지구 온난화에 따른 기후변화로 인하여 태풍, 폭염, 홍수 및 가뭄 등과 같은 다양한 자연재해는 해마다 증가하고 있으며, 이에 따른 사회적 우려의 목소리가 커지고 있다. 특히 극한 강우와 홍수는 막대한 재산피해와 인명사고 등과 같은 재난에 직결된다. 자연재해에 대한 피해를 사전에 방지하기 위해서는 수자원 시스템을 이해하고, 미래 기후변화를 고려하는 것이 중요하다. 이미 많은 국가들은 기후변화에 대한 영향을 분석하고, 이에 적응하기 위한 노력을 하고 있다. 일반적으로 기후 모델로부터 생산된 모의자료를 이용하여 현재기간에 대비한 미래기간의 변화를 분석하게 되며, 이미 수문통계학 분야에서는 미래 강수량 변화를 살펴보기위해 다양한 연구가 수행되었다. 본 연구는 HadGEM3-RA 기후 모델의 강수 자료에서 연최대 자료를 추출하였고, 이를 이용하여 비정상성 지역빈도해석을 수행하였다. 지역빈도해석 방법은 홍수지수법(index flood method)을 이용하였고, 대상유역으로 한강유역을 선정하여 적용하였다. 또한 RCP(Representative Concentration Pathways) 시나리오는 RCP 4.5와 RCP 8.5를 적용하였으며, 각 시나리오에 따른 강수량 변화율은 전망 기간(S0:1979-2005, S1:2011-2040, S2: 2041-2070, S3:2071-2100)에 따라 비교 분석하였다.

The Korean Peninsula is surrounded on three sides by the East Sea, West Sea and South Sea which are connected to many rivers and streams, thereby facilitating easy inflow of debris from land. Furthermore, excessive debris inflow to the sea because of active fishing and various recreational activities. Debris entering the sea are weighted over time and settle in the seabed, thus, making direct monitoring of debris impossible and its collection difficult. Uncollected submerged marine debris affects the seabed ecosystem and water quality and can cause ghost fishing and ship accidents, especially due to waste net ropes and waste fishing gears. Therefore, understanding the debris distribution characteristics is necessary to assist quick collection of these debris (waste net ropes and waste fishing gears). Thus, this study conducted a survey of debris deposited in the seas of 39 ports. Furthermore, distribution characteristics and compositions of submerged marine debris were identified by a map prepared through GIS-based spatial analysis of the East Sea. Consequently, 58% of waste tires in the East Sea were concentrated in breakwaters and ship berthing facilities. Moreover, 26 % of waste plastics were distributed outside the port. Identifying the distinct distribution characteristics of submerged marine debris was difficult; however, compared with others, the distribution of waste plastics was possible outside the port. The findings of this study can serve as baseline data to assist the collection of submerged marine debris using the distribution characteristics.

석유 등 화석연료로 인한 지구온난화 문제와 더불어 일본 대지진 이후 원자력발전의 안전에 의문이 제기 되면서 신재생에너지에 대한 관심이 한층 고조되고 있다. 이에 발맞추어 국가정책으로 녹색성장 정책이 실행됨에 따라 2030년까지 전체 에너지원 중 신에너지전원의 비중을 전체 에너지원의 11%로 확대하는 정책을 적극적으로 추진하고 있다. 따라서 신재생에너지를 통하여 얻은 전기에너지를 저장하여 사용 할 수 있는 2차 전지에 대한 연구가 다수의 산업 현장에서 각광을 받고 있다. 최근 2차 전지는 Smart Grid 및 전기자동차분야에서 폭넓게 사용 되면서 정확한 출력전압, SOC 및 충-방전 예상 시간을 추정하여 2차 전지의 과충전, 과방전으로 인하여 생기는 고장 및 사고를 미연에 방지하고 2차 전지 사용 시 편의성을 제공하기 위한 시스템에 대한 연구가 필요한 실정이다. 본 논문은 이런 실정에 맞추어 LabVIEW 프로그램을 활용하여 2차 전지의 상태를 실시간으로 감시 및 제어하는 프로그램을 제작함으로써, 사고 시 2차 전지에 가해지는 피해 방지 및 관리 시 발생하는 여러 문제점에 대한 효율적인 해결 방안을 제시하고자 한다.
