Viewing Africa based on 'Factual Contents' and 'Representation' : Centered on Africa Contents in Elementary and Middle School Social Studies Textbooks ('사실'과 '재현'의 관점에서 아프리카 다시 보기 -초.중학교 사회 교과서 아프리카 서술 내용을 중심으로-)

  • This study analyzed the ignorance and prejudice with regard to African culture, which can be seen at the textbook and class course centering the geography class from 1990's to the present, and reviewed critically the related education and learning effects for mutual understanding. This study results are as follows: First, in the geographic environment contents, the image regarding huge continent, the local image regarding the various physical environments and the geographical importance as the ancient civilization birthplace were not included in the description. Second, the description regarding the African culture and history was focused to the singular African image, so the fixed concept and distorted image has been rooted into the formation of cultural meta-knowledge. Third, the negative sides rather than positive development and the past backward facts rather than changed status have been emphasized in the description regarding African resources and industry as well, so only the region surrounded with the various problems including poverty and the image as underdeveloped country have been rooted into the description. Now, real Africa view, an image for a variety of attractive and vibrant Africa rather than the same culture and characteristics of African must be learned in text books.

The Current State and Tasks of Citizen Science in Korea (한국 시민과학의 현황과 과제)

  • The projects of citizen science which is originated from citizen data collecting action driven by governmental institutes and science associations have been implemented with different form of collaboration with scientists. The themes of citizen science has extended from the ecology to astronomy, distributed computing, and particle physics. Citizen science could contribute to the advancement of science through cost-effective science research based on citizen volunteer data collecting. In addition, citizen science enhance the public understanding of science by increasing knowledge of citizen participants. The community-led citizen science projects could raise public awareness of environmental problems and promote the participation in environmental problem-solving. Citizen science projects based on local tacit knowledge can be of benefit to the local environmental policy decision making and implementation of policy. These social values of citizen science make many countries develop promoting policies of citizen science. The korean government also has introduced some citizen science projects. However there are some obstacles, such as low participation of citizen and scientists in projects which the government has to overcome in order to promote citizen science. It is important that scientists could recognize values of citizen science through the successful government driven citizen science projects and the evaluation tool of scientific career could be modified in order to promote scientist's participation. The project management should be well planned to intensify citizen participation. The government should prepare open data policy which could support a data reliability of the community-led monitoring projects. It is also desirable that a citizen science network could be made with the purpose of sharing best practices of citizen science.

A Literature Review of Traditional Fishing Instrument with Bamboo Weir in the Southern Coast of Korea Peninsula (남해안의 전통적인 수산 어로방식인 죽방렴의 문헌적 고찰)

  • The purpose of this study is to enhance the cultural heritage value of the Juk-Bang-Ryeum (Bamboo Weir) and prove the originality through the review of historical literature. The main industry of Korean was agriculture and fishery from ancient. In the ancient, fishery instruments are not enough due to the lack of fishing technology. The Juk-Bang-Ryeum was considered as important national resources and asset. It give us many implications about the wisdom of our ancestors because of it's scientific principle of the structure. It is surely a cultural heritage to preserve in the future because it is considered as important community asset as well as more natural and environment oriented fishing method. In the literature, the origin of 'Juk-Bang-Ryeum' can be found as 'Eo-Ryang' or 'Bang-Ryeum'. The records on this terminology go back to the Corea Dynasty, but their documentary records are rare, and most of them are records of the Chosun Dynasty. In this study, we surveyed mainly the literature records about the southern coast region in the period of Chosun Dynasty. This study contributes for preserving the cultural assets of our ancestors who pursued eco-friendly fishery method, and it is also of great significance to produce objective data based on records for the registration of the World Record Heritage.

Air Pollution and Life Satisfaction in Korea (한국의 대기오염과 생활만족도)

  • This study is to investigate causal relationship between individual life satisfaction and air pollution, using ordered probit model with the KLIPS panel dataset for 1998-2008. As determinants, both individual economic and socio-demographic characteristics are considered. Empirical results show that the degree of air pollution has negative effects on individual life satisfaction. The effects of other variables are similar to those of existing studies. This study found that life satisfaction increases along with income increase. However, at a certain point, the increase of life satisfaction becomes smaller even with an increase in income, indicating non-linear effect. It implies that the Easterlin's paradox can be applied to Korea's case. The increase of the other person's income measured by income per capita in the region where respondent resides has negative effects on life satisfaction. On the other hand, a person who has married, own house, stayed healthy, and highly been educated is likely to have higher life satisfaction. Additionally, a person with many household members, urban resident, unemployed or self-employed are negatively correlated with life satisfaction.

  • This study attempts to apply a conjoint analysis, especially using choice experiment, to quantify the economic benefits of health effects(mortality by lung cancer, asthma, acute bronchitis, chronic bronchitis) on air quality improvement in Seoul and Metropolitan area. The yearly willingness to pay for the highest improvement level which is available is estimated as 38,856 won per household. The aggregated value of Seoul and Metropolitan area is measured as 252.8 billion won annually. The quantitative result provided in this study can be usefully employed in policy-making process related to air pollution. Especially, it provides a methodological framework to estimate the benefits for various alternatives in health effects.

