This study aims to analyze the environment for the open-source records system and to identify the risk and requirements for the success of the strategy in Korea. For this, Chapter 2 presented a review of the strategic benefits of open source to public organizations, developers, and users. It also discussed the process of cooperatively developing and releasing the source code and the technology infrastructure supporting open source. In Chapter 3, six representative open-source projects in the field of records management were selected, and case studies were conducted. To derive comprehensive implications, we have divided the main development body of open-source projects into international organizations, international cooperation systems, national archives, and software development companies. We also analyzed the background and purpose of each project, the agents of development and funding, the governance model, the development period and cost, the business model and software architecture, the community composition, and the licensing strategy. Through this, we have derived four critical success factors. In terms of technology, a component-based design was required; therefore, we proposed a microservice architecture and a model-view-controller design pattern. Next, it was necessary to reestablish system requirements of records center and archives. Moreover, we also proposed a dual licensing strategy to allow developers to easily participate in open-source projects. Lastly, we emphasized a strong governance structure and an effective cooperation framework to create a sustainable community. For a record system to be open-source successfully in an organization-centered market, the roles of software developers and end users should be exercised more in the community. To achieve this, it is important to build various collaborative tools and development infrastructure from a planning stage to a centralized one.
Since the 1960s, the United States has developed and implemented policies to encourage commercial space launches. Specifically, national policies have been implementing to expand the role of commercial space actors, which required establishing a process for private space launches. In the early days of the space age, private launches accounted for a small portion of the total launch rate, but, since the 1990s, the proportion has exploded, with private space companies presenting large projects one after another, accounting for more than 50% of the total launch rate. This diversification of space actors and the increase in orbital space objects have led to changes in the perspectives of existing space environmental management processes. During and after the Cold War, when the space age began, civilian actors' actions were limited, and policies limited their actions, too. So they had little impact on government space activities. However, space technology's entry barrier has lowered since, and policies to facilitate commercial space launches have been implemented for a long, and the accumulated amount of space waste over the past 60 years is also threatening the safety, stability, and sustainability of space use. This paper examined how the United States, the most active country in commercial space launches, has managed commercial space launches. The United States has a Space Traffic Management (STM), distributed to departments such as the Department of Defense, Department of Commerce, Department of Transport, NASA, etc. A review of changes in U.S STM management policy could also provide implications for us to manage commercial space launches in Korea.

Recently, local governments in Korea have increasingly adopted the 'Garden City' slogan and implemented green space policies. This trend combines the expansion of urban green spaces with strategies for community engagement and urban branding, such as hosting garden expos. This study critically examines the theoretical and practical issues in the promotion of these garden city municipal projects. It first reviews existing literature to provide a historical account and redefines the concept of a garden city, identifying key theoretical perspectives: 'formation of a civic community,' 'establishment of eco-friendly urban systems,' and 'construction of urban identity.' The subsequent section briefly reviews legal framework and policies related to garden cities, analyzing the reorganization of major local government units into three types: 'establishment of dedicated units,' 'renaming of existing units,' and 'consolidation of existing units.' It then identifies significant issues in the promotion of garden city projects through the lens of theoretical perspectives, including 'ensuring project distinctiveness reflecting local identity,' 'expanding the garden concept,' 'integrating green and urban infrastructures through garden urbanism,' 'promoting resident participation and community revitalization,' and 'establishing sustainable management through inter-local governments and administrative units cooperation.' Finally, it suggests that the professional identity of landscape architects should evolve into urbanists who manage various types of green spaces.

Recently, National Archives of Korea has planned to develop the Standard Archive Management System, to make it economical and efficient in accordance with the local archives establishments by Seoul Metropolitan City. Also, the institution signed the MOU with National Information Society Agency to set up a digital archive system and foster professional archival manpower. These movements are rooted on the current domestic demands for digital archive systems. Keeping pace with it, the purpose of this study is suggesting feasible ways to establish the sustainable and efficient archive systems. To this end, a status study on the existing digital archive systems at both domestic and overseas bases was carried out, with the many of open source software analysis. Based on the primary implications of this study, to implement the digital archive system, functional module deducting methods and an open source software application process on each module were designed. Financial, operational and technical considerations such as the links between modules are also considered.

In China, the enhancement of water services has become the most crucial issue confronted with the rapid urbanization and industrialization process. A huge financial gap to meet the demand for water infrastructure and need for adopting advanced operation technology precipitated the rapid growth of PPP over the last 10 years. Diverse schemes of PPP such as TOT, Divestiture, and Management Contract and Lease have been practiced. Local governments and private investors/operator have adjusted their objectives and strategies to avoid potential pitfalls behind BOT projects in China. However, current academic research outcomes do not properly reflect important issues of BOT projects or related case studies in China. This limitation has brought in the lack of assessment of important risks and success factors required for the improvement of the body of risk management. In this regard, this study uses the market analysis method to identify major schemes of PPP water projects and conducts case studies on five PPP projects to identify key risk and success factors in association with each different scheme. It is expected that the risk and success factors identified from the cases will be used as reference to Korean companies which plan to enter the Chinese water market.

