한국의 전력 산업은 현재 개발도상국들의 급속한 경제성장에 의해 연료가격이 상승하고 NIMBY현상으로 인해 발전설비의 확장에 필요한 입지선정에 어려움을 겪고 있다. 이러한 현상은 설비의 확장을 통한 공급측 수요관리(Supply-Side Management)에서 벗어나 전력사용의 효율성을 향상시킴으로써 안정적인 전력을 공급하는 수요측 관리(Demand-Side Management)의 중요성을 점차 크게 하고 있다. 수요측관리는 지원금을 이용하여 전력수요를 조절하고 있으며, 수요관리의 중요성이 커짐에 따라 지원금 규모는 점점 커지고 있다. 하지만 현재 지원금 산정에 대한 구체적인 연구가 진행되고 있지 않은 실정이므로 이에 대한 연구를 통해 더욱 효율적인 지원금 산정을 통한 수요관리 효과를 극대화 할 필요가 있다. 본 논문에서는 07년도에 지원금변화에 대한 잠재참여자의 선호도를 조사한 "지원금에 대한 수용가 반응도 조사"를 이용하여, 지원금 변화에 따른 수요관리 프로그램의 잠재참여자의 참여도를 수식화 함으로써 지원금 변화에 대한 수요관리 프로그램의 영향도를 분석할 수 있게 하는데 목적을 두고 있다.

고효율기기의 보급량은 지원금 수준에 크게 영향을 받으므로 각 고효율기기 프로그램에 대한 적정 지원금 수준의 결정은 매우 중요하다. 그러나 에너지 효율 프로그램에 대한 수요관리 목표량은 과거 실적 데이터를 이용한 단순 확산 모형으로 산정되고 있으며, 목표량에 따른 지원금 또한 단순히 추정하여 산정되고 있는 실정이다. 본 논문은 이론적 배경을 바탕으로 고효율기기별 적정 지원금 수준을 산정하고자 목적함수와 제약조건을 설정하여 최적화를 수행하였다.

`신규고용촉진장려금'이 '고용촉진지원금'으로 개편, 지원금액도 약 20% 인상돼 연간 최대 860만원(기존 720만원)으로 상향조정됐다. 고용노동부는 이같은 내용을 담은 '고용촉진지원금 지급기준' 고시를 제정, 지난 1월 1일부터 시행에 들어 갔다

The electricity demand in Korea has rapidly increased along with a steady economic growth since 1970s. Therefore Korea has positively propelled not only SSM(Supply-Side Management) but also DSM(Demand-Side Management) activities to reduce investment cost of generating units and to save supply costs of electricity through the enhancement of whole national energy utilization efficiency. However study for rebate, which have influence on success or failure on DSM program, is not sufficient. This paper executed to modeling mathematically an amount of potential participants considering rebates, which have influence on penetration amounts for DSM program using by 'A Survey of End-User for Energy Efficiency Demand Side Management Programs'.

This research is conducted to calculate optimum residents grant regarding types of environmental foundational facilities. In the case of Gangwon province, it was particularly referred in this study, the residents grant of waste treatment facilities was excessively discharged as $1.6{\sim}75.0%$ of construction cost. This kind of excessive residents grant has overweighted the local governments' financial conditions. Accordingly, it is necessary to increase the amount of charge on the national treasury. In the calculation method of optimum residents grant reasonable resident support fund of waste treatment facilities was computed the range of 20%, food waste treatment facilities was 10% ranges and sewage and night soil combination treatment facilities was $3{\sim}5%$ ranges.

현재 가스관련 3법상의 가스사고예방지원금은 그 적립방식이나 규모가 현실에 맞지 않아 가스사고배상책임보험의 충실한 운영에 별로 도움이 되지 못하고 있는 실정이다. 따라서 본 논문에서는 가스사고예방지원금의 운영에 관한 것으로 지원금의 적립방법, 지원금의 규모 및 활용방법의 검토를 통하여 가스사고에 대한 사전 예방기능을 강화하는 한편 예방효과를 극대화 할 수 있는 방안을 모색하였다.

This paper studies how households who received Covid-19 transfers in cash used their one-time transfers. The transfers were paid in cash for welfare recipient households, which accounted for 12.9% of all households. Using a survey data, it is found that the cash transfers are mostly used for consumption expenditure, and 21.7 percent of the cash transfer used are spent on additional consumption not originally planned. The consumption response to cash transfers is greater in households that experienced job or income loss because of Covid-19.

본 연구는 코로나19 상황에서 대한민국 긴급재난지원금의 모습을 주요 신문사 뉴스 기사들을 통해 분석하고 그 결과를 제시하고자 한다. 분석대상은 2020년 3월 22일부터(긴급재난지원금 첫 보도) 5월 31일까지, 중앙일간지(11개 신문사)의 '긴급재난지원금' 관련 신문기사들이다. 신문기사 분석방법론은 관련 연구주제가 선행연구가 축적되지 않는 상황에서 나름 가치 있는 연구접근법이다. 본 연구에서는 뉴스기사 빅데이터 분석 서비스인 빅카인즈를 활용하여, 관련기사의 뉴스 트렌드, 연관어, 관계도 등을 분석하여 제시하였다. 본 연구는 향후 해당 분석대상을 가지고, 보다 밀도 있고 깊이 있는 언어네트워크(의미망) 분석으로 확장해 나갈 계획이다.

신 ${\cdot}$ 재생에너지 발전차액 지원이 전력기반기금을 통해 우선 지원됨에 따라 지원금의 규모가 현재의 제도 하에서 지속가능할 것인가에 대한 문제가 지적되어 왔다. 본 연구는 새로운 기준가격지침에 따라 발전차액지원금의 규모를 추정하여 본 결과, 현재와 같이 SMP가격이 지속적으로 상승하는 경우에는 전력산업기반 기금 중 차액지원금의 비중이 2011년에 $8.96%{\sim}21.49%$ 수준으로 도출되어 다소 비중은 증가하지만 관련 사업의 지원에 큰 무리는 없으며, 이전의 연구결과에 따른 지원규모의 폭등현상 등은 나타나지 않을 것으로 분석되었다.

This paper uses the results of an employer survey conducted in May 1999 to investigate the impacts of the layoff-deferring subsidy in the Employment Insurance System on employment at participating firms. Using a sample of the firms that received the subsidy for temporary shutdown allowance only, we estimate that the net employment effect of the program is about 20 percent on average, which is similar to the result based on interviews with employers.
