블록암호 표준화 동향

  • 지식정보사회에서 모든 유통 및 관리 정보의 보호를 위하여 다양한 형태의 보호서비스가 활용되고 있다. 이러한 보호 서비스 중에서 민감한 정보의 비밀성을 보장하기 위한 암호 기법의 연구 개발과 이를 전자정부의 구현과 전자상거래와 같은 사업에의 적용에 따른 시장 점유와 연계된 표준화 활동이 암호기술 선진국을 중심으로 전개되고 있다. 이에 대하여 우리나라에서도 한국정보보호진흥원을 중심으로 국내 정보보호 분야 전문가들과 함께 개발하여 이미 TTAS.KO-12.0004(1999.9)로 단테 표준화한 SSED를 지난 ISO/IEC JTC 1/SC 27 동경회의(2000. 10)에 제안하여 최근 국내에서 산업자원부 기술표준원이 개최한 ISO/IEC JTC 1/SC 27 서울회의(2001. 10)를 통하여 3차 WD에 수용되기에 이르렀다. 본 고에서는 비밀성 서비스를 지원하는 블록 암호 알고리즘의 지역(AES, NESSIE, CRYPTREC) 및 국제(ISI/IEC JTC 1) 표준화활동을 분석 정리하고 특히 ISO/IEC JTC 1/SC 27에서 블록 암호 회의를 통한 SEED의 국제표준화 활동을 소개하기로 한다.

The AHP Analysis of Critical Factors on Social Enterprise Policy (사회적기업 지원정책 중요도에 대한 연구 -부산지역 전문가 AHP분석을 통한-)

  • There are many questions about the sustainability and nurture of social enterprises as an important governmental issue in Korea. But because of the social system and the deficiency of experience about social enterprise, the solution of problems included in social enterprise are very difficult. For these reasons, the purpose of this paper is to find critical factors on social enterprise policy in Korea. For this study 30 experts who work in various fields in Busan about social enterprise was selected and 23 valuable questionnaires was collected. And AHP analysis suggests critical factors(public procurement and partnership with corporation and various organizations) on social enterprise policy in Korea. When we consider many realistic problems for the social enterprises, just depending on the passion and dedication of social entrepreneurship is highly insufficient for the sustainability of social enterprises Effective and strategic governmental support for social enterprises will be a great help to the development and sustainability of social enterprises. In this sense, results of this study is meaningful to the social enterprise policy maker.

  • Defining sustainable development as the challenge of continuously balanving economic, social and ecological values, a European research project sought lessons from experiences of a forty year period to frame criteria of appropriate scale for contextually-sensitive environmental policy. A network of case studies conducted by partner teams in Gemany, lreland, the Netherlands and Sweden examined changes of scale in the territorial, functional and socio-political contexts of life and landscape between 1950-1990. Themes central to the project included landscape transformations, tensions among area-and sector-based ways of life [genres de vie], and changing horizons of discretionary reach. With illustrations drawn mainly from the lrish case studies in Tipperary, this lecture outlines some regional differences in response to externa-policy and market-driven-influences. Implications for cross-cultural research and the framing of contextually-sensitive environmental policy are outlined, and suggestions made for their modulation through European Union, national, regional, and local levels.

  • 수문 모형에서 토지이용 자료는 수문해석에서 중요한 환경변수라고 할 수 있으며, 토지이용 자료의 정확도 및 해상도에 따라서도 수문해석 결과가 달라지기도 한다. 특히, SWAT 모형은 수문해석을 위한 알고리즘에서 고려하는 토지이용 관련 매개변수가 다양하며, 수문 모형의 적용성을 평가하는데 토지이용 관련 매개변수를 정확하게 추정하는 것이 중요한 요인이라 할 수 있다. 일반적으로 수문 모형의 검보정을 위해서는 각 년도에 맞는 토지이용자료를 이용하여야 하고, 각 년도별 매개변수를 달리하여 검보정을 실시하여야 하지만 토지이용 자료의 부족함과 수문모형 검보정의 편의성을 위해 특정년도의 토지이용 자료를 이용하여 고정된 매개변수를 이용하고 있다. 특히, 장래 수문변화를 고려하는 연구에서는 장래 토지이용 변화를 고려하여, 토지이용 변화에 따라 변화하는 매개변수를 고려하고 있으나 장래 수문해석에 있어 모든 매개변수를 토지이용 자료로만 추정할 수 없기 때문에 기 검보정에 사용한 매개변수를 일부 수용하여 적용하고 있는 실정이다. 그러므로 본 연구에서는 모형의 검보정에 있어 고정된 매개변수를 사용한 경우 (a)와 토지이용 변화에 따라 변화하는 토지이용 특성과 매개변수 간의 상호 관계를 이용한 경우 (b)를 비교하여 토지이용 변화에 따른 매개변수 변화를 고려한 경우의 수문 모형의 수문모형 해석 결과를 검토하였다. 본 연구에서는 연도별 토지이용 자료를 생산하기 위해서 무료로 공개하는 위성영상 중 자료의 공간해상도와 분광해상도가 상대적으로 좋은 Landsat 위성영상 자료와 Sentinel 위성영상을 고려하였다. 또한 연구대상지는 토지이용 변화를 뚜렷이 확인할 수 있고 유역 말단 부분에 수문 모니터링 (혹은 유량 자료가 구축된 곳)이 이루어지고 있는 지역으로 선정하였다.

