Villagers' Participation in Conservation of Village Woodlands -Two cases of Namwon City, Korea (마을숲 보전 사업에 대한 마을 주민의 참여가능성 -남원시 2개 마을의 경우)

  • This study aims to analyze factors affecting villagers' participation in conservation of village woodlands. We postulated that socio-economic characteristics such as gender, age, place of birth, wealth level, frequency of use and leader experience could contribute to decision-making of participation in the village woodland conservation. Data were collected by interviewing 52 villagers in village A and 41 villagers in village B and were used to estimate the probability function of villager's participation in village woodland conservation using ordered logit model. The results indicate that frequent use of village woodlands increases the probability of villagers' participation in conservation of village woodlands in the case of village A. In the case of village B, people who were born in the village and have experiences of serving the village as a village leader are more likely to participate in the village woodland conservation activities. Considering the fact that the village woodland of village A is owned by the community as a village common, and that cultural activities remain in the village woodland of village A, the utility of village woodlands to the residents and their common understanding of village woodlands seem to influence the likelihood of villagers' participation in conservation of village woodlands. In order to induce villagers' participation in the village woodland conservation, it is necessary to recognize the right of villager's access and provide villagers with common understanding of village woodlands through cultural activities and education programs.

  • As local government is of great importance for the sake of advancement of the political system based on national participation in politics and recognition for autonomy, it is proper to appreciate the need and come up with strategies so that the local government can be successfully established and developed. Therefore, a survey was conducted among residents, civil officials, and local councils, who are the main bodies of local government. As a Jesuit, it turned out that there were problems in terms of specialty and integrity, that there are potential risks of local or group egoism, and that political indifference is getting intensified among some residents, and even they tend to avoid participation. This result indicates that there are needs for the establishment of the recognition and efforts for consistent reconsideration among participants.

  • The Riparian Buffer Zone(RBZ) is a sustainable social-ecological system created in the middle zone between water and land. For the RBZ, close communication with the local community is important, and it is necessary to promote it as a communicative environmental planning process. In this study, for the RBZ project, three strategies are presented as a communicative act to understand and implement planning. First, government-led projects were avoided and improved to a process in which citizens and stakeholders participated together, centered on local partnership. Second, it was intended to introduce design criterias in terms of enhancing the function of ecosystem services that citizens can sympathize with, and to increase acceptance and awareness through the planning of preferred spaces and facilities. Third, after a balanced plan for habitats, water cycle-based ecological environment, ecological experience and open space, citizens felt the restoration effect and value as an ecological resources, and a system was prepared to participate in the operation and management. This study will work as a process model based on citizens's participation. In addition, it will be possible to provide lessons for the change of the policy paradigm for the RBZ and the implementation of similar projects in the future.

Public perception of environmental health due to small-scale industries in a rural community (일개 농촌지역 주민의 소규모 공장으로 인한 보건생활환경에 관한 인식도 조사)

  • A public perception survey of environmental health due to small-scale industries was conducted in Sudong Myun, Namyangju City, Kyungki Do, recently being changed to industrialized rural community. This survey had the purpose to ascertain public interest, to identify public needs, and to assess participation for environmental health programs of rural community. The results of survey were as follows: 1. The rate of the respondents with factory worker 19.4% and half(53.1%) of respondents had lived nearby the factory. 2. Some respondents were not favor their neighboring factories(30.1%) and have discussed about its environmental problems in community meeting(14.4%) especially in neighborhood adjacent factories. 3. The respondents have perceived that: (1) major problems were water contamination, air pollution, nasty odor, dust, and noise (2) health problems were more serious in employees than in other residents (3) the employers were responsible for environmental problems (4) the health service should provided by public health center channel and participated by the residents (5) most important service for workers was improvement of working conditions. We hope the community environmental and/or occupational health delivery system for the employees and residents will be developed true public health center channel in a rural community on the basis of this result.

Analysis of Social Networks in the Management Organization of Seoul Forest Park (서울숲 공원관리조직의 사회 연결망 분석)

