Decentralized group key management mechanisms offer beneficial solutions to enhance the scalability and reliability of a secure multicast framework by confining the impact of a membership change in a local area. However, many of the previous decentralized solutions reveal the plaintext to the intermediate relaying proxies, or require the key distribution center to coordinate secure group communications between subgroups. In this study, we propose a decentralized group key management scheme that features a mechanism allowing a service provider to deliver the group key to valid members in a distributed manner using the proxy cryptography. In the proposed scheme, the key distribution center is eliminated while data confidentiality of the transmitted message is provided during the message delivery process. The proposed scheme can support a secure group communication in dynamic network environments where there is no trusted central controller for the whole network and the network topology changes frequently.

사물인터넷은 응용서비스, 플랫폼, 네트워크, 디바이스의 4계층으로 이루어진다. 사물인터넷의 전체적인 구조도를 보면, 다양한 디바이스가 사물인터넷 플랫폼에 센싱 빅데이터를 전송하고, 사물인터넷 플랫폼에서 수집된 데이터를 이용하여 응용서비스에 정형화된 데이터 서비스를 제공할 수 있다. 그러나 현재의 사물인터넷 플랫폼의 구조는 수백만개의 디바이스에서 생성되는 데이터를 관리하여 플랫폼에 높은 트래픽과 계산부하가 야기될 수 있는 구조이며 이로 인해 해당 플랫폼과 연동된 모든 응용서비스의 가용성이 낮아지고 단일장애지점(Single point of failure)의 원인을 제공한다. 본 논문에서는 단일장애지점에 대한 문제점을 해결하기 위해서 중앙화 된 사물인터넷 플랫폼 대신에 탈중앙화 된 사물인터넷 구조를 위한 방법을 제안하고자 한다. 특히 사물인터넷 플랫폼의 요구사항을 분석하여 탈중앙화 된 사물인터넷 플랫폼에서의 요구사항을 도출한다. 더 나아가 블록체인기반의 탈중앙화 된 사물인터넷 플랫폼을 통해서 기존의 4계층 사물인터넷 구조에서 3계층 사물인터넷 구조로 나아가는 방법을 제시한다.

This study was intended to investigate the capitulum morphology and to evaluate its taxonomic importance within the 23 taxa of Korean Artemisia L. The Korean Artemisia was classified into sterile subg. Dracunculus and fertile subg. Artemisia by the fertility of the disk florets, which is the traditional diagnostic character of subgenera. There are sections in subg. Artemisia: sect. Absinthium with a densely, sparsely hairy receptacle, and sect. Abrotanum and sect. Artemisia with a glabrous receptacle. However, A. fukudo and A. sacrorum belonging to sect. Abrotanum, and A. viridissima belonging to sect. Artemisia were observed to have sparsely hairy receptacles. Therefore, the presence of hair on a receptacle, which is now regarded as a key character distinguishing sections, has to be reevaluated. The whole shape and size of the capitulum, the characteristic of the stigma apex, the hair on the involucral bract, and the shape of the central or peripheral floret are thought to be the most valuable characters to consider in recognizing species.

블록체인 기술의 발전과 중앙집중형 금융서비스의 취약성과 불신에 대한 우려가 커지면서 탈중앙화 금융(DeFi)과 탈중앙화 거래소(DEX)가 유망한 대안으로 떠올랐다. 본 논문에서는 특히 Uniswap에 초점을 맞춰 DeFi 내의 과제와 문제를 살펴본다. 우리는 DeFi 및 DEX의 현재 상태에 대한 배경 지식을 제공하여 MEV(Maximal Extractable Value) 공격에 대한 취약성을 강조한다. 우리의 접근 방식에는 MEV 공격 패턴을 식별하고 분석하기 위한 Uniswap에 구조 분석이 포함된다. 이 연구는 DEX 보안을 강화하고 MEV 위험을 완화하기 위한 귀중한 지침을 제공하여 DeFi 생태계의 이해관계자에게 필수적인 리소스 역할을 한다.

우리나라는 1990년대에 접어들면서 분권화는 피할 수 없는 시대적 요청으로 모든 부문의 주요과제가 되고 있다. 분권화의 핵심은 행정 권한과 역할의 지방 분권화를 의미하며, 지방 분권의 수준은 무엇보다도 행정 기능과 사무 배분을 어떻게 하느냐에 따라서 결정된다. 지금까지 원자력 안전 규제 기능은 중앙 정부가 독점하고 있었기 때문에 향후 중앙 집권화된 규제 기능을 어떻게 합리적으로 또 효과적으로 지방 정부에 이양하느냐가 원자력 안전 규제 제도의 최적화에 중요한 과제가 되고 있다. 따라서 본 연구는 중앙 정부와 지방 정부간 원자력 안전 규제 기능의 합리적$\cdot$효과적 배분을 위한 원칙과 기준, 유형과 모델을 제시하고 그에 따른 적실성 있는 기능 분담 대안을 모색하는데 있다.

