중소기업청은 지난 해 12월 23일 기계설비공사업에 해당하는 "배관 및 냉난방공사업과 건물용 기계장비 설치공사업"을 포함하여 "2015년도 중소기업청 소관 중소기업 정책자금 융자계획"을 공고했다. 중소기업청 소관 중소기업 정책자금 융자계획에 기계설비공사업이 포함된 것은 대한설비건설협회가 회원사의 기술개발 촉진과 기술경쟁력 제고를 위한 금융지원 방안 마련을 위해 중소기업청 정책자금 지원대상에 기계설비공사업이 포함되도록 국토교통부와 중소기업청 등 관계기관에 제도개선을 건의한 결과이다. 이에 따라 대한설비건설협회는 회원사의 원활한 정책자금 활용을 위해 각 시 도회 사무처에 "중소기업 정책자금 지원센터"을 설치하고 정책자금 상담 및 중소기업진흥공단 지역본(지)부와 연계 서비스를 지원하고 있다. 또한 협회 홈페이지(www.kmcca.or.kr)에 '2015년 중소기업 정책자금 신청 매뉴얼'을 링크하고 홈페이지 방문자의 이해를 돕고 있다. 중소기업 정책자금 지원 및 신청사항은 다음과 같다.

본 연구의 목적은 정부의 R&D 지원사업에 참여하는 유형별 중소기업들의 R&D참여 요인에 관한 연구이다. 각 정부부처별 R&D 지원사업이 지역전략산업별, 뿌리기술전문기업, 부품소재기업등 특수 산업분야별, 다양한 형태로 운영되고 있으며, 각 기업에 보조금, 지원금 및 마케팅, 기획, 교육등의 다양한 지원이 이루어지고 있고 각 기업들 또한 이에 참여하게 된다. 따라서 본 연구는 이와 같은 정부 R&D지원사업의 참여요인 즉, 다양한 유형의 중소기업이 정부 R&D과제 참여에 긍정적인 영향을 미치는 지에 대한 가설을 검증한다. 또한 기술적 성과인 R&D 참여강화와 기술역량 강화에 영향을 미치는지에 대한 가설을 검증한다. 이 분석결과를 통한 연구결과, 중소기업의 연구개발투자에 영향을 미치는 요인중 지역전략산업별, 뿌리기술전문기업, 부품소재기업등 특수 산업분야별등 기업유형에 따라 정(+)의 영향을 미치고 있다는 결과를 바탕으로 정부지원사업에 참여하는 유형별 중소기업들의 전략적 R&D참여를 위한 방향설정에 도움이 될 것이다.

기업 경영이 점차 글로벌화 되어가는 환경 하에서 중소기업의 경쟁력강화대책의 일환으로 경영컨설팅 지원사업이 시작된 지 10년이 되었다. 그동안 실증적인 사후자료에 의한 평가는 전무한 실정으로 본 연구에서는 중소기업 쿠폰제 경영컨설팅 사업을 통한 사업참여 중소기업의 재무적 상황을 중심으로 사업참여 전 후를 비교 분석함으로써 본 사업의 시행성과를 분석하는 데 그 목적이 있다. 이를 위해 2005년도 중소기업 쿠폰제 경영컨설팅 지원사업 참여기업 중 지원사업 중 지원예산의 규모가 가장 크고, 업체에 지원금액이 많은 사업 혁신과제컨설팅(II)부문의 컨설팅을 수행한 기업들을 대상으로 수집한 재무비율분석 자료를 활용하여 사업참여 이전 및 이후의 재무상황 변화를 분석하였으며, 2005년을 기준으로 이전 1년 및 이후 2년간을 비교하였으며, 2005년 중소기업 쿠폰제 경영컨설팅 지원사업 혁신과제컨설팅(II) 70업체 중 사업참여 이전 및 이후 2년간의 자료를 구할 수 있는 34개 업체를 대상으로 하였다. 각 년도별 표본의 재무비율 산출은 EXCEL 2007을 사용하였으며, 쿠폰제 경영컨설팅 전 후 두표본 집단간의 차이 검증은 SPSS win 15.0K의 Wilcoxon 부호순위검정을 실시하여 검증하였다. 검증결과 경영컨설팅 전 후 전반적으로 가설은 기각되고, 성장성지표의 매출액증가율 및 활동성지표의 경영컨설팅 후 2년 총자산회전율은 기각되지 않으나 역의 영향력(설명력)을 가진 것으로 나타나, 쿠폰제 경영컨설팅사업의 실질적인 효율성 제고가 필요하다.

본 고는 정보통신 중소기업 기술개발사업에 대한 지원효과를 분석하기 위해 2000년도에 실시한 실태조사결과를 분석한 것이다. 먼저 정보통신부에서 정보통신중소기업의 기술개발을 지원하기 위해 추진중인 지원사업의 유형을 정리하였으며, 실태조사의 추진내용에 대해 설명하였다. 또한 실태조사결과를 회사 일반현황, 기술 및 환경특성, 기업특성, 연구개발 성과, 지원사업의 운영 및 애로요인으로 구분하여 분석한 후 결론을 제시하였다.

Financing, manpower support and tax are the most popular tools for policy for small and medium enterprises (SMEs). This paper, however, will introduce information analysis support for SMEs and will prove that can be a good tool. The information analysis support means the support of technology and market information for the technology development or commercialization of SMEs. Therefore, the support is a customized one. In the theory domain, we adopt and prove two theoretical grounds as an SMEs policy such as market and system failure. In the policy tool domain, we suggest four requirements to be an SMEs policy and prove the tool to satisfy these requirements. All the data and proofs are from a government research institute called K.

