A Study on Design of Emergency Anchorage at Adjacent Waters of Wan-do Port (완도항 인근 수역 피항 정박지 지정 검토 연구)

  • Now it is said that the insufficency of the designated anchorage for ships in approaching waters of Wan-do port is the one of reasons for marine safety accidents, when vessels encounter rough weather near the port. This research examined geographical feature in approaching areas of Wan-do port and suggested appropriate weather anchorage. The situations of fishing nets areas were investigated Marine vessel traffic flow was also examined. Through these research the optimal anchorage was suggested in the approaching waters of Wan-do port.

  • In recent years, IT companies offer various cloud services using hardware-based technologies or software-based technologies. User can access these cloud services without the constraints of location or devices. The technologies are virtualization, provisioning, and big data processing. However, security incidents are constantly occurring even with these techniques. Thus, many companies build and operate private cloud service to prevent the leak of critical data. If virtual environment are different according to user permission, many system are needed, and user should login several virtual system to execute an program. In this paper, I suggest the access control method for application software on virtual operating system using the Open Authentication protocol in the Cloud system.

  • With current economic advancements and increasing demand for well-being, diverse leisure cultures have developed. The geographic feature of being surrounded in 3 sides by water has resulted in the sustained growth of the marine leisure market. But the increased market and users has not resulted in the systematic management of sailing safety and equipment. Marine leisure activities occur on water, so the damage from collisions and distress calls are greater than land based leisure activities. And marine leisure equipment is very expensive, requiring systematic management. This research proposes an information system using a new IP-RFID technique to manage the safety of marine leisure users and equipment management.

  • The aim of this paper is to investigate the characteristics of place-names in old map of Andong-Bu mapped in Chosun Dynasty. A place-name is a linguistic expression whose function is to identify a topographic feature. The place-names in old map of Andong-Bu normally involve physical, administrative, military, economic, transport, and cultural features. The cultural place-names are more meaningful in Andong-Bu which was a center of confucianism in Chosun Dynasty. The generic place-names, including cultural place-names such as school, pavilion, temple, etc., served as indicators to identify regional characteristics of Andong in the past and present. A study on the place-names, using old maps, is regarded as advisable attempt in regional approach in geography.

A Study on Establishment of High-Risk Areas for the Prevention of Piracy Damage (해적피해 예방을 위한 고위험해역 등 설정 방안)

  • Piracy cases have been increasing globally since 2007. Recently, the waters of West Africa including the Gulf of Guinea, emerged as the most dangerous areas in the world. To prevent piracy damage to ships and crew, the Korean government amended the Piracy Damage Prevention Act on August 17, 2021 to newly define the risk area and the high-risk area for piracy. It also established the legal framework for restricting the entry of ships into such high-risk areas. This study aims to discuss and present a plan for establishing risk areas and high-risk areas for piracy to be noticed by the government in accordance with the amended Act. In this study, international piracy trends, international response measures and the status of international high-risk areas were investigated and analyzed, the matters to be considered to designate high-risk areas were identified. It is expected that the resulting information on high-risk areas for piracy can be utilized not only for the development of government policies on the prevention of piracy, but also as basic academic data.

  • We Korean geographers have been interesting merely in research trends and models which induced in more advanced societies. We unconcerned with the models were painfully acquired through many field surveys and accumulated researches. Approaches to the generalization without accumulating experienced studies are just like 'building on the sand' and 'it is nothing but the paper'. We still need many field surveys, regional approaches and very basic researches for induced the Korean geographic models. In geography. 'where' is not main goal. 'Why and how' are the most important. We know these very much. But we do not recognize that 'what is where' in Korea, still now. We must have our own Korean spatial models. But geography is not build in a day and in one generation. It needs interdisciplinary or system approaches accompany with the other fields of sciences. We concern with the spatial principles and laws which were hidden by the complicated phenomena in real world.

A Study on Effectiveness for Car-Crash Fires Prevention through a Full-length Speed Enforcement System in Highway Tunnels (고속도로 터널내 차량추돌화재사고를 방지하기 위한 구간과속단속시스템 설치에 관한 통계적 연구)

  • Because of most notably the increase in vehicular traffic in Korea, as measured by highway transport usage, relief is being sought by expanding the construction of highways after 1970s'. These highways have opened up over 70 % of the mountainous areas in Korea's country side which includes the construction of tunnels. Currently there are 607 tunnels installed that are being maintained and by 2015, under the next medium-term plan, Korea will build an additional 440 tunnels. In addition, the use of 1,000m double-pole tunnels is expected to increase significantly in 256 locations. There is no doubt that these tunnels will relieve traffic congestion and aid improved communications, but halfclosed underground highway tunnels in particular are required to reduce tunnel fires caused by poor vehicle maintenance, and other factors such as speeding motorists that increase the number of vehicular accidents. Double-pole tunnels in 1,000m length over require vehicle drivers to be more cautious in terms of the continuous speed limit, judged by how devastating most of car-crash fires within these tunnels can be. In order to prevent these disasters, a full-length tunnel speed enforcement system should be considered mandatorily in legal clauses.

  • Current business environment asks the fundamental changes about business security. The essences of these changes are that the security management of today's global business is important task of managers and the security practitioner is professional who needs very specialized education and training with business thinking. Rapid process of globalization of global village tore down the business limit that was restricted on the geological areas' limitation. Rapid business environments' change that is driving depends on development of science and technology with globalization needs new paradigm to keep business continuity. With the process of globalization, Korea, which importance is gradually increasing in the national economy, has trade dependent economic system, which keeps power of national economy through trade, so Korean economic tendency is accelerating. To keep competitiveness in global market, new strategy that is different with existing domestic business management is necessary. That is, capacity of coping with outside risk in domestic business management is established in some degree, but business activities in foreign countries faces at numerous unexpected risks that differ from country to country such as difference with the custom, changes of corporate governance etc. To cope with these new risks effectively, new paradigm for business risk is necessary. Especially, flexibility of thinking like new paradigm is necessary to cope with new security risk effectively. To cope with security risk that occurs in the new business environment effectively and competes against international company in global market, company management and members' changes of cognition about security and innovative changes in security policy is necessary. In the basement of these changes, there is expansion of business security tasks, improvement of report line, enhancement of professionalism and status of security officers, variation of hands-on workers and increasing of investment to the security etc.

Minimum Wind Speed of Dragging Anchor for Ships in Jinhae Bay Typhoon Refuge (진해만 태풍 피항 선박의 주묘 한계 풍속에 관한 연구)

  • An average of two to three typhoons that occur in the Philippines or Taiwan pass through Korea each year owing to the influence of the geographical location and western winds. Because Jinhae Bay is known as Korea's representative typhoon refuge, it is filled with ships during typhoons and later becomes saturated with ships anchored to the surrounding routes. If a strong wind drags an anchored ship, a collision accident may occur because of the short distance between the ships. Therefore, a systematic anchoring safety management of Jinhae Bay is required. In this study, the minimum wind speeds of a dragging anchor based on the water depths of Jinhae Bay anchorages were investigated. When 7-9 shackles were given, the minimum wind speeds were 48-63, 46-61, and 39-54 knots at depths of 20, 35, and 50 m, respectively. As the water depth increased, the length of the cable laid on the sea bed became shorter than 5 m owing to the external force, and the minimum wind speed showed a significant difference of 4-8 knots. In addition, ships with high holding power anchors (AC-14 type) had higher minimum wind speeds than ships with conventional anchors (ASS type). Finally, it was confirmed that at a depth of 50 m, dragging easily occurred even when a high holding power anchor was applied.
