정부는 '85년말에 선진기술국 10위권에 도달하기 위한 중장기 과학기술 발전계획을 수립발표하 였다. 그러나 국가전체의 연구개발투자 규모와 현존연구인력등을 외국의 선진국과 비교해 볼 때 이러한 선진기술국 대열로의 진입은 결코 쉬운 일이 아니며 다만 꾸준한 연구개발투자의 증대와 핵심연구인력의 양성등 강력한 국가의 기술주도시책이 뒤따라야 할 것이다. 앞으로 특정연구 개발사업의 지속적 확충은 물론이고 장기연구개발계획을 통한 선택적이고 전략적인 개발추진계 획을 세워 산. 학. 연 협동의 연구분위기를 유지. 발전시켜 나갈 것이다. 동시에 정부관련부처 와의 협동체제를 강화하여 기필코 기술선진화의 목표달성을 실현시키기 위한 구체적인 실천계 획을 작성중에 있다. 앞으로 기계학회 학회 여러분의 국책연구개발 사업에 대한 깊은 관심과 꾸준한 협동 동참을 바란다.

With the full execution of the Comprehensive Library Advancement Plan(2009~2013), related bodies and participants, including national administrative agencies and local government, are increasing and the policy environments are intricately being expanded as well. However, there has been insufficient research on the general aspects of library policies to analyze and evaluate the current circumstances. The objective of this study is to analyze both the problems and suggestions in the areas that need improvements implementing this comprehensive plan. Accordingly, we designed a formative model for evaluating the policy process relating to the comprehensive plan, and then modified and supplemented the developed plan based on the Delphi method utilized by library policy experts. We conducted an empirical evaluation of library policy officials who have established and implemented the comprehensive plan. We then used the evaluation results to assess the effects of the factors regarding the accomplishments reached each policy stage.

This study conducted an analysis of the regional status and characteristics of Uiwang City, library status, and other library vision analysis, major strategy SWOT analysis, civic discussions, library experts, and staff meetings to explore and present management strategies for the development of the Libraries in Uiwang City. The analysis results led to the establishment of the vision "Uiwang, which connects books and life, citizens who become happy in the library," and provided sufficient library infrastructure to citizens along with the core values of growth, togetherness, daily life, companionship, inclusiveness, and communication. The policy goals were set to provide customized knowledge information activities and support the realization of Uiwang City as a prestigious city. Expansion of library infrastructure, innovation to open the future, improvement of library service level, strengthening of cooperation with the local community, promotion of reading culture and promotion of 'Book Reading Uiwang', five Uiwang promotion strategies that continue the tradition of Hangeul, revision of library-related ordinances, library management Twenty-nine detailed tasks were presented, including system improvement and expansion of reading services for the information-underprivileged. In order to establish a comprehensive library development plan and ensure the effectiveness of its implementation, it was proposed that local governments disclose their library development plans and that city areas with a population of 500,000 or more and offices of education be required to establish comprehensive library development plans.

Radio navigation systems are already used as important national infrastructures in various fields such as air traffic, land transportation, geodetic survey, broadcasting communication and national defense, and are used in various industries. Since these systems are fusion of various technologies, it takes much time and cost in the development stage. In the early stages of development of the system, developed countries are establishing a national mid-term plan that meets international compatibility and standards. Korea did not develop the system due to the lack of national mid- and long-term plan, and it is not contributing effectively to industries. This paper analyzes the technical principles and technology trend of radio navigation system in the aviation sector to establish mid - and long - term plan. Based on the analyzed technology trends, the future prospect of technological development of the domestic navigation system and the development of related industries will be presented.

The medium and long term plan is one of the most important factors for the cooperation between cultural institutions such as archives, libraries and museums. This paper tries to analyze comparatively the development strategies' backgrounds and tasks of the national representative cultural institutions, with their similarities and differences. Limitations of the development strategies caused by their low stature are also presented in the paper. Accordingly this paper put emphasis on the changeover from separate and individual development strategy to joint and collaborative one for the cooperation between cultural institutions.

