지자체 GIS 정보화가 확산되어감에 따라 구축된 공간정보의 활용확산, 타 정보와의 연계 등의 요구가 증대되고 있으며 지자체 GIS 통합 연계는 지자체 정보화의 핵심으로 부각되고 있다. 그러나 많은 지자체에서는 도로, 상하수도 등 공간정보 수요가 높은 업무 분야를 중심으로 지자체 GIS 통합연계를 추진하고 있으며, 지자체 지리정보 담당부서의 중심으로 추진되고 있어 지자체 전 부서 대상의 공간정보 활용에 대한 한계가 있다. 이러한 한계를 극복하기 위해선 지자체 내 전부서에서의 공간정보 활용을 위한 지자체 GIS 통합연계 고도화 모델이 필요하다. 지자체 GIS 통합연계 고도화 모델은 지자체 지리 정보 담당부서 중심의 통합연계에서 확대하여 지자체 전 부서 및 국가적 차원에서의 협력체계를 고려한 모델로서 지자체의 수평적 수직적 통합연계 모델이다.

As applications of GIS technology have grown in local governments, the wider and integrated use of spatial information is demanded more than before. Particularly because 70-80% of administrative information in local governments are related spatial, it becomes a key issue to connect and integrate non-spatial information with spatial information for more advanced use of GIS applications in local governments. The purpose of this study is to establish an advanced Implementation model by analyzing obstacles in existing GIS applications and suggesting implementation strategies. The strategy, as an important part of the model, includes efficient information sharing, establishment of commonly usable GIS Database, architectural improvement for Enterprise GIS in terms of database and system implementation, standardization far the model, and establishment of spatial infrastructure in the local governments. The study concludes that administrative collaboration in a horizontal and vertical perspective has a highest priority for the implementation of the model.

막대한 예산을 투입하여 추진하고 있는 지자체 GIS사업은 기술의 발전에 비해 제도, 교육, 사용자의 마인드, 유지관리 활동, 향후 사업 구상 등에서 상대적인 빈곤을 경험하고 있는 것이 사실이다. 이렇듯 신기술이 도입됨에 따라 다양한 제반 여건들이 동반적으로 성숙하지 못함으로 인해 발생하는 현상을 과도기적 현상1)으로 진단하고 있다. 이미 다양한 분야에서 GIS를 도입한 지자체에서는 이러한 과도기적 현상을 극복하기 위해 상당한 어려움을 겪고 있으며, 새롭게 GIS를 도입하고자 하는 지자체에서도 타 지자체에서 모니터링을 통해 간접적으로 과도기적 현상을 경험함으로 인해 효과적인 사업 추진을 구상하는데 상당한 어려움을 겪고 있는 것이 현실이다. 또한 지자체의 경우 중앙정부에서 추진하고 있는 다양한 사업에 영향을 받을 수밖에 없고, 현재의 GIS 사업의 추세가 단순한 공간정보 중심의 사업이 아닌 다양한 속성정보와의 연계를 모색하고 있다는 점에서 지자체 GIS정보화의 방향은 예전과는 사뭇 다른 양상을 간파해 야 하는 현실에 놓여 있다. 이와 같은 지자체 GIS의 과도기적 현상을 극복하기 위해서는 정보기술의 빠른 변화속도와 외부환경의 극심한 환경변화의 상황에서 ‘보이는 것과 보이지 않는 것’의 관계를 진단하고, 변화에 대한 예측과 대비, 중요한 일과 급한 일을 구분한 총체적인 밑그림의 마련과 실행계획의 수립이 우선시 되어야 한다. 지자체 GIS의 문제 해결의 노력이 단숨에 바로 해결되는 것이 아니고, 또한 현재 추진된 사업을 기반으로 중복투자의 방지와 시너지 효과 극대화를 위한 투자의 노력이 장기간의 시간적 개념속에서 진행되어야 한다는 점에서 이를 이끌어줄 가이드가 필요한 것이다. 이러한 총체적인 지자체 GIS의 계획마련을 위해 건설교통부에서는 ‘국가지리정보구축 및 활용등에 관한 법률’상에 계획 수립의 항목을 명문화하고, 나아가 GIS정보화 전략계획 수립에 관한 지침작성을 위한 노력을 진행 중에 있다. 이러한 일련의 현실을 감안하여 지자체 GIS정보화 전략계획 수립을 체계적이고 실질적으로 수립할 수 있는 ‘지자체 GIS정보화 전략계획 수립모델’은 반드시 선행되어야 할 사항임에 분명하다. 지자체 GIS정보화 전략계획 수립 모델은 지자체 GIS정보화 전략계획 수립의 효과로 하고 있으며, 형식적 측면에서는 GIS특성을 반영한 전략계획 수립의 방법론적 측면을 중심으로 구성된다. 이러한 과정을 거처 실제 지자체 GIS정보화 전략계획을 수립하는데 필요한 9단계를 설정하고 각각의 단계에 대한 중심활동을 바탕으로 지자체에서 실제 전략계획 수립에 필요한 지침을 작성하는 것으로 구성되어 있다.