이 연구의 목적은 중소기업청의 수출지원사업 중 수출역량강화사업(이하'사업')이 중소기업, 특히, 업력 7년 미만의 창업 중소기업(중소기업창업지원법 제2조 제2호에 의함)의 수출증대에 미치는 효과를 분석하는데 있다. 이 목적을 달성하기 위하여 전국 12개 지방 중소기업청에 사업을 신청한 기업중 2014년, 2015년에 경기지방 중소기업청을 통하여 사업에 참여한 843개 기업의 수출 성과에 대한 정량적 분석을 하고자 한다. 본 연구에서는 기존연구들을 바탕으로 기업의 수출성과와 관련된 선행연구들을 조사하여 주요 변수를 선정하였다. 또한 2000년대 이후 수출 입 관련 통계상 매년도 1위를 차지하고 있고, 산업별 고용인원이 1위인 경기지역의 사업 참여업체를 대상으로 표본을 수집하였다. 실증분석결과, 첫째로 사업은 중소기업의 수출성과에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 사업은 업력 7년 미만의 창업 중소기업의 수출성과에 긍정적인 효과를 미치는 것으로 나타났다. 마지막으로, 사업은 일반 중소기업보다 업력 7년 미만의 창업 중소기업에 더욱 긍정적인 효과를 미치는 것으로 나타났다. 향후 본 연구는 수출입 규모가 경기지역 다음으로 큰 울산지역과 서울지역에서 동일한 기간에 사업에 참여하였던 기업들의 수출성과를 추가하여 유의한 결과가 도출되는지에 대한 후행 연구를 하고자 한다.

Rapid changes in the environment, such as the 4th Industrial Revolution, provide crises and opportunities for SMEs. The government is trying to improve and expand the SME support project, but has not been able to achieve the desired results. This study studied the effective performance factors of overseas marketing support projects in response to changes in the role of SMEs. The research was conducted based on a survey of coporations applying for export support projects. As a result of the research, the corporate competence, the support quality from the support institution, and the consultant competency have a significant influence on the utilization of the support project. In addition, it was analyzed that the utilization of support projects has a significant effect on corporate performance. In order to achieve the performance of support projects under a changing export environment, support organizations, consultants, and coporation should strengthen their competences. This study suggests the criteria for judging the actual factors necessary for the improvement of the export support project, and studies on how to strengthen the competences of each factor should be conducted in the future.

중소기업청은 지난 1월 10일 중소기업의 생산성을 높이고 원활한 활동을 지원하기 위해 올해 총 3조원 규모의 중소기업 정책자금을 지원하는‘2005년도 중소기업 정책자금 지원계획’을 발표하고 중소기업진흥공단 지역본부(15개) 등에서 신청·접수를 받는다. 지원되는 자금의 내용별로는 구조개선자금 1조 7,500억원, 중소·벤처창업자금 3,500억원, 소상공인 창업 및 경영개선 자금 5,100억원, 중소기업 개발 및 특허기술 사업화 자금 800억원, 중소기업 수출금융 지원자금 700억원, 중소기업 협동화 자금 2,400억원 등이다. 지난 1월 10일부터 시작하여 중소기업진흥공단 각 지역본부에서 자금 소진시까지 신청 및 접수를 받는다. 신청서식은 중소기업청(http://www.smba.go.kr) 및 중소기업진흥공단(http://www.sbc.or.kr) 홈페이지에서 받아볼 수 있다. 본 고에서는 사업별 자금지원계획에 대한 내용을 정리해 보았다.

With the advent of the Fourth Industrial Revolution, the central axis of the industry is shifting to SMEs, and online is becoming the center of marketing. In this regard, this study is aimed at the service quality and the characteristics of companies as the factors for the activation of SMEs' online export support projects and their performance creation. The study conducted a survey of companies applied for the government's online export support project. As a result, it was found that the reliability of the service quality and the characteristics of the company (CEO's will, Trade Expert), except for convenience, have a significant effect on the service utilization and performance. Accordingly, in order to revitalize the online export support business of SMEs, it is necessary to improve the human competence of enterprises and the reliability of service quality of supporting institutions. This study is meaningful in that it confirms the importance of the credibility required by the support organization as well as the characteristics for strengthening the capability of the company. However, there are limitations in not reflecting various factors of service quality and company characteristics.

에너지관리공단은 올해 초 2012년도 에너지이용합리화자금 융자지원 접수일정을 공지하였다. 공지에 따르면 올해 에너지이용합리화자금 융자지원 신청은 총 3차에 걸쳐 접수를 받으며, 2012년 ESCO투자사업은 2,100억원(정책자금 중 39.7%)으로 전년도(3,400억원)대비 1,000억원 정도가 줄어들었으며 2,100억원 중 1,470억(70%)는 중소기업에, 630억(30%)는 대기업에 지원할 예정으로, 중소기업은 투자사업의 전액을 지원해 주지만 대기업은 60%만 지원을 받을 수 있다. 나머지 40%에 대해서는 자체자금 혹은 민간융자자금을 활용할 수 있다고 한다. 2012년도 ESCO자금지원 지침이 어떻게 바뀌었는지 상세히 알아보기로 한다.
