이슈&이슈(2) - 한국지역난방공사, 300억 미만 열배관공사 기계설비공사업체에 발주 확대 시행

  • 대한설비건설협회는 기계설비공사업인 열배관공사의 분리발주확대를 위해 지난 20여년간 지속적으로 건의하고 홍보한 결과, 한국지역난방공사가 올해 1월부터 50억원 미만에서 300억원 미만까지 확대하여 발주함으로써 사실상 모든 열배관 공사를 기계설비공사업으로 발주하게 됐다. 이에 대해 대한건설협회는 한국지역난방공사와 관계 요로에 기계설비공사 분리발주를 철회하여 줄 것을 강력히 건의하고 언론을 통해 수차례에 걸쳐 불만을 표시했다. 그러나 대한설비건설협회는 한국지역난방공사에 "열배관공사는 기계설비공사로 발주하는 것이 타당하다"는 논리로 강력히 대응했다.

On the Restriction of Cable TV Local Channel's News Commentary Function (케이블TV 지역채널의 해설.논평 금지에 관한 일 고찰)

  • This study critically reviews the justifications for the restriction of cable local channel's news commentary function in terms of the fundamental principle of journalism. By doing so, it tries to find some problems and ways to solve them. Broadcasting Law and Korea Communications Commission's Rule inhibiting the news commentary of cable local channel on specific issues conflict with the basis of journalism which is particularly represented in Broadcasting Law. The law and rule tend to solidify public opinion for vested rights of local worthies. In addition, they are likely to degenerate cable local channel to the tools for promoting local government. Therefore, this article proposes the revision of the law and rule towards permitting the news commentary of cable local channel. At the same time, it suggests a new broadcasting policy for inducing cable local channel to increase manpower resources and production investment.

  • This study analyzes the socio-economical contexts of Japan's Karaoke inflow in Busan of the 1980s, and examines the relationship between Karaoke culture of the 1980s and 'Noraebang' culture of the early 1990s in Busan from the perspective of the SCOT(social construction of technology) theory. By the end of 1970s, Japan's Karaoke was introduced under the contexts of structural transformations of a geisha tourism in the East Asian regions. Karaoke culture in Busan of the 1970s and 1980s has formulated social recognitions of the novelty of Noraebang culture in the 1990s, although it has done so through the ways of misunderstandings and Nationalism.

An Analysis of Fishing Village Tourism Issues Reported in Korea Media (국내 언론에 보도된 어촌관광 이슈의 변동 분석)

  • Fishing villages, which are the focus of this study, are interested in fishing tourism for creating a new income base and sustaining fishing communities. This is because the extraordinary nature of the fishing village space creates new values in line with the function of tourism, however, the related policies are less than adequate compared to the importance of fishing village tourism. Therefore, this study aims to analyze the interest of Korean society in fishing village tourism the manner in which this issue has changed over time. Using the news analysis system, BigKinds, we systematically collected and analyzed articles related to fishing village tourism reported in the domestic media. The results showed that social interest in fishing village tourism and government policy support had increased over time, suggesting that fishing village tourism was an important strategy that could revitalize local economies and prevent the disappearance of fishing villages.

Media Scholars and Power: The politicized intellectuals hanging on the dangerous rope (언론학자와 권력: 정치화된 지성의 위험한 줄타기)

  • Media scholars take a lion stake in power circle. Not only do they take a part in media policies but seize prestigious positions like board members in Korea Communication Commission(KCC). Unfortunately, though, little has been known about who they are, what qualifications they have, and whether they meet public interests. This paper attempts to unveil the mechanism of those politicized intellectuals who are specialized on the media. Two categories divided into 'representative' and 'expertise' are employed for this purpose. On the one hand, the representative means the degree of committment into such public services as participation in conferences or non-profit organizations. On the other hand, the number of research articles, books and projects belong to the expertise. Evaluation levels consist of 'excellence, good and average' were allocated to those scholars who are(were) in 'Power Hole,' where decision makings come into being. Some interesting observations were made though this study. First of all, such criteria as representative and expertise vaguely suggested by the laws were hardly fit into those intellectuals, Rarely did they commit into public service let alone showing vigilance in academic activities. Secondly, both ideological loyalty and political activities in line with the government had much to do with taking such positions. Thirdly, not surprisingly, it showed that to graduate from Seoul National University and have Ph.D. degree from U.S.A. was one of the most essential factors. In final, most of them were very good at taking advantage of the press in way of boosting their publicity. To attend at policy making processes either in form of board members or advisers is inevitable for media experts. However, as shown in this study, such qualification of public service and academic eagerness shouldn't be underestimated. Academic integrity not selling intelligence solely for private interests needs to be protected as well. The authors hope this study to provide a valuable opportunity to establish a kind of ethical standards in participating into politics.

The Interaction Effects between News Frames and Community Structure on Vote Choice (지역공동체 구조와 뉴스프레임이 투표행위에 미치는 영향)

  • This study attempted to demonstrate the interaction effects between attitudinal frames of nine daily newspapers and community structure in the 1994s Michigan gubernatorial election. It was theoretically guided by framing research and the self-presentation theory of social-cognition perspective and empirically tested with archival data. For the purpose of this study, content analysis of nine statewide daily newspapers was employed in order to provide data on news framing. Data on voting rates for John Engler, winner of the 1994 Michigan Gubernatorial election, in each county of Michigan were used for vote choice while Michigan census data were used for constructing an Index of community structural differentiation. The results indicated that majority compliance frames were slightly more related with vote choice in homogeneous com-unities rather than were majority compliance frames in heterogeneous communities while social identification frames tended to have an influence on vote choice in heterogeneous communities more than did social identification frames in homogeneous communities.

