In the knowledge-based economy, the accumulation of technological knowledge is undoubtedly the core competency to reinforce the competitiveness of individual firms and to raise the innovation capability of social and economic systems. Thus far, however, only single or fragmentary indicators, such as R&D expenditure, R&D stock, the number of researchers and the number of R&D employees have been adopted to measure the amount of technological knowledge. In this research, we suggest an approach for aggregating and structuring respective indicators. Applying correlation and factor analysis, we examine the relationship among nine conventional proxy measures for technological knowledge and present a new approach for gauging an aggregated measure.

Climate change has influenced on various sectors including ecosystem, water resource, natural hazards and health and so on. Thus, it is essential to more accurately assess climate change impact and prepare adaptation strategy. However, it is difficult to assess for climate change impact on various sectors with integrated form due to various data format by sectors. In this study, we prepared criteria and indicators for assessing climate change impact and integrated GIS based data which in correspond to indicators based on spatio-temporal information using GIS. Finally we suggest a guideline to assess vulnerability of each sectors to climate change based on integrated spatio-temporal information.

Coastal zone management indicators are being used as an important means of decision making in the process of policy establishment for integrated coastal management and implementation, and these indicators are very useful tools that enable the evaluation of the coastal zone management from an integrated perspective, the understanding and analysis of interactions according to each department. Accordingly, most of organizations in international society and advanced coastal states tend to develop coastal zone management indicator system in order to check current coastal environment, social and economic status, also to grasp effectiveness of the coastal zone management policy. In this research, therefore, the characteristics of coastal zone management indicator system was drawn through understanding of strength and weakness, and conducting comparative analysis of the coastal zone management indicator system according to each level having classified domestic and international coastal zone management indicator system into three aspects at large: natural and environmental aspect; social and economic aspect; and network aspect. As a result, following features were drawn as the common characteristics among the cases in the advanced coastal states: the management means for realization of sustainable coastal zone management; scientific decision making tools for various stakeholders; evaluation means for effectiveness of coastal zone integrated management; and dualization of coastal zone management indicator system; etc. Lastly, based on these common values revealed in the domestic and international coastal management indicator system, a suggestion for correct establishment of the domestic coastal management indicators was proposed in the regional aspect.

조직의 정보보호 목표를 효율적이고 효과적으로 달성하기 위해서는 조직의 정보보호 수준을 정확히 평가하고 이를 개선시킬 방향을 제시하는 기준이나 평가모델이 필요하다. 또한 이를 위해 부문별 정보보호 수준을 평가하고 개선할 수 있는 평가 지표나 기준이 필요하고 우리나라에서 적용 가능한 정보보호 시스템들의 평가방법론이 연구되어야한다. 따라서 본 연구에서는 정보보호와 관련된 기술적 요소와 관리적 요소, 물리적 요소를 기본으로 하는 정보보호 지표체계를 구성하고 정보보호수준을 종합적이고 체계적으로 평가하기 위한 정보보호 성숙 5단계 모형을 통해 서로 매핑 될 수 있는 정보보호수준 통합평가시스템을 개발하였다. 이러한 통합평가시스템은 기존연구와의 비교 및 사례적용을 통해 그 실효성을 검증하였다.

The purpose of this study is to develop the indicators for measuring enjoyment of public libraries by the community. The term, enjoyment is defined as the community members' use and appreciation. Four types of enjoyment indicators are constructed through literature review: basic(environment), state(use), result(outcome), and essential(to enhance enjoyment). The prepared enjoyment indicators are evaluated and selected by focus groups interviews of professionals(researchers, librarians and policy makers). Those selected indicators are tested and revised through a internet survey of 508 Kyungi residents. Based on the analysis of the results this study suggests a total of 46 enjoyment indicators.

Objectives: The purpose of this study was to examine the success and barrier factors of hypertension registration program in Goseong community health center proven improving hypertension treatment rate by community health survey. Methods: We conducted a qualitative research using both a performance review of the program and in-depth interviews with the 8 operators who had worked for this program in April 2018. Results: In this study, the success factors were analysed as follows: First, the willingness to improve health indicators, second, the implementation of large-scale projects, third, improving program processes, fourth, continuous efforts for achievement of goal, not output or reward, and the barrier factors are as follows. First, uniform output monitering, second, evaluation after the fashion of contest, third, the confusing concept of an integrated health promotion program, fourth, the attitude of the person worried with task change. Conclusions: This study suggested that the health community health center should follow the basic principles of public health, and the central government should introduce a health policy of decentralization.

