The purposes of this study are to importance and performance of performance goal of workforce training project of SMB Specialized Vocational High Schools by existence of teaching staff's assignment and compare difference of the priority for performance goal of two groups by IPA. Research problems for them are as follows. First, how about differences of the importance for performance goal of workforce training project of SMB Specialized Vocational High Schools by existence of teaching staff's assignment? Second, how about differences of the performance for performance goal of workforce training project of SMB Specialized Vocational High Schools by existence of teaching staff's assignment? Third, how about differences of the priority for performance goal of workforce training project of SMB Specialized Vocational High Schools by existence of teaching staff's assignment? Results obtained by this study are as follows. First, performance goal of workforce training project of SMB Specialized Vocational High Schools that teaching staffs recognize the most importantly regardless of the existence of assignment was 'improvement of students' adaptation to the filed' in area of 'employment competency strengthening'. Second, performance goal of workforce training project of SMB Specialized Vocational High Schools that teaching staffs recognize the degree of high performance regardless of the existence of assignment was 'expansion of SMB employment opportunity' in area of 'employment connection'. Third, regardless of the existence of teaching staff's assignment, areas of high priority in performance goal of workforce training project of SMB Specialized Vocational High Schools were 'improvement of teaching staff's understanding for SMB' and 'improvement of SMB understanding for Specialized Vocational High School' in area of 'improvement of SMB mind for Specialized Vocational high School'.

The advent of the full-fledged Internet of Things era will bring together various types of information through Internet of Things devices, and the vast amount of information collected will be generated as new information by the analysis process. To effectively store this generated information, a flexible and scalable cloud computing system is advantageous. Therefore, the main determinants for effective client system acceptance are viewed as motivator factor (economics, efficiency, etc.) and hindrance factor (transitional costs, security issues, etc.) and the purpose of this study is to determine which detailed factors play a major role in making new system acceptance decisions around harm. The factors required to determine the major priorities are defined as the system acceptance determinants from the technical point of view obtained through the literature review, and the questionnaire is prepared based on the factors derived, and the survey is conducted on the experts concerned. In addition, the AHP analysis aims to achieve a final priority by performing a bifurcation between components for measuring a decision unit. Furthermore, the results of this study will serve as an important basis for making decisions based on acceptance (enabling) of technology.

This study will propose the policy priorities of cyber information security by AHP(Analytic Hierarchy Process) survey. The policy categories for AHP survey consist in the foundation of information security and activity of information security(1st hierarchy). In the second hierarchy, the foundation of information security was classified into laws-system, human resources, h/w-s/w technology and sociocultural awareness. And the activity of information security was divided into infrastructure protection, privacy protection, related industry promotion, and national security. Information policy alternatives were composed of 16 categories in the third hierarchy. According to the AHP result, in the perspective of policy importance, the modification of related laws was the first agenda in the policy priority, better treatment of professionals was the second, and the re-establishment of policy system was the third. In the perspective of policy urgency, the re-establishment of policy system was the first item, the modification of related laws was the second, and better treatment of professionals is the third.

In recent years, industrial convergence centered on ICBM (internet of things (IoT), cloud, big data, mobile) has been experiencing rapid development in various fields such as agriculture and the financial industry. In order to prepare for cyber threats, one of the biggest problems facing the convergence industry in the future, the development of the industry must proceed in tandem with a framework of information security. In this study, we analyze the details of the current industrial development policy and related information protection policies using cross impact analysis and present policy priorities through the expert questionnaire. The aim of the study was to clarify the priorities and interrelationships within information security policy as a first step in suggesting effective policy direction. As a result, all six information security policy tasks derived from this study belong to key drivers. Considering the importance of policies, policies such as improving the constitution of the security industry and strengthening of support, training of information protection talent, and investing in the information security industry need to be implemented relatively first.

