  • Central Asia (Uzbekistan, Kazakhstan, Kyrgyzstan) is a hot and arid continental climate, with most areas (68%) consisting of barren vegetation, desert, and meadows. The main agricultural areas for crop production include irrigated farmland, non-irrigated farmland, grassland, prairie and mountain. We are experiencing climate change with recent climate variability increasing. Agriculture is one of major economic sectors and provides a means of livings for the rural population of Central Asia, especially the poor. In the past two decades, Central Asia has experienced a high population growth rate, with Kazakhstan at 16.8%, Uzbekistan at 34.5% and Kyrgyzstan at 28.4%. As a major industry, Kazakhstan has the largest share of exports of agricultural products followed by petroleum, mineral resources, steel, and chemicals. Uzbekistan is the fifth largest cotton exporter as well as the sixth largest cotton producer in the world. Kyrgyzstan exports ores, stones, cultured pearls, and minerals. These three countries are rich in mineral resources, agricultural products, and energy resources. However, not only do they have difficulties in economic development due to the weakness of logistics and industrial infrastructure, but they also have imperceptible cooperation and investment among countries due to insufficient research and development. Through this study, we will investigate national outlook, economic indicators, major agricultural products, import and export status, and agricultural technology cooperation status, and study how Korean agricultural industry advances into these countries through SWOT analysis. Through this, we hope to contribute to the basic data of Central Asian studies and cooperation and investment in agriculture in each country. In addition, in order to increase cooperative exchange and investment in these countries, we will prepare a Central Asia logistics hub for the rapidly changing interKorean railroad era.

  • This study attempts to figure out the impact of Information and communication technologies (ICTs) on spatial structure and to speculate on spatial strategies in the electronic economy from a geographical perspective. The unprecedented development of ICTs based on the explosive use of the Internet was enough to lead to the expectation that physical distance would not be a significant barrier in business activities. In fact, however, at least at a current stage, the development of ICTs has not automatically removed the inequality in spatial structure. The accessibility to electronic space is different by economic and social status within a country as well as between countries. The importance of place, locality, and place-specific assets has been strengthened in the global economy. Physical proximity is still of great importance because it helps to minimize transaction costs, to exploit place-specific social networks, and to accumulate credibility for successful businesses. Likewise, the development of electronic commerce such as B2B and B2C EC also does not necessarily result in the ignorance of place and locality. Rather, the recognition of the importance of spatial strategies is extremely important for the success in online businesses. As a conclusion, the spatial dimension becomes more important in the digital era for successful businesses and balanced regional developments than ever before. The need for the improvement of ICT infrastructures, the development of human resources, and the establishment of regional innovation systems in peripheral areas cannot be overemphasized even in the digital era.

  • The European civil aviation industry, which had lower technical skills, capital strength and market scale than the U.S., adopted the production system of joint development and division labor between the nations of Europe. Each plant locations strengthened their specialization of the production branch in the past 40 years with a geographical accumulation of the specialized manufacturing facilities, suppliers, universities and laboratories by the logic of geographical proximity and learning effect. The cargo plane transportation system in the production of short- and medium-haul aircraft facilitated the geographical dispersion of manufacturing process and the logistical linkage among the various plant locations. But the production of long-haul large aircraft(A380) chosen the transportation system by the cargo ship because of the size and weight. Considering the transportation system by the cargo ship, the choice of Toulouse as a final assembly plant location was the irrational locational decision from a locational point of view. This locational choice is explained by the merging process of the European civil aviation industry, the logic of learning effect and geographical proximity, and the active attraction support policy.

  • In this paper, we developed the GML Map Server which visualized the map based on GML as international standard for exchanging the common format map and for interoperability of GIS information. And also, it should transmit effectively GML map into the mobile device by using dynamic map partition and caching. It manages a partition based on the visualization area of a mobile device in order to visualize the map to a mobile device in real time, and transmits the partition area by serializing it for the benefit of transmission. Also, the received partition area is compounded in a mobile device and is visualized by being partitioned again as four visible areas based on the display of a mobile device. Then, the area is managed by applying a caching algorithm in consideration of repetitiveness for a received map for the efficient operation of resources. Also, in order to prevent the delay in transmission time as regards the instance density area of the map, an adaptive map partition mechanism is proposed for maintaining the regularity of transmission time. GML Map Server can trace the position of mobile device with WIPI environment in this paper. The field emulator can be created mobile devices and mobile devices be moved and traced it's position instead of real-world. And we developed POIM(POI Management) for management hierarchically POI information and for the efficiency POI search by using the individual tagging technology with visual interface.

