This study is for the effective training strategy of human resources for the u-City construction to support the u-City human resource development plan of the Ministry of Land, Transport and Maritime Affairs (MLTM). One of the biggest problems concerning u-City is the shortage of advanced human resources for the u-City constructions. The characteristic of u-City makes u-City related human resources had knowledge of various fields including IT, GIS, construction engineering, urban planning and so on. But, there are only a few programs to train u-City related human resources. Therefore, this research established the objective of the training strategy for u-City human resource development as "the training strategy of human resources for the successful u-City constructions". To achieve this objective, four different core strategies are established like followings: (1) demander-oriented education, (2) regional balanced education, (3) integration education of u-City related subjects, (4) u-City related education infrastructure development. These 4 different core strategies can be achieved from 5 sub projects like followings: (1) demand estimation of u-City human resources, (2) u-City education from selected regional core universities, (3) u-City education from u-City human resource education centers, (4) online education and (5) construction of education infrastructures. These 5 interrelated sub projects can be preconditions of the successful human resource strategy development.
The purpose of this study was analyze life condition and needs for welfare service of women with disabilities in adult in Gyeongbuk. And to suggest ways to support effective. Method was conducted a questionnaire survey of 465 subjects. The results of this study was as follows: First, The women with disabilities in young adults was two generations, one children, high school graduate, spouseless, mental disabilities. Also, The needs for welfare services about economic activities and employment was high. Second, The women with disabilities in middle-age people was two generations, two children, high school graduate, spouse, physical or cerebral palsy disabilities. Also, The needs for welfare services about daily activity support, economic activities, employment and pregnancy, childbirth, childcare was high. Third, The women with disabilities in older adults was single-person household, three children, elementary school graduate, spouseless, physical or cerebral palsy disabilities. Also, The needs for welfare services about health and medical care was high. Finally, They needs support in economic activities, employment and daily activity support and pregnancy, childbirth, childcare, and health, medical care. Based on this, Suggestions for effective support were suggested.
The purpose of this study is to develop human resources and management system model for home-based welfare services. For the purpose of the study, both of method of literature review about home-based welfare services and previous research and survey were used in the study. The subjects of the survey were Junior and senior high school students, the employed, housewives, the disabled, and the aged. They were considered as human resources for the home-based welfare services. Based on the result of the survey and related theories, the study suggests the model for the development of volunteers and management system composed of recruitment, education and training, disposition, management and supervision, and evaluation for home-based welfare services. Assuming linking and cooperation between volunteer center and agency using volunteers which provide home-based welfare services, the model was developed. The role of volunteer center is recruitment, education and training. The agency using volunteers is responsible for education, disposition, supervision, and evaluation related to practice. In the stage of recruitment, elaborating strategy considering characteristics of group was suggested. In the campaign, use of mass media, selection of timing, equal opportunity for all group were suggested. Also outreach strategy as a effective recruitment strategy was presented. In the stage of education and training, method and content of education in each stage of primary education and re-education were presented. In the stage disposition, method and content for the right volunteer in the right place were suggested. In the stage of management and supervision, supervision by coordinator and necessity of using volunteers as para-professionals was suggested. Also the necessity of program operation for volunteer maintenance and management was discussed. In the stage of evaluation, time, main body, and method of evaluation was suggested.

The Korean government has been encouraging 'continuous' post-pump priming project management through relevant local personnel planning, action, and management, upon the selection of 68 sites for urban regeneration as part of the New Deal Project. This study assessed the utilization characteristics of containers, the socio-experimental temporary occupation facilities, as a tool for 'sustainable' urban regeneration. This is to identify the potential limitations of urban regeneration by the utilization of containers as public sector temporary occupation facilities and to provide adequate directions based on its efficacy. By comparing three Korean cases with the Japanese WaiWai project, in terms of 10 elements, the preoccupations with the social trend and scenery, and undifferentiated functions of the facilities focusing on the commercial or working aspects have been identified as limitations of Korean cases. Based on the analyses, the following are suggested as plausible approaches to utilize socio-experimental containers for sustainable urban regeneration: 1. Planning and management should be done by the same organization because the absence of the planning party's participation in the management likely leads to the pursuit of only profits. 2. Diversification and combinations of different utilization purposes of a single site and numerous planning of experimental container uses are in need. 3. Accommodations of heavy commercial uses lead to a decline in the continuity of follow-up projects and a change in the urban regeneration directions. Therefore, it is important to include a public socio-experimental program rather than a simple commercial or promotion program for the following urban renewal project.
October 31, 2017, a man named Saipov who follows ISIS killed 8 people and injured nearly 20 others by driving his truck to the riverside bicycle path in Manhattan, New York, in an act of terror. June 5, 2017, the Islamic extremist Yacqub Khayre held a woman hostage in a suburb of Melbourne, Australia, before being killed by the police. Various countries around the world including the UK, France, and Germany are in war against terrorism. The terrorists change their target from hard targets such as government officials to vulnerable soft target, intensifying the public's fear, and, unlike in the past when they were organized by governments or organizations, extremists such as ISIS followers are now acting on their own in the act of terrorism. Also, as they use vehicles, pressure cooker, and other objects that can be easily found for terrorism, it is becoming more difficult for the police to prepare against terrorist attacks. Meanwhile, some terrorism researchers argue that conversational techniques (negotiation) used by the police are now of no use, as shown in the cases like 9/11 attacks in 2001 and 2016 Nice attack in France in which the suspects committed terrorist attacks without leaving enough time for the police to take action and that, therefore, tactical suppression techniques need to be developed. Therefore, this study suggested police negotiation techniques are necessary not only for terrorist attacks but also for overall police work, including handling intoxicated people at police station, and proposed ways to activate conversational techniques for police organizations.
The purpose of this research is to seek the suggestions applicable to Korean green-growth(development) policy and the realization of low carbon society by looking around the promotion policy and the process, the promotion system, main environmental policy in each city about the business for environmental model city in Japan which has been promoted in a city in order to realize low-carbon society. Japan had selected 13 local governments as an environmental model city as a part of a policy to build low-carbon society in 2008~2009, and Japan has formed information sharing between cities and provinces, the spread of information sharing and the free competition among local governments for an environmental model city through Zero Carbon City Promotion Council consisting of local governments and specialists. When examining these cases in Japan, the green-growth policy promoting currently in Korea needs to be converted from the central government-dominated policy to the local government-dominated policy and Koreaneeds to make more effort to develop software programs in order to realize green-growth social system.

