해양환경문제는 지역적으로 시작하여 광역적으로 확산되기 때문에 지방정부에서 사고 시에 신속하게 대응하고 상시에 사전예방적으로 관리하는 것이 중요하다. 현행 해양환경관리는 대부분 중앙정부가 담당하고 있기 때문에 지방정부의 역할을 보다 강화할 필요가 있다고 본다. 본고는 역대 부산광역시의회 안건처리일람을 분석함으로써 해양환경관리 부문에 있어서 지방의회의 역할을 분석하고자 하였다. 이는 지방정부 정책형성과정의 공식적 참여자로서, 또한 지역주민의 의견을 수렴하는 대표기관으로서 지방분권 시대에 그 중요성이 점차 높아지고 있는 지방의회의 역할을 되짚어 본다는 측면에서 의미가 있다고 하겠다.

최근 여가 관광의 기능이 활성화되고 해양활동에 대한 관심이 증가하면서 주로 어업의 대상으로 여겨지던 해양공간이 관광자원으로서의 중요성이 부각되고 있으며, 여가활동 및 가족단위 관광활동의 증가로 인하여 해양환광활동에 대한 국민적 관심이 높아지면서 해양레저에 대한 수요가 증가하고 있다. 하지만 우리나라 해양레저활동의 현실은 시설 및 프로그램이 활성화되지 못하고 있으며, 기존의 낚시나 유선사업의 수준을 벗어나지 못하고 있다. 현재 해양레저활동자 조차도 바다에 관한 깊은 이해와 일정수준의 기술 및 노하우를 가지지 못한 상황이며, 레저보트가 접근할 수 있는 지역의 정보 부족으로 근거리의 단순한 경로만을 반복적으로 운항하고 있는 실정이다. 따라서 본 연구에서는 이러한 문제점을 개선하고 요트항해에 필요한 다양한 정보의 제공에 대응하여 해양레저활동을 위한 레저항로를 부산지역을 중심으로 제안하였다.

북극권의 최대 지주인 러시아가 국가 전략적으로 추진하고 있는 북극권 관광 프로그램 개발의 성과가 구체화되고 있다. 러시아는 2008년 북극해 지역의 'Russia Arctic National Park' 구상을 발표한데 이어, 2009년 6월 푸틴총리가 이 국립공원을 설립하는 법령에 서명함으로써 개발이 본격화되었다. 북극해 지역은 독특한 동식물상, 해빙, 문화유산, 인류의 북극 탐험 역사 등 타 지역에 비해 경쟁력 있는 경관과 콘텐츠를 갖추고 있는 것으로 평가되고 있다. 6월부터 9월까지 한정된 여행 기간, 북극해 지정학적 여건이 안정화되어 있지 않다는 점, 관광객의 안전을 담보할 구호 기반이 취약하다는 점, 이 지역에 방치되어 있는 폐기물의 처리 등은 극복해야 할 요인이다. 이 논문은 북극해 관광 현황, 국제사회 동향, 북극해 국립공원에 대해 살펴보고 이를 통한 시사점을 제시했다.

This study examines the recent business models of domestic logistics companies in Hanoi and Hai Phong, Vietnam, and suggests implications. We introduced business models (coastal shipping, distribution center and ICD transportation, cold chain, border crossing, port development, etc.) that provide logistics services through cooperation with existing logistics companies (shippers, logistics companies, local companies, etc.). If we propose a partnership plan in the short and medium term, short-term projects include warehouse, ICD, trucking business, and it is feasible to not only collaborate with Korean companies that have already entered the market, but to also invest in joint ventures with local companies (up to 51% of local companies). In the long term, we can consider coastal transportation, cross-border transportation, trucking, and investment in new deep sea ports. All of these businesses require local partnerships, so local companies require a 51% stake.

Large scaled railway freight transportation facilities in harbors are located in Busan port and Gwangyang port. The port rail depot plays an important role as the departure and destination function of railway logistics. However, presently, it is not relatively vitalized because it is not reflect the railway freight transportation's characteristics such as scale of railway tracks or yards area. In addition, even if port rail depot is vitalized, processing capacity is already saturated. Therefore, it is difficult to increase rail transport quantity. To activate railway container transportation business, it is very necessary to recalculate the facility size of port rail depots. Focused on the Busan new port rail depot, this paper analyzes the problems of port rail depot facility that has currently opened and finds some alternatives to resolve them.

