무응답자편의(無應答者偏倚) 검정(檢定)과 총지불의사금액(總支佛意思金額)에 미치는 영향(影響) - 우편설문조사(郵便設問調査)를 이용한 조건부가치측정법(條件附價値測定法) 중심으로 -

  • 우편설문조사를 이용한 조건부가치측정법을 통해 자료를 수집할 경우 무응답자의 발생은 보편적이며, 그러한 무응답자의 존재는 무응답자편의(無應答者偏倚) 가능성을 내재하고 있으므로, 표본의 통계치를 이용한 모집단에 대한 확대 적용을 위해서는 우선적으로 무응답자편의(無應答者偏倚)에 대한 검정(檢定)이 이루어져야 하며. 또한 무응답자편의(無應答者偏倚) 발생시 이에 대한 적절한 조치가 취해져야 한다. 본 연구에서는 다단계 우편설문발송법을 통해 수집된 자료를 이용하여 효과적인 무응답자편의(無應答者偏倚) 검정(檢定)의 수행과 무응답자군(無應答者群)의 평균지불의사액을 별도로 추정한 후 이를 이용하여 보다 합리적이고 정확한 총지불의사액(Aggregate WTP)의 도출방법을 제시하였다. 이는 우선적으로 무응답자편의(無應答者偏倚)를 분산분석을 통해 검정(檢定)한 후 선형외삽법으로 무응답자군(無應答者群)의 평균지불의사액을 추정하여 이를 모집단의 총지불의사액을 산출하는데 이용하는 방법으로 기존의 보수적인 방법들보다 상대적으로 저렴한 비용으로 무응답자편의(無應答者偏倚) 검정(檢定)을 가능하게 하며, 사회적 또는 인구특성상의 차이를 이용한 통계적 가중치 이용방법과는 달리 연구자의 직접적인 관심의 대상이 되는 지불의사액을 이용하여 무응답자편의(無應答者偏倚) 테스트를 하고 또한 무응답자군(無應答者群)의 평균지불의사액을 추정하여 보다 효율적이며 타당성이 있는 총지불의사액을 산출해 낼 수 있다는 장점이 있다.

  • 제 3차 국가에너지기본계획이 시행됨에 따라 전체 에너지 공급량 중 신재생에너지가 차지하는 비율은 점차 늘어날 전망이다. 이와 관련하여 2012년부터 RPS 시행이 확정되었다. RPS(신재생에너지 의무비율할당제)는 신재생에너지에 의한 발전 비율을 설정함으로써 공급을 늘리는 긍정적인 측면이 있으나 이와 동시에 전기요금 인상을 수반한다. 요금 인상으로 인하여 발생할 수 있는 소비자의 반감을 완화시키고 전기요금에 대한 현실적인 합의점을 찾으려면 소비자가 재생에너지 전력에 대하여 어느 정도의 지불의사를 가지고 있는지에 대한 연구가 선행적으로 진행되어야 한다. 한편 RPS의 도입은 신재생에너지 원간 가격경쟁을 촉진시키게 된다. 이 과정에서 성장잠재력이 높은 에너지원이라 하더라도 현재의 발전단가가 높다면 잠재력을 발휘하기 전에 도태될 가능성이 있다. 이러한 RPS 도입의 영향에 대처할 수 있는 정책수립의 기초자료를 마련하기 위해, 재생에너지 전력에 대한 소비자 측면의 효용이 원별로 분석될 필요가 있다. 본 연구에서는 조건부 가치평가법(Contingent Valuation)을 적용하여 수력, 풍력, 태양광으로 발전된 재생에너지 전력에 대한 지불의사액(Willingness to Pay)을 추정하였다. 단일 설문지 내에서 여러 에너지원에 대한 지불의사액을 순차적으로 물어보게 될 경우, 질문순서가 지불의사액 추정에 편의를 가져오는 순서효과(Sequence Effect)가 발생할 수 있다(Boyle et al.,1993). 이러한 순서효과를 제거하기 위해서 유형에 따라 질문순서를 다르게 하여 각 에너지원에 대한 지불의사액을 묻는 방향으로 설문을 설계하였다. 분석결과 수력, 풍력, 태양광으로 발전한 전력에 대한 지불의사액 간에는 유의한 차이 가 나타나지 않았으며, 순서효과로 인한 편의 또한 지불의사액에 유의한 영향을 미치지 않는 것으로 관측되었다.

  • This paper aimed at understanding the effect of infectious disease conditions on willingness to pay for the green roof implemented to reduce the urban heat island. For this purpose, the willingness to pay for the green roof under infectious disease and non-infectious disease conditions was calculated and comparatively analyzed using the contingent valuation method. As a result, there was a statistically significant difference in the willingness to pay according to the infectious disease condition, and it was confirmed that the willingness to pay for the infectious disease condition was lower than the non-infectious disease condition.

Consumer's Demand and Willingness to Pay for Horse Meat (말고기에 대한 소비자 수요와 지불의사)

  • This study aims at estimating the consumer's demand and willingness to pay(WTP) for horse meat in Korea. Three econometric models are employed to examine the multiple layers of the demand, including the current demand, the potential demand and latent demand. Findings indicate a substantial demand for horse meat. Dichotomous choice contingent valuation method is used to elicit the WTP. We assess the mean WTP for horse meat using a double-bounded logistic model. As a result, consumers are willing to pay at 67.8 percent of the beef prices of the third quality grade to purchase horse meat. And, for the factors that influence on WTP, only sex, age and recognition of horse meat are statistically significant.