Effects of Air Pollution on the Pinus thunbergii Forest in the Vicinity of Sasang Industrial Complex in Korea (사상공단(沙上工團) 주변(周邊)의 대기오염(大氣汚染)이 해송림(海松林)에 미치는 영향(影響))

  • The objective of this study was to examine the effects of air pollution on Pinus thunbergii forests surrounding Sasang industrial complex in Korea. The injury index, contents of chlorophyll and mineral elements, and concentrations of water soluble sulfur in needles were investigated at sample plots surrounding industrial complex and compared with those of control far from industrial complex. The results obtained are as follows ; 1. Discoloration of Pinus thunbergii needles was severe in the vicinity of industrial complex, and the older needle age classes was the more severe its injury appeared. Injury index was increased in the vicinity of industrial complex. 2. Water-soluble sulfur concentration was high in the vicinity of industrial complex at all of needle age classes, and those of all plots were higher than that of control. 3. Chlorophyll a contents were lower at surrounding industrial complex than that at control. It was supposed that chlorophyll a was destroyed by air pollutants. Total chlorophyll contents and content ratio of chlorophyll a to b were influenced by decrease of chlorophyll a contents. 4. Phosphorus contents in needles were decreased even in remoted regions with the increase of needle age classes. Colcium contents in needles were decreased near industrial complex at all needle ages classes. 5. There were negative correlation, between injury index and chlorophyll contents, injury index and calcium contents, and there were positive correlation between injury index and calcium contents. 6. Cluster analysis was carried out to divide the injured regions on sample plots. As a result of the analysis, there were devided 3 regions, severe regions(1-8 plots), medium regions(9, 10, 11, 12, 15, 17 plot), slight(13, 14, 16, 18, 19 plot and control). 7. The cross section of visible injured needle showed the destruction of mesophyll cell, sclerenchyma cell in the outside of resin duct and endodermis, partially.

Determination of Rainwater Storage Capacity for Supplying Upland Crops (밭 작물 용수 공급을 위한 빗물저류조 용량 결정)

  • 최근 지구온난화로 인한 기상 이변의 이유로 우리나라뿐만 아니라 세계 여러 국가에서 홍수 및 가뭄이 빈번하게 발생하고 있다. 특히 우리나라에서는 게릴라성 호우가 빈번히 발생하여 저지대 및 많은 지역에서 홍수가 발생하고 있으며, 연평균 총 강우량은 매년 비슷하나 게릴라성 호우와 같은 폭우의 빈도가 증가되고 있어 상대적으로 과거에 비해 가뭄의 발생기간도 길어지는 실정이다. 다시 말하면 게릴라성 호우와 같은 폭우는 잦아졌지만 강수량 자체는 감소하는 추세이다. 이는 홍수와 가뭄의 위험이 더 커졌다는 것을 의미한다. 이에 우리지역의 전체 물 이용 및 관리의 효율화가 필수적이며, 물 이용량의 약 50%를 차지하는 농업용수의 효율적 이용 및 관리가 중요하다. 따라서 본 연구에서는 관개기에 필요한 물이 얼마나 사용이 되는지에 대한 작물의 생육시기별 필요수량을 산정하고, 산정된 필요수량의 갈수빈도분석을 실시하고자 한다. 갈수빈도분석을 통해 재현기간에 따른 작물의 순별 필요수량 따라 저류조에 유입되는 빗물의 양으로 얼마만큼 해결이 되는지 확인하여 빗물의 사용량을 산정하여 저류조의 적정 용량을 검토하고자 한다. 작물계수를 이용하여 작물별 필요수량은 HOMWRS 프로그램을 이용하여 산정하며, 작물별 생육시기에 따른 필요수량에 대한 갈수빈도분석은 수문 통계 분석과 적합도 검정을 통하여 GUM, PT3, GEV, GLO, GPA 및 GNO분포를 대상으로 적정 분포를 선정한다. 선정된 분포형을 통해 재배작물별 생육시기에 따른 필요수량 계열의 설계 필요수량을 산정한다. 이에 따른 필요수량과 갈수빈도분석 결과를 통해 재배작물의 순별 수요량을 추정한다. 재배작물의 순별 물 수요와 잠재적인 저류조의 높이를 통해 빗물을 얼마만큼 재이용할 수 있는지에 대한 수용 비율(sufficiency ratio)을 산정하고. 순별 수요량에 따른 밭 작물의 적정 빗물 저류조 용량을 결정하는 방법을 제시하고자 한다.