80년대 초 GIS의 개념이 국내에 도입된 후, 1988년 대구광역시를 필두로 지자체의 GIS 구축이 시작되어 국가에서는 GIS 구축의 체계적인 관리의 필요성에 따라 1995년 제1차 국가GIS 기본계획을 수립하고, 2000년 ‘국가지리정보체계의 구축 및 활용 등에 관한 법률’을 제정, 공포하여 각 지자체의 실정에 맞는 GIS 기본계획을 수립하도록 유도하고 있다. 그러나, 바람직한 지자체 GIS 기본계획 작성의 표준이 제시되지 않아 지자체 GIS 기본계획이 개인의 안목이나 타 지자체의 내용을 참조로 만들어져 형식적이고 획일적인 결과물이 산출되고 있다. 그리하여 기존에 수립된 지자체 GIS 기본계획이 일부의 지자체를 제외하고는 해당 지자체의 GIS 구축 사업에 활용되지 못하고 책장속의 책으로 존재하고 있다. 따라서, 본 논문의 목적은 지자체 GIS 기본계획 표준안을 제시하여 향후 해당 지자체에서 GIS 기본계획을 수립할 때, 구성적인 측면의 틀을 제공하여 일정수준을 만족할 수 있는 지자체 GIS 기본계획의 수립을 지원하고자 한다. 지자체 GIS 기본계획 표준(안)을 도출하기 위해서 정보화전략계획과 해외 관련 연구, 국가GIS 기본계획의 검토를 통하여 지자체 GIS 기본계획의 구성요소를 도출하고, 기존지자체 GIS 기본계획의 목차를 중심으로 분석하여, 문제점을 도출하고, 그에 따른 시사점을 제시하여 지자체 GIS 기본계획 표준(안)의 기반이 되도록 하였다. 제안된 지자체 GIS 기본계획 표준(안)은 향후 각 지자체의 활용가치가 높은 GIS 기본 계획의 수립에 도움이 될 수 있도록 하며, 나아가서는 수립된 지자체 GIS 기본계획이 지자체의 성공적인 GIS 구축을 유도하는 가이드의 역할을 수행할 것으로 기대된다.가 있다. 본 연구의 결과를 통해 지방자치단체 GIS 기본계획에 있어 조직 측면의 장기적 비전의 제시가 가능하며 이를 통해 보다 성숙된 GIS 사업의 추진과 효율적인 시스템의 운영이 가능할 것이다.. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped. The main questions of this study are how to reuse GIS applications and what to do for interoperability of the applications in local governments. To answer the questions, related technologies and standards of GIS are investigated. International standard organizations, such as ISO/TC211 and OGC(OpenGIS Consortium), are working on GIS interoperability standards based on component technology and distributed computing environments. In this study, a standard model for interoperability of GIS applications in local governments is proposed based on the international standards. Standardization process of GIS interfaces in local governments is as followed: 1) modeling of GIS business and 2) establishment of GIS service architectures 3) defining GIS standard interfaces 4) GIS component. In conclusion, by developing interoperable GIS applications based on component technology the reusability in local governments can be realized.