Comparisons of Attitude on Media's Report for Avian Influenza between Poultry Breeder and Non-breeder (언론의 조류인플루엔자 보도에 대한 조류사육업자와 비사육업자의 태도 비교)

  • Objectives: Active participation of poultry breeder in surveillance system of Avian Influenza (AI) is very important. Therefore this study was conducted to present basis data for active report of AI that is affected by media's coverage in poultry breeder. Methods: Subjects were 88 persons, 28 who were poultry breeder at epidemic area of AI and 60 who were general person at non-epidemic area. Data were collected by the trained investigator from Jul. 1 to Aug. 31, 2008. Respondents were interviewed by means of a structured questionnaire. Results: The third-person effect among perceptions of influence in media's report on the AI was higher in breeder (32.1%) than in non-breeder (10.0%). However, Confidence to media report on the AI was lower in breeder than in non-breeder. Intention to report of the AI was 71.4% in breeder respectively, was 90.0% in non-breeder. There was statistically significant lower in breeder than non-breeder. The cause of avoidance of report was 'economic damage' for 87.5%, which acocounted for the majority of cases. Confidence to media report on the AI were positively correlated with concern on the AI and perception on seriousness of the AI, but negatively correlated with the third-person effect. Conclusions: These results showed that intention to report of the AI of breeder was susceptible to influenced by the third person effect and confidence in media's report on the AI. Therefore we should give a special attention to increase active report of poultry breeder during epidemic period of AI which is consideration of reasonable strategy of media's coverage, including mind and emotion state of poultry breeder.

An Exploratory Study on the Interaction among Local Broadcast Stations based on Market Environment (시장 환경에 입각한 지역 지상파 방송사 조직의 상호작용 특성에 대한 탐사적 연구)

  • This study analyzes the latest statistics for 3 years based on the traits of market environment, internal organization characteristics(the size and distribution of workforce), and financial structure, and then, investigates the interactivity traits and drawbacks between organization and market environment, among the local broadcast stations, and, among the type of work in the internal organization, by interviewing with broadcasters working at the local stations. Major findings of this studies are : at first, statistically, the conditions of local market environment, the size of local station workforce, financial structure are very poor. And, the interactivity among the local broadcast stations have so many difficulties because of a conflict of interest. So, for getting over a difficult situation at the local stations, in addition to planning to support local stations with various policies, government and local stations should seek for solution to overcome the conflict of interest jointly.

Networked Structure and Message Types of Newspaper Advertisements about Universities in Daegu and Gyeongbuk provinces in Korea: A Social Network Analysis (사회연결망 분석을 활용한 대학의 신문광고 게재 구조와 메시지 유형: 대구·경북 지역을 중심으로)

  • This study examined the networked structure and message types of newspapers advertisements in which universities have put in Daegu and Gyeongbuk provinces in Korea. Data were collected from July to September in 2020. As a result, universities preferred newspapers located in Daegu and Pohang areas. Next, universities have emphasized their cooperations with industries, basic competency capacities, and specialization programs in the advertising messages. When analyzing the findings in terms of university level, key words related to mid- to long-term development plans often appeared in the four-year schools. On the other hand, two or three-year universities frequently used an appeal that emphasized tangible performances. The findings showed the way in which the direction of university newspaper advertisements have been set in line with the rapidly changing environment.

A Comparative Study of Local Newspapers' News Frame: Focus on Nuclear Waste Site Reporting (지역신문 뉴스 프레임 비교: 핵폐기장 관련 보도를 중심으로)

  • This study examines different news frames of local newspapers reporting the controversial 'Nu[lear Waste Site' issues which deeply split regions showing their intention to bid for the state affair. Three local papers were analyzed for this study, "Gwang-Ju-Il-bo" "Mae-il-sin-mun" and "Jun-buk-il-bo." Overall, the three local papers displayed widely divergent main news frames on the same issue. Firstly, "Gwang-Ju-Il-bo", and "Mae-il-sln-mun" showed the strong tendency of using 'counter frame' while "Jun-buk-il-bo" exhibited 'loral development frame'. Secondly, "Gwang-Ju-Il-bo", and "Mae-il-sin-mun" were frequently headlined 'Nuclear Waste Site', while "Jun-buk-il-bo" carried headlines 'Radioactive Waste Management Facility' overwhelmingly more often than the other two papers, indicating that headline key words are closely associated with the configuration of news frames. Thirdly, the main news frames remained consistent for "Gwang-Ju-Il-bo", and "Mae-il-sin-mun" even after the government's report about the possible connection of 'ion-beam irradiation-accelator' and 'Nuclear Waste Site.' On the other hand, "Jun-buk-il-bo" was significantly less headlined 'Nuclear Waste Site' while significantly more headlined "Radioactice Waste Management Facility." "Jun-Buk-il-bo" which is in stark contrast to the other two papers changed in its tone by increasing the 'local development frame' with decrease in the 'counter frame.' The "Jun-buk-il-bo"'s more frequent use of 'Radioactive Waste Management Facility' as a headline than "Nuclear Waste Management Equipment" is seen as its attempt to minimize negative image of Nuclear Waste and to promote favorable public opinion by highlighting aspects of economic benefits and the local development the construction would brind about. The major findings of this study further support the claim that media overage ends up a reality. The fact that Buan in Jun-buk Province made a successful bid for the construction is not a coincidence.
