Assessment of Water Resources Sustainability in a Watershed Using Integrated Index (통합지수를 이용한 유역의 수자원 지속가능성 평가)

  • 본 연구에서는 수자원 지속가능성 지수(WRSI)를 금강유역에 적용하여 소유역별 수자원 지속가능성을 평가하였다. WRSI의 적용을 위하여 금강유역을 주요 계측지점의 위치와 자료수집의 용이성을 고려하여 27개의 소유역으로 분할하였다. WRSI 산정의 효율성과 정확성을 확보하기 위하여 소유역별 사회, 경제, 환경과 관련된 통계자료에 대한 GIS 주제도를 구축하였다. WRSI를 구성하는 지표들의 표준화는 적정확률분포형을 적합도 검정을 실시한 후 초과확률을 산정하는 방법을 적용하였다. WRSI를 이용하여 금강유역의 소유역별 수자원 지속가능성 지수를 산정한 결과, 금강유역의 소유역별 수자원 지속가능성 지수는 하류에 위치한 유역들보다 상류에 위치한 유역들이 큰 값을 나타냈다. 수자원 지속가능성 지수의 지표들간의 상관관계를 분석하기 위하여 상관분석을 실시한 결과, 사회적 공평성 세부지수를 구성하는 지표들과 유지관리 능력 세부지수를 구성하는 지표들간의 상관성이 높은 결과를 나타냈다.

Analysis of Water Infrastructure Sustainability Index: Using Weighting and Cluster Analysis (물 인프라 지속가능성 지수 분석: 가중치 분석과 군집분석을 활용하여)

  • The purpose of this study is to raise the necessity of ensuring sustainability of water infrastructures in economic, social and environmental sectors by using index that evaluates the sustainability centering on water supply and wastewater utilities. This study identified sub-indexes that should be stressed among different indexes in economic, social and environmental aspects and those indexes were compared by each clusters of cities. The principal component analysis was used to calculate the weights of the sub-indexes, and the k-mean cluster analysis was conducted to classify the clusters. As a result of the weighting analysis, financial independence, service revenue ratio, subsidy ratio, population coverage ratio, deterioration, stream/river ecosystem health and river water quality were found to be the major variables in assessing sustainability. Cities were then classified into two groups using the k-mean cluster analysis. The overall sustainability scored high in the economic sector was relatively satisfactory, but it was necessary to improve the environmental sustainability. The group with relatively good environmental sustainability showed low score in the overall sustainability and required improvements in the economic sector.

  • 지속가능한 수자원 개발 및 관리를 위해서는 유역 내에서 진행되고 있는 수자원에 관련된 활동들이 지속가능한 개발의 개념에 부합하는지 여부를 판단해야 한다. 이를 위해서는 국가, 유역, 지자체 등의 수문, 수질, 사회, 경제, 환경적인 요인들을 고려한 다변수 평가 지수가 필요하다. 본 연구에서는 유역의 수자원을 평가할 수 있는 지표들을 선정하고 이들 간의 중요도는 계층적 분석기법(Analytic Hierarchy Process, AHP)을 사용하여 산정하였으며 이들을 종합한 수자원 지속가능성 지수(WRSI, Water Resources Sustainability Index)를 개발하였다. WRSI는 경제적 효율성 세부지수, 사회적 공평성 세부지수, 환경 보전성 세부지수, 유지관리능력 세부지수로 구성하였다. 지표들과 세부지수들 간의 중요도는 전문가들에 대한 설문조사를 통하여 산정하였다. 개발된 WRSI 구성지표들의 표준화는 이들의 적정 확률분포를 선정한 후 누가확률을 사용하여 산정하는 방법을 개발하여 사용하였다.

Analysis of Environmental Sustainability in South Korean Inland Windfarms (한국 육상풍력발전사업의 환경적 지속가능성 평가 연구 - 58개 환경영향평가서 사례에 대한 정량적 분석 -)

  • Wind power has been rapidly growing over last decade in the world as well as in South Korea as a feasible renewable energy source. Providing sustainable energy to all while securing environmental sustainability requires evidence based policy making and innovative solutions. Through analysis of 58 cases of South Korean Environmental Impact Assessment (EIA) Report, this paper seeks to identify answers to the following two questions. What are the key characteristics for inland windfarm? Is there a way of measuring environmental sustainability to compare each location to reduce negative environmental impact? Variables related to environmental sustainability of each windfarm case were collected from EIA report and the factor analysis of environmental variables was conducted to calculate the weight for each variable to build environmental sustainability index (ESI) to provide as evidence-based tools for decision making on the location of inland windfarm. 58 cases were categorized as three types 1) Mountain type 2) Ranch Type and 3) Coastal Type depending on their height and degree of naturalness. For analytical research, first, it was successfully calculated environmental sustainability of each windfarm case ranging from 1.04 (#33, Ranch type) to -1.44 (#55, Mountain type). Second, the analysis results showed that ranch type is most environmentally sustainable (Average ESI = 0.4551), followed by coastal type (Ave ESI = 0.3712) and lastly mountain type (Average ESI = -0.3457). These findings are consistent with the previous researches on inland windfarms and provides substantive policy implication on the renewable energy policies.

