기후변화의 영향으로 인하여 가뭄의 발생이 잦아지고 그 기간은 늘어나고 있다. 특히 2015년에는 충남 서부 지역에 제한급수가 실시되는 등의 피해가 발생하였으며, 올해에도 일부 지역에 가뭄 피해가 예상되고 있다. 이에 따라 가뭄에 대비하기 위한 방안의 하나로, 해수담수화 및 지하수와 같은 대체 수자원 개발의 요구가 높아지고 있다. 특히 지하수의 경우에는 단기간에 최소한의 비용으로 안전한 용수(用水)를 확보할 수 있다는 측면에서 그 효용성이 높다. 그러나 지하수 역시 지표수와 마찬가지로 한정된 자원이며 생성과정에 상당한 시일이 걸린다는 점을 고려할 때, 그 활용을 위해서는 다음과 같은 정책적 고려가 필요해 보인다. 우리나라 지하수는 개별법에 따라 5개 중앙부처 및 지자체에서 소관업무별로 관리하고 있어, 체계적 관리와 자료의 통합 연계에 어려움이 있다. 또한 기본법 성격을 지닌 "지하수법"에서도 지하수 관리 등에 대해 다른 법률에 특별한 규정이 있는 경우에는 해당 법률에 따르도록 규정하여(법 제4조), 합리적 제도 개선에 한계가 있다. "온천법" 등 타법에 의한 지하수 개발 이용관련 인허가 사항을 "지하수법"으로 일원화하여 기본법으로의 역할을 강화하고, 지역별 사업별 관리는 개별 계획을 수립하도록 하는 등 체계적인 지하수의 개발 보전 정책이 필요하다. 국내 지하수 사용은 주로 관정(管井) 개발을 통해 이루어지는데, 무분별한 신규 관정의 개발은 지하수 고갈, 지반침하(sink hole)와 더불어 지하수의 수질 악화를 야기할 수 있다. 관정 개발의 실패로 발생하는 실패공은 노후 관정 및 폐관정과 더불어 방치되는 경우가 많은데, 오염물질 유입으로 지하수를 오염시키는 주요 원인으로 작용한다. 오염된 지하수는 지표수에 비하여 수질을 복원하는데 오랜 시일과 노력이 필요하므로, 사용하지 않는 불용공(不用孔)을 원상 복구하는 등 지하수의 개발에서 사후조치에 이르기까지의 체계적인 관리가 필요하다. 국토교통부는 지하수에 대한 체계적인 관리를 위해, '지하수 기초조사', '지하수 수위변동 실태조사' 및 '지하수시설 전수조사'를 실시하고 있다. 그런데 지하수 기초조사는 "지하수법" 제5조에 근거하여 1997년부터 실시되고 있으나, 예산 및 인력 부족 등으로 20여년이 지난 지금까지도 조사가 마무리되지 못하고 있는 실정이다. 한편 지하수 수위변동 실태조사는 "지하수법" 제17조 등에 근거하여 시행되고 있는 반면, 지하수시설 전수조사는 근거 법률이 마련되어 미비하다. 지하수시설 전수조사는 전국의 모든 관정, 집수정(集水井), 지하댐(underground dam) 등의 지하수 시설을 대상으로 실시되므로, 조사의 방법, 대상, 시행 절차 및 주기 등에 대한 규정 마련을 통해 관련 자료를 지속적으로 보완 관리할 필요가 있다.
As Total Maximum Daily Load program is being implemented, needs for the management and treatment of contaminated sediment are rising to attain cleaner water resources. In this paper, impacts and management methods of contaminated sediment were reviewed. Remediation technologies for contaminated sediment including dredging, natural attenuation, in situ solidification/stabilization, in situ biological remediation, in situ chemical remediation and capping were reviewed. Integrated remediation scheme was presented as well.

