lack of manpower and the company's dissatisfaction with graduates of the retraining costs borne by businesses increases with the overall gap between university education and industry is causing a scene. Particularly job-oriented vocational training colleges for the purpose of sahoegak areas of professional knowledge, teaching theory, research, and cultivate talent, and social development of countries required to cultivate professional personnel for the purpose were established. However, the purpose of today's college founded largely on these off, which reflects the needs of industry through the development of the curriculum of colleges established in the original intent and purpose of the on demand came to be intellectually and socially. Reflect the needs of industrial on-site training is the development "of industrial units for each job through the job analysis is required in college to acquire job skills training to be a list of subjects and the importance of each subject and analyzed the incidence and Curriculum Development Reflected in and through which industry and the job comes from the college curriculum to eliminate the gap between research. Research-oriented job analysis methods commonly used in curriculum development, DACUM technique was used, through which subjects daebipyo skills, selection of the companies surveyed set of job model, job creation and the job description and job specification we analyze it using a group of experts to evaluate the interview and questionnaire via WEB to evaluate the results of the educational process.

  • Expenses in the form of personnel expenses in the past, in modern times, machine guards to gradually transition has been. This is because the machine guard is more efficient than personnel expenses. But due to false alarms, despite the high expectations of the effects of electronic security in the operation of the electronic security system due to factors that hinder the development of machine guards growth slows. Defect removal aspects of this paper, using IPA (Importance Performance Analysis) techniques to study the operation of electronic security systems and its importance in the development of machine guards, look at how high the technical aspects of electronic security systems composite type of malfunction to minimize crime sensor are presented.

A Study on the Individual Wage Effect of Training (교육훈련의 경제적 성과 - 임금근로자를 중심으로 -)

  • This article tried to find out the individual wage effect of training. This Article used 1998, 1999 KLIPS(Korea Labor and Income Panel Study) panel data. The size of the individual wage effect of training was twice of tenure's, and had significance. Training had a good effect on the job satisfaction and carrier development. To overcome self selection bias, this article regressed the first difference of wage equations, but we didn't get the significant results. Dividing sample into quitters and non-quitters in order to investigate the relation between training cost and benefit, we regressed separately the each first difference of wage equation. On quitters, the individual effect of training appeared significantly, but on non-quitters, it didn't. This results mean that employer does not raise wage rate according to upgraded skill originated in incumbent's training. And the results also mean that the upgraded skill of employee who quit pre-employer is recognized by new employer, and his wage rate rises in his new job.

The Effect of Private Guards' Job Embeddedness on Dual Commitment (민간경비원의 직무착근도가 이중몰입에 미치는 영향)

  • The purpose of this study was focused on the relationship between private guards' job embeddedness and dual commitment. In this study, job embeddedness is selected as an independent variable and dual commitment is selected as a dependent variable one. job embeddedness was divided into three sub-factors such as "fit", "links", and "sacrifice", and dual commitment is again composed with organizational commitment, and career commitment. Moreover sex, age, academic background, service period, and income were selected as a control variable. To test the hypotheses, survey data from private guards in Kyungpook are collected and analyzed. Principal component method is used to see which items cluster together in each factor and to calculate factor scores. Multiple regression analysis identifies several factors which have significant effects on dual commitment. Key finding can be summarized as follow. Fist, the factor of "fit" have significant effects on organizational commitment, and career commitment. Second, the factor of "links" have significant effects on organizational commitment, and career commitment. Third the factor of "sacrifice" have significant effects on organizational commitment, and career commitment. Finally, when all the variables with significant effects are included in the final model, "links" disappear, while "fit" and "sacrifice" remain statistically significant. Based on these finding, this study suggests some policy issues to promote private guards' dual commitment.

An Importance Analysis on the NCS-Based Skin Care Qualification L3 Level of Education in Life Care (라이프케어의 피부미용 NCS기반 자격 L3수준의 교육 중요도 연구)

  • The recent phenomenon of job "Miss Match", which is inconsistent with knowledge in the demand of educational training institutes and industries, has spread to an increase in private education costs for reeducation and employment of new hires, resulting in weak individual job competency and poor employment capability, as well as economic and material waste at the national level. To compensate for these problems, the National Competency Standards(NCS), which are available immediately in practice and look for a standard point of national job competency with the aim of fostering human resources sought by industries, were developed, and even the NCS-based qualification system was launched in line with the stream of times. This study is intended to look into the importance and priority of competency units and competency unit elements at the NCS-based qualification L3 level in the skin care field for an overall check of the NCS-based qualification level at a time when educational institutes are organizing and operating the school curriculums according to the NCS and NCS-based qualification level. And it is attempted to provide basic data for the development of curriculum in fostering professional human resources required by industries. To analyze the needs for competency units and competency unit elements at the L3 level, a survey using AHP method was carried out to a group of field experts and a group of education experts. In addition, the SPSS(Statistical Package for Social Science) ver. 21.0 and Expert Choice 2000, an AHP-only solution was used to do statistical processing through the processes of data coding and data cleaning. The findings showed that there was a partial difference of opinion between a group of field experts and a group of education experts. This indicates that the inconsistencies between educational training institutes and industrial sites should be resolved at this time of change with the aim of fostering field customized human resources with professional skills. Consequently, the solution is to combine jobs at industrial sites and standardized educations of educational institutes with human resources required at industrial sites.

A Study of the Development Model for the Aerodrome Traffic Control Simulator System (국내 공항별 비행장 관제 시뮬레이터를 위한 구축 모델에 대한 연구)

  • This paper proposes the development model of the aerodrome traffic control simulator (ATCS) System for the domestic airport. The application of the ATCS is used as a OJT training function for the air traffic controller and research function for a new control procedure. In order to perform those functions, we classified the ATCS in three types such as education, research and integrated management system, and the ATCS types analysed by the working and OJT training condition in domestic airport. Therefore, we proposed the ATCS models such as uniform type, differential type, and center type, and analysed the merits and demerits of the proposed models. Also we looked up ATCS's application in terms of the building and maintenance costs, operational utilization and scalability. So, we proposed the differential type which was suitable for the developing ATCS for the domestic airports.

  • The purpose of this study is to investigate operating practices of human resources nourishing institutions and analyze the degree of satisfaction to the e-learning learners in Busan. This study adopted a questionnaire method in research of 70 human resources nourishing institutions and 758 e-learning learners in Busan area for empirical analysis. Techniques used in analyzing data was frequency analysis. SPSS for windows programs were applied in the analysis. The major findings of this study are as follows. First, it is found that there is a widespread affirmative perceptions in the fields of both operating practices and satisfaction on e-learning. Second, however, it is also found that more efforts needed to be made in some areas such as method for effective e-learning and the management of programs, and more concerns should be need to the age group of fifty-over. These groups are short of understanding and acceptance of e-learning environment.