  • This paper was intended to evaluate environmental policies of South Korea and compare its environmental sustainability with other Eastern Asian countries in terms of some sustainability measures. To meet the purpose, the paper is composed of three parts: a brief and critical review of Korea's current environmental policies, comparison of its sustainability with other Eastern Asian countries in terms of well-known environmental sustainability indices, and comparison in terms of a less well-known alternative measure. Korea's environmental policies as stipulated in "Green Vision 21", "Green Korea 2005" were evaluated in light of OECD EPRK 2006. Korea's environmental performance is then compared with other countries based on such environmental sustainability indices as EF, ESI, EPI and EVI. Unfortunately the well-publicized indices to measure sustainable development (SD) seem to fail in measunng SD and in providing comparability, because it does not base on the genuine concept of SD. Therefore, we tried to suggest an alternative measurement in terms of sustainability quantity (SQ), which is presented for South Korea and her major trading partners, such as USA, Japan and China.

Development of Assessment Index for Water Resources Sustainability and Weights Evaluation of It's Components (수자원의 지속가능성 평가 지수 개발과 구성 요소의 중요도 평가)

  • To assess the water resources sustainability, many indicators and methodologies have been suggested by international organizations and developed in other countries. However, in the previous studies, some of indicators were unsuitable for assessing the sustainability of water use and management in Korea. Thus, in this study nSl(Water Resources Sustainability Index), a multi-variable index, was created by consideration of environmental, social, and economical criteria. Relative weights for components, indicators and sub-indexes, were determined by employing the Analytic Hierarchy Process. In order to extract the indicators related with water resources sustainability, the data related with water resources and indicators suggested in various field were compared and thoroughly reviewed. These indicators were classified into four groups; Economic Efficiency Index, Social Equity Index, Environmental Conservation Index, and Maintenance Capability Index. The weight of each component were decided by the survey of 127 specialists in water resources and sustainability. The result of survey represented that efficiency and equity of water use and water quality for river restoration are major issues in enhancing the water resources sustainability In addition, it was found that investment and public participation should be considered for sustainable water use.

  • 본 연구에서는 안양천 유역에 대해 왜곡된 물순환을 건전화시키기 위한 유역통합관리 계획을 수립하였다. 대안의 효과분석은 HSPF 모형을 사용하였으며 평가지수는 건천화 방지와 수질개선 효과 요소로 구성되며 각각은 유역통합관리 6단계 결과를 모두 사용할 수 있도록 복합계획법과 지속가능성 개념(압력-상태-반응)을 활용하여 개발되었다. 특히 수량과 수질에 대한 가중치는 유역주민의 의견을 반영하기 위해 실험선택법으로 정량화하여 유역의 속성별로 달리 적용하였다. 대안은 평가지수에 따라 세 등급(Good, Acceptable, Poor)으로 나누어 제시하였다.

Water Supply Performance Assessment of Multipurpose Dams Using Sustainability Index (지속가능성지수를 이용한 다목적댐의 용수공급 이행도 평가)

  • The water resources sustainability is becoming an important issue in consideration of hydrologic uncertainty by global warming and climate change. This study is to assess the water supply performance for the major multipurpose dams using sustainability index. Parameters, mostly utilized in water resources system assessment, are selected in respect of applicability and flexibility, and those parameters are used as a variable of the composite index. In practice, the composite index including reliability, resiliency, vulnerability and maximum deficit are applied to 15 multipurpose dams and 4 major basins. And to conclude, Daechungdam in the Geum river basin and Imhadam, Hapchondam and Namgangdam in the Nakdong river basin show low sustainability comparing with other dams. The Nakdong river basin needs to develop alternatives to improve water supply stability because it indicates the most poor sustainability level.

  • This study developed a ten-step procedure of integrated watershed management (IWM) for sustainability to rehabilitate the distorted hydrologic cycle and identified spatial hazard ranking(step 2). Spatial hazard indices, Potential flood damage (PFD), potential streamflow depletion (PSD), potential water quality deterioration (PWQD), and watershed evaluation index (WEI) were developed using multi-criteria decision making (MCDM) techniques and sustainability evaluation concept(pressure-state-response model). The used MCDM techniques are composite programming, compromise programing, Regime method, and EVAMIX approach which are classified by data availability and objectives (prefeasibility and feasibility).