Recently, the pollution of groundwater has become serious. In particular, the contamination of groundwater near livestock farms is becoming increasingly severe and it is difficult to drink with drinking water. In this paper, a groundwater purifier apparatus that can be installed in a community well was designed. The designed groundwater purifier apparatus enables a RO membrane filter and UV sterilization to remove pollutants, such as heavy metals, bacteria, and organic compounds. In addition, electrical conductivity, pressure, and flow sensors were added for remote monitoring. Remote monitoring of the system can determine the level of fouling and contamination of RO membrane filters through pressure and flow sensor data, and can record changes in the contamination and condition of groundwater through the electrical conductivity of the feed water. The designed groundwater purifier apparatus was installed at a farmhouse and remote monitoring. The result after 15 days of operating a groundwater purifier apparatus and analyzing the monitoring data revealed an average permeate water flow rate of 2.67L/min and an average water pressure of 7.09kgf/㎠, indicating that the RO Membrane filtered without fouling and clogging. The average electrical conductivity was 796.6 S/㎠ of the feed water and 55.6 S/㎠ of permeate water, which is similar to that of general tap water. Through this, it was confirmed that no pollutant occurred in the surroundings. Therefore, the designed groundwater purifier apparatus can confirm the replacement time of the RO membrane filter in advance through remote monitoring, and check the pollution state of the groundwater.

Groundwater and soil contamination by the leak of leachates from the waste disposal site (WDS) is one of the serious environmental problems, and leachates are generally produced by the biogeochmical decomposition and/or precipitation in the WDS. At the Sindae-dong waste disposal site in Taejon, the average Cu, Pb and Zn concentrations in the surrounding soils are higher than those in other Korean soils but these are not high enough to cause any harmful effect to man through the crop plants. Copper, Pb and Zn are not detected in the groundwater samples but the pH of the sample is 5.6 which is not suitable for the drinking water. In contaminated soil samples, the heavy metal concentrations are higher in subsurface soil than in surface soil and it may be influenced by the leachates in groundwater. With the electric resistivity method, the water contains layers are found in contaminated soils and the resistivity values are considerably low because of the dispersion of plume by the leak of leachates. According to the distance from the leak point of leachate, resistivity values increased and heavy metal concentraions in soils decreased due to the reduction of plume.
This paper attempts to examine households' willingness to pay (WTP) for ground water pollution improvement which can be used in cost-benefit analysis on the project for developing the soil pollution control technique. We applied a contingent valuation (CV) method to obtain at least a preliminary evaluation of the WTP. The CV survey was rigorously designed to comply with the guidelines for best-practiced CV studies. We surveyed a randomly selected sample of 500 households in Seoul metropolitan area and asked respondents questions in person-to-person interviews about how they would be willing to pay for the program. Respondents overall accepted the contingent market and were willing to contribute a significant amount (1,195 to 1,552 won), on average, per household per year. The aggregate value of the project for developing the soil pollution control technique amounts to approximately 20.3 billion won per year. The household values can be the benefits that ensue from the project and compared with the costs of the program to determine whether the project is economically desirable.
This paper presents a case history of remedial action adopted for contaminated groundwater in a landfill. The objectives of the projects are : (1) to effectively confine contaminated groundwater with an economically reasonable means, (2) to prevent further contamination of soil by collecting and treat the contaminant. and (3) to assure the environmental safety of the landfill during its operating period. Reported are the process from site investigation, through design and construction of an appropriate remedial action, to the monitoring of the selected confinement system. In view of the results of site investigation, deep soil mixing cutoff wall using the DMW(deep soil mixing cutoff wall) method and specially produced HEC soil stabilizer were used for the construction of deep soil mixing cutoff wall. For rock foundation with sever fractures, chemical grout curtain with urethane was installed. The monitoring results to date indicate that the selected vertical barrier performed satisfactorily.
