  • 지식경제부의 발표에 따르면, 세계 SW/IT융합 시장은 2010년 1.2조 달러에서 2015년 2조 달러, 2020년에는 3.6조 달러에 이르러 연평균 11.8%로 성장할 것으로 전망되고 있으며, 같은 기간 동안 세계경제성장률이 3~4%인 점을 감안한다면 이는 상당히 높은 성장률이라고 할 수 있다. 이러한 추세에 맞추어 세계 각국은 빠르게 확산되고 있는 SW융합 환경에서 자국의 경쟁력을 높이기 위해 정책적으로 많은 노력을 기울이고 있으며, IT인프라의 확산 및 고도화를 통해 정보 지식기반의 사회로의 발전을 꾀하고 있다. 국내에서도 SW기업의 성장기반 확대 조성 및 시장 환경 개선을 위해, 2010년 2월 제45차 비상경제대책회의에서 범부처 차원의 SW산업 육성방안을 담은 'SW 강국 도약전략'을 수립하여, 국내 SW산업의 체질을 개선하고, SW분야의 신시장 창출을 위한 SW 산업 생태계 재편, SW 융합 수요 창출, SW 인재양성, SW 기술역량 제고 등 4대 핵심전략과 12개 정책 과제를 제시하였다. 그러나 국내의 SW산업분야에 대한 정책적인 지원 투자는 약 10년을 넘은 수준으로, 상대적으로 초기수준인 SW산업의 글로벌 경쟁력 확보를 위한 체계적이고 전략적인 지원이 필요하다. 특히, 지역기반의 SW산업은 서울 및 수도권에 비하여 사업체의 수, 생산액 등 모든 면에서 열세이므로 지역의 경제 및 산업에 있어서 SW산업의 중요성을 재인식하고 이에 따른 발전전략을 추진할 필요가 크다고 할 수 있다. 본 연구에서는 그동안의 지역 SW산업 지원 사업의 문제점과 지역 SW산업의 기반 현황 및 여건분석에 해당하는 지역적 특성, IT SW 산업의 시장 규모, IT SW 산업의 GRDP 비중 및 기여도, IT SW 산업의 사업체 수 및 종사자 수, 국내 산업단지 현황, IT SW 산업의 가치사슬, 지역 지원정책 등 다양한 변수들을 고려하여, 정부의 광역경제권발전전략의 핵심인 지역별 선도산업을 중심으로 한 SW융합사업으로서 시너지 창출이 가능한 지역발전전략을 수립하고자 한다. 또한, 국내외 SW산업의 정책 및 성공사례를 조사, 분석하여 SW산업 육성을 위한 지역발전정책의 방향성을 도출하여 광역경제권 수요기반의 신규 정책 및 제안을 통해 선택과 집중에 의한 지역 SW산업 육성 전략을 수립하고자 한다.

  • 광양만은 여천산업단지, 광양제철소, 광양콘테이너부두, 하동화력 등 국가기간 시설이 밀집되어있고, 여러 도시로 둘러 쌓여 있는 반폐쇄적 내만으로 해양생태학적 관심이 집중되고 있는 지역중의 한곳이다. 광양만은 1982년 10월 연안오염특별관리해역으로 지정된 이후 많은 조사가 수행되었고, 앞으로 대단위 연안 매립사업이 예정되어 있어 체계적이고 장기적인 연안환경 관리가 필요한 시점에 있다(박 등, 1984; 윤과 박, 1992; 여수대학교, 1997; 환경부, 1998; 수산진흥원, 1999), 본 연구는 광양만 수질 및 해양퇴적물의 이·화학적 특성을 조사하여 광양만권역 종합오염도 평가 및 해양생태계 관리에 필요한 기초자료를 확보할 목적으로 조사되었다. Innovation Cluster and Regional Development In Daejeon Regional (대전지역 혁신클러스터와 지역발전)

  • Innovation clusters developed or evolved around a specific region IS the key element of national innovation system and determine national competitiveness. Recognizing the importance of innovation clusters, Korean government has made "Daedeok Special R&D Zone" in 2005. This paper examines the success factors of famous Cluster in advanced countries and China, and proposes the strategy for regional development in Daejeon through boosting Daedeok Innovation Cluster. Although 30.5% of government R&D investment is being concentrated in Daedeok along with 10% of the country's doctorate degree holders, it is lack of increasing revenue by linking corporate R&D with a creative and challenging entrepreneur spirit. The core of the innovation cluster is the integration and mutual networking of the main participants. This paper suggests strategies for developing as a world class innovation cluster, global networking and clustering, venture ecosystem formation, commercialization the knowledge by interacting with market. It also explains the necessity of regional integration for cluster to cluster linkages in the East Asia Region.

영산강 유역 생활하수처리장 방류수중의 유기오염물질 특성 규명

  • 영산강 유역 생활하수처리장의 방류수의 분석 결과, 일일 처리량이 타지점들에 비해 다량이며 인구수가 많고 산업이 발달되어 있는 광주지역에 위치해 있는 광주 하수처리장과 송대 하수처리장에서 다종의 유기화합물이 검출되었다. 특히 polycyclic compounds, phenols, phthalates, pesticides는 여름철에 다종 고농도로 검출되어 여름철 영산강 유역 방류수의 주 오염물질로 판단된다. 이들 광주 하수처리장 방류수와 송대 하수처리장 방류수에서는 내분비계 장애물질인 diethylph thalate와 bis(2-ethyhexyl)phthalate가 4회 이상 검출되었다. 또한 송대, 장성 하수처리장에서 고농도로 검출된 물질이 대부분 산업용 화학물질이나 반응에 의해 2차로 생성되는 화학물질들이 다종으로 검출되었다. 따라서 이들 지점의 영향은 산업폐수에 의한 것으로 판단된다. 현재 각 하수처리장에서 실시하는 표준활성오니법, 회전원판접촉식 처리공정으로는 본 연구에서 검출된 물질과 같이 생태계나 인간의 건강에 유해한 유기화합물을 처리하기에는 역부족이라고 판단된다. 따라서 영산강 유역 수질 안정성을 확보하기 위해서는 polycycli compounds, phenols, phthalates, pesticides와 같은 난분해성 유기 화합물질을 처리할 수 있는 고도산화처리 시스템 도입이 필요하다.

