NGIS 2단계사업(2001년${\sim}$2005년)은 국가공간자료기반 확충, 지리정보의 전 국민 유통 및 활용, GIS 산업육성 등의 목표를 가지고 추진되고 있다. 민간부분의 GIS 산업을 육성하기 위해서는 다양한 컨텐츠의 개발과 생활지리정보의 서비스 방향을 설정하고 법 제도적으로 지원할 필요가 있다. 이에 본 연구에서는 생활지리정보의 개념을 설정하고 국내외 생활지리정보관련 사이트를 조사 분석하여 향후 민간부분의 생활지리정보서비스 방향을 설정하고자 한다. 본 연구를 통해 기존의 인터넷 사이트를 조사하여 생활지리정보 항목을 11개로 분류하였으며, 공공부분에서는 중앙정부(건설교통부)와 지자체의 생활지리정보 현황을 분석하고 민간부분에서는 생활지리정보관련 36개 사이트를 조사 분석하였다. 또한 국외 사례는 미국, 일본, 영국, 스코틀랜드, 호주의 17개 사이트를 대상으로 생활지리정보현황을 분석하였다. 국내외 생활지리정보 서비스분석결과 국내의 경우는 도로/교통, 건강/의료 서비스가 우세한 반면 국외사례에서는 도로/교통뿐만 아니라 문화/관광 서비스가 상당히 많이 제공되고 있는 것으로 나타났다. 생활지리정보서비스의 방향은 공공부문에서는 기 구축된 업무시스템을 민원을 중심으로 웹서비스를 통해 생활지리정보의 형태로 구현되어야 하고 민간부분의 생활지리정보는 기술부분과 컨텐츠부분으로 나누어 개발이 이루어져야 한다.

The GIS construction project using the Digital Map has been progressed actively since the enforcement of NGIS project in 1995. But, the Digital Map actually can't use directly in building GIS because of many defects of the digital map such as geometric features errors(the overshoot/undershoot of line or the opening of polygon), non-topology etc. Many advanced countries in GIS has provided users Framework Data which is generated topology defined spatial relationships and used as a basic data of national geospatial information. In this study, we proposed the definition and the scope of Framework Data as a basemap of the Nation Geospatial Information and studied for the management and construction of the Transportation/Road Framework Data which is a core and basic data among them.

중앙정부나 지자체를 중심으로 지리정보체계(GIS)구축사업이 광범위하게 추진되고 있는 지금, 지리정보구축에 소요되는 비용에 대한 부담으로 인해 각 기관들에 산재된 지리정보의 공동 활용이 매우 중요시 되고 있다. 이에 따라 지리정보 생산 및 관리의 효율성과 이용의 활성화를 도모하기 위하여 '지리정보목록의작성및관리에관한지침'이 2002년 제정되어 시행되고 있다 현재 국가지리정보유통망에서의 활용을 위해 유통용 메타데이터 표준이 제정되어 있지만, 지리정보관리기관의 효율적인 지리정보 관리를 위해서는 부족한 부분이 많은 실정이다. 본 연구에서는 동 지침에 의거하여 ISO 19115에 부합되는 새로운 통합 국가메타데이터 표준(안) 개발을 목적으로 메타데이터 표준화 연구를 수행하였다. 국가메타데이터 표준(안)은 유통용 메타데이터 표준을 모두 수용하고, 기존 메타데이터와의 비교분석을 바탕으로 효율적인 지리정보 관리를 위한 관리용 메타데이터 항목을 추가하여 총 13개 섹션으로 설계되었다. 본 연구에서 제시된 국가메타데이터 표준(안)을 통해서 우선 사용목적에 맞는 다양한 지리정보를 검색하고 활용하기 위한 표준화된 기반이 구축되어 공공부문 및 민간부문의 GIS 활성화를 위한 커다란 초석이 마련될 것으로 판단된다.

In 1995 of May, the Ministry of Construction and Transportation (NOCT) developed the First Nation-wide Master Plan of GIS. It is set up in response to an increasing and various demands on spatial informations. Until now, a set of diverse projects related to spatial information have been proposed and executed. However, cost-benefit analysis of investment and decision making for alternatives have not been carried out appropriately because scientific evaluations for obtaining efficiency and economical validity of investment have been deficient. Optimum decision making for projects based on itemized priority order using effect or cost of proposed alternative plan is a fundamental expedient for demonstration of propriety of projects and enhancement of efficiency of investment. From such understanding, this paper applied the analytic hierarchy process (AHP) technique to the cost required to construct a GIS so that analyze the weight of each cost factor.

The architecture of the National Geo-spatial Information Clearinghouse Network (NGICN) is suggested in this paper. We described the function and relationship of six elements of the NGICN. The elements are clearinghouse network gateway, clearinghouse node, geo-spatial data server, communication network, protocols and standards, and clients. The NGICN suggested in this research will prevent the duplication and improve the value of the database, and persuade the institutes or enterprises in the private sector to participate in producing the geo-spatial database. Finally it will setup the business of producing, circulating and utilizing the geo-spatial information as a new bases of Info-Communication Industry.

In recent, different kinds of nationwide thematic map have been developed based on NGIS, and each related research field has tried to develop GIS by utilizing this map. Also, Many researches on the geographic information data model has been conducted to improve the compatibility of developed system. The developed system in water resource field should reflect the dynamic characteristics of river flow. Because it should be considered from the design of data model, this study suggests the datamodel for designing geographical information database on water resources which is possible to linear reference capacity based on stream network. In order to examine the applicability of the suggested model, network component based system has developed. Finally, the river network based system shows the superiority in terms of its applicability comparing with other system.

In order to establish and promote geographic information activities in controled environment maximizing interoperability and the degree of reusability of geographic information resources scattered in distributed platforms, standardization is recognized as one of the basic solutions essentially being performed at the community level, where intends to align with international standards. This paper describes some technical aspects of standardization needed to build a systematic mechanism of national geographic information standards development, giving approach to conceptual analysis especially directed by ISO(International Organization for Standardization). Following some enumerated benefits for profile based national standard architecture and the brief review from canadian approach we suggest herein a overview of national and community level standardization framework, which identify its primary elements consisting of common basis for standard development mechanism based on profiles.

태초이래 지도나 지리정보에 대한 관심은 컴퓨터 기술의 발전에 힘입어 GIS를 출현시켰다. 우리나라의 경우 GIS는 지난 78년 서울시 지적과의 지적도 전산화 추진을 시작으로 그 모습을 드러냈지만 지리정보의 전문성 등으로 인해 GIS에 대한 접근이 어려웠다. 이에 최근 쌍용컴퓨터가 성남시에 구축한 '상수도 시설관리전산화'사업을 통해 GIS가 펼치는 세계를 살펴본다.

정보기술과 컴퓨터 기술의 급속한 성장에 따른 데이터의 양적 증가로 최근 다양한 분야에서 과학적이고 정교한 분석이 요구되고 있다. 특히 은행분야는 금융환경과 소비자의 태도변화로 오래 전부터 축적해온 고객에 대한 방대한 데이터를 효과적으로 분석하여 이를 통한 사업성 증대를 뫼하고 있다 대부분의 은행의 고객 데이터 분석에서는 고객의 거래 정보나 인구통계 정보 분석이 대부분을 차지한다. (중략)