Groundwater pollution prediction methods have been developed to plan the sustainable groundwater usage and protection from potential pollution in many countries. DRASTIC established by US EPA is the most widely used groundwater vulnerability mapping method. However, the DRASTIC showed limitation in predicting the groundwater contamination because the DRASTIC method is designed to embrace only hydrogeologic factors. Therefore, in this study, three different methods were applied to improve a groundwater pollution prediction method: US EPA DRASTIC, Modified-DRASTIC suggested by Panagopoulos et al. (2006), and LSDG (Land use, Soil drainage, Depth to water, Geology) proposed by Rupert (1999). The Modified-DRASTIC is the modified version of the DRASTIC in terms of the rating scales and the weighting coefficients. The rating scales of each factor were calculated by the statistical comparison of nitrate concentrations in each class using the Wilcoxon rank-sum test; while the weighting coefficients were modified by the statistical correlation of each parameter to nitrate concentrations using the Spearman's rho test. The LSDG is a simple rating method using four factors such as Land use, Soil drainage, Depth to water, and Geology. Classes in each factor are compared by the Wilcoxon rank-sum test which gives a different rating to each class if the nitrate concentration in the class is significantly different. A database of nitrate concentrations in groundwaters from 149 wells was built in Keumsan area. Application of three different methods for assessing the groundwater pollution potential resulted that the prediction which was represented by a correlation (r) between each index and nitrate was improved from the EPA DRASTIC (r = 0.058) to the modified rating (r = 0.245), to the modified rating and weights (r = 0.400), and to the LSDG (r = 0.415), respectively. The LSDG seemed appropriate to predict the groundwater pollution in that it contained land use as a factor of the groundwater pollution sources and the rating of each class was defined by a real pollution nitrate concentration.

강서구를 제외한 부산 전지역에서 1998년도에 조사된 지하수 수질 중 6개 성분(pH, TS, KMnO$_4$, Cl, SO$_4$, NO$_3$-N)에 대한 일반통계분석 결과 pH 성분을 제외하고는 5개 성분의 중앙값이 평균보다 적은 값을 보이는 양성왜도를 보임으로써, 수질오염정도를 분석하기 위해 지시크리깅이라는 비모수적인 지구통계분석기법을 적용하였다. 6개 수질성분에 대해 음용수 기준치를 적용하여 음용가능은 “1”의 값이, 음용불가능은 “0”의 값이 주어졌다. 이렇게 변환된 자료를 이용하여 각 성분별로 실험적인 베리오그램 분석을 실시한 결과 pH, TS, SO$_4$ 성분은 선형모델이 선정되었으며, KMnO$_4$, Cl, NO$_3$-N 성분은 구상형모델이 선정되었다. 본 연구에서는 지시크리깅을 이용하여 6개 성분의 분포도를 작성하고 부산지역의 오염정도를 분석하였다. 지시크리깅기법은 연구지역 전체의 정량적인 분포를 나타내지는 못하지만, 오염의 유.무와 오염의 크기를 정확하게 파악할 수 있으며 또한, 이상치(outlier)가 크게 영향을 미칠 수 있는 통계학적인 오류를 보완할 수 있다.

최근 들어 국외에서는 오염된 지하수의 정화기술로써 0가 금속을 이용한 방법이 높은 잠재력을 가진 신기술로 알려져 있다. 본 연구에서는 0가 금속중 나노크기(1-100nm)를 가진 0가 철입자를 이용하여 수중의 NO$_3$ ̄를 탈질처리하는 실험을 행하였다. 본 실험에서 제조한 나노크기 0가 철입자는 상온상압의 환원적 조건에서 50, 100, 200, 400mg/$\ell$의 NO$_3$ ̄와 반응하여 반응시간 30분안에 95%이상 제거되는 높은 반응성을 보여주었다. 기존의 상업용 철입자(10-100$\mu\textrm{m}$)를 이용한 NO$_3$ ̄의 제거결과에서 보여주는 다량의 철사용, 낮은 적용 오염농도, 그리고 낮은 반응속도등의 문제점에 비하여 나노크기 철 입자는 높은 오염농도범위에서도 적은 철 주입량과 짧은 반응시간 내에 매우 높은 제거효율(10-100배)을 나타내었다. 이러한 결과로 수중의 NO$_3$ ̄의 고속 탈질반응속도에 영향을 주는 중요한 변수는 반응에 참여하는 철 입자의 비표면적임을 알 수 있었다. 본 연구에서 얻은 batch실험 결과를 바탕으로 NO$_3$ ̄로 오염된 지하수의 정화를 위한 현장 적용을 목표로 연속처리 공정의 설계를 위한 토대를 마련하고자 하였다.