Locational Characteristics of Venture Industry in the Chungbuk Region (충북지역 벤처산업의 입지적 특성)

  • Recently, the venture industry in Korea has grown so rapidly because of the economic restructuring and the governmental inducement policies. This study first attempts to investigate the governmental policies for venture business development. Secondly, this study probes into the characteristics and the locational conditions of the venture business in the Chungbuk region. Lastly, this study tries to formulate the policies to develop the venture industry in the Chungbuk region. This study finds that the governmental inducement policies for venture business are various and extensive. From the cross-sectional and spatial-distributional analyses of venture business statistics for the Chungbuk region, it is found that the most venture businesses in the Chungbuk region are concentrated in the manufacturing sector rather than the information technology sector and they are geographically concentrated around the Joongbu expressway. Since the vicinity of the Joongbu expressway provides fast access to the capital region and cheap land, many manufacturing firms have moved from the capital region to that area in the Chungbuk region.

  • This study focuses on Hokkaido University Research & Business Park in Japan as an example of establishing a regional innovation ecosystem on campus based on the outstanding research and university-industry collaboration capabilities of local universities in non-metropolitan areas with weak foundations for start-ups and corporate growth. Hokkaido University Research & Business Park established a mid-to long-term plan using the idle sites on campus, and was developed through a gradual development process since 2003. The promotion of university-industry collaboration was pursued through an industrial-based approach of establishing a bio-industry cluster considering the characterization of local universities and the foundation of local industries. It also provides various corporate support services through cooperative governance between local industry, universities, research institutes and the government. This strategy for creating Hokkaido University Research & Business Park provides important policy implications for various policies and projects that promote regional development by utilizing university campuses like the campus innovation park project.

Back Pressure Dissipation and Vegetation Restoration Effect of Land Slope by Using Mattress/Filter (Mattress/Filter를 이용한 절개지사면의 배수압소산과 식생복원효과)

  • 절개지사면에 구조물이 설치될 경우 배수압소산과 식생복원을 위해서는 기본적으로 다공성이 뛰어나고 식생의 서식이 가능한 구조물로 설계되어야 하며, 동시에 사면의 안정을 제공해주는 기능을 할 수 있어야 한다. 구조물이 설치될 지역에 Mattress/Filter를 사용할 경우 배수압의 소산과 식생의 활착이 가능한 구조물로 사면의 안정과 식생복원효과를 검토하였다. 본 연구에서는 절개지사면에 토목구조물이 설치될 경우 식생의 복원과 구조물의 안정성을 높이기 위한 기법으로 Mattress/Filter에 Slag를 채워서 다공성을 부여함으로써 사면의 배수압소산과 식생촉진 뿐만 아니라 사면의 안정성을 제공해줄 수 있는 구조이다. 특히, Mattress/Filter는 다공성이 뛰어나 자연배수가 가능한 구조물로서 그 구변 생태계에 필수적인 물의 상호교류 즉, 투수와 배수가 가능하고 배수압의 소산이 가능하여 식생복원과 사면안정에 우수한 것으로 나타났다. Mattress옹벽은 배면의 지하수 배제를 촉진시켜 사면의 안정화에 기여하게 되려, 식생의 복원에 뛰어난 효과가 있는 것으로 나타났다. 또한 Mattress에서 Fitter의 채움 재료로 산업계기물(Slag) 및 건설폐기물(폐콘크리트, 사석) 등을 재활용할 수 있으므로 Mattress는 채움재료의 비용이 저렴하고 유지관리가 용이하며, 생태계의 보존에도 Mattress/Filter의 사용은 매우 효과적임을 알 수 있었다.

Developing Gardens in Urban Idle Space (도시유휴부지의 정원조성방안)

  • We aimed to find new space types and characteristics for creating gardens in the city through the type of idle space in the city, present guidelines that can be used in creating gardens in the future, and establish basic data for expanding green infrastructure. As a result, we found that the idle space in the city was classified into four types, and it was determined that differentiation should be given to the creation of each type. The achievements of this study can be a potential source of urban ecosystem services that can provide community benefits and opportunities for urban regeneration through the redevelopment of the community and support the health and well-being of local residents. In addition, urban idle space can be a valuable resource as a green infrastructure that can be used to support the health of urban ecosystems and improve the quality of life of urban residents.

  • Drought is a worldwide natural disaster with extensively adverse impacts on natural ecosystems, agricultural products, social communities and regional economy. Various global satellite observations, including SMAP soil moisture, GRACE terrestrial water storage, Terra and Aqua vegetation productivity, evapotranspiration, and satellite precipitation measures are currently used to characterize seasonal timing and inter-annual variations of regional water supply pattern, vegetation growth, drought events, and its associated influence ecosystems and human society. We suggest the satellite monitoring system development to quantify meteorological, eco-hydrological, and socio-ecological factors related to drought events, and characterize spatial and temporal drought patterns in Korea. The combination of these complementary remote sensing observations(visible to microwave bands) provide an effective means for evaluating regional variations in the timing, frequency, and duration of drought, and availability of water supply influencing vegetation and crop growth. This integrated drought monitoring could help national capacity to deal with natural disasters.