Collaboration Development Factors and Consideration for Community Health Promotion Practice (지역사회 건강증진을 위한 협력개발 요인과 논점)

  • Background: Although collaboration for community health is emphasized, the concept and process of collaboration are rather unclear. International research has classified the types of collaboration and focused on the factors influencing successful collaboration. Greater attention is needed for collaboration practice and research domestically. Findings: By the level of intensity, the types of collaboration range from simpler networking to more formal and sophisticated collaboration. A 4-stage collaboration development consists of formation, implementation, maintenance, and institutionalization stages. Influential factors for collaboration development include: shared goals; operational structure and process; sufficient resources; member and leadership characteristics; environment and climate for collaboration; and information exchange and communication. Discussion: Most of collaboration research so far has dealt with partnerships and coalition building with community-based organizations, and much attention is given to private-public partnership for health. Contextual understanding and collaborative environment are the foremost tasks for us to enhance collaboration for community health in our centralized public health system.

A Framework for the Comparative Study of Local Social Policy in the Post-Industrial Era (후기산업사회 지역복지정책의 발달원인에 관한 이론적 고찰)

  • Traditional quantitative approaches to comparative social policy research in welfare state have mostly focused on cross-national variations in social policy. More recently, they have attempted to account for disparities in the local provision of social policy. However, heavily relying on traditional theories of welfare state development (e.g., industrialism theory, power resource approach, and state-centric thesis), most of them seem to have explained the local variation from a central or national perspective, thereby completely ignoring the local perspective. Furthermore, their theoretical bases have been exclusively derived from the social context of post-war era. In tackling these issues, this study aims at localizing and updating the theoretical framework of local welfare policy in the post-industrial age. The framework provided in this study calls for a shift in the theoretical perspective towards more local and new approaches (e.g., new social risks, new public management and intergovernmental relations).

  • Recently, the flood inundation caused by heavy rainfall in urban area is increasing due to global warming. The variability of climate change is described in the IPCC 5th report (2014). The precipitation pattern and hydrological system is varied by climate change. Since the heavy rainfall surpassed the design capacity of the pipeline, it caused great damage in metropolitan cities such as Seoul and Busan. Inundation in urban area is primarily caused by insufficient sewer capacity and surplus overflow of river. Inundation in urban area with concentrated population is more dangerous than rural and mountains areas, because it is accompanied by human casualties as well as socio-economic damage to recover destruction of roads, brides and underground spaces. In addition, various factors such as an increase in impervious area, a short time of concentration to outlet, and a shortage of sewer capacity's lack increase flooding damage. In this study, flood inundation analysis was conducted for vulnerable areas using XP-SWMM. Also, three structural flood prevention measures such as drainage pipeline construction, detention reservoir construction, and flood pumping station construction are applied as flood damage prevention alternatives. The flood data for each alternative were extracted by dividing the basin by grid. The Spatial Compromise Programming are applied using flood assessment criteria, such as maximum inundation depth, inundation time, and construction cost. The purpose of this study is to reflect the preference of alternatives according to geographical condition even in the same watershed and to select flood defense alternative considering regional characteristics.

Evaluation and Promotion Policy for Promising Business Models Based on TV White Space (TV 유휴 대역을 활용한 유망 비즈니스 모델의 평가 및 활성화 정책 연구)

  • To fully utilize scarce spectrum resource, it's necessary to develop and evaluate promising business models prior to making technology R&D plan and industrial promotion policy. The purpose of this paper is to design potential business models, evaluate the propriety of commercializing the models, and discuss promotion policies after exploring promising sectors consuming spectrum resources. The research is based on TV white space, which is vacant TV channels in region or time domain and considered as core spectrum resource along with digital terrestrial television switchover. As the result, four kinds of business models were derived, including broadcasting and telecommunication types. Each model was discussed from four standpoints: customer value proposition, profit formula, key resources, and key processes, and the propriety for commercialization was evaluated by three dimensions: technological evaluations, business-oriented evaluations, and user-oriented evaluations. The promotion policies of government and market participants for the activation of TV White space-based business models were discussed as well.
