Comparative Study of a Startup Ecosystem in Seoul, Korea and Chengdu, China (한국과 중국 청두의 창업생태계 비교에 관한 연구: 질적 연구를 중심으로)

  • While strong investments on startup and venture ecosystem prosper worldwide, growing interest on nurturing startup ecosystem in Korea is also on its way. However, korean entrepreneurial ecosystem currently results few successful business models with those continuous development of itself compared to the one in China, which is breeding more than 50% of unicorns internationally. Accordingly, this study examined how people in the venture ecosystem, especially in IT industry feel about themselves and startup itself and compared startup ecosystem in Seoul, Korea to the one in Chengdu, China considering each of economic, social and administrational environment. The study tried to provide an implication about the future orientation of Korea's starup and venture ecosystem to policy makers and the ones inside the environment to make a better one. Therefore, the study choose Seoul, Korea and Chengdu, China as geological specimens of startup ecosystem and conduct qualitative study by interviewing selected ones who work in startup incubator, accelerator specified to IT industry and started their own business in IT industry funded by startup reward program. The study categorize the result in social, economic, and administrative parts and screens whether the interviewees from both Korea and China have similar opinions toward each of questions and can be translated to have tendency or not in each part of study. According to the study, the national recognition of startup should be moved from means of maintenance such as restaurants, franchise business to IT startup especially based on software business for the sustainable flourish in Korean venture ecosystem. Investors including accelerator, Angel investors and VCs should be less risk-aversion and therefore prefer stake purchase to solely giving subsidies. The role of governors should be limited to be a middleman of the network, connecting each people in need inside the ecosystem and their reward program should focus on nurturing the growing ones, not just multiplying the numbers of startups to expand the size of entrepreneurial ecosystem. Since this study indicated that entire revision of startup ecosystem should be applied to make a better one, it could be used to design future entrepreneurial infrastructure and the ways of activating startup ecosystem elsewhere in Korea.

  • 지난 4월, 중국 청두(成道)에서 한 중 일 정부 간 표준협력회의와 3국 민관전문가가 함께하는 제11차 동북아표준협력 포럼이 열렸다. 동북아표준협력 포럼은 3국 국제적으로 화두가 되고 있는 표준분야 상호 협력을 강화하기 위해 2002년부터 개최하고 있다. 이번 포럼에서는 동북아지역 무역 활성화를 위한 표준협력에 대한 논의가 활발했다. 제11차 동북아표준협력 포럼의 주요 내용을 소개한다.

A Study on Risks in China's Foreign Invested Water BOT Projects (중국 외국인투자 수처리 BOT 사업 리스크 연구)

  • Since the late 1990s, the BOT mode in China has been extensively used in the water sector in order to attract private investment, improve technical and operational efficiency, and expand the coverage of water services. The BOT mode has been hailed as this provides a win-win structure between the government and private players through formalized procedures and an optimal risk allocation. However, recent market analyses show that some foreign investors are reluctant to participate in the market or even retreat due to uncertainties and risks in the market. This study aims to explore various risks in the Chinese water BOT market based on the thorough literature review, fieldwork, and the case studies on the two wholly foreign-owned BOT water projects: the Chengdu No. 6 and the Shanghai Dachang Water Supply BOT projects. The research results indicate that the Chinese BOT market embraces high risks in political, institutional and legal, and financial systems. The key to a successful takeoff of the BOT mode in the Chinese water market depends on the extent to which the government will be able to remove risky factors in political, institutional and legal, and financing systems. This research outcome will provide a useful reference to the Korean construction companies which consider expanding business to overseas water markets in the form of public private partnership.

A Green View Index Improvement Program for Urban Roads Using a Green Infrastructure Theory - Focused on Chengdu City, Sichuan Province, China - (그린인프라스트럭처 개념을 적용한 가로 녹시율 개선 방안 - 중국 쓰촨성(四川省) 청두시(成都市)을 중심으로 -)

