정보통신분야의 기술정책수립 모형개발

  • 정보통신기술은 현재 및 미래의 생활양식, 사회모습, 정치/경제/문화등에 이르기까지 모든 분양에 미치는 파급효과가 크기 때문에, 정보통신 기술개발에 관한 의사결정에 있어서는 기술 정책적인 고려가 반드시 필요하다. 그러나, 그 동안 정보통신 기술개발에 관한 의사결정에서 국가 차원의 정책적 고려가 매우 미흡하였다. 본 연구에서는 정보통신 분야에서의 기술정책에 대한 체계적 접근을 시도하였다. 본 연구의 결과는 세부분으로 구성되어 있다. 첫째, 정보통신 분야 기술정책의 체계를 제시하였다. 기존의 관련자료와 기술개발 전문가 및 정책 입안자들과의 면담을 거쳐 본 연구에서는 정보통신 기술정책에 포함되어야 할 주요내용을 1. 비전 및 우선순, 2. 산업조직및 하부구조, 3. 기술확보, 관리및 활용, 4. 정부 역할 및 정책 추진 기본 체계, 5. 국가 기술혁신시스템의 구축등 5개 부문으로 구분하고 각 부문별로 우리나라 정책현황과 문제점, 개선방안을 검토하였다. 둘째, 정보통신 기술개발에 관한 의사결정에서 고려해야 할 사항들을 정리하여 3단계 기술정책 수립모형을 개발하였다. 1단계에서는 검토대상사업이 정보통신 기술정책의 기본 지침과 일치하는지 확인하고, 2단계에서는 검토대상사업이 정보통신 기술정책의 내용상 우선순위에 부합하는지 검토한다. 3단계에서는 구체적인 기술정책지표에 의해 검토대상사업을 항목별로 검토하고 종합평가하여 최종의사결정을 한다. 여러 기술정책지표 항목들에 대해 가중치를 주어 평점모형(Scoring Model)을 통해 종합지표를 산출할 수도 있다. 셋째, 본 연구에서 제시한 3단계 기술정책 의사결정과정 모형을 CDMA 개발의 타당성을 검증하였다., (4) 교수-학생간의 인간적인 관계, (5) 숙제 및 과제물과 같은 5가지의 요인으로 구성되어진 것으로 분석되었다. 특히 한국학생을 대상으로 하여 AHP를 이용하여 각 요인들의 수업효과에 대한 상대적 가중치를 조사하였다. 특이한 결과는, 미국학생의 경우 수업준비 및 강의 방법이 상대적으로 중시된 반면, 한국학생들은 미국학생들이 비교적 덜 중시하는 교수-학생간의 인간적인 관계가 수업효과를 높이는데 가장 큰 기여를 하는 것으로 나타났다. 본 연구는 한국 문화의 특징이라 할 수 있는 교수-학생간의 인간적인 관계가 중시되는 교육환경하에서, 정보화 사회의 한 수업형태인 재택수업을 외국(특히 미국)의 방법을 그대로 따라 실시할 경우, 많은 부작용이 있을 수 있다는 것을 암시하며, 따라서 우리 교육문화에 맞는 재택수업 형태의 개발이 시급함을 제시한다고 하겠다.column density of HCaN is (1-3):n1014cm-2. Next Generation Convergence Security Framework for Advanced Persistent Threat (지능형 지속 위협에 대한 차세대 융합 보안 프레임워크)

  • As a recent cyber attack has a characteristic that is intellectual, advanced, and complicated attack against precise purpose and specified object, it becomes extremely hard to recognize or respond when accidents happen. Since a scale of damage is very large, a corresponding system about this situation is urgent in national aspect. Existing data center or integration security framework of computer lab is evaluated to be a behind system when it corresponds to cyber attack. Therefore, this study suggests a better sophisticated next generation convergence security framework in order to prevent from attacks based on advanced persistent threat. Suggested next generation convergence security framework is designed to have preemptive responses possibly against APT attack consisting of five hierarchical steps in domain security layer, domain connection layer, action visibility layer, action control layer and convergence correspondence layer. In domain connection layer suggests security instruction and direction in domain of administration, physical and technical security. Domain security layer have consistency of status information among security domain. A visibility layer of Intellectual attack action consists of data gathering, comparison, decision, lifespan cycle. Action visibility layer is a layer to control visibility action. Lastly, convergence correspond layer suggests a corresponding system of before and after APT attack. An introduction of suggested next generation convergence security framework will execute a better improved security control about continuous, intellectual security threat.