The purpose of this paper is to analyze the sector-specific greenhouse gas reduction implementation strategies priority using the multi-criteria analysis methods (AHP and Feedback ANP). Our analysis demonstrates that the highest priority among the evaluation criteria is given to the feasibility compared to the efficiency and the effectiveness in most of the sectors. In the public and the building sectors, it has been found that the governmental driving force is absolutely crucial in technological dissemination and diffusion. The results and the main findings are as follows. Firstly, the priority of the policy evaluation criteria has been changed by analysis methods. Secondly, the total weight and the priority of each sector's alternatives also have been changed. Finally, the priority of the alternatives for criteria has been changed by the analysis methods.

This study aimed to select and evaluate policy priorities for the expansion of public and semi-public systems for coastwise passenger transport services. For research methodology, the Consistent Fuzzy Preference Relations (CFPR) method was used to effectively extract expert knowledge. First, the result of the analysis on policy tasks for expanding the semi-public system for coastwise passenger transport services showed that "the establishment of public transportation fare system" was the most important task at 0.160. Second, "conversion of the subsidiary routes to a public system by the central government" was ranked next at the importance of 0.136. The factor named "support through proper allocation of budgets between national and local governments" are ranked third (0.119). The results of this study have practical implications in that it proposed the policy priorities for the expansion of the public semi-public systems for coastwise passenger transport services.

This paper proposes a fuzzy-based AHP model by which the greenhouse gas reduction for container terminal problem was systematically structured and then evaluated. The model was established by exploiting a fuzzy theory and AHP for capturing the inexactness and vagueness of information. In this study, measurement areas were selected for equipment aspect, operating aspect, and energy aspect. The greenhouse gas reduction is the number one priority in the equipment aspect, operating aspect, energy aspect in order. The analysis result of equipment aspect reveals that the most important element is electrical T/C. The most important element of operating and energy aspect were a container rehandling and a LED lighting. As for the whole priority which conversion weight was applied, the results were shown as follows: an electrical T/C(16.2%) as the first rank: a hybrid Y/T(14.4%) as the second rank: a AMP(10.6%) as the third rank. The result of this study suggests some guidelines for deciding priority of greenhouse gas reduction for container terminal.

In empirical evaluations of public projects and public provided goods, MCDA(multicriteria decision-making analysis) has helped decision makers with an adequate policy decision-making tool since it allows taking into account a wide range of assessment criteria. As a tool for decision-making of conflict management, MCDA has demonstrated its usefulness in many public projects such as road, dam and harbor construction. In this study, to use this merit of MCDA, dam project assessment indicators from points of social, economic, environmental and practical views are developed based on sustainable development of water resources, and weighting factors are also estimated by means of questionnaire survey. In order to decide project investment rank, developed evaluation indicators are applied to 6 existing dams under investigation for a rehabilitation project. In addition to, it is recognized that the project practicability has become more important indicator as well as environmental and social issues. This is because cooperation and support from a local government and people are regarded as one of the most important problems in public projects recently.

This study aims to build an AHP model that evaluates the priority of cyber security policies for the Azerbaijan information system. For this, 4 factors were constructed from components of ITU National Interest Model, whereas 5 alternatives were based on the best practices of the eight developed countries leading the cyber security field. Using the questionnaire, 24 security experts evaluated the strategic priority of such factors or alternatives. The analysis results using the AHP software showed that homeland defense and economic well-being were the dominant aspects of cyber security policy, whereas capacity building and infrastructure were the main concern of cyber security elements for Azerbaijan. This study presents the strategic priority of cyber security policies that can be adopted by Azerbaijan government. This study can contribute to developing the national cyber security guide of Azerbaijan.

The purpose of this study is to present the application of Information and Communication Technology(ICT) during the 4th Industrial Revolution for the efficient implementation of government emergency preparedness policies. Brainstorming by experts categorized the government's emergency preparedness policies into 4 types and 12 detailed tasks. Classification results were used by AHP(Analytic Hierarchy Process) to analyze relative importance and priorities. The AHP survey found that strengthening crisis management responsiveness was the most important detailed task. Artificial Intelligence(AI), Internet of Things(IoT), Unmanned Autonomy System, Virtual Reality(VR), and Augmented Reality(AR) were presented as major information and communication technology(ICT) for the efficient execution of detailed tasks.