한국과 일본의 장기 저탄소 에너지 시나리오에 대한 메타 리뷰

  • This paper compared historical energy use from 2000 between Japan and Korea and reviewed literature of mid-and long-term low carbon energy scenarios and plans in both countries released since 2000. In terms of energy use pattern, there are similarities between Korea and Japan; high dependence on energy imports, high proportion of manufacturing industry among OECD countries, closed electricity system disconnected with foreign countries, and high proportion of nuclear power generation with low proportion of renewable electricity despite of high potential of renewable energy. Differences are as follows; decreasing trend in Japan and increasing trend in Korea in terms of energy demand and supply, difficulty of exchanging electricity between regions in Japan unlike Korea, and prospect of nuclear power, that is, curtailing in Japan while expanding in Korea according to governmental plan. Energy Basic Plan in both countries established before nuclear accident in Fukushima required expanding about two times of nuclear energy by 2030, while civil society's energy scenarios suggested reducing energy demand, phasing-out nuclear power, and expanding renewable energy. This paper will serve as a base for future studies about long-term energy scenarios and plan in Japan and Korea.

Analysis of an After-school Care Service Program for Elementary School Children and Suggestions for Improvement (초등학생 방과후 돌봄 서비스 분석과 개선방안)

  • The purpose of this research is to suggest some measures to improve policy issues by analyzing policy related to a child care service program in the community. Gilbert and Terrell's social policy analysis framework is used to analyze an after-school care service program for elementary school children. Furthermore, the Elementary Care Class(including the After-school Program), Youth After-school Academy, and Community Child Center, referred to as public care services, are employed to analyze community care service programs for children. The Elementary Care Class, Youth After-school Academy and Community Child Center are very similar in terms of the contents and application of the care service program for children, and mainly serve children in low-income groups. In addition, although user overlapping is an inevitable problem because the operating time of the Elementary Care Class and After-school Program coincides with that of the Youth After-school Academy and Community Child Center, it is structurally very hard to adjust the content of service, operating time, and so on because of differences in the delivery system for each program. Therefore, it is necessary to generate a unified delivery system to manage after-school care service programs for children and create a new special control tower to solve these problems. Furthermore, it is needed to extend the services to children from general double-income family, which is a blind spot of the care service.

  • 지구규모의 대기-지표-생물권(Atmo-Geo-Bio-Sphere)간의 끊임없는 상호작용(Interaction)의 피드백(Feedback)의 결과로 야기되는 기상변화는 아직도 이해를 위한 우리의 노력이 더욱 요구되고 있는 자연현상이다. 지구상의 모든 생물은 궁극적으로는 환경변화에 순응하여 생태계의 안정을 유지하는 방향으로 진화할 것이므로 생물자원의 관리분야라 할 수 있는 농업생산도 결국 기상자원의 변화에 효율적으로 적응하기 위한 인간활동인 것이다. 최근 빈발하고 있는 세계적인 이상기상의 출현은 일시적인 현상이 아니라 과도한 인간활동에서 야기된 대기질의 악화에 기인하는 비가역적이고 비선형적인 현상이라는데 불확실성과 심각성이 매우 크다. 지구상의 모든 농업생태계는 기상의 영향을 크게 받을 뿐만 아니라 반대로 기상에 커다란 영향을 미치는 중요한 생물권의 일부로 인식되고 있다. 농업활동의 결과는 항상 크던 작던 간에 대기조성에 영향을 미치게 되고 이는 다시 상호작용과 피드백에 의해 기상과 기후를 변화시키는 동인이 될 수 있다. 지구환경변화와 농업과의 관계는 지금까지는 주로 "기후변화가 농업생산에 미치는 영향"에 대한 접근방법을 택하여 왔다. 여기에서는 이와는 달리 "농업활동이 기후변화와 변동에 미칠 수 있는 가능성과 잠재력"에 대한 접근방법을 이용하여 농업과 기상과의 상호작용과 피드백효과를 새로운 시각에서 조견하고자 하였다. 상호작용 중 먼저 기후학적 변화원인으로 관심대상이 되고 있는 농업생태계의 온실기체 방출과 고정의 측면에서 이와 연관성이 높은 농업활동별로 온실가스의 방출/고정에 미치는 영향을 소개하고, 다음으로 생물지리화학적 및 생물지리물리학적 해석 방법을 검토 소개하였다. 한편 농업활동에 따른 지표면 특성의 변화가 국지기상 변화에 미치는 영향에 대한 검토를 에너지수지와 수분수지 관점에서 소개하였으며, 끝으로 농업활동의 근거지인 농촌지역의 인문사회학적 변화와 농업활동간의 관계, 그리고 이들이 기후변화/변동에 미칠 수 있는 잠재적 영향력을 살펴보았다.수 있는 잠재적 영향력을 살펴보았다.

SO2 Emission Permits Tradable under Exchange Rates : U.S. Case (다수 거래비율하에서의 SO2 배출권 거래 : 미국 사례)

  • This study evaluates a novel scheme to trade sulfur dioxide emission permits subject to non-uniform rates. These rates are based on generators' marginal costs of compliance with environmental policy in a hypothesized least social-cost solution. This scheme is compared against the existing trading program used by the U.S. Environmental Protection Agency, featuring permits tradable one for one. Both policies are modeled to yield identical aggregate emissions. A numerical partial-equilibrium model of the U.S. energy industry is used to infer sulfur dioxide concentrations and health damages, as well as producer and consumer surplus, under the two policies. Regional pollution levels are found to vary across the two policies significantly. The system of exchange rates is estimated to outperform the uniform-trading scheme by $2.2 billion in industry profits and $2.1 billion in health damages, but to reduce consumer surplus by $6.7 billion. Paradoxically, exchange rates are thus estimated to lower total welfare by $2.5 billion. This is due to conceptual mechanism-design problems, as well as empirical issues.

  • In order to overcome the 21st century's challenges such as national energy supply security, global warming, and resource depletion, we are struggling to accelerate the paradigm shift in our life style from fossil fuel-based economy to biomass-based economy. In the context of sustainable bioeconomy revitalization, we comprehensively review the development status of the biorefinery as a system for bioenergy/biochemicals co-products on the basis of the various categories according to six criteria.
