We analyzed the correlation among the GHG (Greenhouse Gas) emission, energy consumption and economic growth for the 6 specific regions in Korea by using Panel approaches with the test of the EKC hypothesis. We also analyzed the effects of environmental regulation on GHG and economic growth. The results show that by testing of the EKC (Environmental Kuznets Curve) hypothesis model,the effects of the environmental regulation and the structure of industries on GHC emission have a significant result on the regional analysis for SOx. For the NOx and TSP, only TK region passed the turning point of the EKC among the 6 specific regions. And, for the Co, the Central, Honam and the PUKN region passed the turning point of the EKC. This is because GHG emissions by the environment regulation had a weak path effect and also regional industry structures had a weak relation with regional GHG emissions.

Under the rapid change of the world shipping industry, the liner shipping company in Korea should initiate the adaptation power, counterplot for survival, and continuous development. The world shipping industry is in the middle of the wave for the liberalization and openness of it. According to this change in world shipping industry, it is the fact that government policy for shipping industry should start turning its direction from the protectionism to the liberalism. Under this kinds of situations, this study firstly treated the liner shipping company and its governmental policy of Korea and Japan. Based on those studies, analysis of the liner shipping company operation and management reality was executed. Through the execution of studies, the problems which should be solved for development occurred. Furthermore, this thesis takes two way of researches of literature and actual proof for reinforcement plan of international competitiveness. This standard time period of study is set in 1993 except the irregular liner shipping company.

In this study, we design a marine environmental information service system with satellite images based on satellite images to reduce the damage caused by changes in the marine environment. The system provides satellite oceanographic information such as water temperature, chlorophyll, float, etc. as hierarchical texts, which is implemented as a unit module Web service so that it can be expanded in OpenAPI environment. And stability of system plug-in portability, service hours, data extraction precision and speed are used as a basis for diagnosing service stability. By securing the function and performance of the service system implemented in this study, it can be expanded to a complex technology that can customize the users by group by adding not only general services of existing systems operated by location but also information about a specific interested areas. Especially, various other items of interest including marine environment information are developed in modules, so we expect to be able to expand and service the system by plugging into the system and to spread it in technical linkage with the related institution information system.

This study was processed to improve educational efficiency of the specialized fishing education program, which is conducted for safety of fishermen and protection of marine resources by analyzing the problems. The research method was carried out as a case study, which is one of the qualitative research methods. Participants selected recipient and related experts for the education. As a result three problems and six improvement plans are deduced; renewal of educational system, improvement upon quality of education, and systemization of training expert instructor were the problems, followed by improvements which are increase in instruction time, expansion of budget, diversification of education program, enlargement on practical training, systemized instructor training, and specialized education according to region. These results will play a key role in enhancing the educational efficiency of specialized fishing education and suppressing social problems caused by the expansion of the fishing industry.

2010년부터 2019년까지 지난 10년간 한국의 ODA 현황을 규모와 유형 측면에서 살펴보면, 양자 간 원조 중 유·무상원조 비중은 큰 변동 없이 OECD DAC 회원국의 평균을 밑돌고, 다자 간원조는 21~31% 수준을 유지하고 있다. 프로젝트 원조가 꾸준히 가장 큰 비중을 차지하며 사회 인프라 및 서비스 분야에서 가장 많은 사업이 추진되고 있다. 특히, 수자원과 위생 부문은 사회 인프라 및 서비스 분야에서 보건(33%)과 교육(25%)에 이어 가장 높은 비중(19%)을 차지하고 있다(10년 누계, 약정 기준). 2020년 7월, 현 정부는 '개발 협력을 통한 코로나19 회복력 강화 프로그램(Agenda for Building resilience against COVID-19 through development cooperation, 일명 ABC 프로그램)'을 발표하고, 개도국의 경제·사회 회복력 강화를 위하여 기존 ODA 사업에 ICT와 친환경 사업 요소를 접목한 디지털 및 그린뉴딜 ODA 사업을 적극 발굴, 추진하겠다고 밝혔다. 지난 10년간, 한국과 가장 많은 다자 간 원조를 추진한 지역개발은행(36%)과 세계은행그룹(35%)에서도 코로나19와 같은 위기극복하기 위한 뉴노멀로서 환경 사업의 비중을 높이고 있다. 예컨대, 아시아개발은행은 코로나19에 대응하기 위한 도시 차원의 단·중기 행동 계획으로 도시 상하수도 시설의 지속적인 원활한 운영과 필수적인 물, 위생, 보건(WaSH) 서비스 제공을 최우선적인 조치로 발표하였다. 이러한 배경에서 본 연구는 한국의 ODA 정책 방향을 검토하고 국제사회의 추진 동향을 분석하여 향후 한국이 특화하고 경쟁력을 가질 수 있는 환경 분야의 ODA 전략을 제시하고자 한다. 본 연구 결과는 ODA를 통해 해외 진출을 도모하는 민간기업과 국력 향상의 수단으로써 ODA를 적극적으로 활용하겠다는 기조를 지닌 새 정부의 ODA 전략 수립에 기여할 수 있을 것이다.