The flow of global digitalization is leading to the emergence of a decentralized system environment based on blockchain or distributed ledger technology in the fields of economy, identity authentication, and logistics. Accordingly, a requirement that public services be searchable from several decentralized maritime service registries (MSRs) has been derived in terms of the discoverability of e-navigation services. This study describes a decentralized MSR environment composed of the MSR ledger and multiple local MSRs, and it has implemented a service search system that can search global e-navigation services in the environment through a web browser. This system is a decentralized application that dynamically generates service attributes, geometry information, and free text queries, and that provides users with relevant MSR and service access information from search results that are registered in the MSR ledger. In this study, we tested the established decentralized MSR environment and the system that performs service search within that environment, and we discussed its advantages and limitations.

Through the coronavirus pandemic, research on the use and advancement of blockchain-based decentralized identity authentication (Decentralized ID) technology is being actively conducted in various fields, centered on the central government, local governments, and private businesses. In this paper, we introduce the results of development based on Hyperledger Fabric to change the existing central server-based identity authentication to a decentralized one. These development results can strengthen the security and transparency of identity authentication systems for commercial purposes and provide stable services for user ID issuance, inquiry, and disposal. In addition, the decentralized identity authentication system verified performance results of DID creation of 262,000 rps and DID inquiry of 1,850 rps, DID VP creation of 200 rps, and DID VP inquiry of 220 rps or less through public authentication.

영국지방정부 노사관계는 중앙집권적인 구도 속에도 개별 지방정부 차원에서의 자율이 허용되는 일종의 조정된 분권화의 모습을 보였다. 하지만 1980년대부터의 시장메커니즘의 도입 이후 일부 지방정부는 중앙의 현실인식부족을 강조하면서 중앙차원의 교섭구도에서 탈피하게 된다. 1997년의 교섭구도의 통합화 이후 보다 조정된 형태로의 변화를 기대했으나, 지부차원에서의 교섭자율화는 그대로 유지되었다. 하지만 중앙교섭의 영향력은 여전히 건재하며 이러한 측면에서 우리는 일종의 중앙과 지방의 상호결합이 나타나고 있다고 정의할 수 있다. 그동안 축적된 조직력과 경험이 이를 가능하게 했다고 보여진다. 또 다른 변화는 노사 파트너십의 도입인데 노동조합도 자신들의 입지 약화를 인정하면서 이러한 변화에 대해 긍정적인 입장이고, 더 이상 과거와 같은 대립적인 관계는 자신들에게 유리할 것이 없다는 인식이 확산되는 상황에서 점차적으로 파트너십의 관행이 영국 내 자리 잡을 것으로 기대된다. 여전히 중앙의 영향력이 있기는 하지만 분권화와 같은 변화는 현장 차원에서의 파트너십을 용이하게 할 수 있는 제도이기 때문이다. 결국 지방정부의 노사관계는 기존의 고도의 현대화의 하나인 제도적인 형태에서 철저한 성과압력 및 하위단계로의 권한 위임 등을 동반한 고도의 온정적인 모습 그리고 고도의 현대화의 또 다른 형태이자 보다 유연한 모습인 협의에 근거한 일종의 파트너십 등이 동시에 사용되어지는 다양하고 복잡한 모습으로 변해가고 있다고 정의할 수 있다.

산업화 공업화가 진행되면서 농업은 상대적으로 쇠퇴했지만 소득수준 향상에 맞춰 축산업은 한동안 비약적으로 성장해왔다. 하지만 최근 몇 년간 시장 개방화로 해외 축산물 수입이 크게 늘면서 값싼 수입축산물 여파로 국내 축산업계가 위협 받는 상황에서 농협중앙회가 축산물 유통구조개선에 발 벗고 나섰다. 그 선두에 있는 이기수 농협중앙회 축산경제대표이사를 만나 취임 100일을 맞으면서 현재까지 추진사항과 함께 취임 첫 해 가장 역점을 두고 추진하는 과제는 무엇인지 그리고 축산농가 경영 안정을 위한 농협의 사업 계획에 대해 인터뷰한 내용을 정리했다.