On Slimming down the Functions Room of Light Rail Transit Stations by Utilizing an Enhanced DSM Method (개선된 DSM 기법을 통한 경전철 정거장 기능실의 슬림화에 관한 연구)

  • It appears that the rapid advance in technology has allowed to broaden the variety of rail systems technology, thereby fostering new business opportunity in rail industry. The direction of rail systems operations is mainly two fold. In one direction, long distance operations between mega cities are pursued with help of high speed trains under development. In the other case, relatively short distance operations for covering intra-city or suburban area are becoming popular. A good example of the latter case is light rail transit (LRT) systems. Due to the short distance operation, it is thus expected that both the development and operation cost for LRT systems be reduced to some extent. The cost reduction desired in there can be gained by scaling down the sizes of both the trains and stations as compared to those of normal rail systems. However, it is not well known how the LRT stations can be scaled down. The objective of this paper is to study on how to slim down the stations (particularly, the functions room) of LRT systems. To achieve the objective, an approach is studied based on a modified method of design structure matrix (DSM). Specifically, using the enhanced DSM method, an integrated architecture is developed for the functions room, in which equipments are housed to perform the functions of electricity, signaling, and communication for LRT stations. The use of the result indicates that the desired reduction can be obtained with the approach taken in the paper.

A Study of Awareness of CDC Dental Infection Control Guidelines (CDC 치과감염관리 표준예방지침 인식에 관한 연구)

  • Background: The purpose of the study was to investigate the level of infection control and prevention awareness among dental practitioners in Korea based on the infection control and prevention guidelines of the Centers for Disease Control and Prevention (CDC) in the United States. Methods: A survey was created on 'Standard and Education on CDC Infection Control Standards', 'Matters related to CDC Infection Control Prevention', and 'Characteristics of Research Subjects and Infection Control Characteristics' based on the CDC Dental Infection Control List.' A total of 222 surveys were conducted and used for frequency and cross-tabulation analyses. Results: Most research participants worked at university or general hospitals, and 93.7% had received infection prevention education within the past year. The average awareness of the CDC dental infection control standards and education was 77.2 %, which was higher than previous research results. Preventive awareness was 71.5% on average, and there was a statistically significant difference in preventive awareness between the certified and non-certified evaluation groups (p<0.001). Conclusion: The participants of this study showed a higher awareness of infection control standards, education, and prevention than those in previous studies. However, this was insufficient compared with the CDC dental infection control standard prevention guidelines. Therefore, government agencies and related organizations must establish systematic infection control systems.

A Study on Service Quality Evaluation Model and Priority of Quality Factors in Customer Center

  • In spite of various studies on the service quality of customer center, the previous studies are mainly focused on the studies on the relationship between customer satisfaction and loyalty, rather than on the evaluation model of service quality. In this study, we reviewed the service quality of customer center factors discussed in previous studies and developed a hierarchical model for measuring customer service quality based on Brady and Cronin's (2001) model. The first level consists of interaction (process) quality, physical environment (system) quality, and outcome quality, and the second level consists of kindness, positiveness, professionalism, systematic, convenience, accessibility, accuracy, promptness, and reliability. In addition, based on the developed hierarchical model, the priority of each factor that customer center users consider important is analyzed by AHP methodology. As a result, the interaction quality was important in the first level, and professionalism, kindness, and accuracy were important in the second level. Such a study can be a guideline for establishing a standard for evaluating the service quality of customer center or for managing more importantly in practice.

