The Effect of Interest Rate Variability on Housing Prices (이자율 변동이 주택가격에 미치는 영향)

  • The real estate market is an important part of a country's economy and plays a major role in economic growth through the growth of many related industries. Changes in interest rates affect asset prices and have a significant impact on housing prices. This study analyzed housing prices by dividing them into nationwide, local, and Seoul housing prices in order to analyze whether the effect of changes in interest rates on housing prices shows regional differences. The analysis was conducted from the first quarter of 2011 to the fourth quarter of 2021, and was analyzed using the DOLS model. The main analysis results are as follows. First, interest rates were found to have a significant negative effect on national housing prices, and a drop in interest rates significantly increased national housing prices and an increase in interest rates significantly lowered national housing prices. The consumer price index and loan growth rate also had a positive effect on housing prices nationwide, but statistical significance was not high. Second, interest rates had a negative effect on local housing prices, unlike national housing prices, but were not statistically significant. On the other hand, it was found that the consumer price index and loan growth rate had a larger and significant positive effect on local housing prices compared to national housing prices. Finally, it was found that the interest rate had the only significant negative effect on housing prices in Seoul. And this effect was greater and more significant than the effect on national and local housing prices. In the end, it was found that the effect of interest rates on Korean housing prices differs locally. Interest rates have a significant negative effect on national housing prices, and local housing prices, but they are not statistically significant. In addition, the interest rate was found to have the largest and most significant negative effect on housing prices in Seoul. In addition, it was found that there was a difference in the effect of macroeconomic variables on housing prices. This means that there are differences between regions with different factors influencing local and Seoul housing prices, and this point should be considered when drafting and implementing real estate policies.

A Study on the Sustainability of the New Towns in Tokyo Metropolitan Area : Focusing on Self-Sufficiency and Social-Mix (동경권 신도시의 지속가능성에 관한 연구 : 자족성 및 소셜믹스를 중심으로)

  • This study considers sustainability in new town development projects in the Tokyo metropolitan area. Since the mid-1980's the purpose of new Town projects in Japan changed from encouraging residential development to sustaining self-sufficiency within multi-functional cities. Nevertheless simultaneous increases in elderly population and declines in general population became the new town's key issue. Is this trend a general phenomenon in Tokyo? Has the multi-functional city policy failed? What policies can encourage new town self-sufficiency? Judging from this research, the new towns of Tokyo are relatively young areas with low aging rates and low rates of population decrease. Nevertheless, in view of the multi-functional city plan, levels of self-sufficiency and social-mix in most new towns are inadequate. Considering these, this research recommends new town plans be required to consider surrounding industries and the accessibility form CBD to encourage self-sufficiency. Moreover, The social mix plan encouraging residential diversity is important to the sustainability of the new town.

Why can't Newly-Married Household be independent of their Parents Household? (신혼부부 가구는 왜 독립적이지 못하는가? - 주거경제적 요인을 중심으로 -)

  • The purpose of this study is to identify determinants of economic aid regarding housing and cost of living for the newly-married households. This study applied the binary logit model to figure out the determinants of economic aid from their parents for the households. With utilizing the Newly-Married Housing Survey data in 2015, this study found that housing characteristics and level of housing expenditure leads to the economic aid from their parents. In particular, the housing price and transportation condition increase probability the financial aid from parents when the newly-married household starts their housing career. In addition, this study found that the items of housing expenditure increase the probability of economic aid for their cost of living. To improve the independence of newly-married household, the government should adopt the housing policy for stable housing price and alleviate the burden of housing expenditure. The significance of this study is analyzing the economic aid from their parents on newly-married household regarding housing economic issues and suggest the policy for independence of living from their parents.

