  • 고용노동부 서울지방고용노동청(청장 권혁태, 이하 서울청)은 우리나라의 수도이자 정치 행정 경제 문화 교통의 중심지인 서울의 안전을 뒷받침하고 있는 곳이다. 서울지역 전체를 비롯해 직접 관할하고 있는 종로구, 중구, 서초구, 동대문구 등을 포함해 다양한 산재 예방 사업과 정책을 추진하고 있는 것이다. 이러한 서울에는 각종 공공기관, 대기업 본사 등을 비롯해 다양한 시설이 밀집돼 있는 것은 물론 수많은 근로자들이 일을 하고 있다. 따라서 서울에서 대형사고가 일어날 경우 상당한 여파가 발생하게 된다. 때문에 이 지역 산업안전을 책임지는 서울청의 어깨가 더욱 무거울 수밖에 없다. 특히 지난해 유난히 서울지역 건설현장에서 대형 산업재해가 많이 발생한 것과 관련, 서울청은 사고 재발 방지를 위해 현장에 자율안전관리체제를 정착시키는 한편 예방대책 위주의 지도 감독을 전개하는 데 역점을 두었다. 본지는 서울지역 안전을 총괄 지휘하고 있는 권혁태 서울지방고용노동청장을 만나 올해 산업안전정책 등에 대해 이야기를 나눠봤다.

A Analytical Study on the Change of Regional Employment Rate in the Service Industry (서비스산업에서의 지역별 고용률의 변화에 대한 분석 연구)

  • For recent years, there have been considerable changes in the employment rate of the service industry and its relative ratio. These changes vary depending on the region whether it is Seoul metropolitan region or not. According to main results of this article, the average of employment rate in the service industry has been highest in the Seoul metropolitan region. And the changes by period of the employment-rate in the service industry have increased continuously for all the time in the Seoul metropolitan region whereas they have varied in other regions. Also the relative ratio of employment rate in the service industry to total employment rate has been more higher in Seoul metropolitan region and Gangwon region than other regions, and also the changes by period of the relative ratio have more increased in these two regions than other regions. Finally, comparing metropolitan city regions with do regions for the average of employment rate in the service industry or the relative ratio of it, they have more higher in metropolitan city regions than do regions, whereas the changes by period of them have varied with each other regions.

The Impact of Industrial Diversity to Unemployment and Employment Instability: An Analysis of Regional Economy Using Panel Regression Model (산업구조의 다양성이 실업과 고용불안정에 미치는 영향: 패널회귀모형을 이용한 지역경제 분석)

  • This paper investigates how industrial diversity affects unemployment and employment instability from the perspective of the regional economy. Through this analysis, we examine how the industry-specific policy to promote some industry strategically in most of areas affects the stability of the regional economy. We measure Herfindahl indexes using the 1993-2010 data of 16 regions in Korea, and use panel regression model for empirical analysis. The main results from this empirical analysis are summarized as follows. First, we confirm that the industrial structure of most regions has been changed to the direction of specialization in 1990s and to the direction of diversification in 2000s through analyzing the changes in the values of Herfindahl indexes during the given period. Second, we find from the estimation results of panel regression model that the higher industrial diversity in most of regions is, the lower the unemployment rate is. However, a statistically significant relationship between industrial diversity and employment instability only partially confirmed. Third, there exist high unemployment rate and employment instability in most metropolitan areas, but it is hard to say that this relationship is highly statistically significant. From the results of the empirical analysis, it is likely that the industry-specific policies such as the regional strategic industry development policies unlike policy goals make the unemployment rate to rise and economic instability to increase. From the viewpoint of employment aspects, the strategies to increase industrial diversity would be desirable rather than those to specialize in the industrial structure.

  • Regional comparative analysis for the variability of young man's employment indexes is important to unemployment or employment policy data of central and local government. Through the result of comparative analysis, central and local government can use differentiated policies for the regions and keep the efficiency for the application of detailed policy. In this study, based on economically active population survey data which consider economically active population rate, employment population rate and unemployment rate as typical employment indexes of young man, we analyzed the variability of these indexes by metropolitan cities and province regions using coefficient of variation. Also we proposed the largest index in variability of three employment indexes, and proposed the city and province region with the largest variability for each employment index.

  • The 4 major rivers restoration project (4RRP) requires the government to invest a lot of money. Regional economic effect is one of the main purposes of implementing the 4RRP. This paper attempts to measure the regional economic effects, focusing on regional employment-inducing effect and regional income-inducing effect. Regional employment-inducing effect is computed by excluding indirect effect and directly investigating the amount of employment. To this end, marginal propensity to consume, household consumption, household income should be derived. We used working day data and government expenditure multiplier to measure local employment creation and income generation. As a result, the project creates 46,628 employments from 2009 to 25 August 2011 and generates 25 trillion won regional income for three years.