Evaluation of an academic library is a key to its success. Library and Information Policy Bureau of the President of the Republic of Korea conducted a trial evaluation on academic libraries with a university evaluation index developed by KERIS in 2005. The committee decided to review its feasibility based on the feedbacks from the academic libraries after the trial. This study aims to address the indexing issues appeared during the trial and suggest a new evaluation index tailored to academic libraries. First, the evaluation field is condensed from 7 to 6 as "financing" and "infrastructure" are integrated into "budget and infrastructure." Secondly, both "user charter" and "planning" are removed from the "library management" field category. and "library self-assessment" is added instead. In "information resource" field, "non-books and etc." is added. Third, evaluation categories for "budget and infrastructure" field are altered to budget-related items and library equipment. Forth, "collection turnover rate" category is incorporated into "collection usage" in "information usage" field, and "library use rate" in "information service" field is moved to "information resource" field and renamed as "use rate."

지구적 차원의 물부족 현상은 우리에게도 심각한 사회적 문제로 대두되고 있으며, 이에 대처하기 위한 방안의 하나로 지표수-지하수 연계이용이 거론되고 있다. 지표수와 지하수 연계이용은 유역의 지표 및 지하수자원을 수문학적 순환 사이클의 통합적 관점에서 파악하는 것으로부터 시작한다. 본 연구는 국내에서 지금까지 이렇다 할 사례가 없는 지표수-지하수 연계이용의 첫 단계로서 연계이용 가능지역을 선정하기 위한 체계적인 적지분석 방법론에 관한 것이다. 복잡한 의사결정 문제를 계층적으로 나누어 분석하는 기법(AHP)이 채택되었고, 분석에 필요한 의사결정인자가 도출되었다. 각 인자의 상대적 중요도가 정량화 된 후, 이를 바탕으로 특정 지역의 지표수-지하수 연계이용 적합도가 산정될 수 있다. 개발된 방법론을 국내 두 개 지역에 적용하여 그 적용성을 예시하였다 개발된 방법론에 의한 적합도 분석은 중앙정부나 지자체가 특정 지역의 연계이용 사업의 추진과 관련된 의사결정을 내릴 수 있도록 판단근거를 제공할 것이며, 지역 간 연계이용 우선순위를 평가하는데도 활용될 수 있을 것이다.

최근 개인의 일과 생활이 조화롭게 균형을 유지하고 있는 상태를 나타내는 워라밸(Work and Life Balance)에 대한 사회적 관심이 커지고 있다. 즉, 과거에는 직장에서의 성과 창출을 통한 지위 향상에 관심을 가졌지만, 현재에는 직장과 개인적인 생활의 균형을 중요하게 생각하는 경향이 강해지고 있다. 이러한 사회 현상과 맞물려 많은 지방자치단체를 비롯한 공공기관은 물론 규모가 큰 민관기관에서도 삶의 질과 관련된 구성원들의 만족도 조사를 실시하고 있다. 지방자치단체의 다양한 지표를 나타내는 지방지표 중에 삶의 만족도 지표도 포함되어 있다. 본 연구는 지방자치단체 통합데이터베이스 및 e지방지표를 이용하여 지방자치단체에 속한 구성원들의 삶의 만족도에 영향을 미치는 지표를 분석하고자 한다.

Earned value management(EVM)는 프로젝트 진행 상태를 파악하기 위해 주로 비용과 일정 편차, 성과지표를 통합하여 분석하는 것으로 비용/원가 관리를 위해 발전되어 사용되어 왔다. 그러나 최근에는 경영환경 변화에 따라 불확실성이 증가하여 프로젝트 전체 일정의 예측에 대한 성과지표로 사용되고 있다. 본 연구에서, 비용관점에서 분석된 earned value management의 성과 지표와 시간관점에서 분석된 earned schedule의 성과 지표를 비교하여 차이점을 도출하고 비용관점에서의 지표가 프로젝트 전체 일정을 예측하는 것에서는 신뢰성이 떨어지는 현상을 발견하였다. 향후 본 연구를 통해 프로젝트 비용관리와 더불어 earned schedule의 성과 지표를 이용한 일정 예측을 통해 성공적인 프로젝트 수행에 도움이 되도록 하고자 한다.