The commerce and industry of Busan was developed because of good geographical conditions with harbor. After passing its settling-down and diffusing time, Busan has grown in the trade city. Busan has lost the competitive power of the port city since 2000, because of the weakness of its economic power which is caused by the secession of manufacturing industry and the decrease of resident population and foreign tourist. In order to overcome these weaknesses, it is necessary for Busan to take the innovative strategy for the activation of marine tourism. This goal can be achieved by the strong quality of the port city, the coastal terrain, the traditional industry and the international traffic. The aim of this paper is to explore the Innovative Strategy for the activation of marine tourism in Busan and to suggest the following proposal. First, the government must decide the base of marine tourism under the geography viewpoint of the coast and sea, and develope tourism resources after analyzing the identity of marine tourism base. Second, the core part along the selected bases of marine tourism must be constructed the tourism terminal as the landmark of Busan in order to concentrate foreign tourist. Third, after each base of marine tourism must become the resort for tourists, they are able to experience the activity of marine tourism in this resort. Therefore, each base must be specialized. Fourth, each base must be connected with the route of marine tourism Fifth, in order to overcome the off-season of marine tourism, winter tourism goods such as skates, skis, artificial sea-bathing pool, artificial swimming beach, artificial sled, artificial rock wall of coast, hot spring resort of salt water are required to be developed in the center of marine tourism base.

In this study, we investigated and the following conclusions are presented by identifying the current status and problems in order to expand the future's value of the community care project introduced and implemented to improve the quality and care for the elderly's life. First, the needs analysis of the elderly receiving services is composed of patient-centered rather than investigator-centered, and in particular, medical management through medical staff visits should be strengthened, and specialized service items according to gender, age, disability type, and personal preference should be strengthened. This will have to be gradually strengthened. Second, by analyzing the satisfaction, redundancy, and effectiveness of service items, we save money, and consider the consumer-oriented service item composition and application of items necessary for new services. Third, through the introduction of an integrated schedule management system, it is necessary to specialize in pre-booking and visit schedule management between the elderly and the direct service organizations that provide services. Fourth, as an effort to solve the financial problem, it is necessary to prepare a rational resource sharing system with health and medical finance, long-term care insurance system, and social welfare financial project. and it may consider that putting the medical personnel who are from local public medical college input. Through these proposals, the community care business will be able to complete and have future value as a universal aged care system.

With the advanced localization followed by the settlement of the local autonomous systems, every city has faced new realities that it is inevitable to change its environment and image designs which have been uniformly made without consideration of its characteristics. Accordingly, they have failed to effectively achieve the development goal which make them distinctive.. The identity of a city means an image rather than its attribute. It can be drawn only when the city has its own municipality as well as the superiority to others. For Corporate Identity(CI) to function effectively as a comprehensive medium of communication, We should take into consideration all the situations which surround the city. It should be emphasized on the culture and environment oriented image. To do so we first of all have to analyze in detail the current situations and characteristics of the city. Hence, this paper tried to propose the strategies of making the CI which expresses the unique identity and communication of the city applying the CI program which have been used as the way of business management. The creation of the CI of the city takes the following steps. First, find the potentials for the image of the city through the survey of its resources. Second, provide the motive for citizens to actively participate in making plans with a dear vision for the improvement of the city image, physical development and so on. Third, provide with the events and the projects for specialized goods of the city to strengthen the ability of delivering the information, to design the city image and the street environment of the city. Fourth, apply the communication design system to use actively the administration organization, to enhance the citizenship, and to differentiate the city image. To do so, a variety of efforts should be followed to integrate and promote the regional culture, develope the structure and the facility functions of the city connecting those factors effectively. The establishment of the city identity is required a variety of activities to make the environment of the city, and the agreeable residential environment for a better life by differentiating the characteristics the city has.

The purpose of this study is to develop New-IT internship and to search for the way to reduce quality mismatch and unemployment ratio and to ultimately enhance its effectiveness of university-industry collaboration(UIC) in the field of information technology in Korea. To achieve the goal of this study, we tried to come up with more job creation than educational UIC. The survey(based on CIPP model) based on the reaction of companies and interns participating in IT internship program promoted by MKE(Ministry of Knowledge and Economy) shows that intern experience helped them to get jobs and longer intern period gave them to find job more easily. This program is designed to focus on intern matching between students' major and their intern jobs, and requires new employees' level of job quality. They(56%) preferred to hire local college students majoring in special technology area related to regional innovation industry cluster. It also found that intern companies(87%) wanted to participate in this program again and hired intern students(61%) as showing the possible connection of internship and employment. IT Internship program affected students(68.3%) good images about small and medium enterprises(SME) after finishing internship.

Korea's shipbuilding industry has led the world in the technical area over the last century. Despite this commendable performance, around 2,000 workers experience accidents almost every year with 40 being killed. This raises a question of whether the safety level of our shipbuilding industry, in particular the safety of workers, is actually at the world-class level. Accordingly, this research has analyzed several types of safety training currently provided in the field through investigating statistical data of serious accidents occurring from 2006 to 2015 in the domestic shipbuilding industry, analyzing its occurrence and causes, and conducting a survey targeting employees in the shipbuilding industry. Based on this, it has investigated problems of safety training in the shipbuilding industry and suggested improvements. First, it is essential to create a standard system for safety training in the shipbuilding industry to address problems of different kinds and levels of safety training provided by each shipyard and low quality of training, and operate more organized and systemized training. Second, safety training curriculum specializing in the shipbuilding industry should continue to be developed and standardized based on a standard system for safe training to prevent serious accidents and improve safety awareness of workers. Lastly, both employers and employees should actively provide and participate in safety training to secure safety of workers through preventing serious accidents and ultimately create safety-first culture in workplace.
