A Conceptual Framework for Knowledge Enhanced E-government Portal (지식강화 전자정부포털의 개념적 프레임워크)

  • Majority of knowledge management(KM) studies in e-government have been confined to facilitate KM within an organization. But due to citizen-centric(citizen-driven) paradigm shift and advance of web 2.0 communication in recent years, KM between governments and citizen in e-government portals is becoming an important consideration. So a series of studies on knowledge enhanced e-government portal get under way by considering that it is necessary to enhance knowledge of e-government portal and assuming it improves the usability of portal. While the topics of knowledge enhancement and e-government(portal) are widely discussed in their own domains there is a paucity of studies that address these constructs in a joint context. This paper aims to propose conceptual framework of knowledge enhanced e-government portal through structuralization of theoretical discussion with holistic approach. This framework presents an evolutional path of knowledge enhanced e-government portal that consists of three phases and it will be used for realizing the knowledge enhanced portal project as a basic reference model.

  • In this paper, we designed and implemented KOIN(Korean medicine 人, http://www.koin.re.kr), a Korean medicine knowledge portal. While there were several portals in the Korean medicine field, they provided technical contents and communities for doctors and researchers of Korean medicine. The usual portals such as naver provide the contents which the general public can understand, but their consistency and reliability are deficient. In this paper, first of all, requirements for the Korean medicine portal have been surveyed to supply contents and services for the general public. The requirements were reflected to the functions of our portal and the construction of Korean medicine knowledge for the general public. In future, we will continue to add the useful health knowledge in Korean medicine as well as actively operate Korean medicine communities so that users can obtain Korean medicine knowledge easily.

  • To evaluate the performance of the question and answer services provided through the internet portals in Korea, question and answer transcript of four major services were sampled systematically. Using the digital reference evaluation framework, number and types of questions, response rate, timeliness, accuracy for information questions and user satisfaction were measured and analyzed. The level of the service performance is identified and compared. The conclusion includes suggestions for service improvement.

  • This paper suggested a way to solve the problems by using domain experts who are already in the significant level of knowledge in those fields. For the purpose of achieving our goal, a very simple and efficient approach to construct the knowledge-base which can play an important role in providing researchers with essential information in need was proposed. In addition, the Adaptive R&D Information Service Portal with a new schema structure and a construction method of representing expert's knowledge efficiently was developed. With the simplicity and expandability of the proposed system it can be a good model for a similar system to be developed.

The Study on the Method for Linking Portal Sites and OPAC of University Libraries (검색포털과 대학도서관 소장목록 연계방안에 관한 연구)

  • Information users depend more and more on portal sites for Internet navigation. These circumstances are reflected in academic information market especially. As the path of contacting public knowledge information, many institutions of information creation and services are collaborating with portal sites. At this point in time, it is necessary to consider linking libraries services with portal sites. Especially university libraries which have been recognized as private facilities of each university must to be considered as public facilities of local community. So it is desirable to develop method for linking university library services with portal sites for revitalizing university library services. This paper presents methods linking library OPACs with portal sites, through surveying oversea's cases and situation of domestic portal sites.

  • 지식정보화사회가 도래함에 따라 지식과 정보의 중요성이 더욱 대두되고 있으며 IT 기술의 급속한 발전은 지식의 기술 기반화, 정보 환경화를 가져왔다. 인터넷 사용이 급속도로 증가하면서 필요한 정보들은 지식 검색서비스를 이용해 찾는 것이 일상화 되었다. 이에 검색기술환경의 변화에 따른 지식검색서비스의 등장과 일상화 추세를 통해 지식의 개념과 특징, 지식검색서비스의 체계를 살펴보는 것은 지식 정보화 사회를 살아가는 이들에게 의미 있는 연구가 될 것이다.

  • Recently, information portals, national institutions, and integrated information centers, which are eager to acquire quality contents, actively share contents. Korean national knowledge is recognized to be superior in terms of its specialty and reliability. Currently, the distribution of national knowledge in Korea is at the beginning stage as the content sharing was intended to enhance the users' accessibility to the information and ease of information use. In this study, we identified the national knowledge distribution status in Korea and abroad by analyzing the roles of the information providers, information search portals, and Korea Knowledge Portal. We also conducted in-depth interviews with six experts, who represent academic institutions, libraries, specialized information centers, and commercial ventures. To enable effective Korean national knowledge distribution, we generated suggestions for the respective information providing services to share and cooperate based on the analysis and tile Interviews.

  • 오늘날 에너지를 확보와 관련하여 많은 세계 각국 및 기업에서 다양한 사업과 다양한 실험이 이루어지고 있다. 최근 이와 관련하여 미래의 청정 에너지로 부각되고 있는 핵융합에너지가 관심을 받고 있으며, 국내에서도 많은 연구와 성과가 나타나고 있다. 하지만, 이들 연구성과들을 제대로 관리하여 다른 연구에 재투자할 수 있는 지식관리가 부족한 형편이다. 단순한 지식관리보다는 조직의 비즈니스, 정보, 응용 시스템 및 기반구조에 맞도록 적용하여 적시적소에 이용 가능한 시스템을 구성할 필요가 있다. 따라서 본 연구에서는 핵융합에너지 관련 지식 데이터를 적절하게 관리할 수 있는 개념수준의 포털기반 핵융합 에너지 지식관리시스템의 설계를 제안한다.

Knowledge sharing in the evolution of Internet portals (인터넷 포털 진화에서의 지식공유)

  • The objective of this study is to explore a knowledge sharing typology for Internet portals based on knowledge-based view of firm. Furthermore, we provide insights into how the evolution of Internet portals takes place by describing user behavior of knowledge sharing. For doing this, we first present a typology of knowledge sharing based on the two dimensions such as knowledge donation and knowledge collection. Then we conduct case study of the Korean major portals to demonstrate a proposed typology. The main finding of the analysis is that three distinctive types of knowledge sharing patterns within portals are distinguished: collaboration, accumulation, and publishing. We conclude that user behavior of knowledge sharing is characterized as guiding factors in evolution process.