As the implementation of carbon reduction measures would be monitored starting from 2023 in line with the Paris Agreement, it is crucial and urgent to control GHGs emitted from wastes contributing to 11% of methane emissions. Despite such importance and urgency, 93% of wastes are deposited in unsanitary landfills in developing countries, presenting challenges to methane management. Against the backdrop, landfill gas-to-energy projects have once again drawn attention for their economic substantiality secured through CDM projects while there has been much research actively carried out to estimate methane emissions and GHG reductions in landfills located in developing countries. Although a signifiant difference was found between estimations calculated based on research methodologies and actual results monitored through registered CDM projects, there has not been a study conducted on what is causing such a difference. Accordingly, the research team conducted an analysis of 18 LFG projects out of 46 that were registered as LFG CDM projects under the UNFCCC and has identified precipitation(28%), malfunction(22%), organic content(11%), amount of landfilled waste(11%) and temperature(11%) as key parameters causing the difference between the amount of methane captured and the amount of GHG reduced.

Social movements to improve the performance of buildings through remodeling of aging apartment houses are being captured. To this end, the remodeling construction cost analysis, structural analysis, and political institutional review have been conducted to suggest ways to activate the remodeling. However, although the method of analyzing construction cost for remodeling apartment houses is currently being proposed for research purposes, there are limitations in practical application possibilities. Specifically, In order to be used practically, it is applicable to cases that have already been completed or in progress, but cases that will occur in the future are also used for construction cost analysis, so the sustainability of the analysis method is lacking. For the purpose of this, we would like to suggest an automated estimating method. For the sustainability of construction cost estimates, Deep-Learning was introduced in the estimating procedure. Specifically, a method for automatically finding the relationship between design elements, work types, and cost increase factors that can occur in apartment remodeling was presented. In addition, Monte Carlo Simulation was included in the estimation procedure to compensate for the lack of uncertainty, which is the inherent limitation of the Deep Learning-based estimation. In order to present higher accuracy as cases are accumulated, a method of calculating higher accuracy by comparing the estimate result with the existing accumulated data was also suggested. In order to validate the sustainability of the automated estimates proposed in this study, 13 cases of learning procedures and an additional 2 cases of cumulative procedures were performed. As a result, a new construction cost estimating procedure was automatically presented that reflects the characteristics of the two additional projects. In this study, the method of estimate estimate was used using 15 cases, If the cases are accumulated and reflected, the effect of this study is expected to increase.

Recently, construction claims have been increased for protecting the rights of construction participants and effectively adjusting the changes under the contract. Thus, the importance of claim management has been emphasized in the construction industry. In domestic construction industry, some claim issues involved in construction activities are often being developed into disputes and even litigations because of the absence of methods or systems for the dispute resolution, and the lack of judicial precedents which can be provided as the references for resolving a particular dispute. In general, the judicial precedents related to the disputes and litigations occurred among construction participants would be extremely valuable in evaluating and analyzing current claims issues. However, such useful information has not been effectively accumulated and utilized in resolving the similar or sometimes identical types of disputes, thus requiring a large amount of additional costs, time and efforts. The primary objective of this study is to propose a web-based decision support system for construction claim management, which enables contractual participants to easily access and use the information of the judicial precedents related to the current construction claims. The decision support system is composed of 'prevention' and 'settlement' modules for avoiding and systematically resolving the construction claims.

For effective building maintenance, the collection and management of various maintenance date such as work history information and material information is required. Despite the introduction of information management technologies and systems to reduce the amount of maintenance work of buildings, which have become larger and more complex, the maintenance information is not being utilized properly. As an alternative, research on the introduction and utilization of BIM is being conducted continuously. However, the BIM models generated at the design phase are not utilized in practice due to a lack of architectural maintenance information. This study proposed a COBie document prototype to support BIM-based smart maintenance tasks performed by building managers. In order to formalize various types of maintenance work procedures, a BIM-based maintenance process model is presented in two categories: inspection and maintenance. Among the BIM attribute data of the BIM model generated at the design phase, the parameters corresponding to the maintenance necessary information for each basic process are derived. Based on this, we proposed a COBie document prototype consisting of seven spreadsheets. The results of a case study confirmed that the KBIMS library-based BIM model created at the design phase without the maintenance information can be used at the maintenance phase.

Since the year of mid 2000, the EPC industry in Korea has the highest amount of orders received due to tremendous need form middle east asia region. However, the quality requirement from the owner is getting critical, which lead to the more competitive engineering capacity equipped. In order to do so, the development of objective and quantitative evaluation model of engineering process is essential. In order to develop the engineering checklist model for case-based evaluation of EPC project, first, the general description of worldwide EPC industry as well as the literature review of prior study have been performed. Then, the survey interview with experts in the engineering area of EPC project was performed In order to Identify the engineering work tasks and the critical check items, which should be checked during engineering process. Based on these checklist, the weights of check items as well as engineering work tasks also have been defined. The developed checklist model evaluated the two EPC project cases of S company in Thailand in order to explore its applicability. From the analysis of evaluation results, it is expected that the continuous implementation of evaluation based on checklist model can help the EPC practitioner check the critical items in engineering process more efficiently and take an appropriate action for better engineering performance, which finally can lead to the Korea EPC industry being more competitive.
