  • "선박안전법"에 따른 선박 설비기준 및 검사업무에 관한 규정 가운데 어선 관련 부분을 어선법(법률 제9718호, 2009. 5. 27 공포, 2009. 11. 28 시행)으로 이관하여 어선관리업무를 일원화하고, 어선에 관한 검사 및 검사대행기관 지정토록 개정되어, 그에 따라 어선 검사제도의 변화를 통하여 어선관리업무의 정책방향 등을 제시하였다.

  • The railway accident is characterized by widespread and great(immerse) damage to our society when an accident occurred even if the probability of a railway accident is low. It is no doubt that the role of a rolling stock driver who are active in the first line of the rail safety driving is the most important to prevent an unexpected railway accident. Before new railway safety law being taken into effect, each railway operating organization had the responsibility of training a rolling stock driver by qualification criteria (the requirements or standards of competency), training period, probation period decided on their own standards. To train drivers driving same locomotive model, each railway operating organization had a variety of standards to draft and train trainees. Consequently, It was considered inefficient way to train and manage rolling stock drivers. However, after implementing the new railway safety law, a new system including training and evaluation process to issue driver's license on the condition that entire requirements are satisfied has been established. To prove the competency of the rolling stock driver objectively, training center and third-party evaluation center are divided individually and assigned by government office. Training center should design the training program to allot theatrical education time for different trainee group and to secure maximum practical training time utilizing simulator system to enhance the rolling stock driver's competency. This study analyzes certain conditions necessary to maximize the effectiveness and practical use of training for aquisition of a driver's license and the problems of the existing rail safety law and the ways to improve them.

Legal Problems and Improvement Measures Concerning the Monopoly of Housing Construction Sales Guarantee Business by Housing and Urban Guarantee Corporation (주택도시보증공사의 주택건설 분양보증업무 독점에 관한 법적문제점과 개선방안)

  • Issues have arisen over the monopoly of housing sales guarantees by the Housing and Urban Guarantee Corporation. If the Ministry of Land, Infrastructure and Transport appoints an additional guarantee institution, there is concern that the property protection between the two parties is insufficient due to excessive competition and the weakening of urban regeneration resources. It argues that housing supply policies for stabilization of the housing market can be smoothly implemented through monopoly projects. This is judged to be an abuse of market dominant position under the Fair Trade Act, and excessive restrictions on pre-sale guarantee requirements may cause delays in business and infringement of property rights of members. First, the establishment of a designation system for market dominant operators of the Fair Trade Commission enables new entry of private guarantee institutions. Second, it is necessary to improve regulations under Article 63 of the Fair Trade Act (consultation on the establishment of laws restricting competition, etc.). Third, through the establishment of the 「Rules on Housing Supply」 under Article 15 (2), the Minister of Land, Infrastructure and Transport can additionally designate a guarantee institution, thereby guaranteeing the right to select a pre-sale guarantee for the business entity. In addition, it is expected that at least one of a number of guarantee insurance companies can be designated to improve the efficiency of the distribution of social benefits, thereby lowering the volatility of housing prices. Medical Care Utilization Pattern of Medical Aid Program Beneficiaries (의료보호대상자(醫療保護對象者)의 의료이용(醫療利用) 양상(樣相))

  • This study was conducted to identify the problems in the medical aid program by reviewing the medical care utilization pattern of the beneficiaries. The data were abstracted from the monthly bills and vouchers for medical care of the whole benefi챠aries(17,527) in Gyeongsan Gun submitted by the physicians to county government for the period of 1 calendar year from October 1981 to September 1982. The number of medical aid beneficiary accounted for 12.7% of the total county population, a higher proportion than the national average-9.5%. Monthly primary care utilization rate per 100 beneficiaries was 9.3 persons with 14.0 visits and 42.9 medication days. for the 2nd and 3rd care, there were 1.7 admissions and 9.3 OPD visits per 100 beneficiaries per year. The beneficiaries of the first class medical aid program had a higher utilization rate of both the primary and secondary/tertiary care facilities. Females utilized more the primary care facilities than males while males utilized more the secondary/tertiary care facilities than females. A significantly lower utilization rate was observed in January than in the other months and this was seemed due to the renewal process of the medical aid certificate. Among 1,931 patients utilized the 2nd/3rd care facilities 84.4% was out-patients and the lowest ratios were in the minor specialties including ENT, ophthalmology, dermatology and urology. The average hospital days per in-patient were 21.2 days and OPD days per out patient were 4.7 days. The average hospital days for a psychiatry in-patient was 74.4 days which was the longest average hospital days among all the specialties. Average medical care cost per beneficiary in a year was W9,821:W24,240 for the 1st class and W7,464 for the 2nd class. The medical care cost for the primary care per patient was W3.901 and W840 per day compared with W49,875 per patient and W5,822 per day for the secondary/tertiary care. From the findings of this study following recommendations were made to improve the medical care program: 1) The renewal process of the medical care certificate should be expedited. 2) Minor specialty clinics should be designated as the primary medical care facility for the medical aid program to reduce the expenses by absorbing more patients referred to the secondary/tertiary care facilities directly. 3) The medical care cost for the primary care facility should be escalated to reduce the differential between the primary and secondary/tertiary care facilities.

  • Construction monitoring and monitoring industry have been rapidly developed with advance of IT industry and telecommunication. However institutional, legal supports that need to settle the construction monitoring are practically inadequate. So development plans that are reflected enquete results about the present state of construction monitoring are considered. A way that consider establishment Korea construction monitoring association and society, deal with relevant law appointing monitoring industry, consider enactment and revision of construction monitoring design standard and specifications, appoint practical construction monitoring educational institution, appoint an efficiency test specialty institution of monitoring equipment, consider the term of guarantee of monitoring equipment consider enactment and revision of estimating cost of construction measurement, consider ratio of monitoring equipment loss for developing construction monitoring and monitoring industry are proposed.

A Study on the Designation Plan for Public Domain of Library (도서관 공공도메인 지정방안에 관한 연구)

  • The domain name should be registered and used with the minimum length in consideration of the user's web accessibility and convenience. In addition, it is necessary to increase the status and authority of the library by allowing the type, region, and characteristics of the library to be known only by the domain name, and to consider the convenience of users. In this study, the situation of the state designated second-stage public domain and the second-stage public domain of educational institutions of similar character and size to the library are analyzed, and problems with the domain of libraries that do not have the second-stage domain are identified. Finally, second-stage public domains of national library (nl), public library (pl), and small library (sl) are proposed for each type of library, and the university library (lib. university domain) and school library (lib. School domain) proposed to use as the second-stage domains of the educational institution. The purpose is to allow users to intuitively know that these domains are libraries, to identify the type of library, and to know the characteristics and regions of the library. To this end, a joint effort by the academic community, the library community, and the Library Information Policy Committee is needed.

A Study on Improvement Plans for the Compilation of the History of Public Institutions in Korea (국내 공공기관의 기관사(機關史) 편찬에 관한 개선 방안 연구)

  • The historical records of public institutions are not only important historical records for the study of modern Korean history in various academic fields such as politics, economy, society, culture, and science, but also important historical content that students and the public may be interested in. In this study, among the 350 institutions designated as public institutions as of 2021, 339 public institutions that can request information disclosure through the information disclosure portal were investigated. Based upon the results of the survey, it was found that 217 (67%) out of 326 (96.2%) public institutions compiled a total of 516 institutional histories. This study proposed improvement plans in terms of the compilation of history in public institutions and the utilization of users by analyzing the results of the investigation of the compilation status of history in public institutions by six elements: compilation time, target period, department in charge, budget and required period, accessibility, and regulations.
