  • Regional innovation and cluster policies are the new agenda of regional policy, an agenda that began to spread over recent years throughout different countries and regions. In this context, our main question arises: how are we going to evaluate regional innovation and cluster policies? What models and methods are we going to use? Since 1990, regional and national governments have put more emphasis on evaluation as a tool directed to produce knowledge to design better policies. The objective of this article is to summarise the main challenges arising from the evaluation of regional innovation and cluster policies and make some methodological proposals that can contribute to produce better evaluations. In the first section, there is a brief presentation of regional innovation and cluster policies, followed by a more detailed analysis, in the second section, of their principal characteristics and of the main challenges posed by their evaluation. In the third section, some evaluation proposals that can help to improve current evaluation practice are presented. The paper concludes with a short number of general recommendations that we should bear in mind when designing an evaluation of regional innovation and cluster policies.

  • National balanced development and regional innovation have been one of the most important national agendas under the Participatory Government. National balanced development gives a central focus on realizing self-sustaining localization which is based on regional innovation. The core policy goal is to build competitive regional innovation system and innovative clusters in the regions of the country. In this vein, this paper aims to evaluate the present government's policies of regional innovation and innovative cluster. It needs to point out that the regional innovation and cluster policies show some critical problems. Firstly, the policy-making process is based on the top-down approach rather than the bottom-up one. Secondly, regional innovation policies, in many cases, expose the redundancy of similar policies and a lack of linkages between similar policies. Thirdly, the regional innovation policies are too much social infrastructure building-centered, even though the basic principle of regional innovation policy should be based on building superstructure such as networking and social capital.

  • The policy of promoting innovation clusters aims to enhance the competitiveness of industries by strengthening the linkages between industry sectors and research sectors in specific regions. In Korea, after the concept of innovation clusters was introduced by the OECD in 1997, Korean government actively pursued policies based on this concept in the fields of industry, region, and science and technology. Previous policies and research on the activation of innovation clusters have tended to focus on the exchange and collaboration among members. However, this study focused on enhancing the competitiveness of industries and regions, in other words, strengthening the competitiveness of companies, which is the fundamental reason for fostering innovative clusters. Accordingly, this study aimed to analyze the impact of factors activating innovation clusters on the business performance of SMEs located in the Daedeok Innopolis. To achieve this, based on the essential concept of innovation clusters such as industrial agglomeration factors, networking factors, innovation generation factors, the study derived factors for activating innovation clusters and verified hypotheses using the survey results of 175 companies. Among the factors activating innovation clusters, industrial agglomeration and innovation generation were found to have a positive impact on the business performance of companies. However, networking factors were analyzed to have no significant influence on the business performance of companies. This study differentiates itself by addressing the factors for activating innovation clusters through empirical analysis, unlike previous case-based studies. Furthermore, considering the difference between intuitive judgments on networking factors in innovation clusters and their actual impact on business performance, the study raised the practical significance of conducting a comprehensive examination from various perspectives, such as the socially and culturally embedded structures in the region, the characteristics of specialized industries, and the needs of cluster members, to develop more effective policies for innovation clusters.

Although 30.5% of government R&D investment is being concentrated in Daedeok along with 10% of the country's doctorate degree holders, it is lack of increasing revenue by linking corporate R&D with a creative and challenging entrepreneur spirit. The core of the innovation cluster is the integration and mutual networking of the main participants. This paper suggests strategies for developing as a world class innovation cluster, global networking and clustering, venture ecosystem formation, commercialization the knowledge by interacting with market. • The industrial cluster policy of 21st century rise to the focus method of regional economic promotion, therefore, the importance of study in cluster identification and mapping as policy task will bring into relief. This paper will confirms the estimate index and policy of industrial clusters with regional industry. The result in this case study, Cluster development should embrace the pursuit of competitive advantage and specialization rather than simply imitate successful clusters in other locations. This requires building on local sources of uniqueness. Government should reinforce and building on existing and emerging clusters rather than attempt to create entirely new ones. This sort of role for government is very different from industrial policy. The aim of cluster policy is to reinforce the development of all clusters. Not all clusters will succeed, but market forces should determine the outcomes. In other words, government should build on market- oriented system and innovative infra. The result of this study is meaning to the development of objectivity estimate index and derivation of cluster-focused policy with a case study of industrial clusters.

  • This study reviews technological innovation to examine science, technology, and innovation (STI) policies and strategies for academy-industry cooperation for innovation and entrepreneurship in Daejeon. STI policy in Daejeon is based on a vision that harmonizes regional and national policies at a regional level, fostering of a key innovation cluster and strategic industries in Daejeon, and a new growth engine of converging industries such as information technology (IT), biotechnology (BT), and nanotechnology (NT). This paper proposes the following: First, considering the harmony of national and regional policies, STI policy should be promoted at the regional level considering venture and SMEs. Second, we recommend nurturing a global innovation cluster as part of a regional STI and venture ecosystem. This will support the region of Daejeon as the heart of a global innovation cluster by having Daedeok Innopolis and the International Science and Business Belt as its two major axes. Third, we recommend strengthening academy-industry cooperation in Sejong and other regions.