국민관광객과 방한 외래관광객의 증가(문체부, 2012)로 도서와 해안지역에 대한 관광수요가 확산됨에 따라 중앙정부와 지방정부는 등대(예 : 영도등대, 간절곶등대, 울기등대, 거문도등대)를 중심으로 국민생활속의 해양관광공간, 해양레저스포츠공간, 어촌체험공간, 유통관광중심의 어항개발 및 크루즈관광활성화를 위하여 노력하고 있다. 새로움을 추구하는 관광객의 욕구가 증가하면서 틈새관광(niche tourism)의한 형태로 도서 관광(small island tourism)이 주목되고 있다(김영준, 2011). 내륙 중심의 관광에서 해양 관광으로 관심이 변화 확산되면서 친수공간시설에 대한 관광수요의 증가가 예상된다(이한석, 심미숙, 2009). 이와 같은 현실에서 도서에 위치하고 있는 등대자원을 활용하여 관광객의 욕구를 충족시킬 수 있는 등대관광활성화가 기대된다. 등대가 전통적인 기능과 역할에 충실한 항로표지로서 뿐만 아니라 공공서비스장소로서 해양문화를 향유할 수 있는 체험의 장을 제공하고 건축문화유산으로서의 역사성과 등대 고유의 기능에 대한 관광객의 흥미와 욕구를 잘 접목시켜 해양관광자원으로서의 가치를 극대화할 수 있을 것이다.

This research estimates the contribution to the Busan regional economy made by Busan Port's container cargo handling from the microscopic point of view. The cost is calculated and shown in the currency unit of Korea, won, per TEU. A questionnaire was conducted to 12 different types of maritime business to obtain total sales and performances of the companies. The total sales of maritime business related to container goods per the whole TEU was computed at 238,230won/TEU. This can be adopted as a new index to analyse the Busan regional economy.

In this study, SNA analysis was conducted to examine changes in passenger movements in domestic coastal shipping. The validity of derivation of centrality rankings was enhanced by using the connection centrality that reflected weights, which had not been applied in previous research. The results of the connection centrality analysis indicated that the network composition ratio of the South Sea region was high, and the results of analysis of betweenness centrality indicated that ports belonging to the South Sea region recorded high ranks. Jeju Island, which acts as a gateway to the West Sea and the South Sea, Mokpo, which acts as a gateway between the land and islands, those ports that are geographically close to the land, and those ports that are smoothly connected to small ports, were shown to have betweenness centrality. Meanwhile, in the results of analysis of eigenvector centrality, not only ports in the South Sea region but also many ports in the West Sea region were included in the high ranked ones. Using these results, the port authority can identify major ports in domestic coastal shipping, determine the priorities support, identify the current situation of the port connection relations, and establish strategies for management of key development areas. As future studies, studies in the aspect of economy that separate general passengers and island passengers and utilize data such as fares, distances, and time are necessary.

This paper is intended to forecast the demand for tourism of fishing regions and find the public policies to activate it. The paper focuses on the east coast regions in Gangwon-do. The analysis was conducted through time series analyses and surveys of the tourists in the regions. The results of analyses showed that, while the number of tourists(both domestic and foreign) to the regions has increased, the regions have not been able to accommodate them enough to help improve economies of the regions. It was forecasted that the number of tourists will significantly increase in the future. However, that rates of increase, especially the rates of increase of foreign tourists, cannot be evaluated positively compared to those of the past. These results suggested a few local governmental policies to activate tourism in the regions.

Creating more efficient and effective intermodal transportation service in Northeast range is a critical issue because of more increased trade volume & demand for intermodal service in the world market and geographical barriers associated with goods transportation, especially in Korea, China and Japan. This study examines the possibility of Rail-ferry introduction and possible route in Northest area which can provide each country mutual economical and logistical satisfaction. But, this study requires more empirical and concrete examination based on the cost & benefit analysis.
