This study aims to analyze problems and deduce improvement plans for information security support policies for SMEs in Korea. To this end, an effective support policy necessary for reinforcing cyber safety nets to enhance the level of information security of domestic SMEs based on the analysis results by analyzing the status and problems of the previous research review and analysis, the current status of information security of SMEs and the information security support policies of major SMEs at home and abroad. I would like to suggest improvement measures. Reinforcement of awareness, legal basis, voluntary capacity building, joint response system, professional manpower and budget support, cyber security construction, untact era support, and regional strategic industry security internalization were suggested. This can be used as the government's information security support policy to raise the level of information security of SMEs in preparation for the post Covid19.

With regard to CSR, Proactive CSR has been less researched in small and medium enterprises(SMEs). This study examines empirically the association between SME's organizational capabilities, proactive CSR and performance as well as a moderating role of perceived uncertainty between capabilities and proactive CSR. Using quantitative data collected from sample of 485 SMEs in Korea, we find that all specified capabilities are positively associated with adoption of proactive CSR by SMEs and that proactive CSR is, in turn, associated with an improvement in firm performance. In addition, we also find a mediating role of proactive CSR on the association between capabilities and performance as well as a moderating role of perceived uncertainty between capabilities and performance. The study is likely to contribute to SME's CSR strategy.

우리나라 금융시장에서는 부동산담보 위주의 대출관행이 지속되고 있다. 이러한 대출관행은 부동산 수요의 유발로 부동산 가격상승의 원인이 될 뿐만 아니라 금융기관이 담보 부족을 이유로 중소 벤처기업자금 지원에 소극적이거나 기피하는 등 신용경색의 요인으로도 작용할 수 있다. 아울러 담보 부동산가격이 하락할 경우 금융기관의 부실이 될 수 있다. 이러한 문제점을 해결하기 위하여 금융기관의 낙후된 여신심사 및 사후관리기법을 선진화하고 효율적인 대출제도를 도입함으로써 중소 벤처기업의 신용수준에 부합하는 신용대출을 활성화하여야 한다. 본 연구는 중소 벤처기업의 신용대출을 활성화할 수 있는 방안들을 살펴보았다. 먼저 1980년대의 미국 및 일본의 금융위기와 이의 대응방안을 비교함으로써 담보대출의 문제점 및 개선을 위한 시사점을 살펴보았다. 다음으로 관계중시대출(relationship lending)을 통한 신용대출 활성화를 지적하였는데 관계중시대출은 금융기관이 고객과 밀접한 관계를 장기간 유지함으로써 고객에 대한 정보를 축적하여 금융서비스를 제공한다. 관계중시대출의 중소 벤처기업대출에 대한 시사점은 은행과 차입 중소 벤처기업은 긴밀한 관계유지가 장기적으로 모두에게 도움을 주는 합리적인 신뢰관계를 구축하여 신용대출을 가능하게 한다. 마지막으로 중소 벤처기업 신용대출의 활성화방안을 금융당국, 금융기관 그리고 중소 벤처기업으로 나누어서 각각 제시하였다.

급변하는 환경속에서 중소기업이 살아남기 위해서 필수적으로 요구되는 것이 정보기술이다. 특히 최근에 와서 인터넷의 중요성과 활용이 증대되고 있다. 본 연구에서는 중소기업의 인터넷에 관한 실태분석을 통하여 활용방안을 제시하고자 하였다. 전국의 중소기업 126개 업체를 대상으로 설문지를 배포하고 , 회수된 82부중 64부를 실제 분석에 사용하였다. 분석결과 중소기업에서는 인터넷에 대한 필요성은 강하게 느끼고 있지만 인지도는 그리 높지 않았고, 사용시간도 낮은 수준이었으며, 주로 활용하고 있는 업무는 마케팅 업무였고, 활용되는 분야는 검색과 전자우편이 주를 이루었다. 인터넷의 활용으로 달성할 수 있는 성과로는 중소기업이 취할 수 있는 활용방안은 의사소통의 원활화, 업무자동화, 경영전략단계 등임을 확인할 수 있었다. 이상과 같이 중소기업이 인터넷을 활용하고 있는 정도는 미약하지만, 강한 필요성을 느끼고 있고, 정부차원의 지원을 통해 인터넷은 중소기업의 필수 불가결한 정보기술, 나아가서는 경쟁무기가 될 수 있을 것으로 기대한다.