Usability index evaluation system for mobile WAP service (무선인터넷 서비스 사용성 지수 평가 체계)

  • The customer satisfaction of WAP service greatly relies on the usability of the service due to the limited display size of a mobile phone and limitation in realizing UI (User Interface) for function keys, browser, and OS (operating system) Currently, a number of contents providers develop and deliver varying services, and thus, it is critical to control quality level of UI in consistent standards and manner. This study suggests usability index evaluation system to achieve consistent UI quality control of various WAP services. The system adopts both top-down and bottom-up approaches. The former concerns deriving UI design components and evaluation checklists for the WAP, based on the usability attributes and UI principles. The latter concerns deriving usability-related evaluation checklists from the established UI design features, and then grouping them from the viewpoint of usability principles and attributes. This bidirectional approach has two outstanding advantages: it allows thorough examination of potential elements that can cause usability problems from the standpoint of usability attributes, and also derives specific evaluation elements from the perspective of UI design components that are relevant to the real service environment. The evaluation system constitutes a hierarchical structure by networking usability attributes, UI guideline which indicates usability principles for each attribute, and usability evaluation checklist for each UI component that enables specific evaluation. Especially, each evaluation checklist contains concrete contents and format so that it can be readily marked in O/X. The score is based on the ratio of number of items that received positive answer to the number of total items. This enables a quantitative evaluation of the usability of mobile WAP service. The validity of the proposed evaluation system has been proved through comparative analysis with the real usability problems based on the user test. A software was developed that provides guideline for evaluation objects, criteria and examples for each checklist, and automatically calculates a score. The software was applied to evaluating and improving the real mobile WAP service.

  • In this study a computerized prototype system was developed with Safety Management Information System(SMIS version 1.0) as a main system and database as subsystems to handle information. Safety management information consists of management aspects and technical elements, but SMIS consists of 4 modules of technical elements to interrelate safety technologies closely. SMIS enables gas industries to manage process safety information effectively and to evaluate hazards. The results from SMIS can be used to the operation manual and the emergency plan. Data base consists of 3 modules of accident data, material data, and equipment data to support SMIS. Also, the case study results proved the usefulness of SMIS for searching and accumulating process safety data. Especially, MIS which has the database suggests a formal structure for scattered raw safety data in gas industries and brings reduction of man power and time.

Standardization of Identification-number for Processed Food in Food-traceability-system (가공식품에 대한 이력추적관리번호 부여체계의 표준화 방안)

  • Facing a number of global food-related accidents, the concept and system for food traceability have been designed and introduced in many countries to manage the food-safety risks. To connect and harmonize the various food traceability-information in food traceability system according to the food supply chain, the coding system of identification-number for food-traceability has to be standardized. The GTIN (Global Trade Item Number) barcode system which has been globally standardized and implemented, is reviewed with the mandatory food-labeling regulation in expiration date of processed foods. The integration of GTIN-13 bar-code system for food-traceability is a crucial factor to expand its function in the food-related industrial areas. In this literature, the standard coding system of identification-number for food-traceability is proposed with 20 digit coding number which is combined with GTIN-13 bar-code (13 digit), expiration date (6 digit), and additional classification code (1 digit). This proposed standard coding system for identification-number has a several advantages in application for prohibiting the sale of hazard goods, food-recall, and inquiring food traceability-information. And also, this proposed coding system could enhance the food traceability system by communicating and harmonizing the information with the national network such as UNI-PASS and electronic Tax-invoice system. For the global application, the identification-number for food-traceability needs to be cooperated with the upcoming global standards such as GTIN-128 bar-code and GS1 DataBar.

Establishment and Operation of River Basin Management: the Case Study of England and Wales and France (유역물관리체제 수립과 운영: 영국과 프랑스 사례연구와 시사점)

