A Study on the Regional Policy for Promoting the Creation of Technology Based Innovation Firms (기술혁신형 중소기업의 창업환경 조성방안)

  • Since the late 20th century, due to the globalization of markets and the rapid developments of information and communication technologies, the world has entered into the age of fierce competition. With their abundant low-cost labor, former communist countries such as China, Russia and East Europe and former low-developed countries such as India and Brazil have received foreign investments from major industrial companies. Thus, there are no other alternatives remained for Korea and OECD countries other than moving the industrial economies to the knowledge based innovation systems. In the knowledge based innovation systems, economic developments and employments of regions and nations depend solely on companies situated in their territories. In this article, after reviewing the current state of technological based innovation small firms in korea, we provide a theoretical framework to promote the level of technology based innovation and entrepreneurship. The theoretical framework for analysis and policy suggestions is based on the Schumpeter's value system model that consist of supply factors, demand factors, and supporting institutions. In order to create more innovative small businesses, we insist on the followings. First, more R&D and innovation activities related with promising new technologies should be performed. Second, more R&D funds for technological innovation small companies should be provided from governments. Third, more M&A transactions and technology transactions should be marketed freely and competitively. Fourth, more business incubating services and venture capital services should be provided. Fifth, entrepreneurship and innovation culture should be popular and institutionized among people.

The Effect of the Interactivity and Knowledge Type Between KIBS Firms and Customers on Innovation in KIBS Firms (지식서비스 기업과 고객간의 상호작용성 및 지식유형이 기업의 서비스 혁신에 미치는 영향에 대한 연구)

  • As the service industry is advancing, the meaning of service innovation has been evolved. Recently, service innovation embraces all creative activities about service offering or relevant to service offerings and emphasizes the importance of customers in innovation process as a key driver. The innovation in services is often the result from a collaborative process between KIBS firms and client firms. Many researchers have pointed out about how the KIBS firms drive the innovation through service. In spite of the importance of service innovation, previous studies did not address the questions about what kinds of factors affect service innovation in KIBS firms still remain, or what are the effects of different knowledge on the innovation process. Therefore, the purpose of this study is to investigate the effect of the interactivity that KIBS firms have with their customers on various types of innovations in KIBS firms. Interactivity has been touted to be the most important starting point for and the basis of service innovations. This study also examines the effect of knowledge types (tacit or explicit) on the relationship between interactivity and service innovation. To test the proposed hypotheses, we developed measurement items and distributed survey questionnaires to domestic companies. 230 survey questionnaires were distributed and 81 were returned among which 76 were usable. The results of this study show that interactivity may be a significant indicator of innovation within KIBS firms. It also represents that the effect of knowledge types on the relationship between interactivity and innovation. These results indicate that KIBS firms need to improve the various activities of interaction with customers for innovation. This study provides a blueprint to further investigation of the critical role of service in service science perspectives.

  • It is crucially important to exchange and manage the financial information of an organization for the reason of complexity and diversity of information caused by its implicit information involved. Especially, according to the development of information technology, various approaches appeared to manage financial data of organization. For example, XBRL (Extensible Business Reporting Language) is one of the technologies dealing with the above criteria. Basically, XBRL is a business reporting language to define and exchange financial information, such as a financial statement of organization. XBRL is an international standard which enables the exchange of information between information providers and consumers by adding the tags involving the information of circumstantial factors of data. However, XBRL is not able to describe semantics because XBRL is fundamentally based on XML(Extensible Markup Language) having the purpose of expressing and structuring data. Therefore, this paper aims to enable semantic information to XBRL through the semantic technology. The objective of this paper is an ontologization of the knowledge to perform sharing, reusing, discovering, and inferring the knowledge described and conducted by XBRL. In order to achieve the above objective, this paper suggests the methodology for the ontologization of the category and instance document of XBRL. Furthermore, this paper points out the possibility of suggested methodology in a practical business through indicating the advantages of the knowledge described by XBRL.

  • Information Security Incidents that have recently happen rapidly spread and the scale of that incidents' damage is large. In addition, as it proceeds to the era of converged industry in the future environment and the virtual cyber world expands to the physical world, new types of security threats have occurred. Now, it is time to supply security professionals who have a multi-dimensional security capabilities that can manage the strategies of technological security and physical security from the management point of view, rather than the ones who primarily focus on the traditional technologic-centered strategies to solve new types of security threats. In conclusion, in this paper we try to produce the curriculum of information security featured in the occupational classification system and analyze the subjects that are additionally required for those who move to other occupations to cultivate security professionals who suited to the converged-industrial environment. It is expected that multi-dimensional security professionals who suited to the converged-industrial environment will be cultivated by harmoniously integrating information security subjects from technological and business/managerial perspectives, and education training courses will be developed that effectively provide core knowledges per occupational classification when people moves to other occupations in the areas of information security.

The Impact of Existing Relationship and IT-based collaboration activities on the Performance of Supply chain: Focused on Absorptive Capacity (공급 사슬 참여 기업간 기존 거래 관계와 IT 기반 협업 활동이 공급 사슬 성과에 미치는 영향: 흡수 역량을 중심으로)

  • The purpose of this paper is examine the existing relations structure and IT use for collaboration activities on supply chain and their impacts on the performance of supply chain. This study made a design of the research model that was further constructed by integrating the relationship structure, IT exploration, IT exploitation, supply chain collaboration, absorptive capacity, and knowledge creation, efficiency and efficient. The survey data were collected from 378 companies, where firms are facing increased global competitive pressure and heavily utilize SCM to retain their competitive advantages. The authors validated a measurement model with structural equation modelling and tested eight hypotheses. As a result, the absorptive capacity was closely related to trust, IT exploitation and IT exploration, but supply chain collaboration. Examining the effect of supply chain collaboration with two types of absorptive capacity, the authors found positive effect on potential absorptive capacity, but a non-significant effect on realized absorptive capacity. This finding suggests that the improving performance of supply chain not only is related to the relations structure and IT use on supply chain, but also is closely related to the absorptive capacity.

