This study examines the efficiency of safety management measures taken in coastal waters to prevent coastal accidents. Recent years have witnessed about 800 cases of large and small coastal accidents in coastal waters annually. On average, these accidents have been responsible for 129 deaths annually, Thus, there is a need for effective preventive measures. Accordingly, the Korea Coast Guard enacted the Coastal Accident Prevention Act in 2014 and has cooperated with related organizations, such as local governments and the Ministry of Oceans and Fisheries, to safely manage coastal waters. However, compared to the rapid increase in human coastal activities, coastal accidents continue to occur due to the lack of a safety mindset among the Korea Coast Guard, a lack of public safety awareness, a lack of safety management facilities, and poor interest from related organizations, among others. This study examines the conditions and problems faced with regard to safety management in coastal waters based on recent coastal accident data, and analyzes foreign coastal waters safety management cases. Various methods to improve the safety management efficiency in coastal waters are proposed, such as enhancing the safety mindset and capabilities of the Korea Coast Guard, strengthening cooperation among related organizations, increasing the role of local governments, expanding and strengthening safety management facilities by applying new technologies, inculcating a culture of maritime safety, and activating private-public collaborative governance.

Houses contain our own characteristics and philosophy. As a Yangban house in the late Joseon Dynasty, the house of Kwon Hee-moon was constructed over 250 years to the present. Therefore, this house can more objectively examine the aesthetic ideals, such as the thoughts and philosophies of the house owners across the generations. The name of Sarang-Chae is Ui-Wang-Seo(嶷汪棲), it shows thoughts and philosophies symbolically. Ui(嶷)·Wang(汪) mean the elements of nature, and Seo(棲) symbolizes living together, It is aesthetics of Nature, aesthetics of Human boundary. Aesthetics of Nature boundary is aesthetics of Ui(嶷)·Wang (汪), so it is clear and fine. Aesthetics of Human boundary is aesthetics of Seo(棲), so it has meditation and purity. Geyonggi-geommu have developed based on the long history of Korean sword dance. Han Sung-joon, the great master of modern music and dance of Korea during the Japanese colonial period, collected and reconstructed folk dances that had disappeared or were cut off due to the policy to obliterate Korean culture through Chosun Music Dance Research Society. Since then, it has been passed down to Kang Sun-young and Kim Geun-hee that has designated as the Intangible Cultural Property No. 53. of Geyonggi-do in 2011. This study focuses on highlighting the uniqueness of Geyonggi-geommu for proper modeling and transmission of Geyonggi-geommu with historical significance so as to understand and preserve the Intangible Cultural Heritage. This study examines the transmission system of Geyonggi-geommu, followed by Kang Sun-young and Kim Geun-hee, originated by the master Han Sung-Joon of Geyonggi-geommu. Geyonggi-geommu has its uniqueness of using the pure Korean dance terminology established by the holder Kim Geun-hee at the time of designation of intangible cultural properties in Gyeonggi-do. The unique features of Geyonggi-geommu are performed and transmitted in two forms, Daemu(Group dance) and Holchum(Solo dance) which are not currently found in other regions. This is meaningful to passed down according to the original form of Geommu(Sword dance). In particular, the Holchum(Solo dance) is a form of artistic dance, showing the beauty of the sword dance during the Chosun Dynasty. In short, Gyeonggi-geommu can be described as an artistic dance with a soft and strong temperament considering its unique features.
This paper tried an approach of oral literature as the research subject of Soeburi song in Ulsan. First, UlsanSoeburi song is meaningful as materials collected in Ulsan such as Hansil, Dodoekgol, Dudong and Byeongueong. In addition, it is related to regional identity as song native to Ulsan, which has prototype and archetype. And it shows that Ulsan is the city as well as hometown of Soeburi(meaning ' iron manufacture'). The characteristics of lyrics are different between Hansil Soeburi song and Dodeokgol Soeburi song. Jeiman Choi is considered as a good oral literature poet, because he is a performer who is faithful in official structural principal and in original lyrics(archetype) of Soeburi song. Therefore, SoeburiBulmei song of Jeiman Choi signifies aesthetic meaning, having lyrics which make to feel labor's purity and sacred and melody which overcomes labor's difficulty through united action. On the other hand, SoeburiBulmei song of Dalo Kim in Doseokgol shows that he is a extemporaneous performer even though he performs based on official structural principal. In this paper, transmission and changes of UlsanSoeburi song are divided into basic type, frequent shift type and overall type. 'Basic type' originates from Jeiman Choi's Soeburi song in Hansil. 'Frequent shift type' was created by combining SoeburiBulmei song of Dalo Kim in Doseokgol and SoeburiGeumjul song in Ulsan. 'Overall type' is current Soeburi song, which was created by adding Bulmei song for lulling a baby in Byeongueong near Dalcheon region and Seoknyanggan(smithy) Bulmei song. UlsanSoeburi song is being passed down continuously, strengthening the identity as a representative folk song in Ulsan through endless process of transmission and changes.
The present study investigated individuals' perception of important social issues in Korea. Based on previous research(Hahn, 1994; Hahn & Kang, 2000), a checklist containing 370 social issues was created. This checklist was administered to 1600 Koreans(812 college students, 788 adults) residing in 5 regional areas in Korea during the period of December 2004 and February 2005. Data were analyzed by the respondents' age, sex, and residing areas, and findings were compared to those of the two previous studies conducted in 1994 and 1999. Major findings of the study are as follows. First, across the three surveys, over 50% of the respondents consistently indicated the following four items as important social issues in the Korean society: political corruption, environmental pollution, the education system that is driven too much for college entrance, employment difficulty for local college graduates. Second, more than 50% of the respondents in the current survey indicated the following 12 items as important social issues that must be resolved: high unemployment rate, political corruption, environmental pollution, education system, overall difficulty of getting jobs, the nation's distrust in politics, hardships of life among the working classes, political incompetence, people with defective personal credit standings, employment difficulty for local college graduates, political instability, corruption of public servants. Third, analyses on the top 30 social issues across the three surveys revealed a positive and significant rank-order correlation for a five-year period(i.e., 1994-1999, 1999-2004), but not for a ten-year period(i.e., 1994-2004). Implications of the study and directions for future research are discussed.

