  • 성과확산과 정책연구는 지금까지의 관점에서 보면 상호 연과성이 없는 듯하나 서로 매우 긴밀한 연관 관계가 있다. 각계의 이용자들이 구축된 인프라를 이용하면서 느끼는 KISTI에 대한 반응을 정책에 반영하여 이용자의 의견을 국가 정책 및 기관의 발전 방향에 반영하기 위한 것으로 한층 성숙된 이용자의 만족도 제고 및 정책개발이 가능할 것으로 기대된다.

  • Creativity, the ability to produce through imaginative skill, is pursued by all designers. However, originality does not refer to absolute novelty. In this age, information is shared and disseminated. Creation of works is an activity to re-establish all shared information and reorganize relationship among things. Therefore, a new design is a product of reorganization rather than originality. Moreover, designers can generate ideas different from each other because they individually espouse different system of knowledge. From such perspective, a very important task of designers is to explore methods of expanding design thinking that can enhance the ability to new connection among things in the process of assimilation and modification. The task can be carried out by identifying characteristics and limits of their unique system of knowledge. Therefore, it is necessary to seek methods of expanding design thinking for efficient cognitive activities. In explaining human knowledge, this study applied semantic network, a method used in cognitive science for creating structure, and the method of expanding design thought was proposed by corresponding method of design conceptualization. By organizing, categorizing, and flexibly combining and modifying the methods of design thinking conceptualization and expansion generated by this study, strengths of each method were enhanced and limits of each method were overcome to enable more effective design thinking. In this study, the method of expansion was used when connecting of nodes cannot be sustained after using each method of conceptualization. By avoiding unique method of thinking through diversification and vitalization of conditional points, efficient design thinking was achieved. The value of this study lies in the fact that the proposed method of expanding thinking using the mechanism of network enhances the ability to establish new connections in the process of assimilation and modification.

  • 21세기를 규정하는 단어들 중 가장 중요한 것이 "지식기반 경제"일 것이다. 이는 국부창출의 원천인 과거와 같은 자본, 노동 등의 유형적 생산요소의 양적 투입이 아니라, 기술과 지식에 의한 질적 혁신에 의존한다는 것을 의미하는 것이다. 이러한 현상은 WTO, FTA등의 확산으로 물리적 의미의 국경이 사라지고 자본과 노동의 이동이 자유로워지면서 가속화되고 있다. 가속화되고 있다.

Development of R&D Performance Management System in Disaster and Safety based on the PMS (프로젝트 관리체계 기반 재난안전 R&D 성과관리 체계 구축)

  • There is insufficient effective management systems to achieve project goalsin disaster and safety R&D. Therefore, to develop an R&D performance management system, this paper develops a R&D performance management matrix based on PMBOK to systematize a process and to enhance efficiency of performance management. Also, this paper identified vulnerable procedures in disaster management by analyzing related laws, work process and performance. Analysis results found that the performance management matrix in disaster management R&D consists of 5 process groups, 7 knowledge areas and 47 processes. Also, the performance of the diffusion knowledge process was evaluated as weak in the present management system. This study defined ITO and developed a data flow diagram for applicationto related work. The suggestions of this study include the related work to enhance R&D performance, contribute to improving diffusion of R&D performance, and enhance the utilization of developed technologies.

Policy Direction Setting through Comparative Analysis of Foreign Smart City Policies (국외 스마트시티 추진 정책 비교 분석을 통한 성과 확산 방향 설정)

  • Various smart city projects have been actively promoted as important policies of governments in various countries. The key to the success of smart cities led by governments is to develop sustainable governance through the expansion and proliferation of outcomes. This study comparatively analyzed the smart city policies of the USA and Europe from viewpoints of outcome expansion and proposed policy directions for smart cities in Korea. The comparison items were case cities, the expansion of smart city technologies and services, the measurement of outcomes, the accumulation of knowledge and information, and standardization. This study found that the items of each index were linked for the purpose of assessment, expansion, and the creation of successful cases in the USA and Europe. Based on our analysis, four policy directions were proposed that included the early provision of follow-up measures for case cities, the development of a project performance assessment system, the provision of an integrated knowledge accumulation system, and an earnest promotion of industry activation policies.

A Spread Prediction Tool based on the Modeling of Malware Epidemics (악성코드 확산 모델링에 기반한 확산 예측 도구 개발)

  • Rapidly spreading malware, such as ransomware, trojans and Internet worms, have become one of the new major threats of the Internet recently. In order to resist against their malicious behaviors, it is essential to comprehend how malware propagate and how main factors affect spreads of them. In this paper, we aim to develop a spread prediction tool based on the modeling of malware epidemics. So we surveyed the related studies, and described the system design and implementation. In addition, we experimented on the spread of malware with major factors of malware using the developed spread prediction tool. If you make good use of the proposed prediction tool, it is possible to predict the malware spread at major factors and explore under various responses from a macro perspective with only basic knowledge of the recently wormable malware.

A Study on the Implementation of a Knowledge Management System Based on Groupware (그룹웨어를 이용한 지식관리시스템의 구현에 관한 연구)

  • This paper analyzes the implementation of a Knowledge Management System, which helps an organization to share information. Beginning with an overview of the theoretical concepts and types of Knowledge Management System, this paper goes on to describe related information technologies in detail. This paper then proceeds to evaluate the Korea Institute for International Economic Policy's (KIEP) Research Management System as a model, analyzing the purpose, system framework and operation. This study then concludes that in general existing information technologies are sufficient for an organization to build an efficient Knowledge Management System. However, the majority of individuals are currently not fully aware of the importance of sharing individual knowledge and information throughout an organization. Until this reluctance and ignorance is overcome the process of expanding the Knowledge Management System will be a slow and arduous endeavor.