중소기업은 변화하는 경쟁 환경에 능동적으로 대처하고 경쟁력확보와 생산성 향상을 위하여 IT를 기반으로 하는 다양한 생산정보시스템을 도입, 운영하고 있다. 이에 따라 효율적인 중소기업 생산정보화를 위하여 시스템 개발 과정을 정형화하는 생산정보시스템의 표준화가 요구된다. 특히 중소기업, IT업체, 감리업체 등 참여 기업 간의 의사소통, 그리고 구축된 생산정보화의 유지보수를 포함한 운영지원 등의 체계적이고 효율적인 운영을 위해서는 생산정보시스템의 개발 방법론 (PDSM)이 필요하다. 이에 따라 중소기업기술정보화진흥원에서 생산정보화시스템개발방법론(PSDM)을 개발하여 보급하고 있다. 본 연구에서는 정부가 지원하는 중소기업 생산정보화지원사업에 참여한 기업을 대상으로 생산정보화시스템개발방법론(PDSM)을 적용한 IT 업체의 적용사례를 통해 방법론의 활용에 따른 생산성 향상 및 작용 시 고려사항에 대해 살펴본다. PSDM은 효과적인 중소기업 생산정보를 위하여 시스템 과정을 표준화 하고 단계별 주요 활동에 대한 연구와 함께 프로젝트 범위, 일정, 비용, 인적자원 관리를 위한 WBS(Work Blockdown Structure)작성, 시스템의 신뢰성 품질, 생산성 향상을 위한 관리 항목 등의 내용을 포함하고 있다.

The purpose of this study is to analyze the effects of the collective characteristics of SMEs on M&A activity on the disclosure effect of mergers and long-term business performance after mergers. From 2000 to 2012, we examine 717 cases of small and medium-sized enterprises (SMEs) using multiple regression analysis and difference analysis. The results of this study are as follows. First, it is confirmed that the effect on the merger announcement effect is the same as the previous study on the Korean capital market listed companies except for the effect of diversification, listing effect, and cross-border effect. In addition, we have found that firms with higher performance in the past have higher excess returns in the disclosure effect of mergers and acquisitions. Second, unlike the previous studies that non-related mergers have a positive effect on long-term operating performance, for the characteristics of SMEs with lower market competitiveness than that of average listed companies, SMEs merging with same industry group companies have a positive effect on long-term operating performance. This study provides a new perspective on the merger and acquisition of SMEs by examining the effects of M&A announcement and long-term performance.

For the most domestic small and medium sized enterprises, having found no solution of the growth. For most companies do overcome stagnation phenomenon in the growth phase, stratagy of the technical innovation is very important. In this paper, we will study the concept of growing pains and stagnation cause of domestic small and medium sized enterprises. Through this, classifying small and medium sized enterprises growing step and find out the factors that to lead technical innovation for growth. we suggest plan for stratagy to continue the growth of small enterprises to mid-sized enterprises a standpoint of the technical innovation at each growth step.

In this study, as the result of analyzing the relationship and influence between economic outcome and R&D supporting investment, the number of supporting subjects among the technological innovational areas of SMEs, it is as below. First, as the economic result of analyzing companies from the investment in R&D of technological innovational areas of minor companies, the number of supporting subjects and amount of R&D have relationship with increase of sales and export amount, employee reduction & the effect of new job creation shows positive correlation with the effect of import replacement. Second, as analyzing the influence of the investment in R&D has economic effect from of technological innovational minor companies. This is thought that the financial and R&D support increase a significant effect on economical, technical against SMEs.

This study examines the relationships between export intensity and knowledge search activities of Korea SME manufacturers. Using 2,145 firm data from the 2011 SME Technology Statistics Survey, we focused on the nonlinear relationships of export intensity and internal and external knowledge search activities. The results show that there are U-shaped relationships between export intensity and both of internal and external knowledge search activities. Local market-oriented or global market-oriented SMEs than the middle-level of exporters have more search activities both internally and externally. This study extends our understandings on the relationships between export intensity and knowledge search activities. There are some policy implications to develop supporting programs differing in knowledge search activities according to the acceleration of export or globalization of Korean SME manufacturers.
