  • 우리나라는 국민의 정부 출범 이후 정보화 선진국 실현을 위해 $\boxDr$Cyber Korea 21$\boxUl$ 을 수립하여, 창조적 지식기반 국가건설을 국가의 정보화 비전으로 설정하여 추진해 왔으며, 다양한 정보인프라와 컨텐츠 및 서비스 개발을 통하여 지속적인 발전을 추구해 왔다. 그러나, 정보화의 성과 이면에 연령, 직업 등 사회적 여건과 지역적, 신체적 여건으로 인해 컴퓨터와 인터넷 사용에 어려움을 겪는 정보소외계층의 문제가 사회적으로 대두되고 있는 현실이다. 이러한 정보화 격차를 해소하기 위해 정보통신부에서는 2003년 5월 장애인, 노인 등을 위한 정보통신 접근성 보장지침을 발표하였고, 컨텐츠 제공업자로 하여금 그래픽 문자를 음성정보로 제공하는 것을 주요 내용으로 포함하고 있다.(중략)

Employing Ethnographic Research Methods in Information Barriers Research (정보장애 연구에 있어서 문화기술법의 적용에 관한 고찰)

  • Library and information science(LIS) has been focused on the issues of information poverty and barriers and their relations, mainly in terms of current information users. However, potential users usually out of sight in library and information services undoubtedly are to be developed as legitimate clientele. In this regard, this paper attempts to shed light on some factors related to the methodological underpinnings of LIS. Ethnographic research is particularly highlighted. Since the mid 1980s, as full-fledged research of analyzing the contingencies of information use as situated in particular times and places. md using that analysis to inform user-centered information systems design LIS researchers and practitioners have been exploring possible use of ethnographic approaches, especially in studies investigating information world of the socially marginalized. This Paper addresses issues in conducting ethnographic studies in the discipline. This paper also discusses the experiences in conducting ethnographic based research md how the results of their studies may be or have been useful in improving information services fir specific populations.

Strategies for Increasing Library Inclusion by Analyzing Local-based Demands of Vulnerable Population (지역기반 지식정보 취약계층의 수요 분석을 통한 도서관 포용성 강화 전략)

  • This study was conducted to grasp the changing user needs, especially the changing information needs of the vulnerable groups of knowledge and information. The study analyzed the information needs of the migrants in Area A by introducing a community-based participatory research methodology. The authors cooperated with the local community throughout the entire course of the study and proposed an inclusive library strategy for the underprivileged in the A region. Migrants were in demand for easy writing materials, reading activities programs, leisure culture programs, and literacy programs. In particular, it was analyzed that services should be provided through cooperation with related organizations. As a result of the study, it was suggested to provide experiences of deeply participating in the current library and to provide various information sources (resource guides) and to promote through children.

  • The public library is the local centre of information, the gateway to knowledge. Based on these identities, the public libraries should provide a basic condition for lifelong learning, cultural activities, and. information literacy skills of the individual and social groups. The purpose of this paper is to reflect the lifelong learning activities of public libraries and suggest it's directions in Korea. The lifelong learning of public libraries for the future needs to focus on a closer connection with library core competences, supporting information literacy, reducing and bridging the digital divide for individuals with disabilities and the aged.

  • 본 연구에서는 웹을 이용하여 바쁜 현대 생활에 쫓겨 주위의 이웃들- 특히 장애인이나 빈민층과 같은 소외계층-에게 소홀해지기 쉬운 우리 현대인들이 그들을 이해하고 관심을 갖기를 기대하며 웹 코스웨어를 개발하였다. 특히 시각장애인에 대한 내용을 다루고 있다. 시각 장애인에 대한 이해도 중요하지만 더욱 중요한 것은 실생활에서 시각 장애인을 만났을 때 그들과 함께 생활할 수 있는 방법을 배우는 것이 더 중요하다. 하지만 아직도 실생활에서는 알고 있는 지식을 생활에 잘 적용하지 못하고 있다. 본 연구는 이러한 것을 극복하기 위하여 가상 상황을 설정하여 간접 경험을 할 수 있도록 하였다. 그래서 실생활에서 시각 장애인을 만났을 때 그들과 자연스럽게 생활하는 것을 돕는다. 이 웹 코스웨어를 통해 시각장애인에 대한 정보를 알게 된 사용자, 즉 학습자가 가상 상황과 체험판을 통해 자신이 얻은 정보를 확인할 수 있고, 시각장애인에 대해 한번 더 생각해 볼수 있는 기회를 갖도록 하였다.

