Meanwhile, the demand for childcare facilities is increasing due to the growing number of working couples and small-scale families, but the government has underwent many budget problems in processes such as new construction and purchase of the land. In response, this study purposes to present measures to simultaneously solve the problems of expanding childcare facilities due to the current increase in demand for them and of closed dong offices due to their reduced role from the implementation of the e-government. As a method of research, a survey was conducted on the current status and actual condition of childcare facilities using closed dong offices, and the spatial compositions of the facilities were compared through J-graph based on spatial syntax. Through this method, the types of space generated by the use of the existing dong offices were derived, and the problems and directions for improvement were described.

Based on the regional I-O transactions tables which were developed by Bank of Korea(2009), the industry multipliers were derived with respect to output, income, and value-added. The results show that in 2008 Andong Maskdance Festival receipts generated output impact of 30,961 million won and 15,800 million won of income impact, 14,310 million won of value-added impact, respectively. • In this research the current situations of libraries of 119 rural elementary schools are examined. These schools are the applicants for the 'Campaign for Libraries for Rural Schools' sponsored by Chosun Ilbo in 2009. Through the content analysis of their applications, the factors of facilities, collection, and environment are described. One the surface, most of these applicants look fine with the current size of collection and annual additions. They, however, commonly document the extremely poor conditions of facilities, unbalanced and low quality of books, lack of financial support, and cultural isolation. Even though they are not the typical rural school libraries, it seems urgent to improve their inferior conditions that any library statistics never shows in numbers. In this research, it is considered significant to make local governments and offices of education change their attitude toward rural school libraries and increase their financial support to them. The suggestions are as follows: First, let them know that school library policies concern the voters in communities; Second, use the visibility of various authoritative library assessments and awards; Third, strengthen the qualitative aspect of library evaluations.

  • The Purpose of this study is to suggest the necessity of linking and coordinating Cultural Tourism Festivals among local governments and to propose a plan for maximizing the effects of these festivals. The 'World Ceramic Exposition 2001 Korea' which took place from August 10th to October 28th was selected as a case study for the linkage plan of Cultural Tourism Festivals among local governments. Data were collected from a random sampling of visitors to 'World Ceramic Exposition 2001 Korea' from 24 to 28 October, 2001. 369 samples from a total 375 respondents were used for the final analysis. The contents of the questionnaire consisted of the cognition and satisfaction about the effects of the festival linkage among local governments and the preference of festival linkage types. The results of the analysis showed that not only festival staff but also visitors recognized the necessity of linking festivals among regions. Both visitors and festival staff had a positive attitude about the effects of the linked festival. In addition, they highly rated the 'World Ceramic Exposition 2001 Korea' as a successful festival. Visitors were satisfied with the festival. Furthermore, the number of visitors was more than staff expected. The organizing committee and staff considered the 'World Ceramic Exposition 2001 Korea' as a successful festival. The successful evaluation of the 'World Ceramic Exposition 2001 Korea' was related to the successful linkage of the festival. This study originated in the increased necessity of linking cultural Tourism Festivals among local governments. Since it is a transcendental study, it is not only significant but also limited. However, in the near future, more varied case studies about the linkages of Festivals will be conducted and these will generalize the results of this study and test the effectiveness of the linkage plans through positive analysis. For the effective linking of festivals among regions, it is necessary to study the definition of factors that affect visitors satisfaction, and determine which methods will improve visitors satisfaction.

  • This paper examined the changes of urban system through the network and the flow pattern reflected in daily movement in Korea. Because daily movement reflects trip pattern, urban system formed by inter-city linkages can be recognized in terms of living sphere. While population movements between cities have the number of linkage systems of city network and the number of traffic regions composed of the origin and destination has increased respectively. Nevertheless, spatial extent of Capital region and Busan region has been expanded. In Gangwon-do in which Seoul-oriented high-speed transportation network has developed, separation of living sphere between Yeongdong area and the Soyanggang cultural region formed around Chuncheon was intensified. Living sphere that includes Daejeon and the surrounding cities has been expanded to the southern Gyeonggi-do. The existing living sphere formed in Jeollanam-do was fragmented into the east and west around Mokpo and Suncheon due to the weakened centrality of Gwangju. Living spheres formed by spatial interaction were consistent with regional administrative boundary. Considering the increased interaction between Seoul and its surrounding cities, the development of global city-region centered on Seoul is expected.