  • Recently, there has been a dramatic change in real estate markets with the development of information technology. The word, Proptech, is defined as the real estate transaction innovation motivated by various types of information technology including artificial intelligence, sensing technology and big data. The objective of this study is to provide a value-creation framework for Proptech business based on the understanding of how and what types of values are created and shared, which gives organization to develop strategies and business models. And a new classification scheme of Proptech business is also suggested based on the recognition of created values along the development of Proptech business. Then, the proposed matrix is applied to derive the business value such as intangibility value, relational value and enhancement value with the case analysis on the each components of Proptech business.

출판 및 인쇄진흥법 제정

  • 21세기 지식정보화 시대의 도래에 대비하여 출판 및 인쇄산업을 지식산업의 중심기반으로 육성.진흥하기 위하여 그동안 의원입법(심재권의원 대표발의, 의원32명 공동발의)으로 추진해 오던 "출판 및 인쇄진흥법"이 7월 31일 국회 본회의를 통과했다. 5장 27조로 구성된 동 법률은 현행 출판인쇄 관련 법령인 '출판사 및 인쇄소의 등록 등에 관한법률'과 '외국 간행물 수입배포에 관한법률'을 통합하여, 문화산업의 핵심기반 콘텐츠인 출판 및 인쇄산업의 미래지향적이고 종합적인 진흥을 목적으로 제정되었으며, 법률 시행령 제정 등 후속 절차를 거쳐 공포 6개월 후에 시행될 예정이다. 이 법률의 주요골자는 첫째, 문화관광부장관이 출판 및 인쇄문화산업 지원 육성을 위한 진흥시책을 매 3년마다 수립.시행하도록 했다. 둘째, 출판사 및 인쇄사의 등록제를 신고제로 전환하며, 외국 간행물 수입추천을 받고자 하는 자의 수수료 납부 규정을 삭제하는 한편, 외국 간행물 수입관련 벌칙규정을 형벌에서 과태료로 대폭 완화하는 등 규제를 완화했다. 셋째, 출판의 형태가 점차 디지털 방식으로 변화하는 시대적 추세에 발맞춰 이에 대한 제도적인 체제를 초기에 정립하여 전자출판사업을 육성하고자 전자출판물에 관한 개념규정을 신설하였다. 넷째, 위기에 처한 출판.서점업계를 살리기 위해 지난 77년부터 시행되어 왔으나 최근 위기에 봉착한 도서정가제를 규정함에 있어 공정거래위원장이 문화관광부장관과 협의하여 지정하는 발행된지 1년 이내의 도서에 한하여 정가판매를 의무화 하였으며, 동 규정의 적용시한을 5년간으로 하되, 이를 어긴 사람에게는 과태료를 부과하게 하여 시행에 있어서는 좀더 강제성을 가지도록 하였다. 다섯째, 현행 '청소년보호법' 상에 있던 한국간행물윤리위원회의 설치.운영근거를 이 법으로 이관하여 동 위원회가 사실상 문화광광부에 속해있는 점을 감안, 형식과 내용이 일치되도록 하였다. 여섯째, 불법복제간행물 및 유해간행물에 대하여는 관할 행정관청이 수거.폐기를 명할 수 있고, 이에 불응할 경우에는 직접 수거.페기할 수 있도록 하였다. 일곱째, 이 법의 제정에 따라 '출판사 및 인쇄소의 등록에 관한법률'과 '외국간행물 수입배포에 관한법률'은 폐지하도록 하였다. 한편 이번 동법 제정으로 21세기 지식정보시대에 문화산업의 핵심기반이 되는 출판인쇄산업의 발전에 있어 출판인쇄산업의 중흥과 건전한 출판유통의 질서확립 등 새로운 이정표를 제시한 것으로 평가되고 있다. 다음은 동법률 중 인쇄와 관련된 조항을 요약, 소개한다.

Different Levels of Trust in Global Business Negotiation: A Comparative Study about Canadians and Korean Perspective on Doing Business Negotiation with Chinese (글로벌 비즈니스 협상의 신뢰수준별 차이 : 한-캐나다인의 대중국 협상문화 비교연구)

  • This study examines the close relationship between trust and global business negotiations. Kristen Blankley(2010) pointed out three level of trust impacting each negotiation stage: calculus-, knowledge-, identification-based trust. In this regard, the present study examines the relationship between each level of trust and the process of business negotiations by focusing on Canadians and Koreans who had business negotiation experience with Chinese counterparts. For Canadian respondents, calculus-based trust and identification-based trust didn't have significant effects on the negotiation atmosphere, whereas they did for Korean respondents. For Canadian respondents, knowledge-based trust had the greatest effect on each step of the business negotiation process.

  • The B2B electronic product commerce needs intermediary system to provide an integrated interface for the parts libraries of multiple suppliers. However, it is difficult to automatically integrate the parts libraries because they are heterogeneous. Existing ontology-based approaches show a limited functionality of automated integration of information because Dey can not prevent ontologies from being modeled in different ways, so that the inter-ontology mappings to resolve the heterogeneity become complicated and arbitrary. In order to overcome such problems this paper proposes an ontology modeling framework for parts libraries based on the Guarino's theory of upper ontology. The framework provides knowledge modeling primitives which have explicit formal meanings and modeling principles based on ontological natures. Using the framework, ontology developers can model the knowledge of parts libraries systematically and consistently, so that the resulting ontologies become comparable and uniform and the ontology merging algorithm for the automated information integration can be easily developed.