This study aims to examine the relationship between physical environment and depression symptoms of middle-aged and older adults in metro city. To verify correlates of community environment and depression, mediating effect model structured by social capital and sense of coherence(SOC) were used. For the purpose, a survey was conducted aged 48 - 70 from the local community centers and senior welfare centers in Seoul, and the total collected cases were 331. After data cleaning, total 309 cases were used. The structured equation modeling applied to analyse the direct and indirect effects. The findings were followed : First, the community environment did not directly affect level of depression. Second, in the indirect effect analysis, social capital was not statistically significant, thus indirect effect was confirmed only through the SOC. To be specific, the higher the satisfaction of the physical environment increased SOC, and decreased the level of depression. The results of this study shed lights on practical interventions to promote mental health of the middle-aged and older adults those who are exposed to poor community environment.
The purpose of the study was to point out the limitation of the conceptual discussions in which researches on gender responsive budgeting have remained so far and to empirically analyze the effect of institutionalization of gender responsive budgeting on the gender equality by using macro data. The units of the analysis were 73 countries which implements gender responsive budgeting among the 229 countries registered in the World Bank. Panel data were established on the materials of 7-year period from 2006 to 2012, which were analyzed by Fixed Effect Model. Gender Equality (Gender Gap Index) which is the ultimate goal of gender budgeting was established as the dependent variable while Institutionalization of Gender Responsive Budgeting (formal and qualitative classification) was established as the independent variable. In addition, social and economic factors, political factors and geographical factors which were judged to affect dependent variables were established as control variables. As a result of analysis, the institutionalization of gender responsive budgeting has positive effect on gender equality. Thus, the study confirmed that gender responsive budgeting has positive effect on gender equality in countries with legal, procedural and formal foundations rather than in countries with simple rhetoric in catchwords and documents. Moreover, the higher the level of institutionalization of gender responsive budgeting is, the more positive effect it has on the gender equality. Therefore, the study found out that efforts need to be accompanied to enhance the level of institutionalization in order to increase the effectiveness of institutionalization of gender responsive budgeting.
The purpose of this study is to identify international research trends of SDGs by analyzing the networks among the 17 goals of the SDGs. The research scope covers the World Development and the Journal of Development Studies which are the top impact journals in the field of international development. The interconnected 17 SDGs are divided into five categories of people, planet, partnership, peace and prosperity. In this study, we analyzed the abstracts of the papers of the above two journals using Atlas.ti, a qualitative analysis software, in order to identify the connections between 17 goals. The findings from the analysis of 730 abstracts published in two journals since 2015 are summarized as follows. First, issues related to gender have featured prominently in both journals. Second, China and India have been the most popular case countries in both journals. In particular south-south cooperation led by China and India has been dealt with by the World Development. Thirdly, both journals have their own biases towards to certain SDGs. For instance, the World Development have not had many articles on SDG 11, 12, 13, 14, 15, 16 and 17. The SDGs closely associated with the environment and climate change such as 6, 12, 13, 14, and 15 have also been sidelined by the Journal of Development Studies. More balanced research paying attention to all the SDGs in an integrated and balanced manner is required to provide evidence and knowledge conducive to realizing the transformative vision of the 2030 Agenda for Sustainable Development.

This study aims at investigating the major symptoms that help family carers detect mental illness in elderly patients. Another purpose of this study is to empirically verify the major factors determining the utilization of mental health services with a focus on family carers. The results of this study are as follows. First, the most commonly detected symptoms that caused the family carers to suspect mental illness in the elderly patients were memory decline and other forms of cognitive function decline. Second, the determinants of the elderly's utilization of mental health services included the patient's long-term care insurance level, the age of the family carer, the period of care, the level stress associated with the provision of care felt by the carer, his understanding of geriatric mental illness, and the level of perception about community mental health services. Based on these findings, this study suggests policies and practical implications for the early detection of and response to elderly mental health problems and the utilization of related services from the viewpoint of the family carers of the elderly.