  • 본 연구는 2019년 물관리기본법 시행과 함께 추진하는 유역물관리체제 수립과 운영에 대해 분석하고자 한다. 유역물관리는 기존의 행정체계 중심으로 추진된 물관리에서 드러난 비효율성을 극복하고 물순환에 기초하여 더욱 효율적이고 자연 친화적으로 운영하고자 하는 통합물관리의 기초이다. 유역물관리제도를 적절하게 수립하고 운영하기 위해서는 한국보다 앞서 유역물관리제도를 채택하고 운영해온 경험을 면밀하게 검토하고 장단점을 학습하여 한국 현실에 맞게 응용하는 지혜가 필요하다. 따라서 본 연구는 유역물관리제도를 성공적으로 수립하고 운영해 온 영국(잉글랜드 및 웨일스)과 프랑스 사례를 검토하여 시사점을 도출하고자 한다. 영국(잉글랜드 및 웨일스)은 1973년 유역관리청을 10개 대유역에 설치하여 유역물관리체제를 수립하고 운영하였지만 1970년대 및 1980년대 경제난을 겪으면서 관련 투자가 줄어들고 하천의 수질 악화가 지속하였으며 유역관리청과 지방정부와의 긴밀한 협조 부재로 관리의 어려움이 증가하였다. 결국, 1989년 10개의 유역관리청을 상하수도 서비스회사로 전환하고 물서비스감시청, 음용수감시국, 환경청 등의 규제기관을 수립하여 규제와 서비스를 분리한 독특한 유역물관리체제를 수립하였다. 영국의 유역물관리체제는 2000년 유럽연합물관리지침의 도입으로 10개 유역을 11개의 유역으로 재편하고 국가소통위원회, 유역소통위원회 14개, 유역파트너쉽 100개 등의 기구를 설치하여 유역거버넌스를 강화하였다. 프랑스는 1964년 새로운 물법 도입을 통해 전국을 6개 대유역으로 나누고 각 유역에 유역관리청과 유역위원회를 설치하여 본격적인 유역물관리제도를 수립하였다. 초기에는 유역관리 조직과 지방정부 간의 알력이 상당하여 수도요금에 자동부과되는 약 19%에 달하는 물세에 대한 거부감이 상당하였다. 그런데 이러한 물세가 유역관리청의 관리로 물관리 사업을 위한 펀드로 조성되고 물관리 사업 시행 시 대규모 자금을 조달할 수 있다는 실효성이 입증되면서 점차 유역관리제도가 정착할 수 있게 되었다. 프랑스는 2000년 유럽연합물관리지침의 도입으로 기존의 6개 대유역으로 관리하던 것을 13개 유역으로 재편성하였고 유역감독관 제도를 신설하여 중앙의 감독을 강화하였으며 유역관리청과 유역위원회는 더욱 강화된 거버넌스를 기반으로 효율적인 물관리를 시행하고 있다. 영국과 프랑스 사례는 한국의 유역물관리제도 수립과 운영을 위해 다음과 같은 시사점을 준다. 첫째, 2019년 시행을 앞둔 유역물관리위원회의 구성, 운영 및 역할 등에 대해서는 큰 범위에서 합의를 이뤄야 하겠지만 안정적인 운영과 사업 시행을 위해서는 긴 시간이 필요하다는 점이다. 따라서 인내심과 여유를 갖고 임하되 필요한 원칙은 면밀한 검토와 합의를 통해 세워야 할 것이다. 둘째, 거버넌스의 중요성이다. 영국 사례와 같이 이해당사자 간의 대화와 타협은 중앙정부가 주도하는 것이 아닌 유역, 지방, 도시 등에서의 이해당사자들이 함께 이룩해야 한다. 셋째, 유역관리조직을 위한 건전한 재정확보이다. 프랑스의 예와 같이 유역물관리 조직의 독립성은 재정적 독립이 근본이 되어야 하고 이것은 독립재정을 확보하여 중앙 혹은 기타 유역/지방 조직의 간섭을 피해야 한다.

  • For social demand and technological development, systematic private information management and security guidance have been enhanced; however, the issue of leakage and invasion of private information is shown in many ways. In the management of such private information, the issue of how to protect such information is one of the sensitive key elements. As a criterion to decide the management policy of each property information consisting of private information, this article suggests Dynamic-Security-Level-Measurement for property information. DSLM adopts the variable characteristics of property information as the element of measurement. By applying this method, it is possible to provide information management functions to cope with the changes of each property information security level of an individual actively. It is expected that this will improve the security of previous information management methods even more and also contribute to the improvement of security in integrated systems such as the integrated ID management system and electronic wallet.
