The AHP Analysis of Critical Factors on Social Enterprise Policy

사회적기업 지원정책 중요도에 대한 연구 -부산지역 전문가 AHP분석을 통한-

There are many questions about the sustainability and nurture of social enterprises as an important governmental issue in Korea. But because of the social system and the deficiency of experience about social enterprise, the solution of problems included in social enterprise are very difficult. For these reasons, the purpose of this paper is to find critical factors on social enterprise policy in Korea. For this study 30 experts who work in various fields in Busan about social enterprise was selected and 23 valuable questionnaires was collected. And AHP analysis suggests critical factors(public procurement and partnership with corporation and various organizations) on social enterprise policy in Korea. When we consider many realistic problems for the social enterprises, just depending on the passion and dedication of social entrepreneurship is highly insufficient for the sustainability of social enterprises Effective and strategic governmental support for social enterprises will be a great help to the development and sustainability of social enterprises. In this sense, results of this study is meaningful to the social enterprise policy maker.

정부는 사회적기업의 지속성을 높이기 위해 사회적기업육성법의 재정을 통해 경영지원, 시설비 지원, 공공기관 우선구매, 조세 및 보험료 지원, 재정지원등과 같은 다양한 정부지원제도를 구축하고 있고, 기업 및 지역과의 연계방안 활성화, 예비사회적기업의 활성화, 자본시장의 활성화, 연구기관의 활성화, 사회적기업에 대한 사회인식의 활성화, 지역특화 사회적기업의 활성화와 같은 사회적기업 기반구축 및 문화의 형성에 노력하고 있다. 정부의 이러한 노력이 사회적기업 현장에서 효율적으로 반영되고 정책수용자인 사회적기업가들이 만족하는 정책이 되기 위해서는 많은 정책들의 중요성과 우선 순위에 대한 평가가 따라야 할 것이다. 따라서 본 연구는 부산지역의 사회적기업 전문가들을 대상으로 정부정책에 대한 AHP분석을 통해 정책의 우선순위를 알아 보고자 하였다.