  • Entering the era of low growth due to changes in social and economic conditions, most cities across the country are actively promoting urban regeneration. Although urban regeneration is a project with huge national finances, a clear evaluation system has not yet been established. In order to ensure the sustainability of urban regeneration, it is necessary to secure the validity of urban regeneration policies and establish a reflux system to supplement the policies. The purpose of this study is to derive the limitations of the existing comprehensive performance evaluation and to develop an improved urban regeneration policy comprehensive performance evaluation technique based on spatial big data. The urban regeneration comprehensive performance evaluation technique differentiated the areas affected by the urban regeneration project and the surrounding areas based on the type of urban regeneration project and the presence or absence of large cities and middle cities. The effects of urban regeneration were quantitatively verified through relative comparison between the areas affected by urban regeneration projects and the surrounding areas of population, society, economy, industry, physical and environmental evaluation indicators.

Start-up Typology and Building Scheme for Housing Related Co-operatives (주거관련 협동조합의 창업유형화 및 조성방안)

  • The purpose of this study is to draw the implication for building domestic housing-related co-operatives by understanding activities of housing-related co-operatives from case study and by suggesting the start-up typology for possible domestic housing-related co-operatives and requisites for building them. According to their activities housing-related co-operatives are categorized into three types which are housing supply and operation type, maintain and improve the existing housing type, and design and performance improvement type. National housing policy should be connected to housing co-operatives indirectly. That is, the policy direction ought to be not toward controlling housing co-operatives, letting them supply more houses directly, but toward supporting voluntary co-operatives, showing them the overall housing policy blueprint. Co-operatives cannot be a panacea. Too much protection or support for co-operatives could lead to a reverse discrimination against private companies, and the co-operatives might overuse this kind of prominent position. We need to focus on the possibility of the role of co-operatives as a facilitator for local economy rather than a perfect substitute for the existing economy system.

The Policy Effect of Minimum Housing Standards: Differences-in-Differences Estimation (최저주거기준 설정의 정책 효과: 이중차분법 추정)

  • This paper analyses the policy effect of minimum housing standards, using the fact that Seoul set the minimum housing standards in 1998. Because the whole country except Seoul did not set the minimum housing standards in 1998, we could find this situation as a quasi-experiment. In order to identify the policy effect of minimum housing standards, I compare decreasing amounts in the number of households below the threshold between Seoul and comparison regions from 1995 to 2000, using Differences-in-Differences method. I draw estimate of one-to-one comparison, using Gyeonggi province as a comparison region, and OLS estimate, utilizing the whole nation except Seoul as a comparison region, respectively, and compare two estimates. The former and the latter suggest that the setting of Seoul minimum housing standard in 1998 account for decreasing the number of households under the minimum housing standard, by about 216,638 and 325,149, respectively. The latter is statistically significant at the 0.001 level and the former is in the 95% confidence level of the latter. Therefore we could conclude that the setting of minimum housing standards contributes significantly to achieve the policy objectives, a decrease in the number of households, which are below the threshold.

Classification of Multi-modal Transfer Center Considering the Regional and Functional Characteristics (지역 및 기능적 특성을 고려한 복합환승시설 유형분류)

  • In recent years, it was recognized that aurban policy paradigm of sustainable urban growth management and transportation policies have been shifted : from the era of automobile-oriented policy to the era of public transport policy. Against this backdrop, the introduction of the multi-modal transfer center is very consequential. Therefore, it is necessary for the introduction of wide-area and local-centric transfer facilities, as well as the center of the country-led national backbone transfer center. This study was applicable at the multi-modal transfer center plans to introduce guidelines to provide transit facilities, considering the regional and functional characteristics to classify the types of multi-modal transfer center. The final types of multi-modal transfer center were classified into six, and by considering the combination of the criteria to be classified. The multi-modal transfer center type classification based on the case analysis of the types of facilities at domestic and abroad. If the data of multi-modal transfer are accumulated continuously, can expect a more reliable type classification.

