The 21st century survive only who creating, taking, and managing to knowledge. Digital contents industry becomes to the core in the future. That is, to win in a competition have to the digitalizing knowledge contents to all knowledge and information resources. Therefore, it needs to the digital contents management and the distribution framework. This study aims to propose a model stages in the knowledge contents-decision process, KM Matrix, and KMI Score founded on digital contents framework and diffusion of innovation.

국내외적으로 기업의 경쟁력제고, 문제해결능력 향상 위하여 무형의 지식자원을 관리하고 이용하는 것은 아주 보편화되어 있으며, 이를 위한 시스템의 개발에 많은 노력을 기울이고 있는 실정이다. 수자원분야에서도 통합수자원관리를 위한 의사결정지원도구, 모델링 능력향상 등을 위하여 지식을 효율적으로 관리하고 이용하기위한 많은 노력이 진행되고 있다. 국내에서는 한국수자원공사의 물포탈, 수자원관리종합정보시스템, 수자원정보센터 등이 운영되고 있으며, 외국의 경우 통합수자원관리시스템 구현을 위한 Global Water Partnership의 ToolBox, EU Water Framework Directive에서 추진 중인 모델링에 있어 품질보증을 위한 HarmoniQuA의 MOST가 대표적인 예라고 할 수 있다. 한국수자원공사의 수자원관리종합정보시스템은 수자원관리를 위한 데이터와 일반 자료의 제공을 주목적으로 하는 시스템인 반면, 통합수자원관리를 위한 다양한 목적별로 정보 및 경험지식을 제공하는 시스템들이 개발되어져 있으며, 현재에도 꾸준히 개발되고 있다. 본 연구에서는 수자원분야의 지식관리시스템 구축을 위해 실시한 설계의 내용과 일반적인 지식관리시스템과 수자원분야의 지식관리시스템에 대한 차이와 이의 적용방법에 대하여 설명하고자 한다.

The integration, openness, participation, and technology are essential elements of digital information resources in order to establish an unified and cooperative network of various digital knowledge-information abroad. This study analyzes policies, technologies and administrative aspects of international cooperative networks such as WDL, IPL, TEL. Based on the analysis, a number of collection standards for international cooperation are drawn. Analyzed standards are divided into four different aspects and applied to produce detailed appraisal standards for digital knowledge-information. In conclusion, in order to map out strategies and policies for developing an international cooperative network, the study proposes a number of principles and models for making an appraisal of collections.

최근 들어 수자원관리에 있어서도 다양한 이해당사자의 참여 요구가 증가하고 있으며, 수자원과 함께 생태, 환경, 사회, 경제적인 요소의 고려도 요구되고 있다. 이에 부응하기 위하여 수자원관리자들은 통합수자원관리의 실현을 위한 많은 노력을 기울이고 있다. 본 연구에서는 통합수자원관리에 필요한 지식관리시스템(www.water21.net)을 구축하였다. 수자원 통합지식관리시스템에서는 지식을 구조화/체계화하기 위하여 관리계획의 준비, 모델의 구성, 계획의 수립, 계획의 평가 등 4단계로 구성된 프로세스 온톨로지(Ontology)를 개발하고 적용하였으며, 수자원관련 지식의 효율적인 유통체계를 구축하기 위하여, 물 관련 지식의 허브 역할을 수행할 수 있는 버퍼 개념을 도입하고, 지식제공자들과 '물관련 지식공유협약'의 체결을 추진하고 있다. 통합수자원관리에는 다양한 이해당사자의 참여와 생태, 환경, 사회, 경제적 요소에 대한 고려가 필요하다. 하지만 이를 실현하기 위해서는 많은 시간과 비용이 소요된다. 본 연구에서 개발된 수 자원통합 지식관리시스템은 사용자들에게 물관련 정보를 빠르고 체계적으로 제공함으로써 이에 소요되는 시간과 비용을 줄여줄 것이다. 또한 국가적으로는 물관련 분야의 지식기반을 구축하는데 기여하게 될 것이다.