Analyzing Impacts of Regional Characteristics to Industrial Complex Employment in South Korea (우리나라 산업단지 고용에 미치는 지역적 특성 분석)

  • Purpose: The objective of this research is to analyze the effects of industrial complex sites to manufacturing business of South Korea. Method: This research first investigates previous relative studies for employment factors of industrial complex sites. Second, this research identifies employment decision factors of industrial complex sites by applying the two-stage ordinary least squares method to the Korea Industrial Complex Directory and the census data on establishments published by the Statistics Korea. Third, this research provides findings and policy recommendations based on study results. Results: The number of major companies, production quantity, and diversity of manufacturing have positive impacts to employment of industrial complex. The ratio of foreign workers, the number of universities and colleges, and the fiscal self-reliance ratio are also important to employment of industrial complex. Conclusion: The employment enhancement policy of industrial complex should consider regional characteristics as well as infrastructure of industrial complex.

Regional Characteristics of Job Creation by Gazelle-firms (지역별 가젤형 기업의 고용창출 특성 분석)

  • Interest in gazelle-firms, which contribute to sustained job creation, is increasing. This study aims to analyze the regional characteristics of employment by gazelle-firms in terms of job quality as well as job quantity. Furthermore, the characteristics by industry for each type are compared. The major results are as follows. First, the regional characteristics of job creation are varied in terms of the quantitative and qualitative aspects. Second, it is found that the characteristics by industry for each type are different. Therefore, each type should have discriminative strategy. These results provide policy implications that gazelle-firms' policies should be tailed to regional characteristics in order to foster gazelle-firms more effectively.

The Effect of Quota-Levy System on Disability Employment Outcome in Korea (장애인 고용부담금 부과 여부가 장애인 고용성과에 미치는 영향)

  • The object of this article is to examine the effect of the quota-levy system on employment outcome of people with disabilities in Korea. Merging the data from disability employment report of 16,246 businesses in 2011 and the macroeconomic indicators such as regional economic condition, the author analyzes the effect of quota-levy system on employment outcome of persons with disabilities by using Hierarchical Linear Model(HLM). The finding is that imposing the levy on businesses affects employment outcome of people with disabilities but regional economic condition does not. The rate of employees with disabilities of the levied business is 0.7%p higher than that of the other business. The result of analysis implies that employment outcome of people with disabilities is influenced by the quota-levy system rather than regional economic condition.

The Analysis on the Statistical Information Service for Regional Employment-Population Rate of Young Man in Korea (국내 청년층의 지역별 고용률에 대한 통계정보 서비스 분석)

  • It is important for regional comparative analysis about employment-population rate of young man and total employment-population rate to a policy data of central and local government. Through the result of comparative analysis, Central and local government can use policies distinctively according to the region and keep the efficiency of detail policy application. This study shows that we classify Seoul Metropolitan region and Gangwon, Choongcheong, Honam, Youngnam region from 16 cities and provinces, and calculate total employment-population rate and employment-population rate of young man for these regions, and then compute the relative ratio between these employment-population rates, and finally compare the relative ratio by these regions. According to main results of this article, total employment-population rates in all the regions have not changed, whereas employment-population rates of young man have been decreased in all the regions but the rates in Seoul Metropolitan region and Choongcheong region have been increased for recent years. Moreover the changes by period of the relative ratio have been almost same as that of young man's employment-population rate.

Efficiency in the Provision of Employment Services for the Middle-aged: an Application of Spatial Analysis Using GIS (GIS 공간분석을 활용한 중장년 고용지원서비스 공급의 효율성 분석)

  • This study aims to evaluate the efficiency in the provision of employment services for the middle-aged by using spatial analysis in GIS. Based on location information of employment service institutions, we find service areas of the institutions and calculate regional rates of duplication and exclusion in terms of spatial coverage of the employment services. Taking into account potential demand for employment services, the regions with high priority in the provision of the services are identified. Among the regions, those with high exclusion rate of the services are designated as the regions of insufficient service level. Results indicate that Namyangju-si is a representative region of insufficient employment service level. To improve efficiency in the provision of employment services, we suggest to relocate employment service institutions that have been located in a region of high duplication rate such as Siheung-si, Danwon-gu, Gangnam-gu, Songpa-gu into the locality of Namyangju-si.