An Estimation of Willingness to Pay for Advanced Public Transportation Services Using SP (선호의식 조사를 활용한 첨단 대중교통 서비스의 지불의사액 추정)

  • In the coming ubiquitous society, the importance of developing advanced public transportation systems (APTS) corresponding to individuals' needs and useful in their daily life is profound. In these regards, the study proposed new APTS services: Free internet access service and On-board real time traffic information service in public modes. A stated preference (SP) survey was performed to investigate individual's preference and willingness-to-pay (WTP) for the proposed APTS services. Multinomial logit models (MNL) incorporating the heterogeneity of respondents were developed to analyze individuals' preference and the difference of WTP. Some results of the study showed that the respondents' preferences were significantly different by in-vehicle travel times (30 min, 60 min) and their socioeconomic background. More respondents prefer new APTS services when invehicle travel time takes longer. For the housewife and self-employed group, the mean WTP for on-board realtime traffic information was higher than that of free internet access services, while for the company employees and students group, the mean WTP was similar in both services.

Household's Willingness to Pay for Piped Water Quality Improvement in Wonju (원주시 가구의 상수도 수질개선에 대한 지불의사액 추정)

  • This paper attempts to examine household's willingness to pay (WTP) for piped water quality improvement in Wonju, where the local government are planning to implement a piped water quality improvement program. We apply a contingent valuation (CV) method to obtain at least a preliminary evaluation of the WTP. The CV survey was rigorously designed to comply with the guidelines for best-practiced CV studies. We surveyed a randomly selected sample of 250 households in Wonju and asked respondents questions in person-to-person interviews about how much they would be willing to pay for the program. Respondents overall accepted the contingent market and were willing to contribute a significant amount (1,583 to 2,776 won), on average, per household per month. This willingness varies according to individual characteristics such as sex, education level, and income. The aggregate value of the program in Wonju amounts to approximately 1.99 billion won to 3.49 billion won per year. The household values can be the benefits that ensue from the program and compared with the costs of the program to determine whether the program is economically desirable.

Estimation of citizen's willingness to pay for water quality improvement on urban rivers (도시하천 수질개선을 위한 시민의 지불의사액 추정 연구)

  • Urban rivers and their surrounding environments have been altered due to factors such as rapid economic growth and urban development. This alteration have caused the rivers to lose their original value and become exposed to various pollution, resulting decrease in citizens' quality of life. This study aims to estimate citizens' Willingness To Pay (WTP) for water quality improvement in Suyeong River in Busan. To estimate the non-market value of the Suyeong River, the WTP of Busan citizens for water quality improvement was estimated, applying Contingent Valuation Method (CVM). The WTP for improving the water quality from Grade 4(polluted water) to Grade 2(game fish like bass can live in it) was estimated using the water quality ladder concept of the US Environmental Protection Agency, assuming annual donations for five years. For the CVM, the logistic distribution and Spike Model were adopted. As a result, citizens residing in the surrounding area of Suyeong River expressed a higher WTP. Considering more than half of the Busan citizens are aware of the "conservation of nature and ecosystems" as a major function of the Suyeong River, this higher WTP could serve as a basis for improving the value of urban rivers.

Estimation of Willingness to pay for Realtime Route Guidance Information by Contingent Valuation Method (조건부가치측정법(CVM)을 이용한 실시간 경로안내시스템의 지불의사액 산정)

  • This study proposes an estimate method of willingness to pay(WTP) for real-time route guidance systems using contingent valuation method(CVM) under double bounded dichotomous choice question(DBDCQ) and analysis for impact factors of WTP estimation. This study assumed that provided real-time traffic information service is optimal route concepts dealing with traffic conditions on origin-destination. Analysis targets were classified into two groups as short distance path and middle distance path for estimating WTP for realtime route guidance system in a year using the survival analysis method and the regression model with personal information, actual condition and satisfaction of information usage and users' awareness and usage of facilities. As a result, mean WTP of realtime route guidance system is 4,034won/year in short distance path, and 4,884won/year in middle distance path. Therefore real-time route guidance system for longer distance path is recognized as more valuable than shorter distance path. Moreover, the necessity of information was required on a higher income group and higher WTP was estimated on owners of vehicle group and lower awareness of a route group.

  • Traffic congestion causes enormous social costs as well as loss of travel time and waste of energy. Though the Seoul metropolitan government implemented various forms of transportation policies such as urban road pricing and public transportation reform, traffic volume which across the Seoul metropolitan borders have greatly increased because of housing land development in suburban area. The purpose of this study is to estimate individual's willingness-to-pay(WTP) for extensive implementation of congestion pricing through policy-mix with bus rapid transit(BRT) system. So the field survey interviews carried out. The empirical analysis was done with priority given to the following two topics; derivation of individual WTP and prior evaluation of policy effect from the equity aspect. To estimate individual WTP, we adopted contingent valuation method (CVM). The former is to estimate individual WTP for respondent's maintaining his/her transit pattern when he/she is faced with congestion pricing by using compensating variation(CV) concept. And, the latter aims at evaluating policy effect from the equity aspect by calculating the Proportion of WTP to average income using WTP in income bracket for policy scenarios.

Measurement of Willingness to Pay by Using Fuzzy Theory (퍼지이론을 이용한 지불의사액의 추정)

  • In this paper, we apply fuzzy theory in a discrete choice Contingent Valuation Method(CVM) in order for dealing preference uncertainty problem. Fuzzy membership function is used in an empirical analysis to estimate the willingness-to-pay(WTP) for the preservation of the endangered Asiatic Black Bear in Korea. The estimated WTP was about 9,090 Korea Won per household with 78 percent of confidence level. The advantage of applying fuzzy theory in the valuation method could be found in its ability to measure the confidence level of the estimated WTP.
