Robust Motorbike License Plate Detection and Recognition using Image Warping based on YOLOv2 (YOLOv2 기반의 영상워핑을 이용한 강인한 오토바이 번호판 검출 및 인식)

  • Automatic License Plate Recognition (ALPR) is a technology required for many applications such as Intelligent Transportation Systems and Video Surveillance Systems. Most of the studies have studied were about the detection and recognition of license plates on cars, and there is very little about detecting and recognizing license plates on motorbikes. In the case of a car, the license plate is located at the front or rear center of the vehicle and is a straight or slightly sloped license plate. Also, the background of the license plate is mainly monochromatic, and license plate detection and recognition process is less complicated. However since the motorbike is parked by using a kickstand, it is inclined at various angles when parked, so the process of recognizing characters on the motorbike license plate is more complicated. In this paper, we have developed a 2-stage YOLOv2 algorithm to detect the area of a license plate after detection of a motorbike area in order to improve the recognition accuracy of license plate for motorbike data set parked at various angles. In order to increase the detection rate, the size and number of the anchor boxes were adjusted according to the characteristics of the motorbike and license plate. Image warping algorithms were applied after detecting tilted license plates. As a result of simulating the license plate character recognition process, the proposed method had the recognition rate of license plate of 80.23% compared to the recognition rate of the conventional method(YOLOv2 without image warping) of 47.74%. Therefore, the proposed method can increase the recognition of tilted motorbike license plate character by using the adjustment of anchor boxes and the image warping which fit the motorbike license plate.

  • As computer systems of high capacity and high performance recently emerged, various researches about GISs(Geographic Information Systems) have been in progress and many GIS applications have also been developed. From the domestic situation where many people are using mobile devices, because of the recent advances in the mobile technology, we can infer that the time will come when every individual will carry a mobile device with a GPS(Global Positioning System) module resulting from the development of a miniature GPS Module. Therefore, a mobile GIS that can allows users to deal with dynamic GIS data management and perform their tasks while moving will be required. This paper discusses the design and implementation of a mobile GIS using the shareware DBMS, called postgresSQL. The Mobile GIS in which a mobile concept is utilized at the GIS data server makes it possible to insert, delete, update GIS data, to zoom in and zoom out displayed maps, and to locate the user's position on the client device. Therefore, It is possible to manage dynamic GIS data in order to deal with GIS data on the maps while moving, connect various GIS data servers through the middleware, and connected with ITS (Intelligent Transport System) which is one of applications of the Mobile GIS developed in this paper.

  • Because most applications of vision-based object tracking demonstrate satisfactory operations only under very constrained environments that have simplifying assumptions or specific visual attributes, these approaches can't track target objects for the highly variable, unstructured, and dynamic environments like a traffic scene. An adaptive fusion framework is essential that takes advantage of the richness of visual information such as color, appearance shape and so on, especially at cluttered and dynamically changing scenes with partial occlusion[1]. This paper develops a particle filter based adaptive fusion framework and improves the robustness and adaptation of this framework by adding a new distinctive visual attribute, an image feature descriptor using SIFT (Scale Invariant Feature Transform)[2] and adding an automatic teaming scheme of the SIFT feature library according to viewpoint, illumination, and background change. The proposed algorithm is applied to track various traffic objects like vehicles, pedestrians, and bikes in a driver assistance system as an important component of the Intelligent Transportation System.

  • This study set out to define a communication environment between an ITS center and field device required to be introduced in the nation in order to guarantee the interoperability, compatibility, and global competitiveness of communication between them in the nation. It also aimed to establish technical and policy plans for its introduction, develop an emulator for information exchange, and apply VMS by way of showing an example, thus testing its validity. First, a standard environment for information exchange between an ITS center and field device required to be introduced in the nation was defined as a dual protocol between DATEX and SNMP. The study also proposed a message definition system including meta-attribution definition and OID introduction. The study then suggested technical and policy plans for its introduction including securing enough feasibility with feedback through a model project of standard introduction, offering education and promotions for the standard in advance, providing methods to introduce and systematically manage OID, developing a hardware standard proper for the information exchange standard, and setting up an integrated management system to introduce a dual protocol.

