This study proposes a new methodology of earthquake damage evaluation for R/C Buildings combined with shear and flexural failure systems, based on non-linear required strength spectrum. Part I shows a concept of methodology of earthquake damage evaluation, which is estimated on the basis of system ductility, non-linear required strength spectrum and remaining seismic capacity ratio.

With the nation showing increasing concern for earthquakes, there have been several methods for the analysis of earthquakes and evaluation of damage. Nevertheless, there is no clear standard to assess the seismic damage to structures quantitatively. Accordingly, this study conducted seismic analysis of several forms of seismic waves and actual seismic load, targeting the cable stayed bridge, which is supported by a cable and proposes a method for evaluating the damage based on the results. The damage index was calculated based on the tilting of the pylon of the cable-stayed bridge and the characteristics of physical seismic damage was suggested with 4 levels, such as A, B, C, and D. In addition, it is not proper to simply judge that the seismic damage index is obtained as large or small at all times depending on the seismic analysis method. Although this study focused on the proposal seismic damage index and an evaluation of the damage targeting the cable stayed bridge, the result was applied to a structure with a similar maximum displacement response.
In this paper, the previous damage models for structures and their components under seismic repeated loading were reviewed systematically. A failure criterion for steel members under severe cyclic excitations as in strong earthquakes was described. A new approach to seismic damage assessment for steel members was proposed. This method was based on a series of the experimental and numerical investigations for steel members under very low cyclic loading. In this study, very low cyclic loading means repetitive loading, 5 to 20 loading cycles, within the large plastic range. The proposed damage assessment method was focused on the local strain history at the cross-section of the most severe concentration of deformation.
This paper describes a GIS-based assessment of residential building damage caused by the 1994 Northridge earthquake in which the fractions of existing buildings damaged at various percentages of replacement cost are related to a range of seismic parameters. The assessment uses data from safety inspection reports and tax assessor records, both of which were geocoded and linked to seismic parameters derived from strong motion records at 164 different sites. The paper also describes a GIS-based pattern recognition algorithm for identifying locations of most intense building damage. The algorithm provides a framework for rapidly screening remote sensing data and dispatching emerging services.

Seismic fragility assessments include a procedure to combine the random variables of response and capacity to produce the relationship between failure probability and seismic intensity. The evaluation of the failure probability of simultaneous multiple failures of two or more components assumes that the failure probability of each component is independent of those of the others. However, a correlation is expected to exist because several random factors have the same cause. The multiple-failure probability can differ depending on this correlation and may be unconservative without considering the seismic correlation. Therefore, a practical methodology for fragility assessment should be evaluated using the seismic correlation and correlation coefficient for each random variable. In this study, several random variables were selected for numerical evaluation of the correlation coefficient. The correlation coefficient was then compared with each variable and the combined variables. The correlation coefficient using simplified and complex models were also compared to determine and analyze the differences between each of the approaches.

In this study, the earthquake damage evaluation of a R/C frame building is carried out based on the method proposed in Part I. Using the proposed method, the earthquake damage of building system based on non-linear required strength spectrum can be effectively evaluated without using the detailed seismic evaluation methods, including non-linear dynamic analyses, capacity spectrum method, etc.

In the companion paper, nonlinear finite element analysis procedures are presented for the seismic damage evaluation of RC bridge piers. This paper defines a damage index based on the predicted hysteretic behavior of a RC bridge pier. Damage indices aim to provide a means of quantifying numerically the damage in RC bridge piers sustained under earthquake loading. The proposed numerical method is applied to RC bridge piers tested by other, and compared to existing damage indices. The proposed numerical method gives a realistic prediction of damage throughout the loading cycles for several test specimens investigated.

In this paper, the nonlinear parameter estimation method using the estimated hysteresis of each structural members was studied for the purpose of efficient seismic damage prediction and estimation of MDOF nonlinear structural model in the shaking table test. The hysteresis of each structural members can be obtained by the conversion of measured response histories into relative motions of each structural members and member forces. These hysteresis can be used to evaluate various kinds of damage indices of each structural members. The MDOF nonlinear structural model for further analysis(re-analysis) can be easily reconstructed using estimated nonlinear structural parameters of each structural members. To demonstrate the proposed techniques, several numerical and experimental example analyses are carried out. The results indicate that the proposed method can be very useful to assess local seismic damages of structures.

The 2011 East Japan Earthquake caused accidents at a number of nuclear power plants in Fukushima, highlighting the need for a study on the seismic safety of multiple NPP (Nuclear Power Plant) units. In the case of nuclear power plants built on a site that shows a similar seismic response, there is at least a correlation between the seismic damage of structures, systems, and components (SSCs) of nuclear power plants. In this study, a probabilistic seismic safety assessment was performed for the loss of essential power events of twin units. To derive an appropriate seismic damage correlation coefficient, a probabilistic seismic response analysis was performed. Using the external event mensuration system program, we analyzed the seismic fragility and seismic risk by composing a failure tree of multiple loss of essential power events. Additionally, a comparative analysis was performed considering the seismic damage correlation between SSCs as completely independent and completely dependent.