  • The advancement of electronic records brought great changes of the records management system. One of the biggest changes is the transition from passive to automatic management system, which manages massive records more efficiently. The integrated Rule-Oriented Data System (iRODS) is a rule-oriented grid system S/W which provides an infrastructure for building massive archive through virtualization. It also allows to define rules for data distribution and back-up. Therefore, iRODS is an ideal tool to build an electronic record management system that manages electronic records automatically. In this paper we describe the issues related to design and implementation of the electronic record management system using iRODS. We also propose a system that serves automatic processing of distribution and back-up of records according to their types by defining iRODS rules. It also provides functions to store and retrieve metadata using iRODS Catalog (iCAT) Database.

  • This study examined how historical facts of the past were established as a symbol or identity of a region and reorganized in the present local communities. Janseong has reorganized regional symbols through a regional festival named Hong-gil-dong Festival based on its tradition and cultural resources and used them as a strategy for the regional revitalization. Jangseong was known as "a district of noble scholars" represented by the Philam Seowon(local school) enshrining Kim In-hoo, a superior one of the Confusion scholars of Joseon period. And it was considered as "a place of justice" because of historical fact that it was an important base of Donghak movement and the struggle by righteous soldiers who fought for the country in the late Joseon period. Moreover, as the place which is assumed as a birthplace of Hong Gil-dong, a hero of the Hong Gil-dong story was excavated, the local government has reorganized Mr. Hong as a symbol of the region and has held the Hong Gil-dong festival for its development. In spite of its short history, the festival was established as a representative of Janseong. It also created various regional cultural attractions such as regional logos of Hong Gil-dong and a tourist attraction of his birthplace. Jangseong reorganized its tradition for the regional revitalization through a business-oriented property of the event strategy enforcing a dynamic and external image. In the aspects of tradition reorganization and use for actual development, it is sure that the Hong Gil-dong Festival will work for true integration and revitalization of the region by providing experiences of reorganized regional tradition and culture along with various regional landscapes.

  • This paper deals with an agent-based decision-supporting system for Taguchi experiment planning. Among the four major parts of Taguchi experiment, the planning phase includes the most important decision-making issues such as determination of experiment objectives, quality characteristics, and control factors. The planning phase, however, has not been paid proper attention by experiment designers. In this research, an agent-based decision-supporting system for Taguchi experiment planning has been developed to facilitate the planning tasks of experiment designer. The decision-supporting system is composed of two agent-based mechanisms. The first employs an Internet agent that collects the domain knowledge from knowledge providers who may be distributed in remote places. Another agent then visualizes the collected knowledge and reports it to the experiment designer. Engineers who would normally have difficulties in collaborating because of limitations on their time or because they are in different places can easily work together in the same experiment team and brainstorm to make good decisions. The second agent-based mechanism offers context-sensitive advice generated by another intelligent agent during the experiment planning process. it prevents the experiment designer from making improper decisions, which will increase the feasibility of the experiment and minimize the unnecessary expense of time and resources.

  • The Sacheon bay region functioned as a strategic place as the bay provided a major sea-route leading to the Kyungnam province. So it is no wonder that a number of castles and walls were located in such an outlying post of strategic importance. In the bay region there are found Sacheon, Gonyang and Seonghwangdang town castles, Yeegu, Seongbangri, Shinbyukdong, Duckgockri, Baekcheondong and Gaksan miltary castles, Seonjinri and Sadung Japanese castles, Kumseonri and Wueolseongri mud walls, Gaksan, Anjeom, Chimzi and Usan beacon-post walls, and Tongyang, Gasan and Jangam warehouse walls(사천읍성, 곤양읍성, 성황당산성, 이구산성, 성방리산성, 신벽동산성, 덕곡리산성, 백천동산성, 각산산성, 사등산성지, 선진리성, 금성리 토성, 월성리 토성지, 각산봉수대성, 안점봉수대성, 침지봉수대성지, 우산봉수대성, 통양창성지, 가산창성지, 장암창성). Castles are, according to their functions, classified into two: town castles and military castles. In the former castles people live permanently, but in the latter people do not. Military castles are occupied only in time of emergence. Beside the two types, two Japanese castles, two old mud walls, four beacon-post walls, and three warehouse-post walls are found in the Sacheon bay region. Castles are also classified into plain castles and mountain castles according to their location. Mud, stone, wood, and brick materials were used for castle and wall building. As the castles and walls of the bay region are precious cultural assets, they should be preserved and protected with much attention. It should be remembered that in the future they can be the most valuable tourist attractions all around.