  • This paper describes a development of system that enables the user to simulate the rockfall and landslide from slopes using physical engine. Until now, it will not be able to accomplish the virtual experiment of three-dimensional interpretation about slope informations, stability evaluation, the rockfall and landslide simulation, etc., because of absence of three-dimensional simulation systems which relates with slopes. With like that reason, this paper developed a simulator which is identical or similar the rockfall and the landslide where the possibility which will occur or occurred from actuality is high very actual condition from virtual experiment. For a simulator development, this paper uses the physical engine which is mainly used from computer game and animation development etc., And it will be show the process where the rockfall and landslide occurs with simulator. This simulator which sees the process where the rockfall and the landslide occur from three-dimension computer graphics theory and the physical engine, is a system which is the possibility of showing actual feeling. Therefore, the result of this paper is applied in vehicle travelling guidance system and intelligence traffic systematic etc., because of creates visual service and three-dimensional application of the slope information database which is developed in existing, and will be able to forecast the upgrade of user benefit planning and a service.

A Study on an Adaptive Guidance Plan by Quickest Path Algorithm for Building Evacuations due to Fire (건물 화재시 Quickest Path를 이용한 Adaptive 피난경로 유도방안)

  • Enormously sized buildings are appearing world-wide with the advancement of construction techniques. Large-scaled and complicated structures will have increased difficulties for dealing with safety, and will demand well-matched safety measures. This research introduced up-to-date techniques and systems which are applied in buildings in foreign nations. Furthermore, it proposed s direct guidance plan for buildings in case of fire. Since it is possible to install wireless sensor networks which detect fires or effects of fire, the plan makes use of this information. Accordingly, the authors completed a direct guidance plan that was based on omnidirectional guidance lights. It is possible to select a route with concern about both time and capacity with a concept of a non-dominated path. Finally, case studies showed that quickest path algorithms were effective for guiding efficient dispersion routes and in case of restriction of certain links in preferred paths due to temperature and smoke, it was possible to avoid relevant links and to restrict demand in the network application. Consequently, the algorithms were able to maximize safety and minimize evacuation time, which were the purposes of this study.

A Study on the Performance Verification Method of Small-Sized LTE-Maritime Transceiver (소형 초고속해상무선통신망 송수신기 성능 검증 방안에 관한 연구)

  • This study evaluated the performance test of a small-sized LTE-Maritime(LTE-M) transceiver that was developed and promoted to expand the use of intelligent maritime traf ic information services led by the Ministry of Oceans and Fisheries with the aim of supporting the prevention of maritime accidents. Accoriding to statistics, approximately 30% of all marine accidents in Korean water occur with ships weighing less than 3 tons. Therefore, the blind spots of maritime safety must be supplemented through the development of small-sized transceivers. The small transceiver may be used in fishing boats that are active near coastal waters and in water leisure equipment near the coastline. Therefore, verifying whether sufficient performance and stable communication quality are provided is necessary, considering the environment of their real usage. In this study, we reviewed the communication quality goals of the LTE-M network and the performance requirements of small-sized transceivers suggested by the Ministry of Oceans and Fisheries, and proposed a test plan to appropriately evaluate the performance of small-sized transceivers. The validity of the proposed test method was verified for six real-sea areas with a high frequency of marine accidents. Consequently, the downlink and uplink transmission speeds of the small-sized LTE-M transceiver showed performances of 9 Mbps or more and 3 Mbps or more, respectively. In addition, using the coverage analysis system, coverage of more than 95% and 100% were confirmed in the intensive management zone (0-30 km) and interesting zone (30-50 km), respectively. The performance evaluation method and test results proposed in this paper are expected to be used as reference materials for verifying the performance of transceivers, contributing to the spread of government-promoted e-navigation services and small-sized transceivers.