Development of Contents to Improve the Web Accessibility for People with Visual Impairments (시각장애인의 웹 접근성 향상을 위한 콘텐츠개발)

  • Since people with visual impairments are mostly hard to access the Internet they have been neglected from the information-oriented society. Therefore, the contents which consider the web accessibility to readily access to the web by people with visual impairments are an essential component. In this paper, we developed the contents to improve the web accessibility for people with visual impairments. To provide easy access to the web by people with visual impairments, we analyzed the existing web sites for blind people and considered a concise design, and hierarchical structure. Using the PHP, CSS, and Javascript, the necessary functions for the visually handicapped such as focusing, shortcut key, and text equivalent are implemented. The results which are tested by blind users prove the efficiency of the proposed contents.

A Study on Everyday Life Information Seeking and User Experience of Public Library in Contactless Society (비대면 시대의 지식정보취약계층 일상생활 정보요구와 도서관 이용 경험에 관한 연구)

  • Based on the Everyday Information Seeking Behavior Theory, this study investigates information activities and library experience of 66 elderly or people with disabilities in Autonomous District A. In addition, this study analyzes contextual circumstances of daily information activities through in-depth interviews with a subset of 11 people. Although community welfare centers provide basic welfare, the elderly and people with disabilities seek to learn and socialize in cultural welfare centers, particularly in libraries. This study shows that libraries can fulfill their top three of Maslow's hierarchy of needs: Self-Actualization, Esteem, and Love and Belonging. Specifically, digital literacy education has been identified to be highly demanded. They seek to distinguish correct online information and to socialize using digital technologies in this contactless society. This study proposes a detailed plan for public libraries to offer cultural and information welfare in order to reduce the information gap within the local communities.

Analysis of Indicators for Information-Poor shown in Library Statistics (도서관통계에 나타난 정보취약계층의 지표 분석)

  • The aim of this study was to investigate and analyze the changes in inputs and outputs for information-poor in public libraries to eliminate the digital divide. The survey and analysis was utilized indicators for the information-poor shown in library statistics. And through the analysis of statistical indicators, it examined the changing patterns of the elements that each library are inputted to eliminating the digital divide. As a result, it revealed problems such as regression of facilities for the aged and disabled, continuous decrease in the number of special materials for disabled person, and reduction of service users and budget for information-poor. In order to solve this problem and to achieve the desired performance for eliminating the digital divide. it's required the budget increase and strong policies for information-poor.

  • Many social and environmental changes emerged by the increasing of the number of the aged to entrance the aged society. This study explored the current supply status on Contents Technology R&D(research and development) of CT ministries and market policies(senior friendly industry) targeting to elderly consumers and the needs and demand of elderly generation to knowledge information technology. In, 2008, Ministries announced the sixth category of CT R&D's fundamental planning. The 'public culture service' to elderly and handicapped person is one of CT R&D category. This study investigated the information technology participation(internet participation rate, blog and internet cafe commitment) and contents technology to the elderly. The research indicated the desired needs of elderly consumers are creativity contents, emotional & experience and communication needs. These three factors of CT R&D to elderly consumers meets the needs non-game factors such as health, economic stability and information seeking in entertainment game.

A Study on Library Policy and Performance Analysis to Practice Social Inclusion (사회적 포용을 실천하기 위한 도서관 정책 및 성과 분석에 관한 연구)

  • In this study, in order to practice the social inclusion of libraries, the related policies currently announced in the 3rd Comprehensive Library Development Plan were examined, and the current status of tasks promoted by central administrative agencies and metropolitan and provincial libraries was examined based on these policies. As a result, first, in terms of active information welfare realization, various programs and services are being implemented to bridge the knowledge and information gap, but it seems that the scope of the target should be expanded in the future, cooperation with related organizations, and infrastructure improvement. Second, in terms of expanding the openness of the space, the expansion of the open space as an open space and the application of universal design are being performed. In the future, it seems that the scope of universal design application should be expanded in consideration of budget investment for continuous space reconstruction and diversity of users. Third, in terms of linking services across boundaries, services and programs are provided to infants and toddlers, children, women, the elderly, the underprivileged, job seekers, and multicultural families. In the future, it seems that the improvement of the service system for the expansion of inclusive services in libraries should precede, and cooperation between related ministries should be made to provide differentiated services. Finally, it is expected that future policy-making tasks for social inclusion should be considered not only for books, programs, and spaces, but also for librarians' education, establishment of cooperative networks with related organizations, and marketing for services and programs.
