Community recently pays attention to participation, network, and partnership of local residents and community stakeholders for the purpose of solving community problems and issues. This is the typical characteristics of local governance as an institutional setting to solve the problems which communities face with. The aim of this study is to attempt an analysis of local governance from the perspective of community welfare. To do that, it especially focuses on 'Gwangju Greenway' as a case. Participation of and communications among local residents strengthen their community's capabilities to deal with problems and seek better solutions. Above all, networking and cooperation between local government and local residents are required to improve the quality of local residents' participation at the process of planning and policy-making in the area of community welfare. 'Gwangju Greenway' is a good example of community welfare in that local residents actively seek to solve their own problems and realize common good within their local community through the improvement of social interaction and solidarity among local residents, thus resulting in good quality of life.
Philippines as one of the developing countries in Asia which is compose of more than 7000 islands. Air, Water and Land transportation are the means of travel in the country, however, transportation of goods and services between islands takes place through RoRo ships. There are about 154 RoRo routes connecting the islands in the Philippines and since its establishment, the incomes of the municipalities near the ports have increased by 7%. It is because of the increase of tourist, decrease of cost of transportation and travel time. In order to improve some of the routes in the Philippines, the researcher would like to suggest that the shipping companies should consider to upgrade some vessels. That is to have a vessel with a high-capacity storage for vehicles and goods so that mass transportation made. Another is that the ports need to be upgraded as well.

Neoliberalizing nature spreads widely across diverse fields and areas. Commodifying water is the most frequent case conflicting with the stance, water as commons. This paper reviews the commodity versus commons debate in other countries leading to the importance of wider perspective considering regional contexts, and then examines the case of Jeju with that regard entirely depending freshwater on underground acquifer. In Jeju, the sale of bottled water by private corporation has been in confrontation with the declaration of water as commons by Jeju government. But, the commodity versus commons conflict over water hinders more important concerns such as the abundant use by tourism related hotels and golf courses, the free largest agricultural use, and the production and sale of bottled water by Jeju government itself. The real focus of concern should be given to the constraints on increasing water rate for tourism businesses, charging fees on agriculture, and the local development imperatives. The dual stance of Jeju government in promoting water as commodity as well as promulgating water as commons seems to be a case adding diversity to the geography of neoliberalizing nature.
This study verifies a simple research question such as how the core factors of social capital impact the citizen's participation in the regional festival and suggests some agenda related to this issues. The result of this study show the necessity of some effective policy to help regional festival operating more citizen-oriented way which could lead citizen more corporative to the festival. Also Strengthening regional social capital could be the core factor to establish sustainability of regional society. Well-established social capital make regional festival more successful and regional economy more affluence. So Local Government have to make her various efforts to establish and activate social capital in regional level.
While networks of many countries around the world are actively connected with the establishment of ICT-based infrastructure, diplomatic activities are also evolving into various diplomatic forms that are different from traditional diplomacy before. In particular, in the process, public diplomacy activities that focus on subjects other than the government and new diplomatic areas are accelerating. This study identifies the current state of public diplomacy that has emerged as a representative type of new diplomatic style and derives policy implications for the revitalization of global governance. The analysis was attempted based on data generated mainly on the main contents of various diplomatic activities by each entity, and the future direction of public diplomacy was sought. In particular, the subject of diplomacy is becoming more diverse, and most of all, various activities are being carried out based on the world stage due to changes in diplomatic means. Most of all, they understood that all the people are playing the role of private diplomacy, and that the roles and capabilities of local governments are becoming stronger. Global governance needs to be built to revitalize public diplomacy, and support policies need to be continued by expanding the role of public diplomacy and various topics.

In the process of GIS implementation, various unexpected problems could be uncovered. If neglected, these problems would make GIS implementation much more difficult. In order to improve GIS implementation along with alleviating these problems, the following are recommended. First, in establishing GIS master plans the Korean government has to have a better understanding not only on financial and technological feasibilities, but also on organizational culture, employees' experience and perception on new technology, etc. Second, to avoid overlapping investments and technical problems such as discrepancies between digital maps drawn by different agencies and between traditional parcel maps and digital maps, a unified and/or coordinated GIS map-making system and departmental coordination are required.

The aim of this paper is to explore the trend and structural features of unemployment in Germany and to review the local and regional labour market policy against the unemployment. Unemployment has been one of the major issues in Germany since the oil shocks oi 1973-74 and 1978-80. The unemployment rate in western Germany was low at the time of reunification in 1990 and the next consecutive two years. Since then, the unemployment rate has sharply risen due to the restructuring of industries. In an effort to reduce the unemployment and to search (or new employment policies, the specific roles and advantages of communal units have been appreciated. The local and/or regional labour market policies are characterized as fellows: the corporative networking of all the agents including local administration, education institutes, regional labour bureau, firms and interest groups; the systematic integration of the various instruments which have been separately installed by different sectors; and the target-oriented adjustment of labour market approaches in the local circumstances.

The purpose of this paper is to implement a GIS and expert system based integrated computing environment for urban facility management, especially with an emphasis on transportation facilities. GIS has been utilized for constructing and managing the database of various transportation facilities, while expert system for executing human expert's role of making priorities, budgeting, and other functions associated with facility management Focusing on roadway sign system, the integrated system proposes new concept of managing sign facilities which leads to the birth of effective decision support system that may be used in local government like Seoul. The proposed concept and system, if supplemented with more functions required by local governments, can be a low cost solution for such facility management tasks. Son discussion and future research agenda have also been addressed.
This study analyzes important urban characteristics according to location of large-scaled professional sports facilities based on a binary logistic regression model and t-test. For the empirical analysis, this study uses 24 urban characteristics within social, economic, cultural, traffic, and spatial categories in 228 cities. The results show that economic condition can be the main decision factor for the differential feature of the location as well as social and traffic conditions. Concretely, more the number of young adults and middle-aged people who have considerable purchasing power, and available land are more the beneficial to the presence of the sports facilities. Recently local governments focus on location of the facilities due to their impacts on regional economics as well as residents' quality of life. In this point of vies, this study gives good understanding why it is a great option for location of the facilities.