Korean local governments operates the participatory budgeting system autonomously. This study is to classify these entities into clusters. Among the diverse machine learning methodologies(Neural Network, Rule Induction(CN2), KNN, Decision Tree, Random Forest, Gradient Boosting, SVM, Naïve Bayes), the Support Vector Machine technique emerged as the most efficacious in the analysis of 2022 Korean municipalities data. The first cluster C1 is characterized by minimal committee activity but a substantial allocation of participatory budgeting; another cluster C3 comprises cities that exhibit a passive stance. The majority of cities falls into the final cluster C2 which is noted for its proactive engagement in. Overall, most Korean local government operates the participatory busgeting system in good shape. Only a small number of cities is less active in this system. We anticipate that analyzing time-series data from the past decade in follow-up studies will further enhance the reliability of classifying local government types regarding participatory budgeting.

Forests are one of the basic assets nearest our daily lives that provide the foundation of life necessities, culture and even survival. These assets pervade local residents' lives as culture and the necessities of life, and they will be handed down to posterity. Therefore, this study was conducted to carry out a field survey on old trees, plant communities and forests in the southern coastal areas in Korea, where not many surveys were not conducted on the forest cultural assets, further examining a possibility that some of the trees should be designated as law-protected. As for the survey of plants, this study investigated 80 different spots of old trees, plant communities and forests, located in 11 cities and counties in Gyengnam Province and Jeonnam Province adjacent to the southern coast of Korea. To measure the health and actual maintenance conditions of old trees and plant communities objectively, the standard of judgment was established through the brain storming of experts. As a result of the field survey, out of all the old trees and plant communities that are not law-protected, this study selected old trees and plant communities that are in good health and likely to pass the standard of designating law-protected trees according to the Established Rule 574 of the Korea Forest Service Regulation. As for the plant community and old trees likely to be law-protected, this study judged that the torreya forest in Naneum Li, Namhae and old trees in 13 spots, in cluding so-called 'Couple Pine Tree' in Pyeongsa Li, Hadong, have a high possibility of being designated as a law-protected plant community and old trees. As for the species of old trees, there were 3 zelkova serrata trees, 3 celtis sinensis persoon trees, 2 pinus densiflora trees, 1 castanopsis cuspidata tree, 1 salix chaenomeloides tree and 1 machilus thunbergii tree found in the survey areas. Overall, this study judged that those old trees and plant communities require a national systematic maintenance by being designated as law-protected ones, and their values should be handed down to posterity as our forest cultural assets.