  • This study was intended to devise means to encourage participation for organizations taking part in "resident participation parks.", "Resident participation" has become increasingly recognized as an effective means of park management in Korea. To this end, this study analyzed the current status of social networks for civic organizations participating in park management with respect to their degree of participation, credibility and trust, and exchange of information. Among resident participation parks, "Seoul Forest Park" has been widely recognized as a model example; accordingly this study designated Seoul Forest Park as its primary research focus. Thirty core members of resident participation organizations were selected as test subjects. Members of the resident participation organizations under review came from various backgrounds, including government administrative organizations, citizens' groups, residents' groups, and private businesses. Surveys were used to provide data on credibility and trust between organizations, levels of participation, and exchange of information, as well as statistics on demographic affiliation. Results were examined through UCINET, a program designed to analyze social networks. Survey results indicated that 1) The "Seoul Forest Park Conservancy" and the "Seoul Forest Park Management Office" constituted a hub within their social networks that maintained significantly more relationships than other organizations with regard to levels of credibility and trust, participation, and exchange of information; 2) Social networks for organizations wishing to work together, or desiring active participation in the future tended to center on citizens' organizations in the environmental and arts fields; and 3) Women's associations and meetings of neighborhood("tong") leaders had very little significance as a center in the social networks of local residents groups, and indeed very few connections amongst themselves. The results of this research can be applied in the devising of proposals for encouraging participation in resident participation parks in consideration of the social networks between organizations engaging in park management activities for a diverse array of urban parks and other areas.

Effect of Local Participation on Spatiality-Forming Factors of Idle Space and Intentions of Tourists (주민참여가 유휴공간 장소성 형성요인과 관광객 행위의도에 미치는 영향)

  • The purpose of this study is to determine how the factors that form the spatiality of an idle space affect the behavioral intention of tourists, and to confirm the role of local participation between the spatiality-forming factors and behavioral intentions. For this purpose, data from travelers was gathered and the study model was put to the test. As a result of the study, it was confirmed that physical factors, behavioral factors, and psychological factors had a significant effect on the intention of tourists. In addition, it was confirmed that local participation partially plays a mediating role between the spatiality-forming factors and behavioral intentions. According to the results of the study, the necessity of local participation and the measures were discussed when using the idle space, and it was suggested that additional research needs to be carried out targeting various idle spaces.

  • This study was conducted to provide baseline information which will be useful for managing the forest trails as the outdoor recreation facility. To investigate residents' attitudes toward the forest trail construction and use, a questionnaire survey was employed in Jirisan Dulegil. As the results, 4 impact factors that are influenced to local communities due to Jirisan Dulegil construction were resulted in. Most of the respondents perceived that the Jirisan Dulegil have positive impact economically on community growth. Contrastively, a negative perception existed in the environmental aspect. Local lodging industry was selected one of preference business models. In viewpoint of community business, a more professional and systematic approach to find appropriate business model is needed because of structural vulnerability of business.

  • This study suggested cooperative governance cases and improvement strategies between local welfare centers and urban regeneration support centers, centered on urban revitalization areas around Seoul Station, by applying FGI. Based on the analysis of the contents of FGI participating in the cooperative governance process, it was proved that the common role and identity between the local welfare center and the urban regeneration support center were regional based activities. And the advantage of constructing collaborative governance was analyzed by four ways. In addition, this study presented improvement strategies from a microscopic and macro perspective. The results of this study suggest that the change in the curriculum of social workers' education and the expansion of the scope of the practitioner in the Urban Regeneration Business Act propose.

  • 방재마을 구축 및 운영은 구조적 및 비구조적 재해예방사업을 통하여 지역의 전체적인 방재능력을 향상시키는 것을 기본방향으로 방재마을 구축에 따라 구조적 및 비구조적 컨텐츠가 활용된다. 방재마을 조성에 따른 구조적 및 비구조적 사업은 서로 상호보완적으로 작용되며, 이를 통해 각각의 재해유형과의 연계 및 컨텐츠 제시로 방재력향상을 도모한다. 현재 도시화로 인해 풍수해 발생시 우수유출량 증가로 침수피해 위험이 가중되고 있다. 이에 도시가 돌발성 집중강우에 의한 도시형 침수로부터 주민의 인명과 재산을 보호하기 위해 우수를 신속하게 저류시켜 우수유출량을 줄이는 대책을 수립해야 하며, 풍수해에 대비한 방재마을 구축 컨텐츠 및 운영방안에는 하천정비 및 하도개수, 하수도 정비 및 확충, 홍수조절, 저류지설치, 우수저류 및 우수침투시설 설치 등이 있다. 방재마을 운영 및 활성화를 위한 비구조적 사업은 재해예방을 위한 주민 기업 단체자구노력, 풍수해 예방주민활동, 침수피해 주민예방 활동, 지역자율방재단 운영, 주민주도의 추진체계 구축 등이 있다. 성공적인 방재마을만들기를 위해서는 주민주도의 추진체계를 확립하도록 하는 것이 무엇보다 중요하며, 방재마을에 있어 주민참여가 방재도시만들기와 밀착되어 전개될 때 방재마을의 운영 및 관리 효과가 향상된다. 따라서 구조적 운영방안과 함께 주민추진체계를 중심으로 한 방재마을 구축 및 운영을 통해 방재마을 활성화를 도모할 수 있을 것으로 사료된다.