This study investigated the effect of PR communication of local government on the relationship between the local government and the public and the image of the local government, focusing on the official blog of Busan Metropolitan City, 'Cool Busan.' It also examined the mediating role of organization-public relations. As a result, 'interactivity' and 'interest' among the characteristics of social media information have a statistically significant effect on organization-public relationship and municipal image. And balance' was found to affect the image of local government. In addition, the mediating role of the organization-public relations subfactors has been proved in the influence of the local government social media information characteristics on the local government image.

The considerable budgets for the 2nd-phase NGIS projects are allocated to the projects for developments of the GIS applications. Especially, the 78 local governments are major users of GIS application systems. In spite of GIS necessity in local government, whether a GIS is 'good' or bad, depends on its implementation and operation. How to implement GIS in effective wav and how to measure GIS effect for justifying GIS funding can be major concerns. Because it takes minimum 3-4 years to equal the costs and benefits of GIS, the long-terms implementation strategies for GIS project in local government are required. In order to establish a proper implementation model for the GIS application projects and to promote activities in the projects, this study considers several problems in accordance with the phases of GIS evolution and solutions of these problems. Based an the GIS auditing and consulting experience in local governments, this study constructs a GIS implementation and maintenance model in long and comprehensive perspective. This model can be a key to affective and realistic implementation for the future GIS projects.

The GIS has grown in its quantity as local authorities established the urban information system for better city administration, civilian services and decision-making support services. Recently, local authorities have expressed much interest on the introduction of ubiquitous technology to improve citizens' safety and convenience. This has become the drive behind the construction of ubiquitous city(u-City). Construction of a u-City requires the multitude of information and telecommunication networks and digital contents; the existing information resources need to be put to use in entirety for that end. In that regard, the integration of GIS established and currently operated by local authorities needs to be strategically promoted. This study intends to propose GIS integration strategies in various aspects for the future u-City and directions for the development of urban information systems in the coming of the Ubiquitous Age.

자체별 또는 연도별과 같은 공통 요소를 통한 교차 분석이 가능하도록 통합 DB를 설계함으로써 다면적인 연구 분석을 위한 프레임워크를 구축하는 데 중점을 두어야 한다. 본 연구는 지자체 통합 데이터베이스에 구축되고 있는 지자체 통합 데이터의 활용성 검증을 위하여, 데이터마이닝 기법을 적용하여 지자체 통합 데이터를 분석하고자 한다. 데이터마이닝 기법을 적용하기 위해서 데이터의 추출, 적재, 변환의 과정을 수행하고, 이렇게 준비된 데이터를 실제 데이터마이닝 기법을 이용하여 분석하고 결과를 검증하는 과정을 수행하면서 지자체 통합 데이터의 활용성을 검증하고자 한다.

1995년부터 시작된 국가GIS 구축사업은 초기에는 공간정보기반을 확충하기 위하여 주로 중앙부처와 공공기관을 중심으로 추진되어 왔으나, 앞으로는 행정업무와 대민서비스를 수행하는 기초자치단체를 중심으로 추진될 것으로 전망된다. 그 이유는 지자체의 행정 업무시스템을 통해서 생산 관리 갱신된 지리정보 데이터가 중앙부처로 연계되어 활용될 것이기 때문이다. 이 연구에서는 향후 중요도가 높아질 것으로 예상되는 지자체 GIS정책 수립을 위해 지자체의 GIS 활용 및 운용실태를 조사하였다. 그 결과 지자체별로 GIS활용의 정도와 수준 차이가 매우 크게 나타났으며, 환경도 아직은 열악한 것으로 분석되었다. 특히 재정자립도가 낮은 지자체의 GIS구축 및 활용수준을 높일 수 있는 대책과 함께 지자체간 정보격차를 줄여갈 방안이 시급한 실정이다.