  • The concept of "green infrastructure" emphasizes the close relationship between natural and urban social systems, thereby providing services that protect the ecological environment and improve the quality of human life. The Green View Index(GVI) is an important indicator for measuring the supply of urban green space and contains more 3D spatial elements concerning the green space ratio. This study focused on an area within the Third Ring Road in the city of Chengdu, Sichuan Province, China. The purposes of this study were three-fold. First, this study analyzed the spatial distribution characteristics of the GVI in urban streets and its correlation with the urban park green space system using Street View image data. Second to analyze the characteristics of low GVI streets were analyzed. Third, to analyze the connectivity between road traffic and street GVI using space syntax were analyzed. This study found that the Street GVI was higher in the southwestern part of the study area than in the northeastern part. The spatial distribution of the street GVI correlated with urban park green space. Second, the street areas with low GVI are mainly concentrated in areas with dense commercial facilities, areas with new construction, areas around elevated roads, roads below Class 4, and crossroads areas. Third, the high integration and low GVI areas were mainly concentrated within the First Ring Road in the city as judged by the concentration of vehicles and population. This study provides base material for future programs to improve the GVI of streets in Chengdu, Sichuan Province.

The Relationship between Local Residents' Perceptions of Tourism, Attitudes and Support: The Case of a World Heritage Sites in Chengdu City, Sichuan, China (지역주민의 관광영향인식, 태도 및 지지도 간의 영향에 관한 연구: 중국 쓰촨성 청두시의 세계문화유산을 대상으로)

  • Purpose - The purpose of this study was to investigate the structural relationship between residents' positive and negative perceptions on tourism impact, attitudes and support for tourism development. It was also investigate the moderating effects of gender and residence status of local residents among the relationships. Design/methodology/approach - The survey conducted for residents of Chengdu, Sichuan Province, China. A total of 520 samples were employed for the final analysis, and the collected data were performed using SPSS and AMOS. Findings - It was found that the residents' positive and negative perceptions on tourism impact had significant effects on the attitudes and support for tourism development. In addition, the gender and residence status of local residents showed a partial moderating effect among the relationships. Research implications - The theoretical and practical implications are discussed.

  • In China, the enhancement of water services has become the most crucial issue confronted with the rapid urbanization and industrialization process. A huge financial gap to meet the demand for water infrastructure and need for adopting advanced operation technology precipitated the rapid growth of PPP over the last 10 years. Diverse schemes of PPP such as TOT, Divestiture, and Management Contract and Lease have been practiced. Local governments and private investors/operator have adjusted their objectives and strategies to avoid potential pitfalls behind BOT projects in China. However, current academic research outcomes do not properly reflect important issues of BOT projects or related case studies in China. This limitation has brought in the lack of assessment of important risks and success factors required for the improvement of the body of risk management. In this regard, this study uses the market analysis method to identify major schemes of PPP water projects and conducts case studies on five PPP projects to identify key risk and success factors in association with each different scheme. It is expected that the risk and success factors identified from the cases will be used as reference to Korean companies which plan to enter the Chinese water market.

Characterizing the Structure of China's Passenger Railway Network Based on the Social Network Analysis(SNA) Approaches : Focused on the 2008, 2013, and 2018 Railway Service Data, Respectively (사회 네트워크 분석 방법론에 기초한 중국의 여객 철도 네트워크 특성 분석 : 2008년, 2013년, 2018년 운행 데이터를 중심으로)

  • The study aimed to analyze the structure of China's passenger railway network in the years of 2008, 2013, and 2018, respectively. At the same time, it tried to investigate its derivative impact on the patterns of Chinese urban network. The analytical tool was based on the NetMiner4.0. In order to measure network characteristics of China's passenger railway network, it primarily focused on the degree centrality, betweenness centrality, and closeness centrality. First of all, the higher degree centralities, with a few exceptions, were observed in BeiJing, ShangHai, GuangZhou, WuHan, XiAn, ChengDu, HaErBin, and ShenYang over a decade. In contrast, the higher betweenness centralities were recorded in cities of higher development potential including WuLuMuQi, GuiYang, ShenYang, and KunMing. The closeness centrality analyses confirmed the fact that most metropoles like BeiJing, ShangHai, and GuangZhou kept the highest train accessibility during the same research period. At the same time, the opening up of a new stretch of high speed railway network has consecutively strengthened connectivity between BeiJing and TianJin. Owing to unprecedented development of railway traffic and its extensive operations, this study believes that Chinese major cities, without interruption, would pursue a series of urban policy alternatives geared towards railway stations-oriented networking and competitively try to extend their network ranges.