2006년 사회복지예산, 사회양극화 해소 못해

  • 2006년 사회복지 · 보건분야 재정지출이 55조원 규모로 정부 총지출 221조원에서 복지재정이 차지하는 비중이 25%에 이른다고 발표되었다. 정부예산정책처에 따르면 2006년 보건복지부 소관 예산은 10조3,88억 원으로 2005년 비해 12.7% 증가하여 이는 정부 예산 증가율의 2배에 해당된다. 그러나 이는 과거 ‘SOC분야’의 주택부문이 복지분야로 분류체계가 변하면서 발생한 통계적 수치 변화에 불과하다. 2006년 기준으로 12조 1,496억 원 규모의 건설교통부 소관 주택부문 재정이 복지 분야로 포함되었으며, 이로 인해 2006년 예산이 획기적으로 늘어난 것처럼 보이는 것일 뿐 사실상 사회복지 · 보건 분야 재정지출은 12조1,496억 원을 제외하면 42조5,042억 원이다. 정부는 이를 통해 국민기초생활보장의 내실화의 차상위 빈곤계층 지원을 통한 사회안전망의 확충, 저출산 · 고령사회에 대비한 투자 확대 및 공공보건의료 기반을 강화해 ‘사회양극화’를 해소하겠다고 하고 있지만, 여전히 소득보장 기능이 미흡하고 지역 간 복지 불평등 문제를 심화시키며, 재원조달방안이 없는 등 여러 문제점을 안고 있다.

The Factors Affecting the Population Outflow from Busan to the Seoul Metropolitan Area (지역별 수도권으로의 인구유출에 영향을 미치는 요인 연구: 부산시 사례를 중심으로)

  • This study aims to review the trends of the population outflows in the metropolitan area of Busan and to investigate the factors that affect population out-migration to the Seoul metropolitan area. The following variables are considered for analysis: traditional population movement variables and quality of life variables, such as population, society, employment, housing, culture, safety, medical care, greenery, education, and childcare. The 'domestic population movement data', provided by the MDIS of the National Statistical Office, was used for this research. Out of the total of 57 million population movement data in the period 2012 - 2017, population outmigration from Busan to the Seoul metropolitan area was extracted. Independent variables were drawn from public data sources in accordance with the temporal and spatial settings of the study. The multiple linear regression model was specified based on the dataset, and the fit of the model was measured by the p-value, and the values of Adjusted R2, Durbin-Watson analysis, and F-statistics. The results of the analysis showed that the variables that have a significant effect on population movement from Busan to the Seoul metropolitan area were as follows: 'single-person households', 'the elderly population', 'the total birth rate', 'the number of companies', 'the number of employees', 'the housing sales price index', 'cultural facilities', and 'the number of students per teacher'. More positive (+) influences of the population out-movement were observed in areas with higher numbers of single-person households, lowers proportions of the elderly, lower numbers of businesses, higher numbers of employees, higher numbers of housing sales, lower numbers of cultural facilities, and lower numbers of students. The findings suggest that policies should enhance the environments such as quality jobs, culture, and welfare that can retain young people within Busan. Improvements in the quality of life and job creation are critical factors that can mitigate the outflows of the Busan residents to the Seoul metropolitan area.

  • The paper aims to understand the concept of social innovation and its development stages emerging as a new regional development policy trend and to define the role of public sector for social innovation. Spatial policy issues that urban development corporations to carry out development projects for regional policy need to deal with have expanded to include crucial social issues such as poverty, quality of life and happiness. Therefore it is increasingly significant for them to take social innovation into consideration. In this context, this study formulates evaluation framework for the role of public sector in social innovation and investigates its position and limitation in social innovation practices. As a result, almost all corporations have made various efforts for promoting both public purposes of housing and land development and social contribution for the community. However, few corporations have achieved organizational capacity building and idea implementation for social innovation. Growing demand for social innovation in both spatial and regional policies tends to bring up profound challenges to public regional development agencies including urban development corporations. It is then a time to seek to carry out related researches and policy option formulation for social innovation in the near future.