The requirements of disaster prevention have been constantly increasing on highly disaster frequency by Global warming and environmental destruction. The damage occur more highly, especially when it's on the localized change of weather. It requires that we have methods of disaster prevention locally. In this paper, we design and implement a breakwater disaster prevention system integrated wireless sensor technique for the shore breakwater of East Sea that is raised anxiety about an accident occurrence due to stormy weather. The provided disaster prevention system perceive the seriousness of the situation that is chance of that happening by the information of realtime remote situation and a prediction system so that it could be of some help to reduce the damage of disaster and the cost of recovery.

This study aims at examining the concepts that apply in understanding the water cycle, to inquire into the concept related to the unit of earth structure that are taught in the Earth Science I. Analysis of word association, drawing and questionnaires showed that it was difficult for them to understand the water cycle within the earth system, and to put components into one integrated system together. In other words, it showed that they have a low standard of understanding in connection with the water cycle, that their understanding of water cycle are simple thoughts rather than systematic thought. It showed that they had an understanding of the atmosphere and hydrosphere to some extent, but they took no notice of the effect of the lithosphere or biosphere, nor do they have an understanding of its effect. Analysis of questionnaires showed that they have no well understanding of water cycle of cyclic nature, and that they have low standard of understanding of the components of water cycle.
21세기 들어 기후변화와 지구 온난화로 인한 환경에 대한 정책적 관심이 높아져 왔다. 21세기 초에 집권하였던 한국의 이명박 정부에서는 '녹색 성장(green growth)' 정책을 내걸어서 환경 정책과 경제 성장 정책을 동시에 포괄하고자 하였다. 본 논문에서는 어떠한 과정을 거쳐서 녹색 성장 정책의 아젠다가 형성되었는지를 연구하고자 한다. 이를 위해 본 연구에서는 녹색 성장이라는 정책 아젠다가 형성되는 행태적 과정에 관한 시계열 분석과 함께 구조적 측면으로서 인지지도 분석을 수행한다. 정책 아젠다의 시계열 분석을 위하여 신문 기사와 정책 보고서를 분석하며, 이명박 대통령의 연설문을 분석하여 인지지도를 구축한다. 정책 형성에 관한 시계열 분석 결과 녹색성장의 정책 아젠다 형성에 있어서 정치적 요인에 대한 고려가 사회적 이슈나 정책적 이슈보다 중요한 역할을 수행하였다는 점을 발견할 수 있었다. 다른 한편으로 본 연구의 인지지도 분석은 이명박 대통령의 녹색성장 정책이 미래의 다중 위기에 대한 대응으로 나왔으며, 환경의 발전에 초점을 둔다기 보다는 경제적 발전 특히 일자리 창출을 지향하고 있다는 점을 보여주었다. 본 연구는 인지지도 분석을 통하여 시계열 분석으로는 발견할 수 없는 정책형성의 구조적 관계성을 이해할 수 있다는 점을 보여준다.
In this study, we investigated the effects of wind speed and direction on building fires using GIS and a CFD model. We conducted numerical simulations for a fire event that occurred at an apartment in Ulsan on October 8, 2020. For realistic simulations, we used the profiles of wind speeds and directions and temperatures predicted by the local data assimilation and prediction system (LDAPS). First, using the realistic boundary conditions, we conducted two numerical simulations (a control run, CNTL, considered the building fire and the other assumed the same conditions as CNTL except for the building fire). Then, we conducted the additional four simulations with the same conditions as CNTL except for the inflow wind speeds and direction. When the ignition point was located on the windward of the building, strong updraft induced by the fire had a wide impact on the building roof and downwind region. The evacuation floor (15th floor) played a role to spread fire to the downwind wall of the building. The weaker the wind speed, the narrower fire spread around the ignition point, but the higher the flame above the building reaches. When the ignition point was located on the downwind wall of the building, the flame didn't spread to the upwind wall of the building. The results showed that wind speed and direction were important for the flow and temperature (or flame) distribution around a firing building.
