Since municipal welfare institutions operate for different purposes from general companies or public enterprises, ESG practice items and model construction should be conducted through various and comprehensive social welfare studies. Since there are not many studies available in domestic welfare institutions yet and there are no suitable ESG management utilization indicators, the Cheonan Welfare Foundation's strategy and management strategy system were established to spread the model to other welfare institutions and become a leading foundation through education and training. The foundation and front-line welfare institutions selected issues identification and key issues through the foundation's empirical analysis and criticality analysis, focusing on understanding ESG management and ways to establish a practice model that positively affects institutional image and business performance. Based on this, the promotion system was examined by establishing a performance management plan after deriving appropriate strategies and establishing a strategic system for social welfare institutions. Environmental and social responsibility, transparent management, safety management system establishment, emergency and prevention, user (customer) satisfaction system establishment, anti-corruption prevention and integrity ethics monitoring and evaluation, responsible supply chains, and community contribution programs. This study attempted to specifically present efforts to settle ESG management through the consideration of the Cheonan Welfare Foundation. Therefore, it is considered to be useful data for developing ESG management by referring to the systematic development process of the Cheonan City Restoration Foundation to develop ESG measurement indicators.

"전국적으로 컴퓨터통신망이 가동되고 있지만 지역 주민들이 꼭 필요로 하는 정보는 상대적으로 적다." 이 말은 곧 우리나라 지역정보화 추진과제 중 가장 현실적인 문제점일 것이다. 최근 인천에서는 인천 및 전국에 관한 정보들을 데이터베이스로 구축하여 인천지역의 시민, 기관, 기업등에 필요한 정보를 제공하기 위한 정보통신시스템이 구축될 예정으로 있어 정보산업계에 관심사로 떠오르고 있다. 재단법인으로 설립되는 인천정보통신센터의 이모저모와 추진배경, 사업계획등을 지역정보화 활성화 차원에서 심층게재 한다.

지역복지계에서 대상자별 서비스 네트워크는 매우 중요한 일이다. 그 이유로 각 기관 및 단체간 서비스 재원 및 인력의 상호 협력과 중복성의 조정에 있다. 이러한 문제점을 해결하고자 한국종교계사회복지협회, 한국사회복지협의회, 복지재단, 자원봉사단체 등의 전문가들이 협력하여 구성한 ‘복지서비스 네트워크’가 바로 ‘주민 통합서비스 실현을 위한 전국 네트워크’의 모태가 된다고 할 수 있다.

지역사회개발아동복리재단은 비영리, 비정치, 비종파적인 국제민간 복지단체로서 한국동란 말기(1953년)부터 유엔기관 및 정부기관과 발맞추어 피난민과 미망인, 불우 아동들을 도와 주는 사업을 시작한 이래 500만불 이상의 원조금으로 10,000명 이상의 아동들의 학교 교육과 6,000건 이상의 가정 및 부락의 자조개발 사업을 지원하였다.

The purpose of this study is to figure out the movements of policy actors in the policy process of the establishment of a local cultural foundation in B-gu(district), A-si (city), then to explore the way to contract out of the management of public libraries to the cultural foundation in the policy process. Data for the study were collected from various sources from newspapers and assembly minutes to blogs and SNS messages of the policy actors, then analysed based on Advocacy Coalition Framework (ACF). The results showed that 'agreement of contract-out' coalition only accepted public interest of the public libraries between the public interest and specialty of librarianship which were insisted by 'disagreement of contract-out' coalition's policy beliefs. The comparison between this case and a similar policy case showed that the specialty of librarianship as a core belief is effective in changing the beliefs of other coalition. Eventually, it is required to differentiate and to specialize library services among public services in a local area in order to keep the direct management of public libraries by the local government, and this means that everyday library services influence the decision making of library policies in the local area.

The 14 cities and guns within Gangwon-do were divided into three regions (urban-rural-integrated type, urban type, and ruralcoastal type), and local voluntary disaster prevention organizations in those regions were surveyed as sample groups. As a result, the urban-rural-integrated type and the urban type were found to be lower than the rural-coastal type in all domains including recognition of disaster crisis, evacuation guidance, preparation of voluntary evacuation, maintenance of disaster prevention system, surveillance & guard, and information delivery. In particular, three types had higher information delivery but considerably lower preparation of voluntary evacuation. As for information delivery, foundations for rapid delivery of disaster information due to establishment and extension of systems for forecasting and warning of local governments were prepared, but as for preparation of voluntary evacuation, it is needed not only to perform consistent training and promotion for preparation for disasters for residents to accurately understand status of disasters but to take measures to secure safe places for evacuation beforehand.