What the structure of knowledge management capability (KMC) to improve the organizational performance is an important issue for researchers and practitioners with growing interest in recent years. In this paper, we begin with a deep thinking about the resource-based view and knowledge-based view of the firm applying to knowledge management issues. By exploring the two underlying theories of knowledge management, together with an intensive review and interpretation of existing literatures, we obtain six major dimensions of KMC. We then propose an integrated conceptual model of KMC and its relationship with organizational performance. A PLS analysis of the gathered data from organizations in Korea which already have enterprise-wide knowledge management systems is conducted to validate the proposed model. We discuss several meaningful implications and draw several insightful conclusions surrounding the KMC.

The purpose of this study is to identify how to construct roles and services appling advanced information resources management to improve usage and utilization in corporation that is affected by changing information and competition environment. This study presents the relationship between certain individual variables and information management variables and the usage and utilization of the information resources appling advanced information resources management. For future research, information resource's utilization and quality of usage are suggested.

한국데이터베이스진흥센터는‘지식정보자원관리사업’을 통해 구축된 지식정보 DB의 품질을 점검해 보기 위해, 2005년도 1월부 터 매월 1종의 DB를 선정해 품질을 평가하고, 그 결과를‘DB 서비스 평가’기획 시리즈로 연재하고 있다. 이번 달에는 그 두 번째로 문화재청에서 운영하고 있는「국가문화유산종합정보서비스(www.heritage.go.kr)」를 대상으로 평가를 실시했다.

클라우드 컴퓨팅의 가상화된 인프라 기반 위에서 IT 자원 및 애플리케이션 서비스를 관리하고 배포하는 작업이 클라우드 프로비저닝이다. 본 논문에서는 IT 자원을 할당함에 있어 전문적인 지식을 가진 관리자의 개입을 최소화하기 위해 일련의 자원 할당 작업을 자동화하였다. 자동화된 자원 프로비저닝을 통해 관리자는 특정 전문 지식 없이도 자원 할당 및 배포가 가능해져 이용자의 요구를 보다 신속하게 처리할 수 있게 되었다.

글로벌 IS 소싱이 확산됨에 따라 다국적 팀원들로 구성된 글로벌 프로젝트 팀이 급격히 늘어나고 있다. 상이한 시간대에 위치한 팀원 간의 상호작용이 필수적인 글로벌 프로젝트는 이러한 시간적, 공간적 복잡성 때문에 프로젝트의 성공적 수행에 많은 어려움을 겪고 있다. 본 연구는 성공적인 글로벌 프로젝트 수행에 필요한 프로젝트 관리 역량에 대한 탐색적인 연구 조사를 하고자 한다. 본 연구는 글로벌 프로젝트 관리 역량을 정보 기술적 역량(IT capability)과 인적 자원 역량(human resource capability)의 관점에서 고찰하였다. 연구 결과에 따르면 기술적 역량으로는 팀원 간의 조정 및 지식 공유 등을 지원하는 협업 도구(collaborative tools)가 프로젝트 성공에 중요한 역할을 하고, 인적 자원 역량과 관련해서는, 기존에 중요시 여겨지던 기술적 지식들 보다는 경영학적 관리 지식 및 의사 소통 능력 등이 중요시 여겨지는 것으로 나타났다. 인적 역량의 관점에서, 본 연구 결과는 해외소싱이 활발해 짐에 따라 프로젝트 관리자(Project Manager, PM)들이 가져야 하는 주요지식으로 기존의 기술적 지식의 비중은 급격히 줄어든 반면, 의사소통 능력, 해외개발 인력관리, 소싱전략 등과 같은 관리에 대한 지식과 비즈니스 업무지식이 점차 중요해 지고 있음을 보여주고 있다. 한국의 해외 소성은 매우 초기 단계에 있지만 본 연구는 차제에 한국의 IT 인력 특히 PM 인력들이 갖추어야 하는 지식요건과 해외소성을 관리하기 위한 기술적 역량 등에 대한 방향을 제시하고 있다는 점에서 의의가 있다.