High-resolution satellites capable of observing the Earth periodically enhance applicability of remote sensing in the field of national disaster management from national disaster pre-monitoring to rapid recovery planning. The National Disaster Management Research Institute (NDMI) has been developed various satellite-based disaster management technologies and applied to disaster site operations related to typhoons and storms, droughts, heavy snowfall, ground displacement, heat wave, and heavy rainfall. Although the limitation of timely imaging of satellite is a challenging issue in emergent disaster situation, it can be solved through international cooperation to cope with global disasters led by domestic and international space development agencies and disaster organizations. This article of special issue deals with the scientific disaster management technologies using remote sensing and advanced equipments of NDMI in order to detect and monitor national disasters occurred by global abnormal climate change around the Korean Peninsula: satellite-based disaster monitoring technologies which can detect and monitor disaster in early stage and advanced investigation equipments which can collect high-quality geo-information data at disaster site.

This study was undertaken to strategize the mixed traffic operation of autonomous vehicles in the pilot zone. This was achieved by analyzing the changes expected when autonomous vehicles are mixed in the autonomous vehicle pilot zone. Although finding a safe and efficient traffic operation strategy is required for the pilot zone to serve as a test bed for autonomous vehicles, there is no available operation strategy based on the mixture of autonomous vehicles. In order to presents a traffic operation strategies for each period of autonomous vehicle introduction, traffic efficiency and safety analysis was performed according to the autonomous vehicle market percentage rate. Based on the analysis results, the introduction stage was divided into introductory stage, transition period, and stable period based on the autonomous vehicle market share of 30% and 70%. This study presents the following traffic operation strategies. Considering the traffic flow operation strategy, we suggest the advancement of the existing road infrastructure at the introductory stage, and operating an autonomous driving lane and the mileage system during the transition period. We also propose expanding the operation of autonomous driving lanes and easing the speed limit during the stable period. In the traffic safety strategy, we present a manual and legal system for responding to autonomous vehicle accidents in the introductory stage, an analysis of the causes of autonomous vehicle accidents and the implementation of preventive policies in the transition period, and the advancement of the autonomous system and the reinforcement of the security system during the stable period. Through the traffic operation strategy presented in this study, we foresee the possibility of preemptively responding to the changes of traffic flow and traffic safety expected due to the mixture of autonomous vehicles in the autonomous vehicle pilot zone in the future.
태양으로부터 날아오는 고에너지 하전 입자들은 인공위성이나 지구의 통신장비에 심각한 고장을 일으킬 수 있다. 이런 사고를 방지하기 위해서는 사전에 태양풍의 물리량을 알아내는 것이 중요하다. 이를 위해 inter planetary scintillation 현상을 이용하여 태양풍의 운동을 예보하는 시스템을 전파연구소와 협력하여 개발할 예정이다. 그 첫 단계로 이 시스템보다 작은 규모의 시제품을 만들어 동작을 입증하고자 한다. 이 시제품은 각각 16개의 다이폴 안테나로 구성된 타일 3개로 이루어져 있다. 다이폴 안테나들의 중심주파수는 350MHz이고, 대역폭은 약10MHz이다. 48개의 다이폴 안테나들의 총 집광면적은 약 30m2이고, 타일 내의 다이폴 안테나들을 나선형으로 배열해 grating lobe의 크기를 감소시켰다. 각 안테나에서 나오는 신호는 저 잡음의 LNA를 이용해 증폭하여 beam former로 인가된다. Beam former는 안테나에서 나오는 신호의 위상을 조절하고 합쳐서 약 15도 크기의 빔을 만들고 전자적으로 천체를 추적한다. Beam former에서 나온 신호는 수신기에서 저주파의 신호로 변환되는데, 국부발진기를 조절하여 radio frequency interference에 능동적으로 대처할 수 있도록 하였다. 수신기에서 나오는 아날로그 신호는 digitizer를 최대 107sps의 빠르기로 2바이트의 디지털 신호로 전환된다. Labview 프로그램을 사용하여 3개의 타일에서 나온 신호를 합성해서 태양 근처의 전파원을 추적하도록 하였다.