In this paper the development directions of the next generation launch vehicle program following KSLV-II has been discussed, which are to be executed after year 2020 according to the Medium and Long Term Plan for National Space Development. Also, several areas of technology advancement have been identified for the successful development of the LVs. The next generation LV must aim for not only the high performance but also for low cost as well as high reliability in order to compete against global commercial launch service providers. To this end, the next generation LVs program shall capitalize on many anticipated accomplishments of the KSLV-II program such as the 75 ton class LOX/kerosene rocket engine.

The purpose of this study is to establish a mid-to-long-term comprehensive development plan for the Gimpo library, and to lay out the overall system of the library scattered by region in Gimpo, and to present Gimpo library's unique vision and strategy to differentiate it from other regions. As a research, surveys and interviews were conducted for the residents of Gimpo-si (library users and beneficiaries) and library personnel. As a result, first, all libraries in Gimpo-si have a user-centered multicultural space service with differentiated concepts and themes of each library based on the functions and roles of data collection, information services, and various programs as public libraries. Seems to be oriented. Second, with regard to Gimpo library collections, it is necessary to first collect books with high usage rate by library and expand them to the needs of consumers. Third, in order to provide the services of the Gimpo library, it is necessary to develop a service that can raise satisfaction by using the citizens' participation and utilizing them in order to derive the service by analyzing other local library programs or services.

This study was conducted as basic research for establishing a mid-to long term comprehensive development plan for libraries in Dong-gu, Incheon. It attempted to draw the vision, operation strategy, and service directions by administering questionnaires to local residents and analyzing the needs of library officials, professionals and local residents. From the findings, following issues can be suggested: First, it is necessary to activate the management of small libraries in Dong-gu, Incheon. Second, local residents' needs for improving library facilities and constructing new libraries were found to be higher. Third, it needs to qualitatively and quantitatively enhance library materials for various age groups. Fourth, customized reading and cultural programs should be developed by considering the demand of various age groups. Fifth, the needs for items regarding external cooperation among expected roles of libraries. Sixth, it is necessary to consider how to promote complex cultural space by improving library facilities. Seventh, the librarian personnel should be complement to balance between the internal management of libraries and externally related businesses. Eighth, the space for collecting and keeping materials should be promoted. Ninth, it is necessary to seek the establishment of policies for activating small libraries.

산업자원부가 발표한 "수소경제 실현을 위한 장기 로드맵"을 근거로 본 연구에서는 우리나라에 연료전지 산업이 도입되었을 경우에 국내총산출의 변화 정도를 추정하였다. 동 계획에 따르면 2020년까지는 기술개발단계이며, 2020$\sim$2030년은 도입단계이며, 2030년부터는 상용화단계이다. 이를 토대로 우리나라의 경제성장률 전망, 산업구조 변화 전망 등 관련 정보들을 이용하면서 산업연관분석과 KEO-RAS법을 이용하여 연료전지가 수송용과 발전용에 보급된다는 계획이 추진되었을 2010년, 2020년, 2030년의 산업연관표를 추정한 후 국민경제 전체의 산출의 변화를 추정하였다. 그 결과 2020년경에는 약 0.6%, 2030년경에는 약 0.9%의 국내 총산출 효과를 유발할 것으로 추정되었다.

원자력연구개발중장기계획사업은 초대형ㆍ장기국가연구개발사업으로서 계획의 성공은 물론, 연구개발 성과가 스핀오프를 통하며 국가 산업 및 경제발전에 충실히 기여해 줄 것을 요청 받고 있다. 이러한 맥락에서 본 연구는 원자력연구개발성과가 민간부문으로 기술이전되는 스핀오프의 성과와 영향요인을 규명하고 그 성과를 증진시키기 위한 방안을 도출하기 위해서, 본 연구는 기술제공자요인, 기술도입자요인 및 상호요인으로 구성된 개념적 모형을 설정하고 12개의 사례에 대해서 심층면담과 설문을 통해서 자료를 수집하였으며, 스피어만 상관관계분석을 통해서 스핀오프 영향요인과 그 성과간의 상관관계를 검증하였다. 원자력연구개발 결과의 스핀오프는 연구결과의 활용 증진을 통한 국가발전에 기여하고, 연구조직의 연구경쟁력을 강화시킬 수 있도록 원자력기술혁신 전략의 일환으로서 체계적으로 추진되어야 한다.
